Welcome to QCrypt2019

QCrypt 2019, the 9th International Conference on Quantum Cryptogra-phy, is the place where the most important new results in quantum cryp-tography are presented and discussed. The conference aims at helpingbuild our research community by encouraging computer scientists, math-ematicians, physicists and engineers to interact on different aspects ofquantum cryptography. To fulfil this mission, 4 tutorials, 8 invited speak-ers, 28 contributed papers (of which two were asked to merge), 8 industrysession panelists and nearly 150 posters have been selected to form an ex-citing program. In addition, Michele Mosca has agreed to deliver a publiclecture on Building a more secure quantum future. This event is open toeveryone free of charge.

This 2019 edition is organized jointly by the Universite de Montreal (GillesBrassard and Louis Salvail), McGill University (Claude Crepeau), and theUniversite du Quebec a Montreal (Sebastien Gambs), with substantiallogistic and financial help from Tourisme Montreal. The conference istaking place at the Cœur des sciences, on the campus of Universite duQuebec a Montreal. This is located near many attractions that Mon-treal has to offer. The conference banquet takes place in the beautifulBelvedere of the Centre des sciences de Montreal.

Many people have provided us with invaluable help. In particular, weare grateful to the program committee, chaired by Anthony Leverrier, for having selected the contributed talks among 98 submissions, and tothe steering committee, chaired by Marcos Curty, for having planed thetutorials and the invited talks. Many thanks to Christoph Marquardt andHugo Zbinden for the organization of the industry session. A specialthank you to Simon Desaulniers for his help in many practical aspectsof the conference planning and in designing this booklet. We also thankall the personnel of the departments of Computer Science both at theUniversity of Montreal and at the Universite du Quebec a Montreal, aswell as from the Cœur des Sciences, who were involved in many aspects ofthe organization of this event. Last but not least, we are very grateful toour sponsors, without whom the organization of such a conference wouldbe nearly impossible.

We wish you all an enjoyable and productive conference.

Gilles, Claude, Sebastien and Louis, 19 August 2019.

Building a more secure quantum futureA Public Lecture by Michele Mosca

Abstract

While quantum computers will bring immense computing capa-bility that cannot be achieved with any feasible amount of regularcomputing power, they also break some of the mostly widely usedcodes that we depend on to protect our digital systems. For theadvent of a quantum computer to be a positive milestone in hu-man history, we must first fix these fundamental building blocksof cyber security.

Come hear how this threat is actually a great opportunity tomake our digital infrastructures more secure than they otherwisewould be. And learn about the exciting science that underpinsnew tools for making our world more safe and secure, includingquantum satellite communications.

Michele Mosca is co-founder of the Institute for Quantum Comput-ing at the University of Waterloo, a Professor in the Department of Com-binatorics & Optimization of the Faculty of Mathematics, and a found-ing member of Waterloo’s Perimeter Institute for Theoretical Physics. He was the founding Director of CryptoWorks21, a training program inquantum-safe cryptography. He is a founder of the ETSI-IQC workshopseries in Quantum-Safe Cryptography, and the not-for-profit Quantum-Safe Canada. He co-founded evolutionQ Inc. to support organizations asthey evolve their quantum-vulnerable systems to quantum-safe ones andsoftwareQ Inc. to provide quantum software tools and services.

He obtained his doctorate in Mathematics in 1999 from Oxford on thetopic of Quantum Computer Algorithms. His research interests includequantum computation and cryptographic tools designed to be safe againstquantum technologies. He is globally recognized for his drive to helpacademia, industry and government prepare our cyber systems to be safein an era with quantum computers.

Dr. Mosca’s awards and honours include 2010 Canada’s Top 40 Under40, Queen Elizabeth II Diamond Jubilee Medal (2013), SJU Fr. NormChoate Lifetime Achievement Award (2017), and a Knighthood (Cava-liere) in the Order of Merit of the Italian Republic (2018).
