Coxwell Contracting and D & J Enterprises, Inc. for Emergency Debris Management Services Statement of Issues: This agenda item seeks Board approval to enter into a contract with J.B. Coxwell Contracting and D & J Enterprises, Inc. for Emergency Debris Management Services. Background: The Board of County Commissioners contracted with AshBritt Inc. on November 16, 2010 for disaster recovery services in the event of a major storm event. On May 8, 2015, proposals were received under Bid Number 15-04 to contract with a disaster debris removal contractor. The contractor would only be employed if Public Works could not manage debris removal and emergency repairs in response to a major hurricane or other unforeseen emergencies. On June 2, 2015, evaluations were conducted to rank the six contractors that submitted proposals for disaster debris removal. Federal Emergency Management Agency (FEMA) is currently implementing a Public Assistance Pilot Program which increases the Federal cost share by 5% (80/20). To qualify a County must have an approved debris management plan and at least two prequalified eligible contractors. Analysis: Historically, debris removal and disposal operations represent the most expensive category under the FEMA Public Assistance Program. With Gadsden County contracting with debris contractors and developing an approved Debris Management Plan to comply with FEMA requirements, additional funding can be received should a disaster occur. 8

Fiscal Impact:
None at this time. This contract requires no annual cost from the County and the goal is
to never use their services. If the County requests services from a contractor during a
declared disaster, FEMA will pay for 80% of the costs incurred. The Florida Department
of Community Affairs will fund an additional 10% and the County will be responsible for
the remaining 10%.
Options:
1. Approve J.B. Coxwell Contracting & D & J Enterprises, Inc. as the debris
removal contractors and enter into a Contract with each for disaster debris
removal when required
2. Do not approve.
3. Board direction.
