It is the Health Champions (not Citizen Checkers) togive the presentation to the Health and WellbeingBoard has been arranged and will go ahead.

Bournemouth People First to ask Val Cope whathappens to the report from the hospital.

The report has now been finished andpassed over to Debbie Hopper and Val Cope.

-Jo to talk about a launch event for the new HousingChoices booklet at the next Where We Live Groupmeeting.

: this was discussed at the recent ‘Where weLive Group’ meeting.

Kellie and Jo to talk about ideas foran information day / Community Event.

Kellie and Jo are due to meet later thisweek to discuss this idea further.

Amanda P gave an update on the Where we Livegroup; Lorraine Mealing is now Co-Chair of the group.Lorraine has previously Co-Chaired the group, and hasalso made an Easy Read Housing Plan in the past.

Kellie gave a correction about the information /community event. It will be planned for lots of differentthings and services, not just the Housing ChoicesBooklet.

. Not all organisationswhich are involved in Direct Payments have easy readinformation.

Amanda P to follow up with Enhamabout their Easy Read information.

Amanda has contacted Enham (and otherorganisations too). She has not heard anything backyet. She will keep trying.

- Bournemouth People First tocontinue to contact Direct Payment providers abouttheir Easy Read Information.

-Bournemouth People First to find out if what used tobe the old Malvern Centre still has an accessible toiletavailable.

It is still available. There is a café there and the ArtisanStudio with lots of art activities being run. For the localcommunity, but some focus on learning disability,mental health, physical disability.

Bournemouth People First to send outinformation with minutes.

- Changing Places newspaper articlelink to be sent out with minutes.

- Bournemouth People First to send outthe proposed Year Planner / agenda for thePartnership Board meetings to the members.

This has not been sent out yet, butBournemouth People First have bought copies to themeeting for everyone to look at and agree.

Amanda P and Dan gave the update as currentCo-Chairs of the group.

The group are looking at how the information aboutthe resources and training will be stored / arranged.This will be an ongoing piece of work.

There will be no speed dating this time.It is a joint event with People First Dorset, and PooleForum. We are keeping it simple for now, for the 1stnew event, to see how it goes.There maybe a quiet area for sexual health adviceand information available, there are some volunteersfrom the Sexual Health team.

The Council are looking at updating their policy. Therewill be another separate meeting for this. They willmake an Easy Read plan. They will also inform peoplewhere they can go to find information / support. The1st draft was shown at the Relationships Group.

Jo asked if there needs to be an information eventabout the action Plan. The relationships group hasalways been driven by people by a learning disability(more so than other groups).

The group need to make sure that it really is looking atwhat information members / parents / families wantor need.

Voicing Family Rights is a protocol (how we work withparents with a learning disability and their children)written by Dorset Advocacy.

Dorset Advocacy want Dorset, Poole and BournemouthCouncils to sign up and agree to the protocol.

Bournemouth People First have tried to contact leadperson on this work, but have had no response.Bournemouth Childrens Services were unaware of thispiece of work.

Jo to follow up and contact Mike Pochinand ask that draft is sent out and consulted on. Thismay help people to sign up.

Emily suggested Dorset Advocacy could be invited toa future Board meeting. Not everyone knows enoughabout it yet.

- Ask Mike Pochin from Dorset Advocacyto come to the next Board Meeting in July.

Keeping Safe sub group update (Les sends apologiesso Amanda F to give update with Andy.)

- Presentation to go out with minutes.

Bournemouth People First, BournemouthCouncil, Police and Crime Commissioner, Yellow Buses,Bournemouth YMCA (Chatterboxes) are all involved.The partnership is being extended and moreorganisations being involved.

67 places trained to offer support withSafe Places in Bournemouth. There are 103 including

The Safe Places are not highly used, but the fact thatthey are there gives people more confidence to be outand about and going to new places.

Amanda P noted that a local Safe Place recentlycontacted Paul following concerns about a member,this is another way they are used.

Out Right handouts include information on accessibility,and also Safe Places. This information is also availableon the Out Right website www.outright.co.uk .

Chatterboxes have done some good mysteryshopping recently.

Yellow Buses driver training are involvingpeople with learning disabilities, and use theirfeedback forms to report problems.

Last year there was a training session at Streetwise.It is possible that there maybe another event later thisyear; this may include Dorset Fire and Rescue.

This is still in use. ThePolice are becoming more involved and an EqualityChampion from the Police will attend a Keeping Safemeeting soon.

95 referrals since beginning of thescheme; over half of which have gone to court.Previous to the scheme prosecutions would probablyhave been dropped as witnesses unable to giveevidence without the support provided.

Keeping Safe in the Community is a lotof work, but to link into Keeping Safe in the home issomething that is being worked on.

Dorset Healthcare are doing some workaround offenders that have mental health andlearning disabilities (Steve Fletcher is the lead nurse).Keeping Safe sub group are linking with this.

Government update on their Hate CrimeAction Plan (easy read version of available).

Andy W to send link to BournemouthPeople First to be sent out with meeting minutes.

Mark Harris asked about Safe Place scheme, and ifPaul checks the support they need and get (if staffmove on etc)

Jo asked about theSpeaking Out campaign hate crime app by DorsetPolice.It is not an easy read format, but it is quite user friendlyand has some good information on it. It is aimed at ayounger student population, but is available to anyonewho maybe interested.

Hayley Seymour said thatshe thought that it would be a stronger position foreveryone involved if the Keeping Safe group were jointbetween Poole and Bournemouth.

Jo commented that there were 2 new joint groups(Work and Education and Relationships sub groups),and that these could be used as a learning curve forfuture plans – how to do it and when would be theright time. Both areas face similar challenges.

Amanda P said that the other difference was that theother groups were completely new, and they were stillhaving problems with co-chairs.

Keeping Safe is an established sub group, and thereare co-chairs already in place. Jo said that there wasnot a Safeguarding representative in the BournemouthKeeping Safe group (which there is in Poole); allagreed that this could be looked at as needed.

- Andy Sharp to contact Phil Hornsby,Co-Chair of the Keeping Safe group in Poole, aboutjoining the Bournemouth and Poole groups together.

Day services are changing. This is part 2 of thechanges.

On the 30th April 2014 Bournemouth Borough CouncilCabinet members agreed:

●To go ahead and get more information aboutsetting up a forAdult Social Care services in Bournemouth. Thisinformation will then be put in a report for theCabinet to look at in .Cabinet will then decide if this is something theywant to do.

●To change the way they deliver services like this:

Enablement Service (All ages / disabilities), BoscombeResource centre.

Specialist Dementia Service, Northbourne Day Centre.

Specialist Learning Disability Service, WallisdownHeights Day Centre.

Specialist Mental Health Services, Alumhurst DayCentre.

The changes to the services will happen between Mayand September 2014.

There is to the agreed number ofsessions/days as part of these proposals.

They want to co-produce how the services will workand have started Working Groups (everyone workingtogether).

Jenni Collis-Heavens answered some questions abouther presentation.

Amanda P asked about First Point Plus as part of thechanges. Andy said that these changes had not beenpart of the main engagement and consultation.

Emily said that Bournemouth People First have beenattending the working groups and will be supportingthe changes, particularly around Culture Change andCommunity Connecting.

Emily was slightly concerned that although the workinggroups were working well, there needed to be morepeople who use the service consulted. She said thatBournemouth People First would be happy to sendtheir template for activity choices which could be usedfor consultation.

Amanda F wanted a clearer understanding on whatenablement means.

Sonia Colton gave a presentation.

- Handout to be sent out with theminutes.

Sonia said that the information from the Government ischanging all the time, so she tries to keep people upto date.

There is a Special Education Needs and DisabilityReform. This will involve:

●This means having all the information on localeducation, health and care services for 0 - 25 yearson one website.

There is a group looking at how the Local OfferWebsite will look. Amanda P asked if it would be EasyRead. Sonia said that Bournemouth People First couldbe part of the group.

- Sonia to invite Bournemouth PeopleFirst to the working group about easy read for thewebsite.

●These will replace Special Educational NeedsStatements.

Young people with these plans will offered Personal Budgets so they have more choice over their Education, Health and Care Support.

●Education, Health and Social Care will need to planand pay for services together.

They will need to check with young people and their families that they are getting the right support, and also the right amount of support.

Extra items to be added to the next agenda had beendiscussed during the meeting. These included inaddition to the planned updates, already on the draftagenda for July:

●Mike Pochin on the Voicing Family Rights protocol.

●Engagement and Winterbourne View JointImprovement Programme.

Jo suggested that it might be useful for the Boardmembers to be able to read through the yearplanner for the Partnership Board meetings.

- Amanda P agreed that this could be sentout to everyone.
