letter from the executive directorDear Friends,

Our 2009-2010 fiscal year was filled with reflection on what Boys & Girls has accomplished since 1885 and where we are headed in the future. We celebrated a momentous occasion for Boys & Girls Aid – 125 years of serving children in need. We looked back on the thousands of children and families we have served and the needs we helped to fulfill. We were reminded that these needs were absolutely basic – every child needs and deserves a family to love them and a home to call their own. This was true in 1885 and will be true forever.

While at times throughout the last year the slow economy provided us with challenges, we also used it as an opportunity to examine our programs and processes. We often revisited our core values of: thinking critically; challenging the status quo and changing; authentically valuing others; doing what it takes; and having a desire to excel. These values help guide us in day-to-day activities at the agency and as we look toward what is to come for Boys & Girls Aid.

Our 125th anniversary also gave us pause to reflect on the people who have helped us become the agency we are today. With the support of generous community members, Boys & Girls Aid has impacted the lives of children in need since 1885. We are grateful for the investment you and others have made that allow us to be recognized as a leader in providing the highest quality service and support to Oregon’s children. Your continued investment in the lives of young people will lead to the future success of our community.

Warmest regards,

Michael H. Balter Executive Director

Ben might not realize it yet, because he is only a year old, but two families are extremely grateful and full of joy

that Ben is in their lives. These families are his birth family, the Bernards, and his adoptive family,

the Dales. At Boys & Girls Aid we believe that some sort of open communication

between birthparents and adoptive families is in the best interest for all

involved—especially the child. But in order for this openness to be

successful, a mutual decision on the degree of openness between

birth and adoptive families is crucial. In the beginning, the Bernard’s weren’t seeking an open adoption, but after developing a strong connection to the Dales after seeing their letter on the Boys & Girls Aid website, they knew they had to at least meet the family that could potentially become Ben’s family. The rest is an open adoption success story. The two families are now close friends, going on vacations and hosting holidays together. And the

best part is that Ben has twice the amount of love in

his life.

impacting lives – an opportunity for a second chance

“I learned to accept myself unconditionally, imperfections and all." —Lydia, age 17Lydia’s young life was turbulent. She was using drugs and alcohol. Poor decisions led to charges for theft, trespassing and weapons possession. This is when Lydia entered Boys & Girls Aid’s Pettygrove Residential Program. Her life was consumed by anger when she first arrived at the Pettygrove house. As she told counselors in a moment of reflection, “Anger wasn’t new to me. I watched my mom and dad fight and drink their way through problems since I can remember. Neither of them cared about the damage they were doing.”

As Lydia progressed through the program, she came to realize her anger was a result of her low self-esteem. “My feelings of insecurity didn’t allow me to plan for my future, have hopes and believe that things could be different in my life,” said Lydia. She grew to understand the root of her feelings and learned options to help reduce her anger. And as Lydia graduated from Pettygrove last year, she emerged into her new world with the confidence and skills to live a happy and productive life.

Names and pictures in this report have been changed to protect confidentiality.

Connie was raised by her Grandmother. Space was tight with 13 people in the four-bedroom home. When Connie was 18, her Grandmother passed away. Because Connie didn’t get along with her other family members, she left home.

Connie eventually joined the Job Corps where she finished her GED. This is also where she became interested in cooking and seamanship.

After Job Corps, Connie bounced from friend's house to friend's house, never having a permanent place to stay. Then Connie heard about Boys & Girls Aid’s Safe Place for Youth Shelter. After contacting the program, she was set-up with a host parent, where she finally had a place to call home.

Eventually, Connie transferred into the Transitional Living Program (TLP) at Boys & Girls Aid. With the help of her counselor she was admitted to the Oregon Culinary Institute and moved into her own apartment. Months of 5:30 a.m. mornings, studying, and hard work led to a degree from the culinary institute for Connie. She now has a full-time job, with benefits, as a pantry chef at Portland State University.

Connie plans to continue monitoring her budget, saving money, and paying off her student loans. She also still aims to one day become a chef on a cruise ship.

“If you can aspire to be it, TLP can help you with it.” —Connie, age 18

In 2010, on any given night more than 8,500 Oregon children spent the night in foster care. While some children return home or go to live with relatives, many youth in foster care become eligible for adoption through the state of Oregon. Sadly, foster children who are older or have special needs often wait for more than two years before a permanent family is found. To help with this, Boys & Girls Aid partners with the Oregon Department of Human Services (DHS) to help reduce the amount of time necessary to find these children permanent loving homes.

The process starts with a DHS representative contacting a Boys & Girls Aid Child Specific Recruiter about a child or group of siblings that need additional efforts on their behalf to find the best-suited family for adoption or long-term foster care. We work together with the DHS caseworker to learn about each child; his or her unique background, strengths, needs and challenges. We then develop an Individual Recruitment Plan (IRP) specific to the needs of the child or sibling group, and review that plan with the DHS caseworker. These plans can include a variety of activities that all support the efforts to find a loving family for the child. Examples include having professional photos of the children taken for use in articles, on adoption websites and in presentations; studying applications of potential adoptive parents; contacting other professionals involved with adoption about the child; and much more. Our main objective is to assist in any way possible to find the children in Oregon’s foster care system the loving families they deserve.
