    Board of Supervisors

    BRIDGEWATER TOWNSHIP

    County of Rice, State of Minnesota

    February, 16th

    2010

    The meeting was called to order at 7:08 pm. The pledge of allegiance wassaid by all. Supervisors Glen Castore, Kathleen Doran-Norton, Eric Bjornard,

    Treasurer Brad Pfahning and clerk Michael Norton were present. It was noted thatJim Braun zoning administrator was unable to attend due to illness. Jerry Andersonwould arrive later as part of a discussion on highways.

    It was requested that the items regarding DeTelemark Road and the Highway3 CR 8 intersection be brought forward to accommodate visitors. Kathleen Doran-Norton moved to accept the agenda, Eric Bjornard seconded. All Approved withchanges noted. The minutes from the December 15th meeting were reviewed by thesupervisors. Kathleen Doran-Norton moved to accept minutes for the December 15th

    meeting, Glen Castore seconded. All Approved without changes. The minutes fromthe January 16th meeting were reviewed by the supervisors. Kathleen Doran-Nortonmoved to accept minutes for the January 16th meeting, Glen Castore seconded. AllApproved without changes. The minutes from the February 6th audit were reviewedby the supervisors. Kathleen Doran-Norton moved to accept minutes for theFebruary 6th audit, Glen Castore seconded. All Approved without changes.

    The Town clerk advised that in the correspondence received was licensesplate tags for one of the vehicles and a note on suggested bridge matainance fromthe county. It was also noted that the notice of the annual Rice County townshipofficers association meeting on the 25th of March.

    The Treasurers report was then provided along with the claims against thetownship. The claims were reviewed by the supervisors. Kathleen Doran-Norton

    moved to accept the claims, Glen Castore seconded. All Approved.Under the public comment section Leif Knecht provided an update to the

    status of the lower Heath creek trail.It was then brought up that residence of DeTelemark Road would like to

    change the name to Telemark Road. Original DeTelemark was simply TelemarkRoad and at some point was changed. The residences believe the change wouldhelp to avoid confusion for travelers and emergency services. The first step wouldbe to have the township create a resolution to this effect and pass it along to thecounty. Kathleen Doran-Norton moved create a resolution to allow this namechange (to be known as resolution 2010-03), Eric Bjornard seconded. All Approved.

    Jerry Anderson came forward to discuss changes to the intersection atHighway 3 and County Road 8 due to a number of accidents that have occurred

    there. While this has little to do with the township at this time as it is in the planningstage, he wanted to advise seeing more on this in the future.

    The supervisors then discussed the proposed revisions to the Dundasannexation agreement whereby: Bridgewater would handle the planning andzoning, quarterly meetings would occur between the boards, a joint committeewould be created to decide on how the money received from Dundas would beallocated on the roads and the bridge water members would be removed from theDundas planning commission. The supervisors discussed the specific changes and

    questions that they had. Glen Castore moved to adopt the revised agreement, EricBjornard seconded

    The board was approached with concerns about Decker Ave. and 100 th St. inconnection to the Gill/Prawer annexation. Kathleen Doran-Norton moved to send aletter to the cities of Northfield and Dundas and Rice County to work cooperativelyto pursue a joint agreement to upgrade Decker Avenue and 100th Street and

    improve the intersection at Decker Avenue and Hwy 19 to support urban growthand development. Eric Bjornard seconded. All Approved. Kathleen Doran-Nortonalso moved to send a letter to the city of Northfield to precipitate in Bridgewater

    Townships comprehensive plan to support the preservation and protection ofnatural resources and open space. Eric Bjornard seconded. All Approved.

    In regards to the stream ordinance with Northfield it was noted that theNorthfield city engineer had asked the township to participate in their effort tocreate an ordinance.

    The Board and Dennis Brown then discussed road situation and futureplanning in regards to the recent snow events, and condition of the equipment. Itwas also discussed if and when a new grader might be needed but no decision wasmade at this time. In addition concerns were brought up from the audience

    regarding recent snow plowing in the area.Election preparations were discussed on picking up supplies and set-up.

    The Board then scheduled upcoming events including a budgetingworksession, the candidate open form and an actionable meeting to sign bills fornext month.

    Eric Bjornard moved to adjourn, Glen Castore seconded. All agreed.
