BREXIT : A NO DEAL SCENARIO However unlikely a “no deal” Brexit scenario is aſter March 2019, it’s important to understand the implicaons to procurement contracts, if a deal isn’t negoated by the UK Government. Before March 2019 It is important to note that before the 29th March 2019 nothing will change. Under the UK’s current EU Membership, procurement opportunies that fall within the scope of the EU procurement direcves will connue to be adversed on the Official Journal of the European Journal (OJEU) via TED. Tenders outside the scope of the EU procurement direcves (below threshold) will connue to be adversed on ‘domesc’ portals such as: Contracts Finder, MOD Defence Contracts Online, Public Contracts Scotland, Sell2Wales and eTendersNI. Aſter March 2019 The cabinet office has issued a noce stang that if the UK leaves the EU in March 2019 with no deal in place regarding future arrangements on access to OJEU/TED, a replacement UK specific e-noficaon service will be made available. Any changes to procurement rules will be made via amendments to exisng OJEU legislaon to ensure that procurement processes have connued operability. Suppliers wishing to access contract opportunies from the UK public sector will need to access the new UK e-noficaon service. The UK e-noficaon service will be available from Exit day. Suppliers can connue to access the relevant domesc portal, such as Contracts Finder, MOD Defence Contracts Online, Public Contracts Scotland, Sell2Wales and eTendersNI. Suppliers who wish to access contract opportunies from the EU may connue to do so via OJEU/TED. Addional informaon on this has been published by the EU. This will be in line with the current requirement to send noces to the EU publicaons Office for Distribuon on OJEU/ TED. Publicaons will take place electronically and would be free for all users. Following a no deal Brexit scenario contracng authories and enes will need to ensure their contract noces are published on the UK e-noficaon service rather than OJEU/TED. Those contracng authories and enes who are currently working with a third party such as an ‘E-Sender’ or ‘E-Publisher’ portal to publish to OJEU/TED should be able to connue to work with their provider to publish on the UK e-noficaon service.

2018-2019 Developments

• CSKL/TPPL Rental Framework In June 2018 TPPL completed the 1st annual pricing revision for the CSKL Rental Framework.

• NEPO Grounds Maintenance & Plant including handheld tools Framework TPPL launched the new framework in Partnership with North East Procurement Organisation this framework will run until September 2022.

• Vehicle Procurement Framework TPPL plan to retender the Hertfordshire County Council Vehicle Purchase Framework Covering vehicles and Ancillary Products. More information to follow in the New Year.

The Grounds Maintenance & Plant Equipment including handheld tools Framework Agreement is live and available for all of our members to access. TPPL have established this OJEU compliant Framework in partnership with the North East Procurement Organisation (NEPO) as the lead authority.

The Framework has been designed to offer a unique solution to TPPL and NEPO members, covering an extensive range of equipment from 38 industry recognised suppliers, including dealerships and manufacturers located across the UK. This Framework covers the following Equipment types:

Lot 1: Grounds Maintenance Equipment (35 Suppliers) Lot 2: Plant Equipment (14 Suppliers) Lot 3: Handheld Tools and Equipment (21 Suppliers)

In September we hosted our Fleet Forum with NEPO at the Grand Hotel Gosforth Park in Newcastle. Both Vauxhall and Isuzu supplied vehicles that were showcased at the event. Isuzu were also given the opportunity to presentto NEPO members. Topics covered duringthe Fleet forum included ongoing and upcoming procurement and fleet strategies.
