4. PUBLIC INTEREST

In providing its resolution on the proposed Liquor Primary application, local government must consider and comment on each of the regulatory criteria indicated below. The written comments must be provided to the general manager by way of a resolution within 90 days after the local government receives notice of the application, or any further period authorized by the general manager in writing.

Section 10 of the Liquor Control and Licensing Regulation states that local government or First Nation must consider and comment on each of the following criteria:

a) The location of the establishment; b) The proximity of the establishment to other social or recreational facilities

and public buildings; c) The person capacity and hours of liquor service of the establishment; d) The number and market focus or clientele of liquor primary establishments

within a reasonable distance of the proposed location; e) The impact of noise on the community in the immediate vicinity of the

establishment; and

f) The impact on the community if the application is approved.

The local government or first nation must gather the views of residents in accordance with section 11 .1 (2) (c) of the Act and include in their resolution:

(i) the views of the residents, (ii) the method used to gather the views of the residents, and (iii) its comments and recommendations respecting the views of the residents;

The local government or first nation must provide their recommendations with respect to whether the licence should be issued and the reasons for its recommendations.

The resolution must be provided to the general manager within 90 days after the local government or first nation receives notice or any period authorized by the general manager in writing.

A sample resolution template and comments are enclosed as attachments 2 and 3 to this report for reference purposes.

To whom it may concern,

Please consider this a letter of intent for the purpose of obtaining a liquor primary license for The Black Clover.

The purpose of the business is to provide Prince George citizens a safe and lively 'new' venue in the

downtown core. We intend to provide a unique menu, energetic atmosphere and live music in a fresh

renovated downtown building.

Our target market will be a combination of downtown business customers, UNBC students and legal

drinking age to 65+ consumers. We plan on supporting the athletic community through sponsorship and

partnering with local teams. We will also offer an authentic Celtic yet contemporary setting for travellers passing through the Price George core.

The composition of our neighborhood (downtown) Prince George has begun to transform over recent

years and we feel our new establishment will complement the business population growth and recent

renovations to the infrastructure with a safe locally owned Irish Pub priding itself on great authentic

cuisine, beverages and entertainment.

The benefits to the community from the creation of this venue will be another reason for consumers to

experience a professionally run business in the heart of Prince George. The complete refurbishment of a

downtown icon to meet present day expectations is not the only positive for the downtown. We will

employ 10-15 fulltime positions and 20-25 part time positions year round. We believe we will be able to

avert many of the challenges experienced by past businesses with over 40 years of managerial food and

beverage experience steering the business. We believe from over seven years of operation with a food

primary restaurant in the downtown we have heard from enough customers to understand exactly what

they are looking for in the downtown core to compliment the businesses presently operating.

We do not believe there are any concerns with respect to noise issues or disruption of surrounding

businesses as there is no residential building in the immediate vicinity and the businesses operating next

to the venue operate 8:00am to 5:00pm. Any entertainment would not begin until 8:00pm. We have installed full security system with cameras to aid with the safety of customers and staff. We believe

there is no negative impact on the downtown community.

We have been constant supporters of downtown Prince George and have proudly developed a viable

downtown restaurant, The Twisted Cork, over the past 7 years and truly believe this new venture with

the liquor primary endorsement will be a perfect complement to growing downtown.
