Rule 636. (1) Where a possibility of drowning exists, an employee working over or adjacent to water shall wear a life jacket or buoyant work vest. The life jacket or buoyant vest shall bear a label, “U.S. Coast Guard approved.” The jacket shall be of a type to roll the wearer face up, if unconscious.

(2) Before each use, the life jacket or buoyant vest shall be inspected for defects which might alter its strength or buoyancy. Defective units shall not be used.

(3) A ring buoy with not less than 90 feet of safety line shall be provided and shall be readily available for rescue operations. The distance between the buoys shall not be more than 200 feet.

(4) Not less than 1 lifesaving boat equipped with a method of propulsion that is effective for the water conditions shall be available at the location where an employee works over or adjacent to water and the possibility of drowning exists.

Personal Flotation Devices (PFDs)

• A Type I PFD – Off Shore Life Jacket is designed to turn most unconscious wearers to a face-up position in the water. It is effective in all types of waters, especially where rescue may be delayed.

• A Type II PFD – Near-Shore Buoyancy Vest will turn some unconscious wearers to a face-up position in the water although the turning is not as definite as with a Type I PFD. It is intended for calm, inland water or where a quick rescue is possible.

• A Type III PFD – Flotation Aid is good for conscious wearers in calm, inland water or where a quick rescue is possible. It is designed so wearers can place themselves into a face-up position in the water. It is more lightweight and comfortable for continuous wear.

• A Type IV PFD – A Throwable Device is not designed for use as a life jacket or vest.

• A Type V PFD – Special Use Device is intended for specific activities and should only be used in accordance with the approval conditions on its label.

Power Tools - Common Sense

• Always inspect the power tool for missing parts, guards, and frayed wires

• Extension cords should be inspected for cuts, frayed wires, and missing ground terminals

Entry Into Confined Space• Prior to entering the confined space, the internal atmospheric conditions shall be

tested with a calibrated direct-reading instrument in the following order:– Oxygen content– Flammable gases and vapors– Toxic air contaminants

• If the atmospheric conditions are at harmful levels, the confined space must be ventilated to remove the harmful levels

• After ventilating if the atmospheric levels are still at harmful levels then respirators are required for all Entrants

• Atmospheric conditions must be constantly monitored while in the confined space

• If at any time the direct-reading instrument alarm is activated, the Entrants must evacuate the confined space

• If conditions develop that require extrication of an Entrant that cannot get out of the confined space on their own, the Attendant must call for emergency assistance at once. The Attendant cannot leave their post or enter the confined space for any reason.
