From the SheriffTo the people of Bossier Parish:

I would like to thank the residents of Bossier Parish for allowing me and our dedicated team of men and women to continue serving you. We strive daily to

provide Courteous, Professional and Responsive service to you and to meet the challenges in being the fastest growing parish in north Louisiana.

It is now more important than ever to have your trust and support. Th rough the hard work and dedication of law enforcement in Bossier, crime has remained low for years.

In case you haven’t noticed, Bossier Parish is boom-ing! New businesses and homes are springing up every-where, and new schools are opening. With the elevation in mission and strategic importance of Barksdale Air Force Base with Air Force Global Strike Command headquartered right here in our parish, public safety is paramount for growth like this to continue.

Part of the price of progress is traffi c congestion, and our deputies will continue to make our roadways safe. I have added a DWI unit to our Traffi c Unit in an eff ort to reduce speeding and reckless drivers, as well as remove impaired drivers from our roadways.

While we continue to have the trust of the residents of Bossier Parish, we must be prepared for everything and any problems that outside agitators could pose. Th ere-fore, we have combined our CERT (Corrections Emer-gency Response Team) and SWAT (Special Weapons and Tactics) teams to form the RCU (Riot Control Unit). RCU will join with the Bossier City Police Department’s manpower and equipment to provide safety and security necessary under any conditions and to keep the peace in cases of civil unrest. We will stop any problems before they start.

Th e times we live in also call for constant change, and transparency and public trust are as vital as ever. Th at’s why we have instituted the use of body cameras to pro-tect our deputies and the public. All school resource offi -

cers are now outfi tted, and our patrol deputies will be equipped with body cameras. I have complete trust and faith in my deputies, but all too oft en, we see cell phone video that a bystander ran up and recorded well aft er the incident began. With the body camera, the entire event from the beginning will be available.

For an extra convenience of paying taxes, fi nes and tickets, we have added a drive-through service at our Criminal Operations building on Burt Boulevard in Benton.

Weather events certainly have been unusual, from ice and snow to historic Red River fl ooding to exceptional drought. Th rough it all, your safety has been our top priority.

2015 also marked the 20th Anniversary of the Sher-iff ’s Posse and Ladies’ Auxiliary. Th ese dedicated men and women have volunteered hundreds of thousands of hours to make Bossier Parish a better place.

Our corrections facilities were the fi rst parish pris-ons in the state to be audited for the PREA (Prison Rape Elimination Act) standards and scored a perfect score in addressing the elimination of prison rapes and sexual misconduct while providing an environment of dignity and decency.

It seems now more than ever that law enforcement is a challenging career. Th e dedicated men and women who wear this uniform work constantly to defend “Th e Th in Blue Line” that separates civility from anarchy. When the chips are down, the bullets are fl ying and everyone is running away, it’s not the Monday morning quarterbacks -- politicians, liberal media or activists -- you call for help. Law enforcement proudly answers this call 24-7-365.

With a population nearing 126,000, up from 116,979 in the 2010 census, Bossier Parish is the fastest-growing parish north of Interstate 10, experiencing an intensive residential building boom. On this page, photo: Sheriff Whittington has implemented a DWI Enforcement Unit to keep res-idents in Bossier Parish safe by removing impaired drivers from the roadways. Deputies operated three DWI checkpoints during the 2014-15 fi scal year, which resulted in 16 arrests. In all, 1,462 vehicles were screened. Th e Sheriff ’s Offi ce has worked 20 DWI-related crashes in that same period, illustrating the importance of DWI enforcement.

On the next page, clockwise from top, an aver-age of 1,408 prisoners are housed in parish prisons, deputies train in night shooting, and prisoners fi ll sandbags for fl ood control.

As a result of careful management and fi scal re-sponsibility, our budget continues to operate in the black, projecting a budgeted surplus of $475,000. Our annual audit has consistently refl ected no irregularities and has shown a program of excellent planning, man-agement and accounting.

News and features

Clockwise, from upper left , 74 Bossier Sheriff ’s Young Marines graduated from recruit training, learning self-esteem, confi dence, teamwork and other values that will help them to be the leaders of tomorrow. Since its inception in 2002, more than 1,100 youth have become Young Marines.

In the D.A.R.E. program, 3,387 Bossier school children learned to avoid the perils of alcohol, to-bacco, drugs and risky situations.

Residents can now pay fi nes and taxes via a drive-through window at the rear of our Criminal Operations building, 196 Burt Blvd., Benton.

Solving the identity of murder victim Carol Ann Cole aft er 34 years illustrated the importance of modern forensics and of social media as a means of communication with the public.

At left , dispatchers man the new backup dis-patch center on Shed Road, which will be used as an alternate emergency communications center. Our dispatchers will operate from the facility with 911, Bossier City Fire and Bossier City Police, to ensure uninterrupted service.

Center photo, the School Resource Offi cers program includes 26 deputies who are responsible for security in Bossier Parish Schools. Th ese deputies also teach the D.A.R.E. course in elementary and middle schools.
