BRENNAN DEFENDS INTELLIGENCE AND DRONE POLICIES President Obama's choice to head the CIA told lawmakers Thursday that the administration's drone strike program is legal, carefully managed, and important to national security. "We only take such actions as a last resort to save lives" and "when there is no other choice," John Brennan told the Senate Intelligence Committee. When Sen. Saxby Chambliss, R-Ga., suggested Brennan would rather kill terrorists that put them in prison, Brennan said: "I have never believed it is better to kill a terrorist rather than detain him." The confirmation hearing was delayed by protesters against drone strikes and other counter-terrorism polices. Sen. Dianne Feinstein, D-Calif., who chairs intelligence committee, ordered the hearing room cleared before the nominee could complete his opening statement. The protesters and other critics are believing false information about the program, Brennan said, and are unaware of "the care that we take and the agony that we could go through" to try and avoid civilian casualties. Brennan, a CIA official during the George W. Bush administration, also found himself answering questions about "enhanced interrogation techniques" begun during those years against terrorist suspects. Brennan said he registered "personal objections" to water boarding, a practice that critics have called torture, but had no authority to stop it. Sen. Ron Wyden, D-Ore., said the Obama administration has "stonewalled" the committee and others on information about the drone program. The nominee also also said he did not know whether enhanced interrogation techniques led to the raid that killed 9/11 architect Osama bin Laden. "I do not know what the truth is," Brennan said. A veteran employee of the CIA, Brennan also identified a number of challenges currently facing the agency:Upheaval in the Middle East; continued struggles against al-Qaeda terrorists; cyber attacks from other countries, criminals and terror groups; and efforts by Iran and North Korea to pursue nuclear weapons and missiles to deliver them. Brennan, who has been Obama's top counter-terrorism adviser, pledged to keep intelligence committee members in the loop on CIA operations, saying there would be no "trust deficit." While defending the CIA's work, Brennan also criticized news leaks of classified information. "These leaks damage our national security, sometimes gravely, putting these CIA employees at risk and making their missions more difficult," Brennan said. The choice of Brennan to head the CIA has brought increased scrutiny to the use of armed drones to kill al-Qaeda leaders around the world, a key part of the administration's counter-terrorism strategy. In an eleventh-hour attempt to boost Brennan's nomination and quell congressional critics, President Obama directed the Justice Department to provide the Senate and House intelligence committees with Office of Legal Counsel advice related to the administration's drone policy. White House spokesman Jay Carney called the disclosure "an extraordinary accommodation because of the unique subject matter at issue." The release came hours before the confirmation hearing. Despite concerns from members of both parties, Brennan is expected to be confirmed in the post. James Carafano, a foreign policy analyst at the conservative Heritage Foundation, said there is much to criticize with Obama and Brennan's counter-terrorism policies, but he doesn't see "enough heat to stop conformation" in a Democratic-controlled Senate. Brennan would replace David Petraeus, who resigned from the CIA in November after revelation of an extra-marital affair. Feinstein, the committee chair, praised the nominee and said that "John Brennan by all accounts will be a strong leader" of the CIA. She also cited concerned about oversight of targeted drone strikes. As the White House counter-terrorism adviser, Brennan has helped manage the drone program, and news about strikes has dominated the run-up to his hearing. "These strikes are conducted in full compliance with the law," Brennan wrote in written replies to the committee's questions. He said "rigorous standards" were applied to the program. Brennan wrote that civilian casualties caused by the strikes are "exceedingly rare, and much rarer, than many allege." The killing of U.S.-born cleric Anwar al-Awlaki in a drone strike in Yemen in 2011 raised concerns among civil rights advocates and lawmakers about the precedent of targeting an American citizen. The American Civil Liberties Union called the armed drone program an "abandonment of the rule of law." The administration has relied on the drone strikes to keep the pressure on al-Qaeda even as it has withdrawn forces from Iraq and is reducing troop numbers in Afghanistan. The Long War Journal, an independent website that chronicles the war on terror,reports that there have been at least 322 U.S. drone strikes in Pakistan since January 2008. Brennan was nominated to head the CIA in 2008 but withdrew amid questions about his views toward harsh interrogation techniques. TEXAS COMPTROLLER SUSAN COMBS JOINS LEGISLATIVE LEADERSHIPTO ANNOUNCE GOVERNMENT TRANSPARENCY, PENSION LEGISLATION

Texas Comptroller Susan Combs joined legislative leadership today to announce the filing of legislation aimed at improving governmenttransparency and empowering taxpayers to make informed decisions about taxes and public debt.

Senate Bill 14 and House Bill 14, authored by State Senator Tommy Williams and State Representative Jim Pitts and focused primarilyon government transparency, would provide taxpayers with vital information about government spending and debt.

Senate Bill 13 and House Bill 13, authored by State Senator Robert Duncan and State Representative Bill Callegari and focused primarilyon public pensions, would require increased reporting for all public pension systems and calls for essential actuarial information to beposted online so it is readily available and easy for taxpayers to find.

“People need to know what their government is doing, and how it spends their money,” Combs said. “We need to implement common-sensechanges that put vital information about government spending and debt in front of the public.”

“For government to be held accountable for efficiently providing essential services, Texans need to be able to track how and where theirhard-earned dollars are spent,” said Texas Governor Rick Perry. “I applaud Comptroller Combs’ efforts to work with the Legislature onbills that improve accountability and provide more information to taxpayers.”

“We all want transparency in government, and with the number one economy in the country, Texas should be the national model forfinancial transparency,” said Lieutenant Governor David Dewhurst.

“Government becomes more accessible and accountable when the public understands how their money is spent,” said Texas Speaker ofthe House Joe Straus. “This legislation will increase transparency and help local governments better communicate with taxpayers.”

Most voters don’t know how much debt they are carrying, and how much debt service they are currently paying before they choose to votefor more debt. This transparency legislation would require that additional information be included on the ballot when new debt is presentedto voters for approval, such as total debt outstanding, debt service, and existing per capita debt obligation.

The transparency legislation would also put limitations on certificates of obligation (CO) which governments use to issue debt without voterapproval.

“Senate Bill 14 will ensure the CO process is not abused and will give the power back to the taxpayers, the people who are actually payingthe freight, by requiring governments to tell voters how they can petition for an election, and by also reducing the number of voters requiredto petition for an election,” Williams said.Finally, the transparency legislation would require all taxing entities to post financial informationonline, including revenues and expenditures and detailed information on long-term debt obligations.

"When we write the budget each session, we require transparency and access to information,” Pitts said. “Texas taxpayers deserve the samelevel of transparency and openness, and House Bill 14 will deliver just that.” The pension legislation would require public pensions acrossthe state to publicly report actuarial information, including net investment returns for each of the last 10 fiscal years, as well as one-year,three-year, five-year, 10-year, 30-year and since-inception rolling rates of return.“It is important for taxpayers to feel confident that publicpensions in Texas are being managed properly to ensure long term financial health,” Duncan said. “Senate Bill 13 aims to give citizensthe information they need to feel secure about public pensions.”

In addition to increased reporting requirements, the pension legislation also calls for mandatory education for public pension systemadministrators.

“House Bill 13 is aimed at protecting the taxpayers who foot the bills for public pensions and the employees who deserve to know if theirretirements are financially secure,” Callegari said.

Both the transparency and pension legislation call for measures similar to the recommendations Combs recently outlined in her series ofreports titled Texas It’s Your Money. Each of the reports focused on financial obligations of taxpayers and provided suggestions on howgovernments could provide more transparency regarding those obligations.
