Happy Fall to everyone!

The hot summer nights are past us as we welcome the crisp autumn air. What an amazing summer we had this year! School is now back in session; please take

care to follow the posted speed limits in school zones.

Now that summer has passed, Council is back into a regu-lar meeting routine. Right now, we are in budget delibera-tions for the upcoming year as well as in the final stages of getting a new Land Use Bylaw (LUB) drafted. Terms of Ref-erence (TOR) have been reviewed, and from there we will issue a request for proposal (RFP) for qualified consultants to bid on the work. There will be an opportunity for residents to be heard during this process; stay tuned for information as it rolls out over the next several weeks. The entire proj-ect will last several months with a new LUB expected to be completed by spring of 2015.

This issue’s spotlight features the Corporate Services depart-ment. You have to love Corporate Services! They collect the taxes, keep the bills paid, guide us through the budget pro-cess and educate us about financial literacy. Through finan-cial education, they help us get clear on municipal priorities and utilizing the Municipal Government Act (MGA) assists us to stay focused on the governance principles around finance. The learning curve is pretty steep and during this first year of our Council term, Corporate Services is committed to help-ing us obtain a strong financial background.

When Council did a strategic planning session for 2014, bet-ter quality high speed internet for rural Brazeau County was our second highest priority. Personally, I am excited about our decision to implement a rural communications strat-egy, which includes cellular service, high speed internet and public safety as the 4th utility in the County. During the next 18 months, we will be installing 2 new tier one towers and 3 tier two towers. For more details, see the enclosed arti-cle within the Corporate Services section of this newsletter.

Another part of Corporate Services is Geographic Information Systems (GIS). My Dad taught me early in life to read and love maps. I am a visual person and understanding issues on the ground are always easier when we can see the pic-ture. The many features of our GIS mapping system provide that privilege and I love it.

In closing, I want to say thank you to Corporate Services for the many valued services they provide to our County Council and residents. I also wish you all a Happy Thanksgiving with

family and friends. This is a time to give thanks for our many blessings, including family, friends, health and happiness.

Land Use Bylaw (LUB)

On September 2, 2014, Council was provided with a summary list of the resolutions and descriptions of the proposed changes that will be included in the

public consultation sessions, anticipated to be scheduled between October and December 2014.

Council reviewed and finalized the LUB ‘Terms of Reference’ in September to enable administration to proceed with hir-ing the consultant who will conduct the public consultation sessions and necessary best practice research. The consul-tant along with the support of administration will consoli-date public feedback and research findings for Council con-sideration prior to finalizing the LUB. This work will also involve work on the Municipal Development Plan (MDP) and Area Structure Plans (ASPs) to ensure there are no conflicts between the aforementioned documents.

If public consultation session dates conflict with your sched-ule, please do not hesitate to participate in any Council meet-ing via the Public Input session and/or another convenient scheduled appointment with our Planning and Development department to share your perspective.

Capital Projects

Land acquisition for road projects continues to negatively influence road project commencement and completion time lines; however, given the continued good weather other proj-ects such as road slide repairs are progressing well and in line to meet the scheduled completion date of October 30, 2014.

The new Rocky Rapids secondary water reservoir is approx-imately 95% complete with various electronic programing and mechanical deficiencies to be completed over the next few months.

In addition to the new water reservoir, the 2014 overlay pro-gram is well underway and anticipated to be completed by end of October.

A copy of the approved 2014 Budget that comes with a com-plete list of capital projects can be found at www.brazeau.ab.ca within Corporate Services under the main depart-ment menu.

Organizational Meeting

Consistent with section 192 of the Municipal Government Act (MGA) a council must hold an organizational meeting annu-ally not later than 2 weeks after the 3rd Monday in October.

The organizational meeting gives Council a chance to clear up some routine business and proceed in appointing mem-bers to various committees and other bodies associated with Council. This is also a time to redistribute Council commit-tee portfolios.

The organizational meeting along with a committee orien-tation meeting will be advertised and open to the general public.

In closing, this summer has been absolutely beautiful and very enjoyable. I extend my sincere appreciation to Coun-cil, staff, residents and visitors for making Brazeau County the best place to call home.

K. Robinson, Commissioner of Oaths, administered the Oath of Office for Dep-uty Reeve R. Moir. The term of office is June 29, 2014 to February 28, 2015.

The draft Off Highway Vehicle Bylaw was given first reading and a public hear-ing is scheduled for August 5, 2014 at 10:00 am.

Jim Duncan, Councillor for Clearwater County and CPO Terry Miller made a presentation regarding their Sasquatch Program. This program is to encourage the public to respect the back coun-try with regards to random camping and trail use. Landscapes can be eas-ily damaged by overuse and abuse and this program educates and enforces simple guidelines such as: fire control; ensuring that environmentally sensitive areas such as creeks, wetlands, trees and shrubs are not disturbed; use of existing trails for off road vehicles and sharing the trails with all users; keep campsites a minimum of 100m from all oil & gas facilities and pack out all gar-bage and recyclables.

Councillor S. Mahan brought forward concerns regarding the increase in property thefts. Staff Sgt. Chris Delisle attended the meeting to make a presen-tation to Council regarding the strate-gies the RCMP have initiated to reduce the number of thefts in the area.

Council passed a motion to forward a letter of support to the Town of Olds to host the 2016 FCM Board Meeting.

Council passed a motion to provide dust control for seniors who apply at a rate of $100.00.

A motion was passed to accept the low-est tender and to proceed in awarding the 2014 local road grading projects to BTO Contracting Ltd. at $3,004,907.53

(plus G.S.T.) with an upset project value of $3,830,508.28 (plus G.S.T.). This con-tract includes grading on: RR65 from junctions of Hwy 39(22) and junction of Twp. Rd. 494 (4.52 km) and Twp. Rd. 494 from junction of RR80 to east of RR 75 (2.87 km).

July 15, 2014

S/Sgt. Christian Delisle from the Dray-ton Valley Detachment and Sgt. Corey Kyle from the Thorsby/Breton Detach-ment presented their respective RCMP Detachment Quarterly Reports.

Council passed a motion approving the Drayton Valley RCMP to draw on extra resources and provide enhanced polic-ing from July 16, 2014 – December 31, 2014 at a value of $30,000. A motion was passed that Brazeau County Council enters into an agree-ment with the Town of Drayton Valley for the maintenance and grounds up-keep of the Drayton Valley and District Historical Society property containing the Historical Museum and that Coun-cil takes $4,000 from Unrestricted Sur-plus, with Fin-7 Cultural grant funding of $12,000 for a total of $16,000.

Dale Guze, Christian Vernados and Anita Berger from Pembina Sentinel Air Monitoring Society gave a presentation regarding their permanent H2S and SO2 monitoring network. They discussed that the system is not designed as a sub-stitute for emergency response regula-tion and actions, but designed for citi-zens to make their own decisions about the level of emissions they feel they should be exposed to. They have been in operation for 5 years and are funded

through industry. The society is inter-ested in increased membership, and there are no membership fees. Data is available online from their monitors at www.pembinaairmonitoring.com

Sandy Labrie, Program Director made a presentation on behalf of the Boys and Girls Club of Drayton Valley regard-ing various programs they are offering. The organization will be setting up four out of school time programs in Septem-ber in four local elementary schools. Twenty children are able to register per site, and fees will be determined on a family by family basis. They are oper-ating an office out of Rotary House and receive funding through FCSS, grants and fundraising.

Rob McIntosh and Kerri Widenmaier made a presentation on behalf of the Eagle Point-Blue Rapids Parks Coun-cil regarding updating the Draft Rec-reation and Open Space Master Plan for Brazeau County. They are seeking input from local residents, visitors and area stakeholders in an effort to deter-mine what the recreation priorities are for Brazeau County residents. Surveys for public input, as well as more infor-mation are available online at www.epbrparkscouncil.org. Council passed a motion to add a working session with the Eagle Point-Blue Rapids Parks Coun-cil to the calendar.

A motion was passed that Council give first Reading of Bylaw 840-14 propos-ing a portion of Pt SW 19-49-7-W5M be redistricted from Agricultural (AG) to Modular/Manufactured Home Park (MHP) as shown on the attached Sched-ule A and that the Public Hearing for Bylaw 840-14 be scheduled at 10:00 am on September 2nd, 2014.

Brazeau County, Lac Ste. Anne County, Parkland County, Saddle Hills County and Yellowhead County.

A motion was passed that Council approves the requested changes to the PW-3 Dust Control (Rural) Road Policy as amended and presented. Motions were passed to amend Schedule ‘A’ of the 2014 Schedule of Fees Bylaw 826-13 to reduce the dust control rates for seniors by 50%.

Council passed a motion to explore the option of putting a Texas gate across road allowance RR94, and go through the proper process of getting necessary approval from the province.

A motion was passed to approve the use of “Contract Construction” with General Contractors and Engineers to increase road building capacity up to 5km from restricted road surplus.

Council passed a motion to approve adding the Range Road 81 Extension to the Road Request List.

The next regular Council meetings were held on August 5, 2014 and August 19, 2014.

August 5, 2014

Reeve P. Vos presented a long service award to Lloyd Woloszyn, Maintenance Supervisor for his 40 years of service to Brazeau County.

A public hearing was held regarding a proposed new Off-highway Vehicle Bylaw. Several residents were in atten-dance to voice their comments both for and against the bylaw. Council agreed to do more research on the bylaw and off-highway vehicle use in the County prior to making a decision.

Council passed a motion to provide their support in lobbying the AAMDC and other parties as necessary in regards to federal funding for rural broadband.

A bylaw was passed to reduce the speed limit on RR63 from Hwy. 39 south to Twp. Rd. 485 to 50 km/hr.

The next regular Council meetings were held on August 19, 2014 and Septem-ber 2, 2014.

August 19, 2014

Council passed a motion to approve an increase in the 2014 Operating Budget for pavement patchwork by an addi-tional $404,910 with the funds to come from the roads restricted surplus. The unusual increase is required as a result of some extreme damage to existing paved roads this past winter, the need to repair/replace culverts on paved structures and the availability of a pav-ing contractor that has previously pro-vided exemplary service and results.

Councillor K. Westerlund brought for-ward a concern from the Whitby Com-munity Hall regarding the parking lot for the Whitby Community Hall. Coun-cil passed a motion to ensure that the expansion of the Hall parking lot is com-pleted in the two week time frame requested by the Whitby Community Hall either in-house or daily rate as long as it doesn’t exceed the $80,000 budgeted.

Trudy Parsons, Consultant from Millier Dickinson Blais attended the meeting to present the 2014 Business Visitation Program. The Business Visitation survey and report is conducted every three years. Ms. Parsons provided a sum-mary of the program indicating that the project ran from May to July 2014 with targeted outreach to roughly 600 businesses. A final report will be for-warded to the County upon completion.The next regular Council meeting was held on September 2, 2014 and with the next meeting to be held on Sep-tember 16, 2014.

September 2, 2014

Council passed a motion to approve the allocation of $53,735.00, from unre-stricted surplus, for the survey, design and tender/construction documents for a storm water management plan for the area between 26th Avenue and Joshua Blvd., west of the Ring Road, to be pro-duced by Amec Engineering.

Michael Pylko, Construction Manager for Alberta Transportation attended the meeting to update Council regarding the Hwy. 22 bridge construction. Set-backs have pushed to project back to this fall. However, there is the possi-bility that the new bridge won’t open in the fall, so Alberta Transportation is inspecting and monitoring the old bridge for use during the winter until the project is completed.

The next regular Council meetings will be held September 16, 2014, October 7, 2014 and October 21, 2014.

A Policy Review meeting is scheduled for Monday, September 29, 2014.

The Organizational Meeting is sched-uled for Monday, October 27, 2014.

Prior to annual appointments Council invites interested County residents to express their interest in serving on the following boards and committees. Appointments are subject to annual renewals. Attendance at meetings is a requirement for appointment.

AGRICULTURAL SERVICE BOARD

A 7 member board consisting of 2 Coun-cillors and 5 members-at-large. Meet-ings are held the third Wednesday of each month.

MUNICIPAL PLANNING COMMISSIONA five-member commission to approve development applications of discretion-ary uses under the Land Use Bylaw, approve subdivision applications and to provide recommendations to Coun-cil on planning matters. Two member-at-large appointments are made annu-ally along with three Councillors. Day meetings are held every third Tuesday.

SUBDIVISION AND DEVELOPMENT APPEAL BOARD

A five member board consisting of 2 Councillors, 3 Members-at-large and 3 Alternate Members-at-large to hear and decide appeals on development or sub-division decisions that have been made previously by the Development Officer or the Municipal Planning Commission. Day meetings are held as required.

BRAZEAU SENIOR’S FOUNDATIONA five-member board representing the Town of Drayton Valley, the Vil-lage of Breton, and Brazeau County, which is responsible for the manage-ment of Senior’s Housing in Drayton

Valley and the Village of Breton. The County appoints one Councillor and one member-at-large to the Founda-tion. Day meetings are held the third Thursday of the month. Other meet-ings held as required. Responsibilities include establishing budgets and set-ting operating policies for the combined Seniors’ Housing Units.

PEST AND WEED APPEALS COMMITTEEA three-member committee consist-ing of three members-at-large to hear appeals against notices issued under the Weed Control Act. The committee meets infrequently and only as required.

MUNICIPAL LIBRARY BOARDA five member board consisting of two Councillors and three members-at-large. The members-at-large posi-tions are three year terms. There is presently one opening for a three-year term. The Library Board is legislated to hold four (4) meetings per year min-imum and additional meetings are held as required.

COMPOSITE ASSESSMENT REVIEW BOARD

A three member board consisting of one provincial member and 2 other members who are not provincial mem-bers. This board will hear complaints about assessments for all property in the municipality, excluding residential properties with three or less dwelling

units, farm land, linear property and equalized assessment. There is a man-datory 3-day training session required for this board. The board meets infre-quently and only as required.

LOCAL ASSESSMENT REVIEW BOARDA three member board consisting of 3 members who are not provincial mem-bers. This board will hear complaints about non-assessment matters and assessments of residential properties with three or less dwelling units and farm land. There is a mandatory 3-day training session required for this board. The board meets infrequently and only as required.

The Agriculture Services Board of Brazeau County will provide two (2) $500.00 bursa-ries to students residing in Brazeau County enrolled in a post-secondary institute who are pursuing the following:

• Bachelor of Science in Agriculture/Envi-ronment from a recognized University

• Diploma in Agriculture/Environment from a recognized College

• Degree or diploma directly related to Agri-culture from recognized Universities/Com-munity Colleges

Deadline for applications is October 31, 2014. Awards are contingent upon successful com-pletion of Grade 12 and registration in a post-secondary institute.

Applications can be downloaded from the Brazeau County Website under Agriculture or picked up at the Brazeau County Building at 7401 Twp Rd 494, Drayton Valley.

This disease affects cereal grains, which causes major economic losses through decreased yields, reduced seed quality and mycotoxin production. In order to have your seed cleaned, you need a certificate from an accredited seed lab proving that the seed is not contaminated.

Brazeau County offers residents the opportunity to have your grain tested at no cost!

Bring in at least two cups of the grain that you would like tested for Fusar-ium graminearium and we will send the sample to the seed lab for test-ing. The first two samples per landowner are free.

Business Visitation ProgramThe results are in!The 2014 Brazeau County Business Visitation Report has been released to the pub-lic and available online at www.brazeau.ab.ca.

Thank you to all the businesses, including farm operations, in Brazeau County, the Town of Drayton Valley and the Village of Breton that participated in our Business Visitation Program (BVP) this year.

Housing Administration from Brazeau County, the Town of Drayton Valley and the Village of Breton met with representatives from the Brazeau Seniors Foundation and Munici-pal Affairs to have an open discussion and seeking advice/guidance from Municipal Affairs on how best to go about expanding the role of the Brazeau Seniors Founda-tion, as well gain input and desire of Brazeau Seniors Foundation for growth of the current organization. A discussion also took place on what role each Municipality could play going forward.

Action Moving Forward

The Joint Housing Committee will work with the Brazeau Seniors Foundation (Hous-ing Management Body) on expanding their foundation to include seniors, social and market housing for rentals and entry-level housing.

During the upcoming Municipal fall conferences (AUMA and AAMDC), our joint municipalities, Brazeau County, the Town of Drayton Valley and the Village of Breton will lobby the government to support the development of more affordable housing options across Alberta. As we understand, Municipal Affairs will be launching a low-interest rate loan program for non-market housing and senior housing developments this fall, open to existing Housing Authorities. We are encouraged by this news and will watch closely for such announcement. This source of funding will play a key role in getting housing development going sooner than later in our region.

The next Women in Business (WIB) Network event will take place on October 2, 2014 at Lakeview Inn & Suites. Utility BillingResidents in the hamlets within Brazeau County (Rocky Rapids, Cynthia, Lodgepole, Violet Grove or Buck Creek) receive monthly utility bills. If you are moving in or out of the property, we ask that you contact our office as soon as possible with the following information:

• Owner or tenants name;• Current mailing or forwarding address;• Possession or move in date.

This will provide the County with the required information to prepare a final billing on the utility account and set-up the account for the new owner/tenant in a timely manner.

Pre-authorized Debit Plan (PAD)Brazeau County, offer’s Pre-Authorized Debit Plan (PAD) for all of their Utility customers.

Payments are withdrawn from your bank account on the due date. It takes two weeks to process the applications so we request that you apply prior to the 15th of the month you would like payments to start. If you have any questions, please feel free to contact our office at 780-542-7777.

Rural communications was identi-fied by residents and businesses in Brazeau County as the second

biggest priority during the 2013 Munic-ipal Election.

With this feedback, Brazeau County Council formally classified rural com-munications as a “utility” and adopted the “Utility Communications Model”.

In response to Council’s decision, a 5-year capital plan was created, and this plan will be reviewed and updated yearly during the annual budget process.

Here are some of the highlights from the communications strategy plan over the next few years:

In 2014/2015, three towers are planned for construction. These towers will pro-vide service into the currently unserved areas of Cynthia and Lodgepole. A Tier 1 tower will be included in this build, with a fibre connection to the Alberta Supernet. This fibre connection will create a high capacity corridor into the west region of the County, and allow for future expansion and growth as required.

In 2015/2016, we have two towers planned for the eastern region. Again, a Tier 1 tower will be included just north of Breton with similar benefits realized by the Tier 1 tower constructed in 2014.

In 2017, we have plans to build three additional towers to fill in areas off of the 2 main corridors.

Communications has become a basic necessity in rural and urban areas for community development, economic development and emergency services. Brazeau County is committed to con-necting the community to the digital world.

Disposal of Oil & Antifreeze

In an effort to give residents of Brazeau County an option for disposal of their used oil and antifreeze, we have confirmed

that the Aspen Waste landfill in Drayton Valley does accept both at their site at no charge as long as the load is made up of only these materials. Mixed loads (garbage with oil and antifreeze) would be charged the rate of $71.00 per tonne.

Aspen Waste does request how-ever that if large quantities are being brought in that users call ahead to confirm they have room for them at their location at that time. If this material is in barrels, these may be simply dropped off in the designated area and do not need to be transferred via pump or pouring of the material.

We are currently researching opportunities to have larger quan-tities of used oil and antifreeze picked up at our residents’ homes.

Please bring your household garbage to the site nearest to you during the scheduled hours of operation. To leave waste outside the locked gates of a transfer station is illegal and violators will be prosecuted. Waste transfer stations do not accept tires, liquid, concrete, demolition, animal carcasses or hazardous waste. Brazeau County now has recycling bins at all eight of our transfer sites. Recycling facilities are accessible during the site’s regular hours of operation. Recycle all that you can using blue or clear bags available at your local hardware or grocery store. Additionally, recycling can be dropped off at either the landfill location in Drayton Valley or at the recycling depot on Industrial Road.

Waste Transfer CardsBrazeau County’s Public Works & Infrastructure Department has mailed every landowner a Waste Transfer Station Card. If you have not received your card in the mail, please contact our office at 780-542-7711. Transfer Station attendants will require ALL users to produce their cards prior to dumping at any of the Brazeau County Transfer Stations. PLEASE NOTE: Any member of your household can use the card. If you require additional cards for renters or additional separate residents, please contact Brazeau County to make application. You, the landowner, are ultimately responsible for the return of the additional cards should your renter move. Please contact our office for more information.

The Forest Protection area boundary is RR85 north to the Pembina river and then follows the river North. The South boundary is from RR 85 East along TWP 482 over to the North Saskatchewan River. Cynthia is well inside the Forest Protection Area and is in the Edson Fire Area.

By obtaining a fire permit, you have simply indicated your wish to burn. You are not absolved of any responsibility for conducting a safe burn. Contravention of the Forest and Prairie Protection Act by refusing or neglecting to comply with the regulations, or a permit condition, may result in prosecution. You may be liable to a fine of up to $10,000 and in addition, you could be liable for all resulting damage and suppression costs.

All burning; including stubble, brush, grass and debris must be conducted with an approved burning permit. If you use a barrel for burning garbage, or if you are clearing land and burning piles or windrows, please follow the minimum safety and equipment requirements.

Tax season is long gone and gratefully forgotten by most of us, but for the Community Volunteer

Income Tax Program, the season has just finally come to a close.

While we do the majority of our returns from February to May, there are always a few stragglers who we wouldn’t imagine turn-ing away.

This year was a banner year for the number of returns completed by our dedicated volunteers, over 160!

We were also lucky to have Carol Lapointe Professional Services take on the task of being not only the drop-off and pick-up centre,

but also volunteer their services completing tax returns.

The generosity does not end there; Carol has decided to donate the $1,500 honorarium that comes with the job to the Young Parent Outreach program run by Rachelle Dressler from Alberta Health Services.

This program runs young parent support group meetings weekly, providing information and advice around nutrition, development, infant care and family planning, as well as, providing access to prenatal and child-care essen-tials. It is definitely a good news day when one community pro-gram can help out another. Thank-you Carol!

Although we are just getting settled in our new location at Rotary House, the rationale behind the purpose of the building has already been proven.

FCSS, McMan Youth and Family Ser-vices, Boys and Girls Club of Drayton Valley, Humans Helping Humans Hous-ing Foundation, Primary Health Care

Network and Brighter Futures are moved in.

When asked what it means to them to be in this build-ing, two of the

groups responded that they were so happy just to have a home. Della, from Humans Helping Humans Housing Foundation talked about how perfect it is to be in a building with other non-profits as opposed to having an office within an oil company. She went on to say that being in Rotary House gives Humans Helping Humans the oppor-tunity to become much more visible

in the community and much easier for people who may want to apply for a home to get that information.

Marty from the new Primary Care Net-work was unable to find short term space as he makes plans for the new clinic and he says not only does Rotary House give him the space he needs, but the chance to work alongside the other human service organizations and learn what they do, which will help him with program planning.

People seeking services from one orga-nization have already been directed down the hall to additional services or resources available to them from another of the five organizations located here. Thus proving, Rotary House is a one-stop-shop for social ser-vices delivery.

Community Connection

Rotary HouseIn 2009, the Rotary Club of Drayton Valley identified “Rotary House” as a top priority in its strategic plan. Rotary House is a facility where non-profit community service organizations

are housed under one roof. By doing so, Rotary House has fulfilled a need to get more effective and efficient

services to our citizens without negatively impacting already strained budgets. In other words, Rotary

House allows service organizations to innovate col-laboratively, give more service, and do so more efficiently.

In addition to enhanced cooperation between agencies, Rotary House serves as a single point of contact for those individuals and families needing resources and assistance. It is a place where relationships are built between the peo-ple who are served and the organizations that serve them.

With approximately $1 Million in raised funds,

grants, and sponsorships, and an additional $800,000 in donated services, labor and property,

the Rotary Club of Drayton Valley was able to ren-ovate an old surplus school building. Several office

spaces and two meeting rooms were created to house six non-profit community service organizations. Rotary

House is now home to FCSS, McMan Agencies, Brighter Futures, Boys and Girls Club, Primary Care Network, and Humans Helping Humans.

The Rotary Club recognizes the contributions of all involved and extends a warm thank you to all. This is truly a commu-nity project that is already realizing huge benefits. For fur-ther information, please contact the Rotary House Commit-tee Chair, Annette Driessen at 780-514-2232.
