City officials, friends, family and fellow firefighters filled the Museum of Flying at the Santa Monica Airport to see the now- probationary members of the department receive their badges and be sworn into service. Before the event, the recruits — Clark Coble, Zigifredo Hernandez, Brandt Loucks, Brian Sathre, Austin Tuer, Charles Walker, and Nicholas Zuppardi — gath- ered outside in the parking lot and circled in prayer. It was something they started right before their first test, the men said, and the exercise always seemed to calm nerves and bring them closer together. They came from different places: a few were already working firefighters for other cities and counties, one brought an emergency medical technician back- ground, another a police officer. When they marched into the museum before the waiting crowd they were in perfect unison. “Who are we?” one called out. “SMFD!” the others proudly replied. The recruits were put through a rigor- ous 12-week academy that started each day at 5:45 a.m. with a grueling physical workout, Captain Sean Van Sluis told the audience. Then there was classroom instruction and afternoons running through strenuous drills, going up and down ladders, handling the hoses and water, and simulating fire and medical emergency operations. The men were also trained for hazardous materials, auto extractions, urban search and rescues and wildland firefighting. “These firefighter are definitely pre- pared,”Van Sluis said. Fire Chief Scott Ferguson told the men the department was ready to put them into action. “While you’ve had it tough in the academy you know the real work begins after you’ve put the badge on your uni- form,” Ferguson said. He and his family shared a small shelterwith another family. It had a single light bulband no running water.

Maeda came back to Southern Californiaafter the war — he has lived in Mar Vistasince 1958 — and he struggled to come toterms with how he and other internees hadbeen treated by their own country.

“Whenever I came near this intersection,I would react with deep emotional feelings,”he said at a 2012 event — 70 years after thestart of his imprisonment. “(But) ... that vis-ceral feeling has been replaced by feelings ofhope.”

His hope is due in part to seriousmomentum in the effort to install the VeniceJapanese American Memorial Marker, whichhe and other organizers have sought foryears to put in place at the busy Los Angelesintersection where hundreds of SantaMonica, Malibu and Venice residents board-ed buses to Manzanar.

The memorial committee has been hardat work to bring the project to fruition,winding its way through numerous local andstate government agencies to receiveapproval and appropriate permits.

In 2012, the National Park Service award-ed organizers a $50,000 grant to design,build and install a commemorative obelisk.

This past August, members of the memo-rial committee and a representative of LosAngeles City Councilor Mike Bonin present-ed plans to the Cultural Affairs Commission,which approved the project.

On March 25, the L.A. public worksboard approved a recommendation by thecity’s Office of Community Beautification toallow for the 9-foot-6 monument to beerected at the northwest corner of Lincolnand Venice boulevards.

As the committee awaits additional per-mits and hashes out a required maintenanceplan, it will host its fourth-annual fundrais-er April 23 at Hama Sushi (213 WindwardAve.) in Venice. The restaurant’s proprietor,Esther Chaing, has donated more than$7,500 towards the monument over the lastthree years.

Chaing will again donate all proceedsfrom the day’s $20 bento box lunches, whichmust be pre-ordered through PhyllisHayashibara either by phone at (310) 390-1576 or via email [email protected]. Dear Editor,We should like to respond to the article Zoning

Issues: Child Care, Marijuana, Residential Density pub-lished on April 10, 2015. This article mentions theZoning Ordinance Update rules for medical marijuanadispensaries. Santa Monicans for Safe Access(SAMOSA) would like to point out a few importantthings, as follows.

The article says “Despite the plethora of options inthe surrounding municipalities ... .” In fact, there is nota plethora of LEGAL dispensaries in surroundingareas. Of the total 134 dispensaries Los Angelesallowed a couple of years ago, less than 50 of theselegal dispensaries remain. Plus, only a few of them areon the Westside. Any other dispensary is illegal.Surely, it is unsafe and unwise to encourage patients togo to illegal dispensaries. Moreover, if there is aplethora of any type of business outside of SantaMonica, it is alcohol stores and drug stores. And yet,our reasonable and compassionate City officials do notban those types of stores from Santa Monica. Nor areresidents required to drive outside the City to visitthese stores.

This article also states that “The PoliceDepartment and the city officials had opposed thatinclusion [of dispensaries], noting that residents couldsimply order delivery .... .” However, in an SMDP articlepublished last February 5 (Planning Officials Say No ToPot Shops), the SMDP confirmed that only one of thefour delivery services cited at that time by City Staffwas legal. Today, there are no — as in none — legaldelivery services anywhere in LA. Worse, last year inother press articles, City Staff acknowledged that anydelivery service operating in Santa Monica would haveto have a Santa Monica business license. And yet, CityStaff confirmed that none had been issued. SAMOSAbelieves that it is very unsafe to invite illegal deliveryservices into one’s home. The Police, Chief Seabrookssaid in her testimony to the Planning Commission thatif the City asked her, the Police would have no problempolicing medical marijuana dispensaries — just as theydo for any other business.

Finally, the article says “most” of the PlanningCommissioners supported allowing dispensaries. Infact, five out of the six then present Commissionerssupported allowing dispensaries. The baseless mythregurgitated in the article that dispensaries lead tomore crime has been resoundingly shown to be ashameful scare tactic reminiscent of “ReeferMadness.” indeed, UCLA studied this very issue(“Exploring the Ecological Association Between Crimeand MMD” [Medical Marijuana Dispensaries]). UCLAfound the opposite to be true — crime DECREASES inneighborhoods where dispensaries operate. Legal dis-pensaries have robust security plans which decreasecrime in their surrounding areas.

The ordinance permits only two dispensaries withina very limited and well thought out zone. They arebarred from being close to schools, parks and othersensitive uses. The ordinance is fair, reasonable andcompassionate. The near unanimity of Commissionerswho supported this ordinance mirrors the 90 percentor more (according to a “Field Poll”) of Santa Monicanswho desire legal, local and safe access to medical mar-ijuana.

TOMORROW EVENING AND WEDNESDAYevenings, City Council will review and offi-cially promulgate nearly 500 pages of zoningcode updates required by the adoption bythe Land Use and Circulation Element(LUCE) part of the city’s master plan.

There are literally dozens of updates thathave residents up in arms. They are mostlyrevisions that would facilitate a markedincrease in development throughout the cityas well as lead to much higher and densermixed-use (apartment/retail) developmentsand inappropriate commercial uses in resi-dential neighborhoods.

The most despised revisions would allow“Activity Centers” for larger commercialproperties when (and if) they are redevel-oped. Examples are the Rite-Aid/Von’s prop-erties at 14th and Wilshire Boulevards,Bristol Farms property at Wilshire andBerkeley Street and the Albertson’s Center atLincoln and Ocean Park Boulevards.

These could become regional shoppingcenters like Santa Monica Place - massivestructures soaring 57 feet with another 14 to18 feet for walls to mask rooftop mechanicalequipment, elevator shafts, cell towers, heat-ing and air conditioning. Total height: 75feet.

The “activity centers” would cover mostof the lot with retail stores, apartments,offices and huge parking garagesCommunity benefits would include opencourtyards, prominent sidewalk facingsand bicycle amenities. Other amenitieswould include huge increases in traffic,noise, pollution and structures toweringfour floors over single and two floorhomes, next door.

One of the goals of the updated codes isto concentrate development near transitlines, so city planners want to add Tier 3developments - four to six floor tall apart-ment buildings with ground floor retailcomponents - to most major thoroughfaressuch as Wilshire, Santa Monica, and LincolnBoulevards. However the presence of theselarger mixed use structures will also causetraffic, increased density and crowding aswell as infringe upon adjacent residentialneighborhoods. Council needs to say “No”to Tier 3, too.

To a lesser extent, Montana Avenue andMain Street would have a ‘bonus” heightadded to their zoning when a developerincludes affordable housing in its plans.This would enable three floor buildings onprimarily single and two floor commercialstreets and forever change their scale andunique ambience. Let me say it again:Social engineering makes for bad city plan-ning.

The leaders of Santa Monica Forward(SMF), that new citizen’s group that claimsan exclusive right to promote “values thatwill shape the future of the city,” haverequested code updates to allow commer-cially operated early child care/educationcenters to operate in single-family homeneighborhoods.

Enter former Mayor/councilwoman andcurrent Santa Monica for Renters’ RightsSteering Committee member Judy Abdowho was the Director of Child DevelopmentServices for the Santa Monica MalibuUnified School District before retiring and is

a member of City Hall’s Early Education andChildcare Task Force. She and a handful offellow school/education supporters are lob-bying hard for this exercise in excessivesocial engineering over good planning.

Commercial businesses operating in res-idential neighborhoods is a major source ofproblems. For example, City Hall’s possiblyillegal “OK” for the conversion of a 1920s-era apartment building into the PalihouseHotel in the middle of a multi-familyneighborhood at Third Street andWashington Avenue has caused nothing butgrief for neighbors by exacerbating parkingproblems, traffic and “round-the-clock”noise.

A friend (who asked for anonymity) froma Mid-City neighborhood has an early child-hood education/daycare center operatingout of an adjacent condo. He told me aboutconstantly being subject to “the noise of cry-ing of infants to toddlers which cause one toalways wonder when is there true suffering,abuse or neglect.” In addition to noise allday, vehicles come and go from early morn-ing until well into the evening dropping offand picking up children. The facility appliedfor and received reduced time “pedestrianloading” parking that virtually eliminatestwo, scarce, on-street parking spots.

Abdo and her cohorts also want thesedaycare/early childhood education facilitiesto allow outdoor play to 8 p.m. Proposedcode revisions would restrict outdoor activi-ty to no later than 6 p.m. Playground noiseputs an undue and unnecessary burden onthose living next to them - especially whenthese playgrounds may be as close as ten ortwenty feet. Later hours only builds astronger case for why these uses should notbe in single family residential neighbor-hoods.

Present zoning allows childhood educa-tion/daycare operations in single-familyneighborhoods, but getting a permit to do sorequires an extensive bureaucratic processincluding hearings before the PlanningCommission and City Council. However,this revision is needed so residents shouldn’thave to spend inordinate amounts of time,money and energy fighting non-conforminguses that should be prohibited outright.

I agree that “high quality early childhoodeducation for working families is trulyindispensable for our community” althoughthere is a time and place for everything andsingle family neighborhoods are not theplace for traffic generating, noisy businesseseven if they have a noble purpose. Abdo’spet projects shouldn’t become a burden toresidents and prevent the enjoyment ofquietness and tranquility of one’s ownhome.

I’m betting City Council they will throwresidents a bone and eliminate “activityCenters” and do a token Tier 3 reductionunless affordable units are involved. They’lldo what they always do and go with theirpersonal social engineering agenda by votingfor more development overall then justifyingit as a benefit to the community and allowcommercial child care/education businessesin residential neighborhoods. I hope I’mwrong, but I feel a screwing coming.

ONE OF THE MOST PRESSING QUES-tions facing us as we consider our first com-prehensive zoning update in 30 years iswhether we will truly be able to preserveSanta Monica’s existing neighborhoods.

That won’t happen if we turn our backson the vision in the Land Use andCirculation Element (LUCE), which we vet-ted as a community and the City Councilunanimously approved in 2010, by eliminat-ing the possibility of building new homes onour commercial boulevards.

As part of the six-year LUCE process, weagreed, as a community, that we wanted toput new homes on the boulevards and neartransit precisely because we didn’t want des-perately needed new homes to displace long-term residents in existing neighborhoods.

In order to make that happen, we agreedto allow some four-to-five story buildings —all residential above the first floor — on ourcommercial boulevards. As we are about toadopt a new zoning update, some now wantto undo the years of work by the communi-ty and limit standards along our boulevardsin what would amount to a de facto morato-rium on housing there.

By taking away the option to build futurehousing on the boulevards, we would be set-ting the stage for a potentially disastrouswave of displacement of long-term resi-dents, many of whom benefit from con-trolled rents.

Unfortunately, the Ellis Act allows thatand the city has no control over this. But thezoning decisions to fulfill the LUCE’s goal toavoid displacement are completely within

the Council’s control.Santa Monica in 1980 was home to

88,314 people. That number has inched upto about 93,000 today. The pressure to buildnew homes for the people who want to livein Santa Monica has been mounting for 30years and it will only continue to mount.

For the past 10 years or so, we have beenallowing a healthy number of new homes,mostly concentrated in the downtown area.But, we’ve seen that steady, moderateprogress screech to a near halt recently. Only32 new homes have been approved sinceJanuary 2014.

The LUCE anticipates that we will add4,955 new homes by 2030. That numberreflects Santa Monica’s fair share of housingfor the growing regional population. Ourgreat schools, resilient economy, and amaz-ing climate will draw people here. If therewill be no new homes built on our commer-cial boulevards, we will see long-time rentalhomes replaced by condos at rates similar towhat we are seeing in San Francisco.

Make no mistake: We cannot stop SantaMonica from changing, but we can decide ifthose changes will be for the better. Let’s notturn the LUCE, our community’s roadmapfor a sustainable future, into a blueprint fordisplacement.

Will Our Zoning Code Be aBlueprint for Displacement?

how many parking spaces should be allottedfor any new property. The commission rec-ommended that parking requirements bedetermined based on use and whether or notthe project is located in commercially zonedareas near the incoming Expo Light Rail orhigh service transit areas around Lincolnand Pico boulevards or Santa MonicaBoulevard at Fourth Street.

“A parking maximum would also beestablished, allowing a relatively small pro-portion of additional parking spaces to beprovided by right with the two exceptions,”city officials said in their report to council.“1) additional parking being permanentlyprovided as public parking or 2) replace-ment parking fulfilling the requirement foranother use.”

The traffic demand management (TDM)requirements for developers would beincreased.

“The Draft Zoning Ordinance wouldlower the threshold at which an EmissionReduction Plan is required from 50 ormore employees to 30 or more employees,”the report to council says. “For developersthe threshold for requiring an annualTDM plan would be 7,500 square feet fornon-residential projects and 16 or moreunits for residential projects; and theintensity of TDM that is required for aproject/employer would be based on theproximity to transit services with higherAverage Vehicle Ridership targets in tran-sit-rich districts.”

LANDMARKS AND STRUCTURES OF MERITPreservationists rely on City Hall’s

Landmark and Structure of Merit designa-tions to keep landowners from tearingdown or altering historically significantbuildings.

Under the proposed ordinance, modifica-tions to the height standards would only beauthorized if a Landmark or Structure ofMerit was being preserved. As a result twoheight modification allowances would beestablished.

This would allow developers to do moreif they are saving old, significant buildingswithin certain boundaries.

EXISTING HOTELSThe current ordinance prohibits hotels in

certain residential neighborhoods but doesallow those in existence prior to 1995 to con-tinue its service.

“This provision allows such existinghotels to remain and be rebuilt or expandconsistent with the governing developmentstandards,” city officials said. “The DraftZoning Ordinance would change this cate-gorization of existing hotels from permittedto legal non-conforming. As with all legalnon-conforming uses, this change wouldnot require these uses to cease operation andsuch uses would be authorized to be rebuiltif damaged or destroyed through any non-voluntary event.”

This would allow existing hotels to con-tinue to operate but would halt intensifica-tion or expansion, city officials said.

Departmentstaffing is already strained, a situation that isexacerbated with the new Metro Expo Linethat cuts through the city. Saturday’s gradu-

ation brings the staff number up to 93, hesaid, below a desired target of 105.

With a significant number of firefightersretiring, the new firefighters will help thedepartment get to needed personnel levels,said Ferguson before the graduation. TheSanta Monica City Council also signed offon the hiring of six additional firefighters,which will come through a second academyclass that’s expected to start in August.There’s also the possibility of another class atthe start of next year and six new firefighters,“that we’re hoping to get [approved] in themiddle of the two-year budget cycle,” thechief said.

Having such turnover in the departmentis a challenge, but comes with some advan-tages, the chief said.

Ferguson is retiring in May to take a posi-tion leading the Murrieta Fire Department,said Saturday’s graduating class will be hislast with Santa Monica.

“You lose institutional memory, a lot ofexperience with fires and understanding ofthe community, but you bring in a wholenew batch of enthusiasm,” Ferguson said.“So it’s a give and take.”

WHILE WE MAY NOT YET HAVE REACHEDthe “point of no return” — when no amountof cutbacks on greenhouse gas emissionswill save us from potentially catastrophicglobal warming — climate scientists warnwe may be getting awfully close. Since thedawn of the Industrial Revolution a centuryago, the average global temperature has risensome 1.6 degrees Fahrenheit. Most climatol-ogists agree that, while the warming to dateis already causing environmental problems,another 0.4 degree Fahrenheit rise in tem-perature, representing a global averageatmospheric concentration of carbon diox-ide (CO2) of 450 parts per million (ppm),could set in motion unprecedented changesin global climate and a significant increase inthe severity of natural disasters - and as suchcould represent the dreaded point of noreturn.

Currently the atmospheric concentrationof CO2 (the leading greenhouse gas) isapproximately 398.55 parts per million(ppm). According to the National Oceanicand Atmospheric Administration (NOAA),the federal scientific agency tasked withmonitoring the health of our oceans andatmosphere, the current average annual rateof increase of 1.92 ppm means we couldreach the point of no return by 2042.

Environmental leaders point out that thisdoesn’t give us much time to turn the tide.Greenpeace, a leading environmental advo-cacy group, says we have until around 2020to significantly cut back on greenhouse gasoutput around the world — to the tune of afive percent annual reduction in emissionsoverall — if we are to avoid so-called “run-away” climate change. “The world is fastapproaching a ‘point of no return’ beyondwhich extremely dangerous climate change

impacts can become unavoidable,” reportsthe group. “Within this time period, we willhave to radically change our approach toenergy production and consumption.”

In a recent lecture at GeorgetownUniversity, World Bank president Jim YongKim reported that whether we are able to cutemissions enough to prevent catastrophelikely depends on the policies of the world’slargest economies and the widespread adop-tion of so-called carbon pricing systems(such as emissions trading plans and carbontaxes). International negotiators meeting inParis next December are already working tohammer out an agreement mandating thatgovernments adopt these types of systems tofacilitate emissions reductions. “A price oncarbon is the single most important thing wehave to get out of a Paris agreement,” Kimstated. “It will unleash market forces.”

While carbon pricing will be key to miti-gating global warming, Greenpeace addsthat stemming the tide of deforestation inthe world’s tropical rainforests and beyondand adapting our food systems to changingclimatic conditions and increasingly limitedresources will also be crucial to the health ofthe planet.

“Without additional mitigation, and evenwith adaptation, warming by the end of the21st century will lead to high to very highrisk of severe, widespread and irreversibleimpacts globally,” reports theIntergovernmental Panel on Climate Change(IPCC), an international group of leadingclimate experts convened by the UnitedNations to review and assess the most recentscientific, technical and socio-economicinformation on global warming. Indeed,there’s no time like the present to startchanging our ways.

ON APRIL 4 AT APPROXIMATELY 10:50 A.M.Officers responded to a report of an assault with a deadly weapon in the 2100 block ofDelaware Avenue. Upon arrival, officers made contact with the victim which stated thatshe was inside of her residence when a woman, later identified as Dana Brown, 51, wasstanding in front of her residence yelling obscenities. The victim went on to ask Brownto leave; five minutes later she was seen entering a parked vehicle.As the victim walked out of her home and toward her vehicle, Brown was sitting in hervehicle when she began to yell at her and drive her vehicle toward her. At this point, thevictim realized that there was a male passenger in the vehicle. Hearing the sound of thevehicle accelerating and in fear of being struck, the victim jump out of the way and shenoticed that the vehicle made its way up the curb. The driver and passenger were appre-hended and identified by the victim as the two subjects in the vehicle. Brown was bookedfor assault with a deadly weapon. Bail was set at $30,000.
