Our members were activewith Texas BOMA as well,when John Kelley and SteveAsh were sworn in as TexasBOMA Executive Committeemembers in Austin, Texas.John is the 2012 Second Vicepresident and Steve is the2012 Texas BOMA President.Clint Harrington was also recognized for his nine yearsof service on the Texas BOMABoard of Directors.

The brand-new LeadershipLyceum launched thisFebruary, and our fresh crop of young leaders learnedall about the ins and outs of association management

from a panel of seasonedAssociation Executives (ourown Tammy Betancourtamong them). It is refreshingand encouraging to see theseyoung leaders emerging intheir field and taking an activerole in BOMA.

The TOBY Committee and judges completed theTOBY tours, and everyone islooking forward to the awardsluncheon where the winnerswill be announced. With fivebuildings competing, Houston

will again have quality build-ings that will move on andcompete at the SouthwestRegional Conference inAlbuquerque, NM. I am confident that Houston will be well represented atBOMA International TOBY.

Two Houston Center Earns LEED EB Gold

Two Houston Center in Houston’s central business districtachieved LEED EB Gold status and is the last of the officebuildings within the Houston Center complex and The Shopsas Houston Center to receive the honor.

This final LEED EB Gold designation will enhance HoustonCenter to the largest mixed-use complex in Texas to completethis level of certification with 4.2 million square feet of ClassA office space and three floors of retail service outlets. If you haven’t heard theUSGBC has released the nextversion of the LEED RatingSystem: LEED 2012. Theyhave held two public com-ment periods, allowingusers of LEED to com-ment and help shape the future of the ratingsystems and plan to have

a third review in 2012. Theballot (for member voting) is

currently scheduled for the latesummer of 2012, with release of LEED 2012 scheduled in late2012 or early 2013.You should know that LEED 2012

has some major changes and is muchmore rigorous.

They have changed the numberand title of categories from seven toten and the number of prerequisitesfrom nine to fifteen. The credits are

also becoming more aligned betweenthe different systems of Existing

Buildings Operations and Maintenance(EBOM), Building Design and Construc-tion and Commercial Interiors and several credits have been combined.These changes represent a significantrestructure. The levels remain the samewith 40 points for certified, 50 for Silver,60 for Gold and 80 or more for Platinum.We will be discussing the LEED 2012EBOM system for the rest of this article.

The categories for 2012 will be: Integrated Process (new, 3 points)

This category is to encourage a moreintegrated project team with better com-munication and interaction. Includedcredits are Discovery - Analyses toSupport integrative Process,Implementing Synergies and LEEDAccredited Professional.

Location and Transportation (new, 14 points) This category was establishedfor the Alternative Transportation creditwhich is worth up to 14 points.

Sustainable Sites (10 points) There are no new credits in this categorythat now focuses exclusively on providinga sustainable site. The biggest changesin this section are that the Storm WaterManagement credit is now a “RainwaterManagement” credit, while both Heat-Island Effect credits are also combinedinto a “Heat Island Reduction” credit.There is also a prerequisite for a GreenSite Management Policy.

Water Efficiency (9 points) The WaterEfficiency category has a number of significant changes, including two newprerequisites for “Landscape Water UseReduction” and “Appliance and ProcessWater Use Reduction” which this LEEDsystem now considers. There are alsothree credits for additional water usereduction associated with the prerequi-sites, they also have a credit for“Cooling Tower Makeup Water”.

The 2012 Winter Business Meeting took place this

year in Washington, D.C. Houston BOMA’s Vice President

of Finance Brett Williams, CPM of Transwestern and

Immediate Past President Mark Janssen of Hines along

with BOMA staff Tammy Betancourt and Mallory Garrison

visited with seven United States Congressmen during

their trip to share BOMA’s position on several important

areas of concern to the commercial real estate industry.

Issues on the agenda were the ADA Compliance,

Leasehold Depreciation, Sustainability Tax Incentives

and Carried Interest.

On February 1, BOMA International’s Board of

Governors approved a new policy position on notice

and compliance under the Americans with Disabilities

Act (ADA) and a revision to its existing policy on

preserving a democratic workplace. The two

positions were previously approved by BOMA’s

Government Affairs Committee. The new policy

on ADA is in response to recently introduced

legislation (H.R. 3356) that would protect the

commercial real estate industry from “drive

by” lawsuits by imposing notice and a com-

pliance opportunity before commencement

of a private civil action under the ADA.

The second position is a revision to our

policy on preserving a democratic

workplace to align it with the

policies currently under

debate within Congress

and the administration. ■

The prerequisites and credits in this category are relativelyunchanged, but as a whole now provide a comprehensive approachto reducing the overall water consumption of LEED projects.

Energy and Atmosphere (29 points) While the number of creditsin the EA category has been reduced, it’s now focused on the levelof energy efficiency exhibited by the project at certification. Twentypoints are allocated for Energy Star and the minimum is a score of77 (instead of 69) which will earn 2 points. For every 2 more pointsof Energy Star you receive 2 more points in LEED, up to an EnergyStar Score of 95 which is worth 20 points. So, for example, anEnergy Star score of 79 is worth 4 LEED points and 81 is worth 6LEED points and so on. Those credits which deal with measurement,verification and performance have been moved to the new and aptlynamed “Performance” category. One new credit in this category is“Demand Response”, a credit designed to provide for electrical loaddemand shifting and to reduce the overall demand on electricalpower production and distribution systems.

Materials and Resources (9 points) While the credit titles in thiscategory are relatively unchanged, the requirements for the creditshave evolved and in some cases made dramatically more compre-hensive. Several credits have been dropped or consolidated withthis as well, including low mercury lamps.

Indoor Environmental Quality (17 points) There are no majorchanges to this category. Several credits have been dropped or combined along with adding a credit for Ergonomics.

Performance (new, 9 points) Another change proposed for LEED2012 is to introduce a new credit category covering the on-goingperformance and measurement of building energy and water use.This new category incorporates meters and commissioning.

Innovation (6 points) Because the “LEED AccreditedProfessional” credit has been relocated, this category now dealsexclusively with Exemplary Performance (still with a maximum limitof three credits allowed) and Innovation credits.

Regional Priority (4 points) Regional priority credits once againmake an appearance as “bonus” credits for achieving creditsdeemed of significant environmental/sustainable importance to a specific geographic region.

SummaryBasically, the proposed language for LEED 2012 is

the next evolution of the rating system. Due to the opencomment periods and consensus process that USGBC follows, nothing is “set in stone”. All of the credit language and requirements can still change as comments are received and voted on.

The proposed draft also moves closer to USGBC’s goal of developing a performance based rating system instead of prescriptive requirements. While a performance based system and requirements will obviously require more evalua-tion, calculation and documentation by the project team it alsoallows more opportunities for alternatives to compliance.

LEED 2012 hasraised the bar significantly. Inan example it appears a LEED Goldbuilding under the current system wouldbe LEED certified under the new system.The credits have been significantly rewritten andI would encourage you to review the new system andmake comments and have provided links below.

The amount of documentation has increased so you can expect to spend more time with documentation under the new system. Of course if you are utilizing a consultant this corresponds to increased fees.

All of this said, if you are thinking about certifying or recertifying your building you should register now under the current system and then you have the option to opt into 2012 if you like once it is finalized.
