    i{e are in need of sone guidelines in ord.er to have more uniform-ity in the testing of candidates. l{e ni11 not be able to ereatethe ideal Phase I test, but hopefully we will tear down many ofthe barriers that keep us from approaehing that ideal-.

    F1ease dc your best as an FCFer to folloi.r these guidelines. Ifure need to change them, ue r.ril] do so in the future. There hasbeen a lot of input from a number ,.f ;tlembers, so letrs stay asclose to these guid.eli-nes as possible.

    1. Phase I is designed to weed.-out those urho have not retained theprofessed knowledge of the Royal Ranger Program and campcraftskiI1s. It is not rrglvenrr to anyone.

    2, IL j-s tc be cond.ucted. in a ttprofessional 1r manner uith no harass-ment what-so-ever.

    3. The Sectional Comnand.er or Seetional FCF Rep must be present and is j-n' charge of the testing.4. Eaeh test category must have at least two FCFers as testers. One of

    the testers nay be a youngbuek provided he has the ability to be a goodtester.

    5. Each tester must be an 'ractivetr FCFer.5. Ask only the questions provided for that partlcular year. Do no,t ask

    alternate questions or tthrow i-n' questions that do not ccunt.7. Phase I testing must take place during daylight hours unless done in-

    doors.B. I recommend very hi-ghly that Phase I tests be conducted as a separate

    event, lf at all possible. I'Ieedless stress and strain ls plaeed upona man or boy at other events sueh as a Seetional Campout.

    ?. The candidate must answer at least 3 of /u questions corectly to passthe category. failing J cai;egories or all ,1 questions in one category,will fail the candidate.

    11. Make sure the candidate has met the minimum requirements:Men- completed the Leadership Training CourseBoys- at least Trai-Iblazer 1 st class and earned Advaneed Camping Award

    I uant to drart your attention 'r,o a couple of ltems that are i.nthe newsletter and a couple thai are not. These are inportantenough for me to mention then again.

    l'Je are beginning a neu prograxl called. the Young Buck of the Yearcommencj.nS ilolrr You will find the forn in the newsletter. Douhat you ean to encourage thris program in liour section. I am going to pre-pare, a mail out of some kind for all Royal P.anger churches. It r.rill be forthe Trai-l-blazer and Tra:-l Ranger comraanders, and I hope to encourage themto use FCF for their boys. Our older boys nay need. something more to keepthen j-n Rangers.

    Another itern in the newsletter is the neu guidelines for Phase I testing.Please see that these are adhered to as efose as possible. There havebeen a number of problems that I have enecuntered and perhaps this ui11help.

    There are two forms cireulating which are Applicatj-ons for FCF. The one .r,rith the Royal Ranger emblen does not have the requirements for bothmen arld boys. The other form says the admittanee fee is {,.i10.00. Pleaseconiinue tc use the second forn but delete the $1o.oo part. },Je nusthave it elear to the applicant wi:at the basic requirements are.

    Cne other s1ight change is needed. There have been tr.ro Phase I TestSheets going around. The itnotes'r near the boiton are &ifferent. Toclarify this, sinply refer to the ner.r guid.elines for Phase I number.!.
