Ensure that the works and duties are executed in accordance with the health and safety guidelines as directed by the Client/s and their representatives. Liaise with the Client in relation to the site inspection works, including all aspects and problems that are encountered in the field. Organise and/or liaise with the traffic management contractor where closures are required and reaffirm the works program and timing of the task in hand. Sourcing and reviewing previous bridge inspection reports and carry out a desk study prior to going to the field Discuss, review, and document the methodology and the site-specific risk assessments on all works carried out. Ensure that the reporting and input of all information and photographs meet the criteria as set by the Client/s and their representatives. Allowing the time management and schedules are clearly defined with relation to the program of works and setting out of such; and that deadlines are met with the appropriate levels of resources. Maintain safe and secure working conditions for BaseCon staff and operatives to carry out the works; including all sub-contracted personnel. Highways Bridge Inspections & Assessment in accordance with

BD62/07 & BD63/07

What the company will do?

Inspection Categories

Special Inspection

Purpose: Identify and report defects that might compromise the safety of the structure and/or

the Highway user.

Method: Usually carried out in addition to planned maintenance inspections. Arranged as

required by virtue of the condition of the structure or in connection with abnormal

load movements, flooding, accident damage, etc.

General Inspection

Purpose: Planned maintenance inspection

Method: Requires an examination and subsequent reporting of all parts of the structure that

can be inspected from ground level, other vantage point or any permanent access

provided at the structure. Usually carried out every two years. Visual aids like

binoculars shall be used where necessary. General inspections should not require

traffic management or special access facilities.

Principal Inspection

Purpose: Planned maintenance inspection

Method: Requires a detailed examination of all accessible parts of the structure, generally at

intervals of six years. Access equipments (i.e., MEWP’s ((Mobile Elevated Work

Platforms)), Under-bridge Unit, scaffolding, boats, etc;) and traffic management shall

be employed as necessary to gain close access for effective detailed inspections.

Database checks shall be carried out and colour photograph records of defects

obtained. The inspection is mainly visual but limited testing may be required on

concrete elements.

SScour Inspection

Purpose: Special inspections on those structures that are susceptible to scour.

Method: Requires the examination of vulnerable structures that are located in or around

waterways. Where the river bed/bank is susceptible to scour, a check for

scour/undermining of structural foundations shall be made if water depths permit

this to be carried out safely. Divers may be required to undertake all deep-water

inspections that cannot be safely carried out by inspectors.

Reports And Reporting Systems

SMIS (Structures Management Information System)

Description: The Highways Agency’s web-based reporting tool. The database holds inventory

details on all network structures, including inspection elements, routine

maintenance schedules and previous structure records.

Method: Structures Inspectors enter their inspection findings directly into the database, which

is in accordance with BD62/07 & BD63/07.

S.A.P.A

Description: Database of previous inspection reports, as build drawings and other specifications

on all Highways Agency network structures.

Bridge Inspection Team Synopsis

The leader of the bridge inspection team has over 15 years experience, primarily writing principal reports for

various structures, including bridges, retaining walls, culverts and sign/signal gantries. The structures

inspected were at various sites, including motorways, trunk roads, non-classified roads and within the

Network Rail infrastructure.

The inspection work has been for various clients including the Highways Agency, Metropolitan and Local

Authorities, British Waterways and Network Rail.

To consolidate and support this key role, various team members are aptly qualified with the construction

side of bridge building and are appropriately qualified to handle the plant and health and safety

requirements in the execution of inspection roles. Areas where there have been significant works are along

the canals and waterways.
