    The Boston 2024 team is delighted to submit

    our Key Venue Plan. We recognize that theOlympic Stadium, the Athletes Village and theInternational Broadcast Center/Main Press Centerrepresent strategic anchors for the Games aswell as important commitments of physical andnancial resources.

    Our proposals for these three anchors reect

    our commitment to three fundamentalplanning principles:

    Put the athletes and the sports rst by offering acompact Games

    Plan for meaningful and appropriate legacy in keyinfrastructure and venues look forward to 2030 andlook back to 2024.

    Add value to the core of the city, building a consistentlymore livable, sustainable and innovative city.

    The Olympic Stadium at Midtown, the AthletesVillage at Columbia Point/UMass Boston and theIBC/MPC at the South Boston Waterfront form atriangle, the sides of which are approximately onemile. Each of these anchors is planned for legacy:

    At Midtown, key infrastructure improvements willbe the catalyst for the legacy development of a newmixed-use neighborhood in the heart of the city.

    The Athletes Village will provide six thousand bedsof legacy housing for UMass Boston, transforming thecitys only public research university into a residentialcampus with greater opportunities for teaching andresearch expansion.

    The IBC/MPC at the South Boston Waterfront is inthe heart of the innovation economy with a buildinginfrastructure readily convertible for science andtechnology uses.

    2.1 LOCATION AND USAGE

    Boston Midtown is the hub of the Boston 2024

    Olympic Plan. It will house the Olympic Stadium andplaza a 14 acre gathering place for ceremoniesand celebration. Midtown is connected to DowntownBoston, the Rose Kennedy Greenway, Boston Harborand South Station by the restored Dorchester Avenue Olympic Boulevard for the Games.

    Olympic Boulevard will be a pedestrian passageway

    lined with new construction along the expandedSouth Station head house and redevelopmentand temporary hospitality barges in the Fort PointChannel for both visiting National OrganizingCommittees and Corporate Sponsors. This will bethe pedestrian spine for the 2024 Games withcapacity for thousands of guests and revelers.

    Current Use

    What is the current use of the land/stadium?

    The ve principal parcels are used as follows:

    City of Boston uses 17.8 acres for public works storage,a parking garage salt shed and a tow lot.

    Commonwealth of Massachusetts uses 2.0 acresfor maintenance; the MBTA uses 23.1 acres for busmaintenance, fueling and washing and for train setmaintenance; .85 acre controlled by Commonwealth ofMassachusetts Highways is unused.

    New Boston Food Market uses 20 acres for a wholesale

    food distribution facility. The New Boston FoodMarket is a cooperative, and the facility is currentlyunderutilized and for sale.

    ART Mortgage Borrower controls 4.7 acres whichhouses a cold storage facility related to the NewBoston Food Market.

    National Railroad Passenger controls a segment of railbed totaling 1.4 acres.

    Access for Use

    What access for use has been negotiated?

    Boston 2024 has had detailed discussions withsenior representatives of the Commonwealth,the MBTA, Amtrak and the City of Boston aboutrelocation of existing facilities and overbuild ofexisting rail lines. Discussions have been positivewith all involved agencies who are supportive ofthe planning initiatives.

    Obtaining the Land

    What is the process required to obtain the landfor development?

    The process for land assembly for the OlympicStadium at Midtown will include several strategies:

    It is proposed that land currently controlled bythe City of Boston and by the Commonwealth ofMassachusetts will be assembled by means of theexpanded authority of existing public agencies orthe creation of a new public agency dedicated to thistask. Maintenance and service functions currentlylocated on these parcels will be relocated off site

    in a consolidated configuration with other similarfunctions to achieve operational efficiency.

    Privately held land will need to be purchased andconsolidated with the surrounding public parcels undera single authority.

    Air-rights above rail tracks used by both the MBTA andAmtrak will be secured, and those air-rights will beconsolidated with the surrounding parcels under thesame authority.

    Securing a Lease

    For an existing stadium, what are the steps required

    to secure a lease for use?

    Not applicable. Boston 2024 proposes new,temporary stadium construction.

    Relocation strategies for existing facilities controlledby the City of Boston, Commonwealth of Massachusettsand the MBTA must be planned and implemented.

    Control of privately held parcels must be completed.

    In addition, entitlements for post-Games use mustbe implemented.

    2.2 LEGACY

    Planned Post-Games Use

    What is the planned post-Games use?

    Post-Games, the infrastructure improvementsdelivered as part of the Olympic Stadiumdevelopment will be the catalyst for developmentof a new Midtown neighborhood, repairing the scarin urban fabric from the 19th and 20th century railand highway construction. Transit improvementsof heavy rail, improvements of I-93, interchangeconnections and the construction of an overbuildplatform will form the foundation for signicant

    mixed-use development. Over a series of phases,

    we envision retail, residential and ofce usesdeveloped by the private sector in a grid of streetswith Olympic Boulevard as the spine. First phase ofwork will be conversion of below platform areas toparking, required as soon as possible to support theexpanded Boston Convention and Exhibition Center.

    Future phases will include smart blocks of mixed-use development with new streets, green openspace, diversity of housing and opportunities forofce and retail development within one mile of

    South Station.

    Design for Post-Games

    What is the design for post-Games use?

    The transit infrastructure provided for the OlympicGames, including rail access to South Station,overbuild above MBTA tracks, public plaza spaceconnecting to Fort Point Channel, and surroundingroadway improvements, will enable developmentof a new neighborhood in the heart of the city. Inaddition, approximately 2,000 parking spaces willbe provided in the volume below the dismantledstadium to support the enlarged Boston Conventionand Exhibition Center.

    The stadium site will be controlled by a publicbuilding authority or agency, either existing or tobe formed. Acquisition and improvements will benanced by the issuance of bonds supported by

    value creation for private development - the rst

    phase of which will be initiated before constructionof the Olympic Stadium.

    Cost for Use

    What are the costs for use of the stadium?

    Boston 2024 proposes new construction for theOlympic Stadium; costs for use of the stadium andoperational costs will be determined in the contextof nancing and ownership.

    Budget for Decommissioning

    What is the budget for decommissioning, dismantling andrecycling of materials?

    Structural requirements will be reused as part oflegacy development.

    Cost Estimators

    Who are the cost estimators?

    Cost estimating to date has been provided bySuffolk Construction with review and otherpreconstruction services provided by TurnerConstruction, Boston. Suffolk Constructionis a national construction management rm

    headquartered in Boston with main ofces in the

    Northeast, Mid-Atlantic, Southeast and West regions.Turner Construction Company is one of the largestconstruction management companies in the UnitedStates with a construction volume of $9B in 2012.

    Turner has a long history in sports facility

    construction, beginning in 1909 with the companysrst major sports project, the Promenade forHarvard Stadium. Turner has since been recognizedas an industry leader, providing services forprofessional and collegiate stadiums, ballparks,arenas, and training facilities, as well as speedways,racetracks and tennis centers. For more than 15years, Engineering News Record has ranked Turneras one of the top Sports Builders in the UnitedStates. Some notable projects include Madison

    Square Garden, the redevelopment of Soldier Field,and Yankee Stadium. Projects under construction

    or recently completed include Levis Stadium (San

    Francisco 49ers), Livestrong Sporting Park (SportingKansas City of the MLS) and The University ofWashington Husky Stadium Renovations.

    Temporary Stadium Costs were developedin detail by Nussli Group, a leading, globallyoperating supplier in the eld of temporary and

    modular construction.

    Budget for Community Engagement

    What is the budget for community engagement related to theconstruction of the stadium?

    We propose a $5M budget to allow the Committeeto conduct a signicant community engagement

    effort. We also expect that there will be anindependent consultant team that works on behalfof the community to review all real and potentialimpacts of the stadium.

    Seating Capacity

    What is the proposed seating capacity for Games use?

    The proposed seating capacity for the OlympicGames is 60,000.

    Existing Utility Infrastructure

    What existing utility infrastructure would serve the stadium?

    The proposed stadium location is in an area of thecity well served by infrastructure. The areas to thewest and east of the site are densely developed and

    supported by regional utility systems that traverseportions of the site or are located in public corridorsat the perimeter of the site.

    Water: Multiple water systems are available onFrontage Road to the west of the site and DorchesterAvenue to the east of the site. As many as ve 12-inchlooped water systems exist in immediate proximityto the site. These systems are cross-connected tothe north and south of the site increasing systemredundancy and reliability in the case of a break onany of the subject segments. The proposed stadium isanticipated to require approximately 170,000 gallonsof water per day. Based on discussions with the BostonWater and Sewer Commission (BWSC), this can beaccommodated via the existing infrastructure.

    Sanitary Sewer: Sanitary sewer capacity in theproposed stadium location is also robust. The site isbordered by two sanitary collectors that are directed tothe main sanitary tunnel between the city and the DeerIsland Regional Treatment Facility. Over the last decade,the BWSC has undertaken a program of separatingsewerage and drainage in the areas to the south ofthe city center. In parallel, the Massachusetts WaterResources Authority (MWRA) has upgraded the regionalcollection system. These improvements have resulted inincreased system capacity. BWSC indicates that capacity

    exists for the 170,000 gallons per day of anticipatedwastewater ow related to the stadium venue.

    Telecom/Data: Frontage Road and Dorchester Avenue,immediately proximate to the site, include regionaldata loops that connect to long haul ber via localnetwork switches in Boston.

    Drainage: A portion of the Dorchester Brook Conduit,a major local drain collector, is within the sitelimits. Construction of the stadium venue will likelyrequire relocation of a portion of this line. Relocationwill include provision of direct connections to thefacility storm water systems. The proposed rainfallmanagement and treatment system for the venue willinclude facilities to treat runoff from roof, plaza andpaved areas and inltration features that will rechargethe underlying groundwater table. Spill preventionfunctionality will be included at loading and serviceareas to protect the aquifer.

    Existing Roof Modications

    For an existing stadium, what is the plan for the roof?

    Not applicable. Boston 2024 proposes new,temporary stadium construction.

    Environmental Conditions

    What are the existing site conditions? Provide a study ofenvironmental conditions and water tables that could impactconstruction and/or costs.

    Like much of the City of Boston, the site representslled tidelands. The water table is at +10.0 with the

    approximate ground elevation sloping from +17.5 to

    +15.5 in respect to the Boston city base elevation.

    All new permanent construction will require deepfoundation technologies with which this planningand construction team has extensive experiencethroughout the city and particularly in the SouthBoston Waterfront.

    The site conditions are diverse as the site has beenused for multiple purposes:

    service and maintenance of MBTA buses and trains

    service and storage of City of Boston PublicWorks vehicles

    active retail lines

    wholesale food distribution facilities.

    We do not, however, anticipate unusual sitecontamination issues, unusual mitigation scheduleor cost requirements.

    Anticipated Hurdles:

    We will pursue omnibus state legislation to coordinatepermitting at the local and state levels. This legislation willcarefully consider land use, zoning, transportation, historicpreservation, cultural celebration, environmental protectionand economic benets to ensure the successful implementationand integration of Games infrastructure. No specic permitting

    hurdles are anticipated.Test Event Construction:

    We anticipate the test event will occur in the stadium. A separateconstruction for a test event is not necessary.

    Accessibility Options:

    The Olympic Stadium is conveniently located at Midtown withinthe Waterfront Cluster, a short distance from the Athletes

    Village and the proposed IBC/MPC. This site will be served bythe Olympic Route Network via the I-93 Frontage Roads and theSouth Boston Bypass Road. This site is within walking distance ofthe Red Line, and the Worcester/Framingham, Needham, Franklin,Fairmount, Providence/Stoughton, Middleborough/Lakeville,

    Kingston/Plymouth, and Greenbush Commuter Rail Lines,Amtraks Northeast Corridor and the Silver Line.

    What are the existing site conditions? Provide a study ofenvironmental conditions and water tables that could impactconstruction and/or costs.

    The existing site is occupied by a formerconvention/exposition center and over 1,300asphalt surface parking spaces. The USDA SoilConservation Service soil survey classies soils

    within the project site as Urban Land indicating that

    greater than 85 percent of the site is occupied byimpervious surface with parent material comprisedof excavated and lled land. Like much of the City

    of Boston, the site represents lled tidelands. The

    water table is at elevation +11 feet from City of

    Boston datum. All new permanent construction

    will require deep foundation technologies andsome select standard waterfront site engineeringpractices with which this planning and constructionteam has extensive experience throughout the city.

    We do not anticipate unusual site contaminationissues, unusual mitigation schedule orcost requirements.

    Developer Proposal

    The proposed Athletes Village will create avibrant, mixed-use community on the ColumbiaPoint waterfront. The residential program requiredby the Olympics will fulll the 6,000 dormitory

    What existing utility infrastructure would serve the AthletesVillage?

    Water: Multiple 12 water loops are available in closeproximity to the site on Morrissey Boulevard andalong Mount Vernon Street. Additional water mainsare available on Dorchester Avenue in close proximityto the JFK/UMass MBTA station. The design willneed to ensure that systems are cross-connected tomaximize redundancy and capacity for domestic andre use. Initial estimates put water demand at about 1million gallons per day for the Athletes Village. BWSChas indicated that this capacity exists in the current

    distribution system. Sanitary Sewer:Sanitary sewer facilities are available

    on Morrissey Boulevard which runs through the siteand along the north edge of the Bayside area wherethe MWRA Columbus Park Connector is located.The Columbus Park Connector is the primary sewercollector for this portion of Boston and directs owto the Columbus Park Headworks, which is the laststop before the Deer Island Wastewater Treatment

    Facility. According to the discussions with the BWSC,there is available capacity for the 1 million gallons ofwastewater ow expected from the Athletes Village.Capacity in this system is a result of system upgradesand regional sewer separation improvements.

    Telecom/Data : Morrissey Boulevard, which traversesthis area, provides regional telecommunications anddata service. If higher capacity global fiber isrequired, extension of service lines from the northwill be necessary.

    Drainage: This area is in close proximity to BostonHarbor. Boston Harbor is generally protected fromdynamic wave action and storm surges by the networkof harbor islands and Cape Cod. There are multipleaccess points to provide drainage from the proposed

    Village areas to the harbor. Construction of the AthletesVillage will include a rainfall management andtreatment system to treat runoff from roof, plaza andpaved areas and inltration features that will rechargethe underlying groundwater table. The BWSC recentlycompleted installation of a 12 foot by 12 foot draininterceptor in Morrissey Boulevard to improve localdrainage system performance.

    Post-Games Use

    What is the planned post-Games use?

    The Athletes Village will revitalize ColumbiaPoint and create a vibrant, transit-oriented, mixed-use waterfront district. The master plannedredevelopment of the site will unlock transportationbarriers created by Kosciuszko Circle by reorganizingthe infrastructure and linking the surroundingneighborhoods including Dorchester, Harbor Point,the University of Massachusetts Boston campus andthe proposed Village to each other and to CarsonBeach and Joe Moakley Park. The proposed Athletes

    Plaza will become a waterfront retail destinationfor the entire City of Boston. Joe Moakley Park, oneof Bostons largest public spaces, will be vastlyimproved as adjacent neighborhoods will enjoy

    access to the sports complex and improved athleticelds. Increased capacity at JFK/UMass MBTA station

    will improve access to the district.

    Post-Games, the housing will be returned to

    6,000 beds of student housing for University ofMassachusetts Boston. The remaining units will beconverted into approximately 2,500 - 2,900 unitsof market rate housing. Some units will remain onsite and a large number will be relocated to Bostonneighborhoods for workforce housing.

    Those areas currently under private ownership,such as the Santander Bank site, will be used fortemporary support facilities and will be returnedwith improved infrastructure and value created forredevelopment. Additional opportunities will alsobe created for the development of University of

    Massachusetts academic and research facilities.

    The Athletes Village is conveniently located along MorrisseyBoulevard and just east of Interstate-93. This site isapproximately 1.25 miles from the proposed Olympic Stadiumand 2.5 miles from the South Boston Waterfront Precinct. Accessto a dedicated Olympic route network would occur along theeast side of Morrissey Boulevard to Old Colony Avenue/PrebleStreet or directly to/from I-93.

    Transport Mall

    Where will the Transport Mall be located?

    The Transportation Mall will be located on the former SantanderBank parking site, immediately accessible from the Olympic Lanenetwork and proximate to athlete support facilities.

    Internal Roadways

    How will internal roadways t into the plan?

    The internal roadways within the Athletes Village have beenconceptualized in an urban grid with the scale of the Villagestreet architecturally responsive to the context of our city. Theplan draws on the citys approved master plan for Columbia Pointand the aspirations of the UMass Boston master plan so thatthe roadway and utility infrastructure will ultimately benet thelegacy of the site as an academic campus and neighborhood.The alignment of the primary north-south roadway through the

    Village will ultimately service the future connection betweenMorrissey and Day Boulevards. Service and emergency access to

    all residential buildings will be provided by the internal roadwaysystem. During the Games, this network will provide for internalshuttles to circulate through the entire site.

    Financial Viability

    Provide a market study indicating the nancial viability of theVillage plan including proposed price ranges for units andproposed market absorption rate.

    Prior to the acquisition by the University of MassachusettsBuilding Authority several years ago, the Bayside Expo site wasthe target of signicant developer competition as a multi-family housing site for its location proximate to downtown,waterfront access and transit connections. The real time vacancyfor the entire BostonPads.com database of more than 100,000apartments is only 2.5 percent.

    In addition, we are studying the opportunity to build high qualitysustainable and transportable housing which can be relocated toother neighborhoods in the city where it will ll a current void inmoderate-rate housing.

    Proposed Financing

    What is the proposed nancing for construction?

    We expect that 6,000 beds of housing, which will provide thelong-term housing for the University of Massachusetts Boston,will be nanced by the University or alternatively with a studenthousing owner/developer with a long term master leaseprovided by the University of Massachusetts. The remaininghousing units will be nanced by a private development entityon the basis of the desirable legacy use with a long-term leaseand a ground lease from the University.

These improvementswill connect surrounding neighborhoods to cultural, educational

    and recreational resources such as Joe Moakley Park, Edward M.Kennedy Institute, JFK Library and Museum and UMass Boston.

    Anticipated Hurdles:

    We will pursue omnibus state legislation to coordinatepermitting at the local and state levels. This legislation willcarefully consider land use, zoning, transportation, historicpreservation, cultural celebration, environmental protection andeconomic benets to ensure the successful implementation andintegration of Games infrastructure. Land control is an important

    consideration for this site; we are working closely with theowners to reach a mutually benecial arrangement.

    Accessibility Options:

    Served by the Olympic Route Network via William J. DayBoulevard, the Athletes Village will also be within walkingdistance of JFK/UMass Station, providing easy access to the RedLine and Commuter Rail.

    Do you propose one facility for both, or two facilities?

    Boston 2024 proposes two new state-of-the-artmedia facilities for the IBC and MPC.

    Proposed Location

    Where is the proposed location?

    Both the International Broadcast Center and theMain Press Center will be located in the heartof the South Boston Waterfront approximately

    2 miles from the Athletes Village. The proposedbuildings will be adjacent to the Boston

    Convention and Exhibition Center, which willcontain four competition venues hosting sixsports. With a close proximity to the ConventionCenter hotels this location provides membersof the media with rst class accommodations

    just steps from the IBC and MPC. The entire

    venue is 27 acres including areas for ceremonies,broadcast, operations and transportation.

    Current Use

    What is the current use of the site/facility?

    The principal parcels are used as follows:

    The Gillette company uses 9.0 acres for surface parking.

    The United States Postal Service uses 20.9 acres forsurface parking and operations.

    The Commonwealth of Massachusetts MBTA/Highwaysuses 6.8 acres for the South Boston Bypass Road.

    The Massachusetts Department of Transportation owns3.0 acres which are currently unused.

    The Massachusetts Convention Center Authority uses7.5 acres for the service, maintenance and mechanicalaccess for the Boston Convention and Exhibition Center.

    Utility Infrastructure

    What existing utility infrastructure would serve the IBC/MPC?

    The South Boston Waterfront has extensive sewer,water and storm water facilities. The BostonConvention and Exposition Center is currentlyundergoing a $1 billion expansion, which willinclude new utility infrastructure connections. Inaddition, the South Boston Waterfront is plannedfor 17 million square feet of new ofce and mixed

    use development, and the Boston Water andSewer Commission has been making new capacityimprovements to serve the district. We do not

    anticipate any utility capacity or line extensionissues for the IBC and MPC in the context of thegrowing South Boston Waterfront.

    We have recently engaged with CDM Smith, aleading Cambridge-based engineering rm to

    provide a study of available electrical power.

    Facility Contract

    If existing, can the facility be contracted for use for one yearprior to the Games?

    Boston 2024 proposes the IBC and MPC will be newbuildings. The two media venue buildings will becompleted and ready for use one year prior to theopening of the 2024 Olympic Games.

    Building Metrics

    How many oors/square meters are planned for the IBC? for

    the MPC?

    The IBC and MPC will be located in two separate,but side-by-side, buildings. The IBC will be builtover the South Boston Bypass Road and will havetwo oors totaling 700,000 sf. The MPC will have

    ve oors totaling 300,000 sf.

    Transit Infrastructure

    What existing transport infrastructure serves thesite/facility?

    The proposed IBC/MPC site is located in the SouthBoston Waterfront Precinct adjacent to and over the

    South Boston Bypass Road. The site has interstateaccess and egress located immediately to the northvia the I-90/I-93 interchange. The South BostonBypass Road is proposed as a dedicated Olympic

    route providing direct access between the OlympicStadium (1 mile away) and the University Cluster viaI-90. Transit access to the IBC/MPC is convenientlylocated 0.6 miles west of the site at South Stationand immediately north of the site via the SilverLine/World Trade Center station. Summer Streetprovides access to the downtown, featuring existingtaxi cab stands. World Trade Center Boulevardprovides immediate access to the vibrant SouthBoston Waterfront area.

    Additional Transport Infrastructure

    What additional transport infrastructure is planned?

    Adjacent to the IBC/MPC site is the so-called

    Track 61, which is a planned rail connectionbetween Beacon Yards (West Station) and the SouthBoston Waterfront. This service is expected to beoperational before 2024. When operational, thisservice will provide a direct rail connection betweenthe Waterfront and University Clusters. A transport

    hub and parking are also planned in conjunctionwith the IBC/MPC on the north side and proximateto the site. Bicycle and pedestrian improvementsare currently in design development along SummerStreet between the site and South Station.

    4.3 LEGACY

    Planned Post-Games Use

    What is the planned post-Games use?

    Both the IBC and MPC will be permanent buildings.We have planned IBC conversion for science,technology and innovation workspace for theInnovation District. The MPC will be designed toconvert the 300,000 sf to ofce space supporting

    the expanding Innovation District. The overall IBCand MPC planning strategy for the Olympic Games

    anticipates the legacy uses by following the City

    of Bostons Seaport District 100 Acre Master Plan.The balance of the temporary IBC and MPC supportspace will revert back to development parcelsand open park space. In all options, the transitinfrastructure provided for the Olympic Gamesis utilized including the planned rail connectionbetween Beacon Yards (West Station) to the SouthBoston Waterfront.

The Seaport District 100 AcreMaster Plan, and temporary support areas for the IBC/MPC willbe returned to open spaces and development parcels. Improved

    public transportation, commercial and residential growth and thelegacy of the Olympics in the distr ict would ideally position suchparcels for innovative, cultural and community uses.

    Construction Timeline: 36 - 42 months

    Anticipated Hurdles:

    We will pursue omnibus state legislation to coordinatepermitting at the local and state levels. This legislation willcarefully consider land use, zoning, transportation, historicpreservation, cultural celebration, environmental protection andeconomic benets to ensure the successful implementation andintegration of Games infrastructure. Land control is an important

    consideration for this site; we are working closely with theowners to reach a mutually benecial arrangement.

    Accessibility Options:

    The IBC/MPC will be served by the Olympic Route Network viaI-90/I-93 and the South Boston Bypass Road. The IBC/MPC willbe within walking distance of South Station, providing easyaccess to the Commuter Rail, Amtraks Northeast Corridor andthe Red Line.
