City’s parks top the charts

Boroondara to be debt free by 2026

Beautiful and well-maintained parks are a quintessential and much-loved aspect of Boroondara’s urban character, as shown by our City’s performance in a recent state-wide research project.

The focus of the 2016-17 Budget and Annual Plan continues to deliver on our commitment to maintain quality services, reduce the debt incurred to undertake a program of major infrastructure projects from 2010-16 and on continued investment in upgrading community facilities.

The good news is that waste fees aren’t increasing this year and we have kept the rate

increase to the capped amount of 2.5 per cent.

Council is also paying off its loans faster, and making significant interest payment savings, with a forecast that it will be debt free by 2026. During this Council’s term we have reduced debt by $9.77 million.

We live in a great City and it takes a strong partnership of

community, staff and elected representatives to keep it that way. Our work and budget priorities are set by what our community have told us they expect. So thanks also to the many who give us feedback on their needs, wants and priorities for our City throughout the year - it’s encouraging to be part of such an engaged community.

We know that ratepayers expect value for money and prudent management of our financial resources. We have applied the Victorian Government imposed Consumer Price Index based rate cap. Sadly, the government has completely ignored the connection between community services, facilities and rates. Productivity

gains will offset some of the impact but ultimately something has to give and the community will experience the impact of reduced revenue.

We will be calling on all citizens over the next financial year to contribute to a plan for the City which will guide our future work, budget priorities and service level for 2017-21. Why not find out how you can be involved by registering your interest boroondara.vic.gov.au/community-plan .

The independent study tested user satisfaction in 13 Boroondara parks, of various sizes and uses, and benchmarked those results against participating councils.

Overall satisfaction with the City of Boroondara’s parks rated 8.5/10, which was the

joint highest score among the 15 councils, the vast majority of which were metropolitan, including the cities of Bayside, Glen Eira, Yarra, Monash, Whitehorse and Port Phillip.

The survey was undertaken in late 2015 and involved 103 face-to-face interviews at

parks including the historic Alexandra Gardens, Canterbury Gardens and Beckett Park, the expansive Boroondara Park and Anderson Park, and smaller Ferndale Park and Willsmere Park.

Our commitment to providing high-quality green spaces

was further illustrated by the recently approved 2016–17 budget, which includes a $4.1 million investment in maintaining Boroondara’s parks, open spaces and streetscapes.

Family fun at the new Boroondara Sports ComplexOn Saturday 30 July 2016, come along to a community celebration in Balwyn North to toast the $13.5 million redevelopment of the Boroondara Sports Complex.There will be lots of fun activities on the day, including:

The renewed Boroondara Sports Complex offers a plethora of health and wellbeing opportunities for local people and now incorporates all of the highly-valued programs that were previously offered at the Balwyn Leisure Centre.

There is an expansive new fitness gym, a new basketball/netball court, new program room, a crèche, dedicated gymnastics space, new change rooms, improved café and more car parking.

Following the recent renewals of Ashburton Pool and Recreation Centre and Hawthorn Aquatic and Leisure Centre, local residents now have access to state-of-the-art recreation facilities across the City.

Closure of Balwyn Leisure CentreFrom Friday 1 July 2016, all programs and services offered at the Balwyn Leisure Centre will be moved to the Boroondara Sports Complex. The leisure centre will be used as temporary accommodation for the Balwyn Library and the Greythorn Early Learning Centre.

The Town Hall Gallery Collection is your collection. It is an historical and artistic record of the changing face of the City of Boroondara that visually represents our environment as interpreted by those who have lived in and experienced the area.

Composed of a number of significant works of fine art that have been acquired through acquisition funds and donations, the collection is a legacy for future generations.

Paintings from the Town Hall Gallery Collection are included in the gallery’s modern exhibitions to help bring the history of the area to life. By donating artworks to the Town Hall Gallery Collection, you are supporting the gallery and the continuation of the preservation of cultural history for years to come.

Town Hall Gallery was pleased to present the exhibition Ronald Greenaway: the artist and his world in 2015, exhibiting close to 60 works undertaken over a 60 year period. Greenaway, a Boroondara resident, worked alongside iconic artists like Albert Tucker, Sidney Nolan and Arthur Boyd. Greenaway then generously donated eight paintings to the Town Hall Gallery, including an unshown painting of his wife Joyce (1958), which he saw featured in the exhibition Likeness prior to his passing away later that year.

Ronald’s generous donation will ensure the legacy of Australian painting will continue for future generations through the Town Hall Gallery Collection.

Donations are accepted through two primary avenues: the Australian Government’s Cultural Gifts Program or by direct donation to the gallery. The Cultural Gifts Program encourages gifts of significant cultural items to public art galleries by offering donors a tax deduction for the agreed market value of their gifts. A direct donation to the gallery can be arranged by contacting the gallery. All donations are discussed with the Town Hall Gallery curatorial team to determine the eligibility of the work/s and a viewing time to see if the work could be an appropriate addition to the collection.

Acquisition criteria To ensure the growth and continuity of the Town Hall Gallery Collection as a reflection of the cultural heritage of Boroondara, donated works must adhere to the following acquisition criteria:

• Innovative contemporary art that reflects Boroondara’s culturally diverse community.

• Art by significant Australian artists who have lived or worked in the municipality.

• Two and three-dimensional art in all media with reference to the existing strengths of the collection.

• Works will be acquired within the broad parameters of Australian Art with priority given to works by artists from the City of Boroondara.

• The art collection will be developed on principles which value: contemporaneity, excellence, innovation, high aesthetic quality, relevance and authenticity.

“My grandfather (James Beveridge) was persuaded to sit for Dargie for this painting that pays homage to his 25 years as Managing Director of McClarens Printing Company,” says donor Richard Beveridge.

“In 1954, Dargie became the first Australian to paint the Queen. Beveridge commissioned this work, Wattle Painting of Queen Elizabeth II, which became an iconic image and is a recognisable and treasured example of 20th Century Australian portraiture,” he says.

“James Beveridge’s role in this significant commission makes this portrait of him by Sir William Dargie important to the cultural fabric of Boroondara and Australia.”

Recognising the importance of Dargie’s relationship to Boroondara as well as the stories behind this portrait, the Beveridge family felt it right for it to become part of the public collection in Boroondara.

“All of that history that’s embedded in those works is important. The recording of history and the stories that go with it, that’s part of creating a public collection,” says Beveridge.

The donated work has been included in several exhibitions at Town Hall Gallery including the recent show Likeness in late 2015, where leading contemporary portrait painter Celeste Chandler’s work was shown alongside.

“Celeste was incredibly excited to have the rare opportunity to view the portrait by Dargie up close while the exhibition was installed,” says Beveridge.

“By including these important older works alongside works

created by artists working now, there is a dialogue that continues.

“It also provides an educational opportunity for younger artists to discover these works in person” he says.

The portrait of James Beveridge OBE was painted by Sir William Dargie in 1947 and donated by the Beveridge family in 2005.

Help for home upkeep Council provides assistance with property maintenance tasks for older people, and people with disabilities and their carers.

The property maintenance and modification service assists residents and enables them to continue living independently in their own home. Skilled workers can undertake minor works that do not require a licensed tradesperson, helping older people and people with a disability maintain a safe and secure home environment both inside and outside.

Our qualified staff will evaluate and assess the extent of repairs or works to be completed. If the work is beyond the scope of our service we will assist residents in finding access to an alternative service.To keep your home and surroundings safe, Council recommends residents have their gas heaters and other appliances regularly serviced by a licensed gas plumber.

Live easier, feel better Council is pleased to present a series of free seminars for seniors on ageing well.

The first in a series of four sessions will focus on vision and hearing loss and features talks and demonstrations from Better Hearing Australia and Vision Australia. Those who attend will have the opportunity to try aids and equipment designed to make life easier.

Subsequent seminars focusing on managing the physical, mental and cognitive changes associated with ageing will be held throughout the year. Pre-registration is required. Afternoon tea will be provided.

Rate capping applies to the total amount of rates revenue received by Council, which is now limited to a 2.5 per cent increase. But, as in previous years, your Council rates will continue to be calculated depending on the value of your property.

Did you know your property was revalued this year? Your property is revalued every two years as required by law – this

value then determines the amount of rates you pay.

So, while Council’s total rate revenue increase for 2016-17 has been capped at 2.5 per cent, this does not mean the increase in your rate bill will be capped at 2.5 per cent.

The rate cap applies to Council’s total rate revenue, not rate bills for individual properties.

Green living and learning

There is a wealth of professional skills in Boroondara and fortunately these are now being tapped by Council to help our community.

Council’s Living for our Future program incorporates our online sustainable living hub – livingforourfuture.com.au – the Positive Charge energy advice service, worm farming and composting resources, and a series of free workshops and events.

Council’s Boroondara Volunteer Resource Centre (BVRC) is developing a Community Skills Bank.

The bank will allow volunteers to be matched with not-for-profit groups who are seeking people with professional skills in areas like web design, landscaping, financial services, governance and marketing.

Not only is it a great resource for groups, but it’s great for the volunteers too.

Volunteering Australia research shows that along with increased health and wellbeing, skilled volunteers develop the ability to be more resourceful and to cooperate more effectively.

If you think this would be good for you and you have skills to share, look out for one of our information sessions over the next few months. The BVRC will help you prepare to share your professional skills with one of our community organisations.

The Living for our Future workshop program for the second half of 2016 has just been released, and includes a series of sessions designed to build skills and inspiration around sustainable living and our natural environment.

The workshop program for July to December 2016 offers

exciting new topics, including:

• nature play activity for kids

• installing solar at home

• water smart gardening

• twilight tour around a wetland

• chemical-free gardening

• love food, hate waste.

Proposed wetland has major support Earlier this year, we sought feedback on a concept plan for a wetland in the eastern corner of Chandler Park in Kew.Community members had an opportunity to provide feedback via email and an onsite consultation session in mid-March.

The consultation program unearthed overwhelming support for the project and a high level of interest and enthusiasm.

The following were issues raised by respondents:

• paths should be bike friendly and wide enough for mixed use

• the mountain bike single track running along the side of the river should not be disrupted

• dogs should be on a leash within the vicinity of the wetland

• Council should look to harvest and reuse the treated stormwater

• Council should aim to plant a diverse range of vegetation to create a variety of wetland habitat niches for native fauna

• additional seating is needed along the main trail.

All of the suggestions made by residents and community groups are being reviewed by the project team and where appropriate will be incorporated into the detailed design of the project.

This project will help meet pollution reduction targets contained in our Integrated Water Management Strategy. Project implementation is subject to funding availability. We will keep the community up-to-date with project developments.

Camberwell Community Centre RedevelopmentThe Camberwell Community Centre at 33 Fairholm Grove Camberwell is being redeveloped. It is planned to demolish the existing building and the vacant building adjacent, formerly occupied by the Boroondara Youth Services, and construct a purpose-built community centre and Maternal and Child Health Centre (MCH). The buildings are not fit for purpose, and the the Youth Services building is in a poor state of repair and beyond refurbishment. The new development will provide the Camberwell Community Centre with more space and enable all its activities and programs to be on one site. MCH clients will also now have the option of a full-time service in the preferred location of Camberwell Junction.

Based on ideas put forward earlier this year by Camberwell Community Centre members, participants, staff and local residents, a concept plan for the new centre has been developed. During late May/early June, the community had an opportunity to view the concept plan and Council received some excellent feedback. The architects are now working on the final design, and the community will have an opportunity to provide feedback on this when the permit application is advertised in the coming months.

A holy Chariot Procession festival for Lord Jagannath and other Hindu Deities.

6 to 8 July 2016 Eid al-Fitr (End of Ramadan) (Islamic) The Islamic month of fasting, Ramadan, ends with the festival of Eid al-Fitr. A celebratory meal breaks the fast, and at this time charity and good deeds have special significance.

9 July 2016 Martyrdom of the Bẚb (Baha’i) Commemorates the execution of the Bab in 1850 who was a prophet and forerunner of the Baha’i faith.

19 July 2016 Ashala Puj / Dhaarma Day (Buddist) Ashala Puj commemorates Buddha’s first teaching (the Wheel of Dharma) and recognises the beginning of Buddhism.

19 July 2016 Guru Purnima (Hindu) Full Moon Day is a celebration of the birth of the great sage Maharshi Vyaas, who edited and reconciled all the Vedic Scriptures. The day is celebrated to symbolise a Guru-Shishya (Preacher-Student) tradition.

23 July 2016 Birthday of the Guru Har Krishen Sahib Ji (Sikh) Birthday of the eighth Guru. He became Guru at the age of five. He stressed humanity and wisdom, and took care of the sick during the smallpox epidemic in Delhi.
