Public Comment: Introductions were made and there was no public comment.
Presentations: Ms. Ortiz from Brevard Workforce Career Center shared an overview of available youth services, including My Skills Tutor software and success stories, including OJT’s and AWE’s in the NextGen program. Action Items Approval of E3

Discussion and Information Items
Staff received an overview of the 2012-2016 Local Workforce Services Plan and submission process considering the vision, goals and strategies identified by the Governor. Committee members had no comments. Staff will send a link to committee members as a reminder to look at the Plan after it is posted on the website on September 19, 2012.

concept (Employment, Education and Economic Development) for the emerging and transitional workforce.
Ms. Rice shared a status update of BW’s support of the EDC Industry Advisory Council Manufacturing Partnership.
EDC Industry Advisory Council Manufacturing Partnership
Brevard Workforce currently offers a program called the 5 Steps to Rapid Employment (5 Steps). The 5 Steps curriculum can be used by career coaches to move greater numbers of job seekers through the workforce system with sustainable outcomes. BW uses 5 Steps for job seekers from most funding streams. The cost per placement for the 5 Steps program is approximately $160. BW will continue to monitor the effectiveness of the 5 steps program for PY 2012-2013.
Measure 2A Brief – 5 Steps to Rapid Employment
Staff shared that Brevard is one of 8 regions participating in a grant through the Department of Labor’s Workforce Innovation Fund. These 8 regions make up the Business Advocacy and Self Employment Consortium (BASEC). Each region will deliver a program called Startup Quest which will pair aspiring entrepreneurs with mentors on teams to work on plans that will bring existing technologies (from NASA, Federal labs, and universities) to market. The goal is increased business start up rate and increased employment.
Brevard Workforce has ramped up recruitment for the NextGen (WIA youth program). The goal for PY 2012-2013 is to serve 200 youth clients (inclusive of 37 carry-over youth from PY 2011-2012) by January 2013.

Information Brief
Measure 2A: Veteran Friendly Businesses
Background: Brevard Workforce has created a list of Veteran Friendly Businesses in Brevard County. ‘Veteran Friendly’ essentially means that a business has committed to making it a priority to hire veterans. Brevard Workforce uses this list as a resource for Veteran Staff in the career centers, business liaisons, and staffing specialists who utilize it in outreach and to promote on-the-job training (OJT) opportunities for job seeker clients who are veterans. The list is updated consistently and currently has 205 listings. The Outreach department also will utilize this list in the following ways:
• A thank you letter campaign to show appreciation for Vet Friendly businesses in Brevard
• An e-blast to these businesses, other businesses who are not yet considered “vet friendly”, and the media highlighting the importance of hiring vets, and thanking those who do.
• Businesses on the list will be highlighted on BW social media • A spot will run on the iCompel Boxes (waiting room TVs) about the
importance of hiring Vets; businesses on the list will be highlighted.

Discussion Brief Measure 3C: Entrepreneur Work Experience Entrepreneurial Work Experience is a program that places an aspiring entrepreneur in an established small business to learn from a successful entrepreneur. The opportunity is 10 weeks long for 36 hours a week (4 hours off on Wednesday mornings to attend BizLaunch). 8 of those 36 hours each week is to be used for entrepreneur mentorship. Participants will learn about every aspect of running a small business including (but not limited to): finance, operations, marketing and HR. There are currently six individuals participating in EWEs with five businesses in Brevard County. There are an additional three individuals in the application process. Eleven have completed the EWE process to date for a total of twenty participants. A database is currently being built of businesses that are interested in the Entrepreneurial Work Experience Program. Measure 4B: CAPE Industry Certifications 2013-2014 Submissions
Background: Annually in September, Brevard Public Schools in partnership with Brevard Workforce, submits a request to the state for certification and credential programs that they’d like to see on the Comprehensive Industry Certifications List. Inclusion on this list means that career academies can be created or continued for Brevard Public School students. For the upcoming 2013-2014 school year, 23 industry credentials have been submitted for consideration. A response is expected from the state in Quarter 1, 2013. Measure 4C: NextGen Status Report
Recruitment and Enrollment: Brevard Workforce has a goal to serve 200 WIA youth clients in PY 2012-2013, including 35 carry-overs from PY 2011-212. Brevard Workforce only carries over cases that are still actively job searching with BW assistance, still actively in school, or still working toward their GED. This requires BW to enroll a total of 165 new WIA youth clients in PY 2012-2013. The Youth Recruiter has information sessions planned during the first full week of each month which began in August 2012 and will continue through January 2012 (skipping December). In order to improve retention rates and create more positive and sustainable outcomes, youth will then be enrolled in the NextGen Foundations Training course. Foundations covers three modules: Assessment, Life Skills, and Goal Setting/Planning. After Foundations Training, youth are placed into one of two tracks: the Training Track (T-Track) or Job Track (J-Track). BW will hold as many rounds of Foundations as necessary for all new enrollees. Foundations Curriculum: Module 1: Assessment

The BW NextGen Recruiter works to enroll eligible youth via referrals from community partners targeting youth experiencing barriers to employment as well as self referred youth. These barriers include: youth offenders, youth aging out of foster care, out of school youth, disabled youth, and dropouts. Referral partners include: Department of Juvenile Justice, Crosswinds Youth Services, Brevard Family Partnership, Brevard County Public Schools, and Brevard County Adult Education centers. Year to date, the NextGen recruiter has worked 348 referrals and has enrolled 94 new WIA youth clients. Foundations Training: To date 44 WIA youth clients have completed Foundations Training: 14 in the Titusville CC, 13 in the Rockledge CC and 17 in the Palm Bay CC. The next round of training will begin the 3rd
week of January.
Successes: One of the best ways to gauge the effectiveness of the NextGen program and the foundations course is to get feedback and success stories from the participants, here is one such success story:
Michael successfully completed 2 weeks of Foundations Training in the Titusville Career Center. He was assisted with creating a job portfolio, and was placed in the NextGen job track to prepare for employment. On last day of training Michael learned to tailor his resume for a specific job order. He was able to not only land an interview, but was also offered employment. Michael let us know that he brought his job portfolio, which contained his certificates and all his preparatory work done during Foundations to the interview- he credits his time with Brevard Workforce for his success.
