Notice of the meeting was filed with the Secretary of State’s Office on December 9, 2016.

Notice/agenda was posted outside the meeting room at the Sheraton Oklahoma City Downtown, 1

North Broadway Avenue, 2nd Floor Ballroom, Oklahoma City, Oklahoma, and on the Oklahoma

Board of Nursing website. A notice/agenda was also posted on the Cameron Building front entrance

The agency currently has 28 FTEs and will begin processes to hire 1 additional Legal Secretary and

1 additional Nurse Investigator.

K. Glazier reported there were no meetings with members of the Oklahoma Legislature since the last

meeting of the Board.

K. Glazier reported there were no meetings with members of the Oklahoma Executive Branch since

the last meeting of the Board.

K. Glazier reported the 26th state has adopted the enhanced Nurse Licensure Compact (eNLC) and it

has become effective, although there is a difference between the effective date and the implementation

date. The Interstate Commission will set the implementation date of the eNLC, as well as adopt

bylaws, at its first meeting scheduled on August 3rd. The implementation date must occur within 6

months of the effective date. Rule committees for development of language will be organized at

Delegate Assembly. Following activities occurring at Delegate Assembly, letters will be sent to

licensees in every state adopting the eNLC with NCSBN handling the mailings. Other groups

receiving letters will be nursing education Deans and Directors and nursing employers. After Delegate

Assembly concludes, OBN will launch the eNLC information on the agency’s website. The agency is

still on target to enter Nursys by October 1, 2017.

The agency’s rules adopted by the Board at its January meeting will be considered promulgated and

effective on August 25th. New rule books will be distributed to Board Members at the September

Board meeting. K. Glazier also reported on Interim Studies the agency is tracking.

The Oklahoma State Bureau of Investigation (OSBI) obtained authorization during the last legislative

session for non-criminal justice agencies to enroll in the OSBI RAP (Record of Arrest and

Prosecution) Back program. OBN will be a pilot non-criminal justice agency of RAP Back enrollment.

The agency received notice from the National Practitioner Data Bank (NPDB) of their compliance

review findings that the Oklahoma Board of Nursing is in compliance with NPDB federal reporting

requirements.

K. Glazier reported her receipt of a letter from NCSBN appointing her to the Active Supervision

Committee, which is related to the Federal Trade Commission vs. the North Carolina Board of

Dentistry.

Council of State Boards of Nursing (NCSBN) 2017 Delegate Assembly

regarding NCSBN Board of Directors Recommendations to the 2017 Delegate

(ii) Approve the proposed membership fee for Exam User Members.

(iii) Approve the amendments to the model rules relating to prelicensure

Nursing Education Program, Tulsa, for consideration of acceptance of the report and a decision on

approval status of the program.

It was moved (J. Martin) and seconded for the Board to accept the survey visit report for Brown

Mackie College, Associate Degree Nursing Education Program, Tulsa, and to grant Conditional

Approval Status to the program through September 30, 2017, its planned closure date. The program

must comply with recommendations 1 through 4 of the survey visit report during this time period as

follows: 1) Ensure that the nurse administrator has adequate time to fulfill administrative duties for

the nursing education program pursuant to 485:10-5-3.2(d); 2) Review admission, readmission,
