3.1 This section defines the intended scope of work to be performed under this Quality Management
System by United Pacific Projects Ltd. in the construction, repair, and alteration of welded and
mechanical assembled ASME Pressure Piping to Code Section ASME B31.3 Process Piping at
Lot 1A, Plan 8610956 (S.W. ¼-16-31-01-W5M) Mountain View County AB. and at field sites in
Alberta controlled from Lot 1A, Plan 8610956 (S.W. ¼-16-31-01-W5M) Mountain View County AB.
3.2 A Quality Control Inspector will be designated to perform QC functions at each site. The Quality
Control Manager is responsible for the maintenance of the quality program and the effective
implementation of the Quality Management System at all locations.
3.3 It is the intent of United Pacific Projects Ltd. to apply the latest contractually specified revision of
referenced Standards & Codes as of the dates they become mandatory. All pressure process
piping shall conform to the requirements of CSA B51, and ASME B31.3, as applicable, the
requirements of this Quality Management System, and the Alberta Safety Codes Act, statutes of
Alberta, Chapter S-1 as it applies for pressure equipment and the following adopted regulations
under the Alberta Safety Codes Act.
3.3.1 Pressure Equipment Safety Regulation (PESR)
3.3.2 Pressure Equipment Exemption Order (PEEO)
3.3.3 Pressure Welders Regulation
3.3.4 Administrative Items Regulation
3.4 Welded pressure piping of all sizes, thicknesses and material shall be constructed, repaired or
altered provided welding procedures are qualified and registered with ABSA.
3.5 Mechanically assembled (non-welded) pressure piping which is constructed, repaired or altered
under this Quality Management System shall conform to the scope, and all requirements of ASME
B31.3, as applicable, and the Alberta Safety Codes Act and Regulations. Threaded piping which
is constructed, repaired or altered under this Quality Management System shall be limited to the
sizes, thicknesses, materials, fluid services and design pressures and temperatures specified by
ASME B31.3, as applicable

3.6 Partial Exemptions
3.6.1 No Certificate of Authorization Permit is required for pressure piping meeting all of the
following criteria;
3.6.1.1 that does not exceed DN 50, (NPS 2),
3.6.1.2 that has a maximum allowable working pressure not exceeding
1035 kilopascals (150psi),
3.6.1.3 that has a design temperature between minus 46 degrees Celsius
(-51F) and 186 degrees Celsius, (366F),
3.6.1.4 that contains air, nitrogen, argon, carbon dioxide, steam, hot water, or water and
glycol.
3.6.1.5 that contains steam or hot water that is not in boiler external piping and,
3.6.1.6 that is constructed to the applicable ASME Code, is exempt from all the other
requirements of the Pressure Equipment Safety Regulation, except Section 35
and therefore, this Quality Management System manual is not a requirement for
construction, repair, or alteration of the pressure piping.
3.6.2 The Pressure Equipment Safety Regulation does not apply to the following:
3.6.2.1 a pressure piping system that is fully vented or operating with one or more
pressure relief devices with set pressure not exceeding 103 kilopascals (15psi)
and sized so that the operating pressure cannot exceed 103 kilopascals (15psi),
3.6.2.2 does not have a differential pressure on the pressure boundary exceeding 103
kilopascals; and therefore this Quality Management System manual is not a
requirement for construction, repair, or alteration of the pressure piping.
3.6.2.3 The Quality Supplemental Forms Addenda Section of this program. Reference to
CSA Z662 pipeline construction.
3.6.2.3.1 Quality Supplemental Forms (QSF) are to be utilized only at the
discretion of United Pacific Projects on a project by project basis, or at
the request of the Owner prior to the finalization of the contract between
United Pacific Projects and the Owner.
3.6.2.3.2 The Quality Supplemental Forms are to be considered “informative” to
the Quality procedures and Forms as registered in this QMS by the
Regulating Authority, and thus are not to be considered as a
requirement of United Pacific’s QMS program.
3.6.2.3.3 The Quality Supplemental Forms are only to provide further Quality
Assurance for an Owner of a pressure piping asset on a project by
project and/or Owner by Owner basis. Rev.1

3.6.3 This Quality Systems Manual does not cover hot tapping activities on pressure piping. Prior
to installing a fitting by welding for attaching a valve and machine for hot tapping and/or
performing the hot tap machining operation United Pacific Projects Ltd. shall revise this
manual to meet the AB-513 Pressure Equipment Repair and Alteration Requirement
document as it pertains to hot tapping.
3.6.4 Construction, repair and Alteration of Boilers, Pressure Vessels and Pressure Fittings are
not within the scope of this program, therefore United Pacific Projects Ltd. shall not
participate in these activities.

STATEMENT OF AUTHORITY & RESPONSIBILITY

4.1 This Quality Management System Manual describes the organization and systems, which
will be employed by United Pacific Projects Ltd. to ensure that pressure piping
construction, repair, alteration and mechanical assembly meets all requirements of this
Quality Manual, ASME Pressure Piping Code Section B31.3 Process Piping, as applicable,
CSA B51, Customer Specifications, and the Alberta Safety Codes Act and Regulations,
and the ABSA AB-518 Construction requirements document. Additionally, repairs and
alterations to pressure piping must meet the AB-513 Repair and Alteration requirements
document. This documented Quality Management System accurately describes the
pressure piping construction processes implemented by United Pacific Projects Ltd.
4.2 The Management of United Pacific Projects Ltd. will uphold the safety requirement of the
Alberta Safety Codes Act and Regulations and resolve any issues regarding quality.
4.3 The Management of United Pacific Projects Ltd. is committed to the development and
implementation of a successful quality systems program for pressure piping construction
and to continually improve its effectiveness.
4.4 The Quality Control Manager is hereby appointed to administer the program described in
this manual. The QCM has direct access to and the support of top management, and has
sufficient and well-defined responsibility, authority and the organizational freedom to
identify quality management system problems and to initiate, recommend and provide
solutions to any quality management system problems.
4.5 This Quality Management System has the full support of senior management who will
ensure that adequate resources, including adequate competent personnel and the
necessary equipment and facilities are provided in order to effectively implement the
quality program.

4.6 Any person assigned a responsibility within this manual may delegate the performance of
the activity to another competent qualified person, however the responsibility remains with
the individual assigned.
4.7 Any quality management system problems, which cannot be resolved through designated
channels, as described in this manual shall be brought to my attention for resolution
without compromising the Code of Construction, the Alberta Safety Codes Act and
Regulations or this Quality Management System.

5.1 As the company is small, each of the personnel may perform more than one function and

5.4 The Management of United Pacific Projects Ltd. is committed to the development and
implementation of a successful pressure piping construction, repair and alteration
program and to the continued improvement of its effectiveness.
5.5 To ensure its continued suitability and effectiveness, The Management of United Pacific
Projects Ltd. will review the piping Quality Management System yearly.
5.6 The Management of United Pacific Projects Ltd. shall determine and provide adequate
resources, including competent personnel and the necessary equipment and facilities to
implement the pressure piping construction, repair and alteration activities.
5.7 The Management of United Pacific Projects Ltd. has the responsibility for meeting the
requirements of the Code, Design Specifications, the Alberta Safety Codes Act and
Regulations, and the Owner/Client including performing all required examinations and
preparation of suitable required records.
5.8 The ABSA Safety Codes Officer periodically audits the United Pacific Projects Ltd.
Quality Management System to confirm compliance to the Code of Construction and to
the Alberta Safety Codes Act and Regulations. The ABSA Safety Codes Officer is not
responsible for performing regular inspections on ASME B31.3 Process Piping.
5.9 The ABSA Safety Codes Officer and his supervisor will be granted access to all facilities
involved in the construction, repair and alteration of pressure piping and to all pertinent
documentation.
5.10 The Owner’s Inspector is responsible for verifying the completion of Pressure Piping
Construction and Test Data reports and that all required examinations and tests have
been completed. This does not relieve United Pacific Projects Ltd. from the
responsibility of ensuring that construction is completed in compliance with the Code,
Safety Codes Act and Regulations, the AB-518 document and Owner’s specifications.

- Shall support and be responsible for the Quality Management System.
- Shall communicate the direction and values of the organization.
- Shall make resources available to ensure the integrity of the Quality
Management System.
5.11.2 QUALITY CONTROL MANAGER
- Shall implement, manage and control the Quality Management System
program and assure compliance with Code and Jurisdictional requirements.
- Shall have the authority and organizational freedom to identify quality control
problems and to initiate, recommend and provide solutions to those
problems.
- Shall have direct access to the highest level of management at which
decisions are made.
- Shall provide specific functions as detailed in this Quality Management
System Manual.
- Shall verify correction of non-conforming work and shall control further
processing, delivery or application of non-conforming work until a disposition
has been obtained.
- Shall be the liaison with the Jurisdictional Authority.
- Shall report to the President.
5.11.3 QUALITY CONTROL INSPECTOR
- Shall provide specific functions as detailed in this Quality Management
System Manual.
- Shall communicate with the ABSA Safety Code Officer and with the Owner’s
Representative.
- Shall be responsible for the receiving inspection and storage of materials.
- Shall identify and record non-conformities and participate in their resolution.
- Shall report to the Quality Control Manager.

- Shall evaluate employees and contract personnel and work with the QCM to
determine training requirements.
- Shall report to the President.
5.11.5 SUBCONTRACTED ENGINEER
- Shall provide design and engineering services to United Pacific Projects Ltd.
when the Owner/Client does not provide design and/or engineering services.
- Shall report to the President.
5.11.6 PURCHASING AGENT
- Shall provide specific functions as detailed in this Quality Management
System Manual.
- Shall be responsible for purchase of materials and consumables as detailed
on the Approved for Construction Drawings and as detailed in the registered
Welding Procedures
- Shall identify and record non-conformities and participate in their resolution.
- Shall report to the President.

6.1 ABSA - The Pressure Equipment Safety Authority
ABSA is the regulatory authority delegated by the Province of Alberta to provide pressure
equipment safety services under the Alberta Safety Codes Act and acts as the sole
Jurisdiction/Regulatory Authority as defined in CSA B51 code and ASME Code.
6.2 ABSA Safety Codes Officer (SCO)
A person appointed as a Safety Codes Officer by the Technical Administrator of ABSA to
administer the Alberta Safety Codes Act and Adopted Regulations (Pressure Equipment
Discipline).
6.3 AI
Authorized Inspector (employed be an A.I.A. such as ABSA)

Any change in any item on the original Manufacturer's Data Report, which affects the
pressure containing capacity of a piping system. Non-physical changes such as an
increase in the design pressure (internal or external) or design temperature of a piping
system shall be considered an alteration. A reduction in minimum design temperature of a
pressure retaining item shall also be considered an alteration.

6.18 DN Dimensionless designator used in the SI (metric system) to describe pipe size
6.19 Designer
The party responsible for specifying the code of construction including edition, material
specifications, design pressure, maximum and minimum design temperatures, ASME
B31.3 fluid service category, and dimensions required to meet the design requirements. 6.20 Errata
Errata to codes and standards may be posted on the ASME Web site under the Committee
Pages to provide correction to incorrectly published items, or to correct typographical or
grammatical errors in codes and standards. Such errata shall be used on the date posted.
The Committee Pages can be found at http://cstools.asme.org/. There is an option
available to automatically receive an e-mail notification where errata are posted to a
particular code or standard. This option can be found on the appropriate Committee Page
after selection “Errata” in the “Publication Information” section.
6.21 Expansible Fluid
A vapor of gaseous fluid, or a liquid under pressure and at a temperature at which the
liquid changes to a gas or vapor when the pressure is reduced to atmospheric pressure or
when the temperature is increased to ambient temperature
6.22 ITP: Inspection and Test Plan
Also known as a piping compliance plan, this is a document used to capture specific
inspection and test points throughout a project to ensure compliance to referenced codes
standards and specifications.
6.23 Job File
A file, which contains all records and documents, which are essential in ensuring the
quality of a product. This file shall be assigned the number of each job. This number shall
be a means of identifying each Job File.
6.24 Lot Size
A designated lot is that quantity of piping to be considered in applying the requirements for
NDE examination. The quantity or extent of a designated lot should be established by
agreement between the contracting parties before the start of work. More than one kind of
designated lot may be established for different kinds of piping work.

6.25 Non-conformance
Any condition which renders an item unacceptable or indeterminate for use because it
does not comply with the Code, the Alberta Safety Codes Act, the Owner’s specification,
design specifications or this Quality Management System Manual. Examples of non-
conformance include physical defects, test failures, improper documentation, loss of
material identification, and deviations from drawings, specifications or procedures.
6.26 NDE
Non-Destructive Examination with the following acronyms for test methods:
• MT - Magnetic Particle Test (Examination)
• PT - Liquid Penetrant Test (Examination)
• RT - Radiographic Test (Examination)
• UT - Ultrasonic Test (Examination)
• VT – Visual Test (Examination)
6.27 Owner
The Owner of the pressure equipment or the Owner’s Representative for the purpose of
contract administration and design.
6.28 Owner’s Inspector
Inspector designated by the Owner to verify that all required examinations and testing has
been completed. This Inspector cannot be an employee of United Pacific Projects Ltd. for
the inspections of piping systems. They shall satisfy themselves that they conform to all
applicable Owners’ Specifications, Code rules and design requirements. Refer to ASME
B31.3 Chapter 1, paragraph 300 and ASME B31.3 Chapter VI, paragraph 340 for
requirements.
6.29 P. & I.D.
Process and Instrument Drawing
6.30 Performance Qualification
The demonstration of a Welder's or Welding Operators' skill and ability to produce welds in
accordance with the welding procedure specification.

6.32 Pressure Piping Systems under Safety Code Act Jurisdiction
Pipe, tubes, conduits, fittings, gaskets, bolting and other components which make up a
system, the sole purpose of which is to convey and control the flow of expansible fluid
between two points at a pressure above 103 kPa (15 psi.). Transmission pipelines as
defined in the Pipeline Act are not under Safety Codes Act Jurisdiction.
6.33 Procedure Qualification Record (PQR)
A document which records the qualification test details and test results which qualifies the
Welding Procedures Specifications and establishes the limits of the WPS.
6.34 PWHT
Post Weld Heat Treatment.
6.35 Quality Control Manager (QCM)
An employee of United Pacific Projects Ltd. designated by the President having the
responsibility and authority to establish and maintain a Quality Management System and
organizational freedom to recognize Quality Management System problems and to provide
solutions to those problems.
6.36 Quality Control Inspector (QCI)
An employee of United Pacific Projects Ltd. or contractor designated by the Quality Control
Manager to perform the quality management system duties as defined in this manual. The
Quality Control Inspector reports directly to the Quality Control Manager on any quality
control related function.
6.37 QMS
Quality Management System - All documented, planned and systematic actions needed to
ensure that the Act is complied with.
6.38 Registered Design
Drawings, specifications and information required by the Pressure Equipment Safety
Regulation, which have been reviewed and accepted for registration by ABSA.
6.39 Repair

7.2 United Pacific Projects Ltd. has established documented procedures for contract review
and the coordination of contract review activities. This section describes the system to
ensure that contract requirements are defined, understood, agreed upon and documented
prior to the start of work, and to make certain that United Pacific Projects Ltd. will be able
to meet all contract requirements before accepting the order.
RESPONSIBILITIES
7.3 The Quality Control Manager is responsible for ensuring that the requirements defined in
this section are followed. The Quality Control Manager is responsible for coordinating
contract review activities to ensure compliance.
KEY ACTIVITIES
7.4 The QCM will ensure that:
7.4.1 The scope of work is defined, including the applicable ASME Code of
Construction including edition, year and for ASME B31.3 the Fluid Service
Category.
7.4.2 Any differences between the tender and the actual contract are resolved.
7.4.3 The process for amendment of the contract is defined and includes transfer of
information to concerned functions.
7.4.4 The lines of communication between the Owner and United Pacific Projects Ltd.
are defined.
7.4.5 The Owner has approved the drawings for construction, repair or alteration.
7.4.6 The Material Lists include ASTM/ASME Material Specification Numbers, as
applicable, and grades, schedule, classes and sizes.
7.4.7 The Welding Procedures (Owner’s or United Pacific Projects Ltd.) are specified
and qualified for the job. If the Owner’s Welding Procedures are to be used, it
shall be on a per job basis and requires written permission from the Owner. The
ABSA Safety Codes Officer shall be informed as to the necessity of using the
Owner’s welding procedures.

7.4.8 The degree and type of NDE including lot sizes for random radiography and
responsibility for these requirements is assigned before the start of construction
activities.

7.4.10 The requirements for pressure testing and the responsibility for these
requirements are assigned.
7.4.11 The responsibilities for quality control functions are defined (Owner’s or United
Pacific Projects Ltd.).
7.4.12 The responsibility for material supply is defined.
7.4.13 The responsibility for the supply of the piping design and specifications is defined.

7.4.15 The responsibility for registering the drawings of pressure piping systems
exceeding a total capacity of 500 liters with ABSA has been assigned.
7.4.16 The requirement for a turnover package and contents thereof defined.
7.4.17 The responsibilities for certifying the construction using AB-83 or AB-83 Partial or
AB-83F as applicable.
7.4.18 The responsibility for certifying the installation and readiness for operations using
an AB-81 form for new pressure piping and repairs and alterations to existing
piping systems when the piping volume exceeds 500 liters capacity has been
assigned.
7.4.19 United Pacific Projects Ltd. has the capability to meet all contract/order
requirements.
7.4.20 The construction requirements and documentation of this activity is detailed in
QP-1, Review of Requests, Tenders & Contracts.
7.5 The Quality Control Manager shall make the Owner aware that under the Alberta safety
Codes Act, the Owner must have an ABSA authorized Quality Management System for
any scope of work, if the Owner assumes responsibility for Quality Management system
functions such as material receiving inspection, material traceability, welder supervision
and welder records, control of NDE on site, witnessing pressure tests, and preparing
Quality Management System records.

7.6 If the Owner does not have an ABSA authorized Quality Management System for any of
the functions listed in 7.5, the QCM shall make the Owner’s Representative aware that all
requirements of this program must be met. The Owner’s Representative should also be
made aware that he is responsible for Registering the Design with ABSA when the volume
of any new piping system to be installed exceeds 500 liters.
7.7 Where the Owner has an ABSA Authorized Quality Management System, the Quality
Control Manager shall obtain written verification defining responsibility for above activities
from the Owner’s Representative.

8.4.2 A current version of the Quality Systems Manual is provided to and accepted by
ABSA.
8.4.3 Revisions made to the quality system documents that may affect conformance to
the requirements of AB-518 Pressure Piping Construction Requirement are
accepted by the QCM and by ABSA prior to their implementation. Changes to
quality forms to fulfill specific job requirements or have further implications on day
to day operations may be implemented for the specific job by the QCI after
consultation with and approval by the QCM.
8.4.4 The identification, storage, revision, protection, retrieval, retention time and
disposal of records are in accordance with QP-3, Record Control.
8.4.5 The revision or amendments to documents are covered by the appropriate
authorization, and processed in a manner, which will ensure timely availability at
the appropriate location. See QP-4, Revision Control.
8.4.6 All changes to documents are managed appropriately including notification to the

PIPING DESIGN
8.4.12 Design drawings, calculations and specifications, etc. are to be prepared by the
Owner or by a subcontracted engineering firm experienced in ASME pressure
piping design. United Pacific Projects Ltd. may prepare spool drawings when the
Owner does not supply these. The United Pacific Projects Ltd. QCM shall be
responsible for implementation and control of this system. Their duties shall
include:
8.4.12.1 Reviewing the piping design specifications and drawings to ensure the
piping system can be constructed, repaired or altered in compliance
with the Code. The design specifications and drawings shall include
the following information:
8.4.12.1.1 Material specification, grade, dimensions and schedule,
type and rating.
8.4.12.1.2 Design pressure and maximum/minimum design
temperature of system.
8.4.12.1.3 The Code of Construction including edition year, and for
ASME B31.3 Process Piping, the fluid service category.
8.4.12.1.4 The type and extent of non-destructive examination
required.
8.4.12.1.5 Preheat and Post Weld Heat treatment requirements
(temperature and holding time, etc.), if applicable.
8.4.12.1.6 Test pressure and test medium.
8.4.12.1.7 Construction, repair or alteration details, supports etc.
8.4.12.1.8 Welding Procedure Specification joint details and
dimensions.
8.4.12.1.9 Additional requirements.

8.4.13 The Quality Control Manager shall be responsible for verifying that the design
drawings and specifications have been submitted in duplicate to the ABSA-
Design Survey Department accompanied with the General Engineering
Requirements of Design and Field Construction of Pressure Piping Systems form
(AB-96) and the Design Registration Application (AB-31) for systems that exceed
500 liters in aggregate capacity. If the design documents are to be submitted by
the Owner, the QCM shall request written verification from the Owner (i.e. copy of
AB-96 form).
For piping systems less than or equal to 500 liters aggregate capacity, the
submission of Design Documents to ABSA’s Design Survey department is not
mandatory. However, all pressure piping systems must comply with the
requirements of the Code and Safety Codes Acts and Regulations. A registered
professional engineer shall stamp design drawings for pressure piping systems
exceeding 500 liters in aggregate capacity.

8.4.14 If the Owner has not prepared design specifications, and the piping system meets
the following criteria:
8.4.14.1 New piping systems having an aggregate volume equal to or less than
500 liters capacity.
8.4.14.2 Repairs or alterations to existing piping systems with an aggregate
volume equal to or less than 500 liters capacity.
8.4.15 The Quality Control Manager shall ensure that the design and construction
drawings are prepared in accordance with QP-5, Alternative Design for Pressure
Piping < 500 Liters Capacity.
8.4.16 Requirements for Mechanically Assembled Piping
8.4.16.1 Threaded piping shall be designed and constructed within the specific
service limitations of ASME Pressure Piping Code B31.3, as
applicable. Repairs and alterations of threaded piping will be
completed in accordance with the Alberta Safety Codes Act and
Regulations and, insofar as possible, in accordance with the above
Codes of Construction. The Quality Control Manager shall ensure that
threaded piping design, construction, repair or alteration is completed
in accordance with QP-6, Threaded Piping.

8.4.17 The QCM is responsible for the control of all piping class material lists and
drawings including those prepared by the owner. The QCM shall ensure that the
review, approval, proposal for changes and release of all piping class material lists
and drawings is in accordance with QP-3, Record Control.
8.4.18 The QCM is responsible for the review, approval and issuance for construction,
repair or alteration any spool drawings prepared by the owner or United Pacific
Projects Ltd., prepared from the Owner’s design specifications and drawings. The
manufacturers spool drawings shall reference the owner’s documentation, see
QP-3, Record Control.
8.4.19 The QCM is responsible to ensure the Owner’s and Designer’s approval is
obtained for any revisions and submit the final “As Built” drawing to the Owner
along with all pertinent records. See QP-3, Record Control.
8.4.20 The QCM is responsible to ensure that a Job File is initiated and that all design
specifications, Owner’s Material Lists, Purchase Order numbers etc. are kept in
this file, each identified with the job number. See QP-3, Record Control.
8.4.21 Handling of Drawings, Specifications and Documents at Site.
The QCI shall:
8.4.21.1 Maintain Job File(s) at site containing Drawings, Specifications,
Welding Procedures, Purchase Orders, Material Lists and applicable
Quality Control Forms and Documents. Issue drawings and
specifications to site personnel. Collect and mark “VOID” or destroy
all superseded documents.
8.4.22 Forward the Job File to the QCM when the job is completed. See QP-3, Record
Control.

9.1 To ensure that material purchasing, receiving, identification and traceability meet the
requirements of ASME B31.3, as applicable, Owner specifications and the Alberta Safety

GENERAL
9.2 This section describes the system for ordering, receiving, identifying and maintaining
traceability of all Code material.
Note: All the material receiving, identification, storage and traceability requirements defined
in this section also apply to Owner supplied material. When the Owner supplies material it
shall be checked by QCI upon receipt against the Owner’s Material List.
KEY ACTIVITIES
9.3 PURCHASING
9.3.1 The Purchasing Agent is responsible for ordering all material.
9.3.2 The procedure for ensuring that the materials purchased meet the requirements
of the engineering design, the requirement of the Owner, CSA B51, ASME B31.3
and the Alberta Safety Codes Act and Regulations is detailed in QP-7, Material
Purchasing, Receiving, Identification, Storage and Traceability.
9.3.3 The Owner and designer must approve material substitution in writing. If material
substitutions are approved, revised drawings and specifications shall be prepared
and issued in accordance with Section 8 of this Manual.
9.3.4 Ensure that fittings ordered are registered with ABSA and have a valid CRN for
installation in Alberta.
9.3.5 The process for controlling purchase documents is described in QP-3 and QP-7.
9.4 RECEIVING
9.4.1 The Quality Control Inspector shall be responsible for the receiving and storage of
material.
9.4.2 The procedure for ensuring that the materials received conform to the correct
specifications and quantity and are not damaged is detailed in QP-7, Materials

CONSTRUCTION OF PRESSURE PIPING

PURPOSE
10.1 To ensure that piping construction, repair and alteration meets the requirements of The
Code of Construction, the Alberta Safety Codes Act and Regulations, the engineered
design, and the AB-518 document.
GENERAL
10.2 This section describes the system to verify that all pressure piping construction, repairs
and alterations meets ASME B31.3 Process Piping requirements, as applicable, the
Alberta Safety Codes Act and Regulations, and the engineered design.
KEY ACTIVITIES
10.3 The Superintendent is responsible for planning construction, repair or alteration, and the
construction schedule. The Superintendent shall:
10.3.1 Develop a construction plan suitable for the complexity of the project.
10.3.2 Communicate with the Owner’s Inspector, and the appropriate United Pacific
Projects Ltd. personnel to ensure that construction, inspection and examination
activities are coordinated.
10.4 The Quality Control Manager is responsible for ensuring the following activities are in
accordance with this Quality Management System. The QCM shall:
10.4.1 Ensure a Job File is initiated and maintained.
10.4.2 Initiate a Piping Compliance Plan (QF-7) specifying the piping examinations
required and present this to the Owner’s Inspector prior to the start of
construction for review and the assignment of inspection hold points. Under the
Code, inspection applies to functions performed by the Owner’s Inspector and
examination to functions done by United Pacific Projects Ltd.
10.4.2.1 A hold point is a mandatory verification point which work cannot
proceed without approval of the Authorized Inspector, QCM, QCI or
Owner’s Inspector specifying the hold. Approval to proceed beyond the
hold point is indicated by signature and date by the designate on the
Piping Compliance Plan.
10.4.2.2 A witness point is an identified point where the designate requesting
the witness is notified in advance that construction or testing will be
ready for witness at a specified time. The designate may or may not
take the opportunity to witness. However, the project may proceed.

10.4.2.3 A verification point is the review of objective evidence by the designate
to confirm the test or process has been completed in accordance with
the specified requirements.
10.4.2.4 An examination point is where the designate requests physical access
to visually examine, measure or otherwise inspect the product.
10.4.2.5 An acceptance point is the examination of documentation, procedures,
specifications or ABSA forms and accepting the same by signature
and date.
10.4.3 Initial, date and stamp “Issued for Construction” drawings and ensure that
up-to-date drawings are available for construction.
10.4.4 Ensure that when the Owner supplies no design or spool drawings, that spool
drawings prepared by United Pacific Projects Ltd., are reviewed and documented
as approved by the Owner’s Representative prior to construction. This is to
ensure that the Owner’s requirements for design, material, fabrication, NDE,
PWHT, hydro test and other specified requirements are met.
10.4.5 Ensure that the Welding Procedure Specifications specified for the job are
suitable, qualified and registered with ABSA. The United Pacific Projects Ltd.
WPS’s shall be submitted to the Owner for approval prior to the start of
fabrication. Where the Owner’s WPS’s are specified, the QCM shall obtain written
authorization to use the WPS’s from the Owner. The ABSA Safety Codes Officer
shall be informed as to the necessity of using the Owner’s welding procedures.
10.4.6 Ensure the process for defining the extent of NDE, identification of spools, supply
of NDE instructions to the NDE Company, review of radiographs and reports and
acceptance is defined, understood, and documentation maintained.
10.4.7 Ensure the completed job is certified using the AB-83 Form, Pressure Piping
Construction and Test Data Report, a copy is supplied to the Owner and records
maintained. When the Construction Data Report does not cover the scope of a
repair or alteration, for example, welded repairs for cracks, pits, etc. a supplement
will be added to the AB-83 and a suitable notation made in the remarks section.
10.4.8 Ensuring when pressure piping partially meets requirements of the Safety Codes
Act and Regulations and the B31.3 code, as applicable, a partial AB-83 Form is
completed and provided to the primary contractor and that records are
maintained.

10.4.9 When specified by the contract and the pressure piping system was originally
registered with ABSA, the ABSA form, Completion of Construction Declaration
(AB-81), shall be completed upon installation and prior to operation. This form,
when completed and if piping system exceeds 500 Liters, shall be submitted to
ABSA Design Survey.
10.5 The Quality Control Inspector is responsible for ensuring the following activities are in
accordance with this Quality Management System. The QCI shall:
10.5.1 Check materials for conformance to the engineered design prior to fabrication
and issue conforming materials for construction.
10.5.2 Monitor and document welding and other fabrication activities.
10.5.3 Ensure that copies of the registered welding procedures are available to the
welders and are understood and implemented effectively.
10.5.4 Ensure welders are qualified for the job and welder qualification records are
maintained.
10.5.5 Ensure that inspection and examination stages are identified, carried out in
accordance with the acceptance standards, documented, verified and records
maintained.
10.5.6 Ensure that PWHT is completed in accordance with requirements of the
engineered design and ASME B31.3, as applicable, verified and records
maintained.
10.5.7 Ensure that pressure testing is accomplished in accordance with requirements of
the engineered design, ASME B31.3, as applicable, and records maintained.
10.6 Mechanically Assembled Piping

11.3 Under the Code, inspection applies to functions performed by the Owner’s Inspector and
examination to functions completed by United Pacific Projects Ltd. It is the Owner’s
responsibility to provide an Inspector who shall inspect the piping to verify that all
examination requirements have been completed in accordance with the Code and the
Owner’s design specifications. Inspection by the Owner does not relieve United Pacific
Projects Ltd. from the responsibility of performing all examinations required by the Code,
Owner’s specifications and this Quality Management System.
KEY ACTIVITIES
11.4 The Quality Control Manager is responsible for examination personnel and the examination
program. The QCM shall:
11.4.1 Ensure that each individual assigned to perform examinations is competent and
fully understands all applicable requirements referred to in this Quality
Management System Manual.
11.4.2 Ensure the type of examination is specified for various stages of construction and
is conducted.
11.4.3 The Quality Management System Manual, Quality Procedures and Quality Forms,
applicable to the job, are available and understood by the personnel responsible
for the examination activities.
11.4.4 Ensure the materials received from the Owner(s) and supplier(s) are examined to
assure conformance with the requirements of the engineering design.
11.4.5 Ensure that partial piping systems and documents received from manufacturers
within Alberta are accompanied by Partial AB-83 forms, the documentation is
reviewed, and the partial piping systems are examined prior to release.

11.4.6 Ensure that completed piping systems and documents received from
manufacturers within Alberta are accompanied by AB-83 forms, the documents
are reviewed, and the completed piping systems are examined prior to release.
11.4.7 Ensure that piping systems and documents received from manufacturers outside
of Alberta are accompanied by AB-83F forms, the documents are reviewed, and
the piping systems are examined prior to release.
11.4.8 Ensure that final examination is completed in accordance with documented
procedures to complete the evidence of conformance of the finished product to
specified requirements.
11.4.9 Ensure that examinations records, which provide evidence that the product has
been examined, are maintained.
11.5 QCI’s Duties
The QCI is responsible for the Site Examination Program. The QCI shall:
11.5.1 Communicate with the Quality Control Manager, the superintendent and the
Owner’s Inspector to ensure that the quality control requirements are understood
and completed.
11.5.2 Maintain the quality records in the Job File.
11.5.3 Prior to starting fabrication, notify the Owner’s Inspector of the job and confirm
inspection hold points.
11.5.4 Communicate with the Owner’s Inspector to arrange for inspection and sign off,
when inspection hold points are reached.
11.5.5 Verify materials, including those supplied by the Owner, meet the requirements of
the engineered design and release conforming materials for construction.
11.5.6 Review the welding procedure specifications and welding control procedures with
the welders to ensure the welders understand the requirements.
11.5.7 Verify the NDE Company and personnel qualifications and that NDE is completed
and documented in accordance to Quality Procedure requirements.
11.5.8 Verify that PWHT is conducted and documented to Quality Procedure
requirements.
11.5.9 Perform all the examinations required under the Code.

11.5.10 Initial and date, the applicable Quality Forms, to indicate the completion of
examinations in accordance with Quality Procedure requirements.
11.5.11 Examine all piping systems received from outside companies to verify acceptable
quality. Notify the Owner’s Inspector if the quality is not acceptable.
11.5.12 Identify and document non-conformities and participate in their resolution.
11.5.13 Conduct a final examination of each system after completion and prior to test
against design specifications and drawings and document acceptance in
accordance with QP-10 requirements.
11.5.14 Verify that the “as built” drawings have been revised to incorporate all changes
and that the Owner has approved the changes.
11.5.15 Forward the Job File, drawings, quality records and radiographs to the QCM.
11.6 Pressure Vessels Installed at Site
The QCI will ensure that:
11.6.1 Each pressure vessel is installed in accordance with job specifications and Safety
Codes Act and Regulations.
11.6.2 The ABSA Safety Codes Officer is notified to enable them to inspect the
installation of each pressure vessel prior to start up.

PURPOSE
12.1 This section describes the process for investigating and eliminating causes of non-
conforming products or practices and is meant to prevent them from recurring at any point
in the piping construction program.
GENERAL
12.2 Corrective Action occurs as a result of a reported problem and is considered a reactive
approach. Corrective Action should be taken to eliminate the cause of the existing problem
and thus prevent it from recurring. Corrective Action should not be considered as a
disciplinary action or a means in itself, but rather, as a part of a problem solving process
that analyzes issues with the intent of improvement.
Preventive Action is the response to information or knowledge that indicates that a
potential problem might occur. Using the information will allow United Pacific Projects Ltd.
to prevent the problem from occurring in the first place.
KEY ACTIVITIES
12.3 The Quality Control Manager is responsible for the Corrective & Preventive Action
Program. The QCM shall:
12.3.1 Ensure that documented procedures for corrective & preventive action are in
place.
12.3.2 Ensure that the corrective & preventive action procedures identifies the Quality
Forms to be used and includes the steps to identify the non-conformity,
immediate action to dispose of the non-conformity, root cause analysis to
determine the action in order to prevent it from recurring and verify the
effectiveness of the corrective action taken.
12.3.3 Ensure that training is provided for the implementation of the corrective and
preventive action program.
12.3.4 Review the Corrective & Preventive Action reports and logs on a yearly basis,
evaluate, establish trends and initiate improvement measures.

PURPOSE
13.1 This section describes the system of ensuring that non-destructive examinations are
completed in compliance with the engineered design, ASME Section V, the referencing
Code of Construction (including ASME B31.3 service category requirements when
applicable) and are implemented by qualified personnel.
GENERAL
13.2 NDE such as RT, UT, MT, and process verification hardness testing may be required by
ASME B31 codes. The process for controlling NDE activities, defining responsibilities and
qualifications of personnel, verification and certification of reports, and radiographs are
described in this section.
13.3 This applies to radiographic, ultrasonic, and magnetic particle examination.
KEY ACTIVITIES
13.4 The QCM shall be responsible for non-destructive examination activities. The QCM shall
ensure that:
13.4.1 Any NDE is performed by a qualified subcontracted service.
13.4.2 Procedures used for performing non-destructive examinations are documented
and meet the requirements of the current Regulations, ASME Section V and the
applicable ASME B31 Code of Construction, including fluid service category
requirements for ASME B31.3 Process Piping.
13.4.3 NDE examination subcontractors are appointed in writing using QF-10,
Appointment of NDE Subcontractors and a copy of this certifying statement is
forwarded to the QCI.
13.4.4 NDE required for pressure piping fabrication is determined from code
requirements. The NDE requirement will be relayed to the shop/field in the
documents issued for construction.
13.4.5 A lot size for random radiography is established in agreement with the owner and
that NDE is performed to meet the specified NDE of each lot.
13.4.6 Written instructions are provided to the technicians performing the NDE.
13.4.7 The process for identifying the welding joints requiring NDE is documented.
13.4.8 The requested NDE is performed and the results verified.
13.4.9 Radiographic film and reports are reviewed and accepted by United Pacific
Projects Ltd.
13.4.10 NDE documents are kept on file for a specified period of time, see QP-3.

13.5 The Quality Control Inspector is responsible for NDE activities on site. The QCI shall:
13.5.1 Confirm the QCM has documented the appointment of the subcontracted NDE
Company.
13.5.2 Verify the NDE technician qualifications are current and applicable to the NDE
being performed and that interpretations are made by an SNT-TC-1A Level II or
Level III technician.
13.5.3 Identify and document joints to be non-destructively examined on the spool
drawings and provide instructions to the NDE technicians using QF-11, NDE
Instruction Sheet to ensure the NDE performed meets the specified NDE for each
lot.
13.5.4 Verify NDE results, review and accept radiographic film and NDE reports.
13.5.5 Document completed NDE on spool drawings.
13.5.6 Maintain NDE reports in the Job File.
13.5.7 Maintain radiographic film at the job site until its long-term storage and or disposal
is determined.
13.6 Hardness Testing
13.6.1 Where hardness verification is required by the Code of Construction or by the
engineering design, a qualified subcontractor to written procedures will conduct
hardness testing.
13.6.2 The QCI shall:
13.6.2.1 Verify the hardness testing is being conducted in accordance to written
procedures.
13.6.2.2 Ensure hardness test results are recorded and traceable to the welds
tested.

providing specified measurement accuracy and to assure that proper decisions can be
made for control and acceptance of piping systems.
GENERAL
15.2 This section describes the control and calibration of gauges and tools used to monitor and
measure pressure piping to ensure compliance with the engineering design, ASME B31.3,
and the Alberta Safety Codes Act and Regulations.
KEY ACTIVITIES
15.3 The Quality Control Manager is responsible to ensure that written procedures are
implemented for the control and calibration of monitoring and measuring devices. The
QCM shall ensure that:
15.3.1 A process is developed for determining which measurements are required to be
taken during construction, examination and testing of pressure piping and for
selecting the appropriate equipment capable of providing the necessary accuracy
and precision.
15.3.2 Inspection, measuring and test equipment, identified by the QCM as requiring
traceability and calibration, is identified, calibrated and adjusted at prescribed
intervals, and that the equipment is verified to be in good condition prior to use.
15.3.3 The equipment is calibrated against equipment traceable to nationally or
internationally recognized standards.
15.3.4 The process employed for calibration and for keeping details of equipment,
unique identification, location, frequency of calibrations and checks, calibration
method, acceptance criteria and action to be taken when the results are
unsatisfactory, is defined.
15.3.5 The calibration records are maintained and that copies of the latest calibration
records accompany the equipment to the field.
15.3.6 Calibration records are maintained in the Job File.

15.3.7 The handling, preservation and storage of equipment is such that the accuracy
and fitness for purpose could be assured.
15.3.8 A method for safeguarding the equipment from unauthorized adjustments is
defined.
15.4 The QCI shall be responsible for the use of monitoring and measuring devices. The QCI
duties shall include:
15.4.1 Verifying that equipment calibration is current and is not visibly damaged prior to
testing.
15.4.2 Ensuring that the range of pressure test gauges is between 1.5 and 4 times the
test pressure.
15.4.3 Ensuring that when digital gauges are used for pressure testing, that the gauge
has been calibrated at points suitable for the test pressure.
15.4.4 Returning all equipment to the storage area after the test.
15.4.5 Identifying any equipment that requires recalibration or repair.
15.5 Code items inspected/tested with monitoring and measuring test equipment found to be
out of calibration or in need of repair, shall be re-inspected and re-tested.

required to meet ABSA AB-522 Standard Pneumatic Test Requirements and QP-13
Pneumatic Testing for procedure.

16.4 The Superintendent is responsible to ensure that the personnel responsible for pressure
testing are trained to prevent failures during the test
16.5 The Superintendent is responsible to ensure the pressure test area is secure and safe for
all personnel.
16.6 The Quality Control Manager is responsible for implementing written procedures for
pressure testing safely in accordance with the requirements of the engineering design, the
Code of Construction, and Alberta Safety Codes Act and Regulations. The QCM shall
ensure:
16.6.1 A documented procedure is in place and is understood by the personnel
responsible for conducting the pressure tests.
16.6.2 Over pressure is prevented during the pressure test.

include identifying training needs, providing training, making assessments to assure
competency and maintaining records.
KEY ACTIVITIES
17.3 The Quality Control Manager is responsible for the development and implementation of the
competency and training program. The QCM shall:
17.3.1 Develop a training plan, identifying job functions for which training may be
needed, competency requirements for each job function, identification of
individualized training needs, external training sources that may be used,
provision of training, evaluation to assure achievement of competency and
effectiveness, and records keeping.
17.3.2 List all job functions deemed critical to product quality and establish training
requirements for each function. Assess training needs for each employee on an
annual basis.
17.3.3 Provide training based upon the training needs established above.
17.3.4 Evaluate the training program on an annual basis to ensure that the training
provided has produced the desired results.
17.3.5 Maintain records of the training procedures used, plans developed, training needs
identified, training provided, and evaluations conducted.
17.4 The Quality Control Manager in cooperation with the Superintendent is responsible for
identifying training needs of personnel and any required retraining.

18.2 United Pacific Projects Ltd. will prepare a plan and procedures, which assign
responsibilities for the development, maintenance and management of the internal audit
processes, and for communicating the audit results to senior management. Internal audits
are mandatory when United Pacific Projects Ltd. employs five or more people.
KEY ACTIVITIES
18.3 The Quality Control Manager has the responsibility to implement and administer the
internal audit process and procedures. The QCM shall:
18.3.1 Develop internal audit processes and procedures.
18.3.2 Prepare a schedule for conducting the internal audits.
18.3.3 Carry out the internal audits.
18.3.4 Communicate the results of the internal audit to the appropriate personnel and to
management.
18.3.5 Ensure that timely action is taken as a result to the audit findings.
18.3.6 Assure that follow-up action to verify the success of the corrective or preventive
action taken is identified.
