Review of Existing Site Conditions This Traffic Impact Analysis for the proposed construction of a BP Fuel Station & Convenience Store at 1301 SW Gage Boulevard in Topeka, Kansas, has been prepared, in accordance with the City of Topeka's requirements. See Site Location Map and Site Layout Plan below. The 1.78 acre site, which is currently occupied by a shopping center building containing a hair salon, is proposed to undergo demolition and reconstruction. The existing building has a total floor square footage of 16,904 sq ft, of which about 4,490 sq ft is currently used as a hair salon with the rest vacant commercial space. The proposed gas station & convenience store will have a total maximum floor space of 7,600 sq ft. The site’s two existing driveways connecting to the west side of SW Gage Boulevard will remain unaltered except that the throat length will be slightly extended. Changes to the other alternate entrances/exits connecting to the site are not planned at this time. The parking lot will undergo modifications to accommodate the proposed spaces and ADA parking requirements. This analysis will address the potential increase in traffic congestion due to the changed land use category and the expected trips distributed into the local roadway network.

BP Fuel and Convenience Store Area Street and Highway Network: The existing streets around the site include:

● SW Gage Boulevard – Five-lane minor arterial including two-way left-turn lane. ○ Posted speed limit of 40 mph.

● SW Huntoon Street – Two-lane minor arterial with eastbound left-turn lane at the intersection with SW Gage Boulevard.

○ Posted speed limit of 30 mph. ● SW 15th Street – Two-lane local road.

○ Topeka default speed limit of 30 mph. ● Driveway 1 – North driveway access, 94 ft south of SW Avalon Lane.

○ 24 ft wide entry and exit access point. ● Driveway 2 – South driveway access, directly across from SW York Way.

There are no known planned improvements of the nearby roadway network at this time. Surrounding Land Uses and Building Density: For the 1.78 acre site, the property parcel ID 1420301001006000 has a current land use of 2105-Strip Store Center. The building footprint will be 7,600 sq ft which will yield a building density of 10% for the proposed BP Fuel and Convenience Store. To the west of the site is a group of several building types that are part of the Gage Center located on the 11.06 acre site. The parcel ID is 1420301001003000 which has a current land use of 2107-Community Shopping Center. To the north of the proposed BP Fuel and Convenience Store site is a fast food restaurant with a drive thru and a bank with a drive thru. To the east of the site, across SW Gage Boulevard, is a residential area with single family detached houses. To the south of the site is a building with several land uses located on a 2.78 acre site. The parcel ID is 1420301001005000 which has a current land use of 2102-Retail Store. The building footprint is 21,597 sq ft which yields a building density of 18%. Water Conflicts: The FEMA FIRM Panel 20177C0215E, effective on 9-29-2011, indicates that the site is located outside of the 100 year floodplain limits in an area of minimal flood hazard. Existing Relevant Transportation System Management Programs:

1. 2040 Long Range Transportation Plan, April 2012, published by Metropolitan Topeka Planning Organization

2. 2016 Topeka Pedestrian Master Plan 3. The Topeka Bikeways Master Plan

Existing Alternative Transportation Mode Choices: There are sidewalks along both sides of SW Gage Boulevard and SW 15th Street to the west of SW Gage Boulevard. There is a sidewalk on the northern side of SW Huntoon Street to the west of SW Gage Boulevard. There are no bicycle lanes on any of the surrounding streets. The Topeka Bikeways Master Plan shows planned on-street bicycle lanes to be completed on SW McAlister Avenue to the west of SW Gage Boulevard and SW 15th street to the south of the site. No bike racks are currently installed on site. Transit users have access to Gage Center using Route #12 (Huntoon St) with the closest bus stop at SW Huntoon St & SW Woodhull St. Transit buses arrive every half hour or full hour from the east and west directions. The transit routes will remain unchanged as part of this redevelopment project.

New Site Improvements: The proposed site plan includes new parking spaces with an ADA accessible van parking space, a pump canopy to cover the estimated 16 fuel stations, an extended driveway throat length without restricting internal circulation of traffic, new curb and concrete pavement, new sidewalk between parking and the building, and new building-mounted business signage. Anticipated Phasing and Timeline: Construction is anticipated to begin in the fall/winter of 2018 and would take approximately 6 to 9 months.

Site’s Trip Generation and Design Hour Volume Data

Trip Generation Rates and Design Hour Volume Data: Trip generation calculations utilized the land use types categorized by the Institute of Transportation Engineers Trip Generation Guidelines, 10th Edition. The ITE Land Use category used Gasoline/Service Station with Convenience Market (ITE Code 945) to estimate the traffic volumes anticipated to be generated by the site. Since the Hair Salon currently exists, the change in trips generated would only be represented by additional traffic caused by the land use category change. Therefore, the trips generated can be estimated by finding the difference between the trips caused by a Hair Salon (ITE Code 918) and the results of a Gasoline/Service Station with Convenience Market (ITE Code 945). The estimated number of trips generated by the buildings were calculated based on the 1,000 sq. ft. of floor area (KSF). Copies of the ITE Trip Generation Manual pages are included in the appendix for reference purposes. The following table shows the parameters for measurement units, total trip generation rates for peak hour traffic volumes and corresponding total vehicles for peak hour traffic at the site:

* Directional Distribution Not Available, Assumed Directional Split The change of land use category from Hair Salon to Gasoline/Service Station with Convenience Market adds traffic to both the AM and PM weekday peak hours. For this area, the amount of added traffic was 539 vehicles in the AM peak hour and the amount of added traffic was 514 vehicles in the PM peak hour. The difference between land use trips was calculated only for the comparison and was not used for trip distribution. Reductions for Pass-By and Diverted-Link Trips: A Gasoline/Service Station with Convenience Market land use type would generate a significant volume of pass-by traffic. Pass-by trips are trips deducted from the thru traffic volumes counted along the adjacent streets and included in the movements turning into and exiting the site. All trips originating from the other buildings in

the Gage Center complex were considered to be from another business and, therefore, analyzed as a pass-by trip. No diverted-link analysis was done for this study.

Trip Distribution and Traffic Assignment Trip Distribution and Traffic Assignment: To determine the change in trip distribution caused by land use category change, the difference was found between the Hair Salon and Gasoline/Service Station with Convenience Market. The trips were all assigned to newly created trips added into the roadway system at the surrounding origin and destination points. Trip distribution patterns were determined based on a gravity model using the peak hour counts. Directional percentages were applied along entry and exit paths so that trips could be distributed proportionally. For the following figures shown below, the distributed trips represent the amount of added traffic caused by land use category change (544 vehicles in the AM peak hour [106 in, 101 out, 172 pass-by in, and 165 pass-by out] and 523 vehicles to the PM peak hour [115 in, 115 out, 146 pass-by in, and 147 pass-by out]). Existing and Projected Traffic Volumes

Existing Traffic Volumes: The most recent KDOT Urban City Traffic Count Map, with data from December 2016, November 2016, and January 2017, shows SW Gage Boulevard to have an AADT of 20,590 vpd to the south of Huntoon Avenue. Huntoon Avenue has an AADT of 10,050 vpd to the west of SW Gage Boulevard. The 2040 Long Range Transportation Plan, April 2012, published by Metropolitan Topeka Planning Organization, stated the intersection at SW Gage Boulevard and Huntoon Avenue to have an AADT of 22,025 vpd for 2010. For 2040, the AADT is projected to increase to 25,658 vpd. Traffic counts were not recorded as part of this study. Using the AADT, the peak hour traffic volumes on Gage Boulevard were estimated using 10% of the daily total. Peak hours were assumed to be between 7-9AM and 4-6PM. Using an AADT provided by KDOT and a 50-50 directional split, the typical peak hour traffic volume for northbound would be about 1,029 vph and southbound would be about 1,030 vph. These peak hour volumes were used to assess the delays times for vehicles exiting the site. If delay times became significant for drivers to exit the gas station, driver frustration could lead to unnecessary risks leading to safety concerns that would need to be addressed. Projected Traffic Volumes: Since the number of trips attracted to the site will not increase or decrease with time but only change if square footage would be altered, a growth rate was not used to project generated trips for future traffic conditions.

Capacity Analysis Capacity Analysis: Synchro simulations of AM and PM traffic were created using trip distribution patterns and the estimated traffic volumes on SW Gage Boulevard (10% of the Daily Traffic). The analysis focused on revealing if congestion would occur for drivers wanting to exit the gas station even during peak hour times. Three performance measures commonly used for Traffic Impact Studies are vehicle delay, level-of-service (LOS), and queue length. Vehicle delay is the average delay, in seconds, experienced by one vehicle passing through the intersection. The quality of traffic operation at an intersection is defined through level-of-service (LOS) which consists of assignments of ‘A’ for free-flowing conditions through ‘F’ for congested conditions. The procedures and methodology for determining the LOS are outlined in the Highway Capacity Manual (HCM 2010), produced by the Transportation Research Board. LOS ‘A’ through ‘C’ is considered acceptable. For

intersections, no individual lane should be below LOS D. 95th percentile queue length is the overall length of a string of stopped vehicles. The results for the exiting traffic at Driveways 1 and 2 (eastbound direction) are shown in the table below. Synchro Results

The results show that even during peak hours, the level-of-service is acceptable. The Synchro models do not take into account seasonal shopping variations and also do not include traffic volumes generated from the other businesses in the Gage Shopping Center that would use Driveway 1 and 2 but not use the gas station. It is likely that, of all the available driveways at the Gage Shopping Center, Driveway 1 and 2 will become the most frequently used. This could mean new distribution patterns for drivers within the Gage Shopping Center parking lots. If drivers are not making a stop at the gas station, then those drivers would likely prefer to avoid any potential delay by using Driveways 1 and 2.

Traffic Crash History Traffic Crash History: The traffic accident history showed the following results. In 2017, crashes included no fatal crashes, 6 injury crashes, and 28 property damage only (PDO) crashes. For January to September 2018, crashes included no fatal crashes, 4 injury crashes, and 13 property damage only (PDO) crashes. Note that “Side Impact” refers to two vehicles colliding at an angle while “Sideswipe” refers to the sides of two vehicles colliding either traveling in the same direction or opposite directions. See Crash Data Location Maps shown below.

↑N 2017 Crash Data Locations, Gage Shopping Center There were no 2017 crashes that occured on SW Gage Boulevard at the driveways on either side of the proposed Gas Station & Convenience Market. Surrounding the Gage Center, the most crashes occurred at the intersection of SW Gage Boulevard & SW Huntoon Street. Two crashes did occur on SW Gage Boulevard near SW Avalon Lane. These crashes included a property damage only, rear end crash at 8:45am on June 14th, 2017 and another property damage only crash at 8pm on August 11th, 2017 which involve an angled side impact.

Again, the most crashes occurred at the intersection of SW Gage Boulevard & SW Huntoon Street. One crash did occur on SW Gage Boulevard near SW York Way. This crash included a rear end injury crash at 10:57am on February 23rd, 2018.

Traffic data does not indicate that Driveways 1 and 2 on SW Gage Boulevard have recent history with traffic crashes. This may be due to the vacancy of the current building occupying the proposed site. With the additional traffic arriving and departing the proposed Gas Station & Convenience Market, the crashes on SW Gage Boulevard could increase, but, at this time, recent crashes have not occurred at Driveways 1 and 2. Without crash history for these driveways, no recommendations are necessary to address the traffic crashes in the vicinity.

Internal Circulation and Parking

Proposed Site Access: There are a total of five possible entrance and exits for the Gas Station & Convenience Store. Driveways 1 and 2, connecting to the west side of SW Gage Boulevard, will remain unaltered except that the throat length will be slightly extended. Internal Circulation: Internal circulation will be both clockwise and counterclockwise to access the parking on the west and south side of the building and to maneuver to fuel stations. Below is a diagram illustrating circulation.

Parking: The current parking lot for existing building has a combined 21 parking spaces on the west side and extra non-marked employee parking on the south side. BP fueling station will have 17 parking spaces including 1 ADA accessible space and 1 fire lane space. Approximately 16 fuel stations will be installed under the pump canopy providing approximately 16 extra spaces for fueling vehicles.

Needs for Pedestrians, Bicyclists, and Public Transit Users Pedestrian Needs: The 2016 Topeka Pedestrian Master Plan does not include planned improvements near the site. There are sidewalks along both sides of SW Gage Boulevard and SW 15th Street to the west of SW Gage Boulevard. There is a sidewalk on the northern side of SW Huntoon Street to the west of SW Gage Boulevard. There will be a new sidewalk between planned parking and proposed building. Bicyclist Needs: There are no bicycle lanes on any of the surrounding streets. The Topeka Bikeways Master Plan shows planned on-street bicycle lanes to be completed on SW McAlister Avenue to the west of SW Gage Boulevard and SW 15th street to the south of the site. No bike racks are currently installed on site. Public Transit User Needs: Transit users have access to Gage Center using Route #12 (Huntoon St) with the closest bus stop at SW Huntoon St & SW Woodhull St. Transit buses arrive every half hour or full hour from the east and west directions. No improvements are recommended to accommodate public transit users.

Traffic Operations and Geometric Improvements Traffic Operations and Geometric Improvements: No additional right-turn or left-turn auxiliary lanes are recommended along SW Gage Boulevard since a two-way left-turn lane already exists and there is limited space for installation of a right-turn lane.

Summary and Recommendations Summary: This analysis addressed the street access and potential traffic congestion for the proposed land use change at 1301 SW Gage Boulevard #110, Topeka, KS 66604. The proposed land use change will cause an increase in traffic volume to and from SW Gage Boulevard and the surrounding retail and food stores of Gage Center. For the new BP Fuel and Convenience Store, the AM Peak total will consist of 544 trips (106 entering, 101 exiting, 172 pass-by trips entering, and 165 pass-by trips exiting) and the PM Peak total will consist of 523 trips (115 entering, 115 exiting, 146 pass-by trips entering, and 147 pass-by trips exiting). Recommendations: The following recommendations are made for the BP Fuel and Convenience Store and the surrounding area:

● The proposed site plan includes a new convenience store building, fuel stations, pump canopy, new parking layout, new concrete pavement, and a new pylon sign. These changes will be necessary for the new site layout.

● No additional improvements to accommodate circulation are needed to the five existing access points to the site.
