Business Meeting
May 13, 2013
MINUTES The Moore County Board of Education met at the Central Office in Carthage on Monday, May 13, 2013, at 6:00 pm. The following Board members were present:
Ed Dennison, Chair Enola Lineberger, Vice-Chair Ben Cameron Bruce Cunningham, Jr. Kathy Farren Dale Frye Charles Lambert Laura Lang
Staff present for the meeting included: Superintendent Aaron Spence, Cathy McRae, Marc Bergin, Kathy Kennedy, Eric Porter, Tim Lussier, Anita Alpenfels, Mike Griffin, and Phillip Boles; also Board Attorney Neal Ramee. The Chair called the meeting to order at 6:00 pm. Enola Lineberger presented the following motion for the Board to enter closed session: The Board will enter closed session pursuant to G.S. 143-318.11(a)(1) to prevent disclosure of confidential personnel files under G.S. 115C-321 and pursuant to G.S. 143-318.11(a)(3) to consult with the board’s attorney in order to preserve the attorney-client privilege. Dale Frye presented a second and the motion carried. The Board returned to Open Session. The Chair called for approval of the agenda. Upon a motion by Kathy Farren and a second by Dale Frye, the Board Agenda for May 13, 2013, was approved as presented. Keyaira Hutson, a student at Aberdeen Elementary School, led the audience in The Pledge of Allegiance and Steven Gibson, also a student at Aberdeen Elementary School, provided an inspirational message. A moment of silence was observed. Growing to Greatness Awards - Board Member Ben Cameron recognized the following individuals with Enola Lineberger and Laura Lang assisting with presentations. Consent Agenda Upon a motion by Laura Lang and a second by Ben Cameron, the Board voted to approve the consent agenda as presented. The consent agenda consisted of the Personnel Report, Board minutes for April 8, 2013, and Closed Session Minutes for March 11, 2013. Other approved items included approval of:

Bank Services Agreement with FirstBank
Over the past 3 years, we have utilized 6 different banks for a variety of services, as follows: ‐ BB&T for primary account services, plus a number of school accts, plus the child nutrition deposit
acct for all schools in Area I and Area III, plus procurement card services; ‐ 1st bank for Northern Moore school accts, plus the child nutrition deposit acct for all Northern
Moore Schools;
‐ Fidelity Bank for 3 Northern Moore Schools;
‐ Crescent Bank for SPPS and SPES (converted when Wachovia began charging fees);
‐ Commerce Bank for electronic payables;
‐ Bank of America for procurement card services.
We used all these banks in order to gauge efficiency and customer service levels, as well as the bank’s ability to serve our needs as a large organization. Up to June 2013, none of these banks have charged fees for these services. BB&T, Commerce Bank and Bank of America actually pay us a rebate for activity on procurement cards and electronic payables. Effective July 1, 2013, BB&T will begin charging bank fees; therefore, we recently reviewed all banks to determine which banks could most effectively meet the needs of Moore County Schools. We made the following selections: ‐ For primary acct services, all school accts, and all child nutrition deposits – 1st Bank. The 1st Bank
option provides branches convenient to all schools; they are the only bank that provides this service. In addition, their on-line banking system is the only system (other than BB&T) that can effectively meet our needs. We assessed all the online systems and determined that BB&T and 1st Bank best meet our needs. We are selecting 1st Bank because their proposed fee is 25% of the BB&T proposal.
‐ For procurement card and electronic payables – Bank of America. Their rebate is based on the
state contract; we are able to piggy-back the state contract which generates at least a 1.5% rebate on all transactions. Both BB&T and Commerce Bank were paying .6%.
In summary Our decision was made based on: ‐ 1st Bank’s ability to provide the services we need district-wide, at the lowest reasonable cost of
$750/month; ‐ A positive reference from Moore County Government, as 1st Bank provides their banking services; ‐ Bank of America’s ability to provide the best revenue opportunity and the best tracking system
available for non-check payments.
Expense Reduction Analysis -ERA Agreement and WAN Agreement
ERA services include WAN implementation support, and continued review of BroadPlex services for the next 24 months (13/14 and 14/15). As documented, our proposed savings are calculated as follows: - Century Link proposal for increased bandwidth = $41,000/month - BroadPlex proposal for increased bandwidth = $25,000/month - Gross savings = $16,000/month - Erate discount of 71% = net savings = $4,663/month for the next 5 years = $280,000 in 5-yr savings - ERA fee = 50% of 2 year savings = $2,332/month for 24 months

Staff Recommendation: The projects were bid separately and as a combined project. The individual project bids will provide the board with some savings. Therefore; based upon the contractor qualification review process and recommendation from SfL+a Architects, the staff hereby recommends that the Board of Education approve the award of two separate contracts to complete the auxiliary gym projects listed above:

Board Member Comments
• Bruce Cunningham expressed appreciation to the coaches in the audience supporting the athletic recognitions.
• Laura Lang offered thanks to all employees for the extra efforts as the school year comes to a close.
• Enola Lineberger commended the students that volunteered with the recent event “Concours d’Elegance” in Pinehurst.
• Dale Frye reported that he recently had the wonderful opportunity to attend the NSBA Annual Conference and that he found it to be very beneficial with great speakers and sessions.
• Kathy Farren commented that we have had many wonderful recognitions in the previous weeks such as the POY/TOY Awards Banquet, Student Recognitions the past Monday, and the PEF Hall of Fame Dinner inducting three Moore County Schools’ past graduates. She will be attending the NCSBA Board of Director’s meeting on Thursday. Mrs. Farren also made note to clarify NCSBA’s stance on class sizes as it was recently misstated by NCAE.
• Ben Cameron commented that it was great to see so many faculty members pursuing higher degrees.
• Ed Dennison shared that Superintendent Spence has been selected to be a member of the “Educator Research and Development Institute” as one of 45 education leaders across the national. He reminded the Board relative to the Retirement Reception for staff this Thursday and wanted all Board members to participate in presenting awards.
Superintendent Report Dr. Spence announced that Bridget Johnson would be the new principal at Vass-Lakeview Elementary School and that Sara Bigley, currently principal at Pinehurst Elementary, would be serving as our new Administrator for Student Services, with the retirement of Tina Kissell. Superintendent Spence also commented relative to the budget and funding presented by the County Manager to the Commissioners. The Superintendent’s Salute to Greatness this month was Tina Kissell, Administrator for Student Services, in the area of “Culture.” Public Address to the Board No one signed up to address the Board. Program Highlight NC Read to Achieve - Dr. Kathy Kennedy, Associate Superintendent and Dr. Lisa Troutman, Director of Curriculum and Instruction, shared information regarding “Read to Achieve” a part of the Excellent Public Schools Act. Board Action Sandhills Community College Trustee Appointment - Ed Dennison, Chair, opened the floor for nominations for appointment to the Sandhills Community College Board of Trustees for the term of July 1, 2013 - June 30, 2017.

Nominating Board members were given an opportunity to make a few comments relative to their nominee and then proceeded to vote by paper ballot. Board Attorney Neal Ramee tallied the ballots. First vote was Caroline Eddy one vote, Mike Fields three votes and Gary Evans four votes. The second vote was the same as the first vote. The third vote was Caroline Eddy one vote, Mike Fields, two votes, and Gary Evans five votes. Gary Evans was elected to serve on the Sandhills Community Board of Trustees for the term of July 1, 2013 to June 30, 2017. Amended Budget Resolution and Quarterly Financial Update - Mike Griffin presented the Quarterly Financial Report and the Amended Budget Resolution. Upon a motion by Laura Lang and a second by Enola Lineberger, the Board approved the Budget Resolution as shown.

Any net revenues will be earned and held by the individual schools. Section 6 The Superintendent and Finance Officer are hereby authorized to transfer appropriations within a purpose code within a fund as contained herein under the following conditions:
a. They may transfer amounts within a purpose code within a fund with proper justification. b. They may not transfer amounts from contingency without Board of Education approval. c. They may not transfer any amounts between Local Current appropriation and Local Capital appropriation without the
