Today, documents that were created to allow travel or that show the right to drive are being used to prove identity. Individuals are repeatedly asked to share personal and sensitive information in exchange for services or goods, and it is difficult to know who someone is online without going through a lengthy and cumbersome process. In other words, the current UK identity system is too fragmented and complex. A modern solution is needed.

Relying on paper documents for identity verification in a digitally native society is illogical. It slows down otherwise rapid on-demand services, increases chances of abandonment during onboarding and account registrations, and encourages retention of an unnecessary amount of customer information.

Thanks to high volumes of unwanted contact (spam) and a series of devastating and high profile security breaches, organisations are under more pressure than ever to embrace the principles of data minimisation; information that is collected and processed should not be retained or further used unless this is necessary for purposes that were clearly stated in advance.

N The secure storage of personal data and the utility of paper documents for ID verification in digital situations are complex issues. The landscape into which this report was commissioned can be summed up with a simple observation: there is no fast and secure way to confirm the real identity of an individual online.

Being able to quickly and securely share real identity details online would make our lives much easier and safer. For example, age verification online would ensure that only young people are able to access under 18 websites (like anorexia chat rooms), prevent minors from opening inappropriate social media accounts, and ensure that they cannot access adult content. Communication between councils and their residents would be more streamlined. Easier registration at a GP or dentist would be possible. Renting a home, finding employment… the list goes on.

To be accepted, any proposed solution would have to truly understand the varied nature of public opinion on this topic. Do people feel that their information is safe as it is? How do they feel about giving it to companies? Why do they give false information? Are paper ID documents really that much of a hassle to use?

We hope this report will help to answer some of these questions and more.

The purpose of this report is to examine the opinions people hold about their personal information: how they feel about sharing it, how they feel about those who ask for it, and what methods they currently use to share it.

This report is based on the results of a survey carried out by YouGov on behalf of Yoti. All figures, unless otherwise stated, are from YouGov Plc. Total sample size was 2029 adults. Fieldwork was undertaken between 8th - 9th September 2016. The survey was carried out online. The figures have been weighted and are representative of all GB adults (aged 18+).

• The three most common documents used to prove identity in order to access a new service are a passport (49%), driving licence (46%) and a utility bill (37%).

• 26% of people have been asked to send a company or website a copy of their passport or driving licence via email or post.

- Of those who were asked, 19% did not send a copy.

- For those who refused to, many gave security and lack of trust as a reason for not doing this.

• 38% of people who have sent either a passport or driving licence to a company as proof of identity were then worried about how that information was going to be stored.

Given the number of high profile data breaches over the past few years, it comes as no surprise that a high percentage of people feel uncomfortable and nervous when entering personal details online. They have to trust that company will protect and secure their information and not let it fall into the wrong hands, but with countless stories of data leaks and personal details being exposed, it’s no wonder this trust has gone. In the past few years alone we’ve seen many high profile companies including Yahoo1, TalkTalk2, Ashley Madison3 and Carphone Warehouse4 become the victim of data breaches.

SIS The survey also revealed that just over one in ten (12%)

respondents have been victim to identity theft, with this being most common amongst those living in London (20%). One reason why this crime continues to happen is that more of our lives are spent online: from banking to shopping we are giving our personal details to an unlimited number of people and businesses. According to Intel Security5, the average person has 27 online accounts, meaning our personal data is exposed across the internet. And we can’t be blamed for struggling to remember multiple unique logins, so we often reuse the same password for different accounts - a dream for any hacker. To protect our personal data online, and therefore our identity, a more secure and efficient way of accessing our online accounts is needed.

Perspectives on the current methods of proving identity

Despite the advances in biometric technologies and explosion in smartphone use, we still have to rely on paper documents to prove our identity (see Fig. 8). But people would like a solution; 46% of respondents said they would be likely to use a smartphone app that allowed them to prove their identity in the same way as using an official ID document.

When asked which situations they would be likely to use a digital ID app, 30% of respondents said they’d use it to open a bank account, 20% would use it to buy alcohol in a shop and 20% would use it to get into a pub, bar or club. There was an even stronger demand for this from younger age groups, with 65% of 18- 24 year olds saying they’d use this type of app to buy alcohol in a shop and 63% using it to get into a pub, bar or club.

Yet, as it currently stands people are still reliant on paper documents, but how worried are they about having to send a copy of their ID document to companies?

Across all age groups, a number of people said they were worried about how the copy of their ID document would be stored by a company, but this was most concerning for those aged 35-44 years, with 47% saying they felt worried about this. Our survey also revealed that there are a number of people who will not send a copy of their ID document, particularly due to security and trust issues (see Fig. 12).

Companies who need to see personal details as part of their onboarding process should consider whether their current way of doing this is consumer friendly and meets the quick, convenient and easy experience demanded by today’s digital society.
