The New Jersey Public Meetings Law was enacted to ensure the right to the public to have advanced notice of and to attend the meetings of public bodies at which any business affecting their interest is discussed or acted on. On the rules of this act, the Trenton Board of Education has caused notice of this meeting by publicizing the date, time and place, therefore posted in the Central Services Building, 108 North Clinton Avenue, City Clerk’s Office, City Hall and the Times. Anyone whose name is on the mailing list should receive a notice. Formal action will take place at this meeting.

Good evening, we’d like to thank the community members for being here tonight. Special thanks to all students and
families in attendance.
District Mission: All students will graduate with a vision for their future, motivated to learn continually and prepared to
succeed in their choice of college or career.
Pre-K Update: The District currently provides over 2100 seats for pre-K. Despite having one of the best pre-k programs
in NJ, we believe that improvement is a never-ending goal. Our mission is to ensure that all Trenton families have
access to FREE high quality pre-school. We held a Pre-K Fair earlier this month and hundreds of families signed up, but
we still have seats available. Please call our hotline for more details 609-656-4900 ext. 5667.
Budget Update: The District is actively building the budget for the 2018-19 school year. As we gather information, we
will look back at costs associated, and consider anticipated increases such as enrollment. We wanted to provide students
and families a quick update on where we are with regards to the budget development process. Keeping in mind that the
budget will not be approved until late March.
Our guiding principles this year are as follows:
Ensure every possible dollar is invested in meeting student needs
Empower staff members to grow through targeted professional development
Thoughtful realignment and reallocation of resources
Identify operational efficiencies and reduce administrative costs
Ensure spending is aligned to District academic priorities
Demonstrate our commitment to facility improvements

Capital Improvement Update: We were notified by the City of Trenton Comptroller that the Bond Ordinance was
adopted on Thursday, March 15, and we will have access to the funding in the next 20 days. The approval provides $2.9
million towards facility improvements.
Transportation Update: The District received $1.7 million dollars (58.64%) increase in transportation aid for the 2018-
19 school year over the prior year which is directly attributed to the change in bell time and the tiered system of pupil
transportation as mandated by State law.
Daylight/Twilight Update: The School Support Office is working collaboratively with Daylight Twilight leadership
team to improve alternative school programming for the 2018-19 school year. In preparation for its return to the Hanover
Street Building in 2019, we believe that additional investments in resources, professional development, and ongoing
support are needed to improve student outcomes at the current Cadwalader Campus.
We also believe that in order for transformation to take place, new strategies, instructional approaches, and progress
monitoring are required. Enhancements to Daylight programs will be used to support the following student groups in
fulfilling their high school graduation requirements: Life Skills, Overage and Under Credited (Ages: 16-21), Newcomers
(Limited English Proficiency), Students with Interruptions in Formal Education, and Adjudicated Youth.
With regards to the Twilight Program (Ages 22 & Over), the State of New Jersey has cut funding for adult education,
and therefore no new Twilight students will be allowed to enroll in the program until an external funding source has been
identified. However, the District will take the next 2 years to honor the commitment of current Twilight students so they
can complete the program and earn their high school diploma.
Crisis Support Update: In light of the Parkland HS tragedy, the District is currently reviewing its School Crisis Plans.
Nothing is more important than the safety of our students and staff. New plans are in development to meet evolving
challenges associated with school safety. A Crisis Planning Committee comprised of school and district staff is being
formed to identify solutions for the areas of concern to include, but not be limited to a hybrid approach to staffing for
school security (Security Guards, Resource Officers).
Strategic Planning Update: Strategic Planning process is currently moving forward. On a weekly basis the District
continues to meet with a wide range of community members committed to student success. Listening Tours are being
conducted at all of our schools and in various locations throughout the community. They will be designed to share what
we have learned so far from our community of practitioners, parents, and students and gain additional feedback.
High School engagement will require a different focus as they relate to conversations associated with the new building.
Multiple community organizations have expressed an interest in hosting the meetings. Additional discussion is needed to
facilitate this work and details will follow shortly.

Student Athlete Update: Boys Basketball Team won the Central Jersey Group 4 Sectional Championship after
defeating Colts Neck High School. We are extremely proud of our student athletes for how they represented the district
and their families. Special acknowledgement to our amazing cheerleaders who helped keep the spirits of the community
up through all the adversity faced this season.
Governor’s Educators of the Year: This program highlights educational innovation, student achievement, the rewards
of teaching, and important services outside the classroom environment that lead to student success. Further, it seeks to
attract public attention to the positive aspects of our educational system.

Trenton Schools Exit Status: The NJ Department of Education notified the District that the following schools are
eligible to exit Priority/Focus Status as of June 30, 2018. Multiple factors informed the decision-making process,
including student achievement, and other school accountability measures, CSI/RAC Team feedback, and the
sustainability of noted improvements. This further demonstrates that our schools are making real progress.

Cancer Dodgeball Fundraiser: Special recognition to the TCHS Volunteer Club for raising $900 to support cancer
research. Club Advisors Michael Yaris and Natalie Corvino worked with TCHS students to coordinate a multi-team
dodgeball competition. This is another indication of how amazing our students are when given an opportunity to
lead.

PERFORMANCE ANNOUNCEMENT
Tonight Principal Hope Grant and Vice Principal Melissa Wyatt are proud to present The Trenton Chambers
High School, Visual and Performing Arts, Academy's unique and creative Dance Department.
Under the Direction of Dance Instructor, Ms. Elizabeth Zwierzynski, students from VPA's Choreographer
Workshop Course, will demonstrate their Artistic Voices as Imaginative and Original Choreograph Designers.
The Course focuses on Improvisational Techniques, Choreographic Devices, Forms, and Dance Making
Strategies.
This Class assures the facilitation of the development of Student Innovative Choreographed Works of
the Performing Arts.
As a compliment to this Semester's Course, Local Poet and Guest Artist, Ms. Eloise Bruce, implemented an
Interdisciplinary Poetry and Dance Unit in collaboration with TCHS Dance Instructor, Ms. Zwierzynski.
This work is supported by The John F. Kennedy Center for Visual and Performing Arts, Ensuring The Arts
for Any Given Child as well as the FEA's Educational Leaders Scholar Summer Institute.
STUDENT PERFORMANCE Dance soloists performing were Maria Belin, Destiny Collazo, Delicia Lewis, Izir Lewis, Yasmarie Lozada, Wimar Pena, Nekhi-ama Troupe and Leonard Wimbush. COMMENTS BY BOARD COMMITTEE CHAIRS Addie Daniels-Lane, School Operations Committee – Despite the recent winter storm, all Board Members were able to meet with Ms. Howard to review the planned 2018-2019 District Budget. Board Members received an overview of the Budget, as well as the additions and reductions per Bargaining Unit. Additionally, Ms. Howard met with the Unit Leaders of the Trenton Administrators and Supervisors Association (TASA) and the Trenton Education Association (TEA) to provide them with an understanding of staffing for

their respective units. Ms. Daniels-Lane commended the Business Office staff for their long hours and dedication in completing the Budget in a timely fashion, stating that it was uploaded two days prior to the deadline. State and Federal guidelines were met; and the Budget is aligned to the instructional goals, putting the focus on students first. Ms. Lane also updated the public on the revised Budget calendar as follows:
April 5 – Budget is scheduled to be approved by the County Superintendent
April 11 – Board of School Estimate Meeting/Public Hearing on the Budget
April 23 – Regular Board Meeting
May 8 – Special Board Meeting to act on Talent Acquisition & Development (TAD) Recommendations for 2018-2019

May 29 – Regular Board Meeting will be cancelled Ms. Lane said she saw great things happening at Robbins Elementary School during a recent walk-through. She attended the International Tea at Wilson School, sponsored by the Trenton Paraprofessionals Association and supported by Early Childhood, Families and Schools Together, and a number of community churches. Ms. Lane said it was a great event, and she thanked everyone for the opportunity to attend. She said she also had the opportunity to network with some TBOE colleagues, and other members of urban boards, during a recent meeting at the New Jersey School Boards Association. Lucy Vandenberg – Facilities Committee, Jane Rosenbaum – Curriculum & Special Education Committee – the Committees were not able to meet due to the weather. Gerald Truehart – Family & Community Engagement/Policy Committee – the Committee met with Ms. Marrero-Lopez, Ms. Watson, Mr. Truehart, the Superintendent and members of his Leadership Team all in attendance. The focus was on the initial Policy Review. Mr. Truehart reminded everyone that this review is a marathon, not a sprint. The Superintendent provided the Committee with his overall review of the policy wellness check completed through the NJSBA, including critical areas of focus. The Superintendent also advised the Committee of other policies he feels are pertinent and important to the District’s success moving forward. The Committee discussed having a representative from Strauss Esmay attend a Committee meeting to share the services they provide and help with the strategy of updating policies. Strauss Esmay is a District vendor who provides policy oversight. Mr. Truehart said the Superintendent’s Listening Tours were discussed. He advised that the tours have begun and are continuing in a very successful manner, with Parents sharing input regarding the strategic planning process. He also encouraged the public to take a copy of the Superintendent’s Update, which is provided on the informational table at Board Meetings, stating that concerns raised and addressed by Administration are generally reported in the Update.

Mr. Truehart invited everyone to attend the public portion of the next FACE/Policy Committee Meeting to be held on April 10 at 6:45 p.m. PUBLIC PARTICIPATION Ms. Joan Yoon, Teacher, expressed concern about legal fees spent on a recent case. She spoke about the needs of students and the many responsibilities of teachers. Mr. Stacy Heading from Heal the City spoke about new billboards that will be going up throughout Trenton, to honor the Basketball Team and the Cheerleading Team. He asked everyone to come to the unveiling of the billboards to show support for the students. Mr. Robert Esposito Jr., Art Teacher, provided the Board with invitations to the Rivera Community Middle School Student Art Exhibit at The College of New Jersey, running through April 15. Mr. Billie Hayes, Community Member, spoke about a personnel issue. He also had concerns and suggestions about the Public Participation Bylaw 0167. Ms. Nicole Whitfield, Special Parent Advocacy Group (SPAG), commended the Transportation Department for quickly addressing special ed transportation issues this year. She felt that the Special Ed department has been non-responsive to SPAG of late, and she discussed some ongoing concerns she has received from parents. Mr. Darren Freedom Green, Community Member, spoke about the importance of Board Member presence at school and community activities. He also felt that more community meetings need to be held to hear what parents have to say. Lastly, he thanked TEA for their presence at political forums; he said that Board Members need to be present at these forums also. TCHS Main Principal and TASA President Hope Grant thanked her staff and students, along with the community, for all their work in moving the school forward. She said it takes some time to come out of Focus Status, and this is something to celebrate. Ms. Twanda Taylor, TEA First Vice President, spoke about her history in the District; and she said it is her honor to have been elected to the office of TEA President effective July 1, 2018. She said collaboration with TEA is a gateway for the District, and she discussed the many partnerships that TEA has with various organizations for the benefit of our students. Ms. Janice Williams, TEA Grievance Chair, thanked Ms. Howard for providing a thorough, transparent and excellent presentation on the Budget to Unit Leaders. She expressed concern about the residency status of some members of Leadership, and about private meetings held between some Board Members and select elected officials. Lastly, Ms. Williams discussed a recent investigation into the credentials of a member of Leadership and a signed waiver for the individual.

TEA President Ms. Naomi Johnson-Lafleur spoke about accountability and credibility in leaders. She felt that some recently enacted policies and procedures are onerous, particularly regarding employee absences and public participation. Note to Minutes: There was a brief adjournment following Ms. Johnson-Lafleur’s comments at approximately 6:50 p.m. The meeting reconvened at approximately 6:55 p.m. BOARD MEMBER COMMENTS Ms. Daniels-Lane expressed appreciation for the highlighting of the VPA Dance Program this evening. She stated The Arts are very important to our students. She also congratulated the schools moving out of Status. She thanked Mr. Stacy Heading for all that Heal the City does in support of the students. Lastly, Ms. Daniels-Lane thanked all those who addressed the Board this evening, particularly her former students, for having a voice and stating their case(s) in an articulate manner. Ms. Vandenberg stated she is pleased to see that City Council has approved $2.9 million in bonding for the District, and that the much-needed repairs to our facilities will be moving forward. Mr. Truehart also thanked Mr. Heading for his years of hard work, and he thanked the community for coming out to tonight’s meeting. He also observed the benefit that the changed bell schedule and the tiered transportation have brought to the District, in the form of a $1.7 million increase in transportation aid. He thanked the students, parents and staff for stepping up to the challenge in making the changes work. Mr. Bouie thanked everyone for coming out, and he said he appreciates the spirit and passion of everyone regarding the education of our children. He also thanked Councilman Alex Bethea for his assistance in getting the $2.9 million bond passed. ACCOUNTABILITY A. Proposal to Approve School Based Math Leaders in Non-Designated Schools (Elementary)-
(AMENDMENT FROM FEBRUARY 26, 2018 BOARD AGENDA) BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the
Superintendent of Schools, approves the 2017-2018 School Base Math leads in Non-Designated Schools (Elementary). The goal of the program is to increase math achievement in every elementary school by empowering at least one math lead per building with the information, tools and training to support math curriculum implementation; Mott, ML King, Franklin, Parker, Robbins, Washington, Wilson; cost not to exceed $8,064.00; GAAP Code 20-285-200-101-0009-18-82.
B. Proposal to Approve FactSumo Language Program at Trenton Central High School-West BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the
Superintendent of Schools, approves FactSumo K-12 Language Program. The FactSumo software program will reinforce the acquisition of a second language for those students enrolled in a World Language course (Spanish and Mandarin Chinese). FactSumo will meet the needs of learners through an adaptive curriculum, strategic language support, and computer delivered assessments. These assessments will generate a detailed report of students’ progress that can assist teachers in modifying and adapting their instructional practices. April, 2018 through June, 2018; no cost to the board.
C. Proposal to Approve National Junior Tennis & Learning of Trenton Serve and Protect
Outreach Program at Hedgepeth/Williams, Joyce Kilmer, Dunn, Rivera, MLK, and PJ Hill BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the National Junior Tennis & Learning of Trenton Serve and Protect Outreach Program. The NJTLT Staff with the assistance of PE teachers will deliver tennis lessons to elementary and middle students in their PE classes. NJTLT staff will conduct a training course for PE teachers prior to the start of the program. March 27, 2018 to May 9, 2018; no cost to the board.
D. Proposal to Approve PARCC Testing Reduced Days– TCHS-West Campus
BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves PARCC Testing Reduced Days at TCHS-West Campus. The reduced days are needed to accommodate testing time accommodations for students taking the PARCC test and to reduce the number of interruptions to instruction for the students. May 14, 2018 through May 18, 2018; no cost not to the board.

E. Proposal to Approve TCHS-VPA Guest Artist Program Drama Edition BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the
Superintendent of Schools, approves TCHS-VPA Guest Artist Program Drama Edition. The program will permit guest artists to provide collegiate and professional support through workshops. These workshops will be open to drama and/or VPA students and will include hands-on instruction in Theatre Arts. These workshops will take place during a class block and/or after school. March 2018 through June 2018; no cost not to the board.
F. Proposal to Approve Trenton PEERS – Performing, Educating, and Engaging about
Responsible Strategies – Hedgepeth/Williams MS BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the
Superintendent of Schools, approves Trenton PEERS – Performing, Educating, and Engaging about Responsible Strategies at Hedgepeth/Williams MS. The PEERS program is a year-round education and support group made up of two mixed gender teams of youths, ages 13 – 18 years old. The PEER Educators are extensively mentored and trained to provide violence prevention and life skills education to their peers. Each team meets weekly to learn both fact-based information and skill-building techniques. In addition, PEERS will conduct six assemblies; three on Bullying, Gang Awareness and Peer Pressure and three on Conflict Resolution. March 27, 2018 through June 25, 2018; no cost to the board.
G. Resolution to Approve New Jersey Cultural Competency and English Language Learners
Learning Institute and Mentoring Program of Thomas Edison State University (AMENDMENT FROM NOVEMBER 17, 2017 BOARD AGENDA) BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent, approves New Jersey Cultural Competency and English Language Learners Learning Institute and Mentoring Program of Thomas Edison State University to provide ongoing professional development to administrators, district-wide Bilingual/ESL, General Education and Support Instructional Staff member to help them gain tools to become more culturally responsive in a diverse student population from November 14, 2017 through June 30, 2018; cost not to exceed $65,730.00. H. Resolution to Approve Teaching Strategies to Provide Professional Development Services
for Preschool Services for the 2017-2018 School Year BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent
of Schools, approves Teaching Strategies to provide professional development for Preschool Services for the 2017-2018 School Year. In addition, the Teaching Strategies digital resources will be purchased to support the monitoring of each child’s learning and development. b. A-148 Secretary’s Report – January 2018
WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report to the Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148; WHEREAS, in compliance with N.J.A.C. 6A:23-2.11©3, the secretary has certified that, as of the date of the report(s) no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district board of education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education accepts the above referenced reports and certifications and orders that they be attached to and made part of the record of this meeting; BE IT FURTHER RESOLVED, in compliance with N.J.A.C 6A:23-2.11©4, the Board of Education certifies that, after review of the secretary’s monthly financial reports for January 2018, and upon consultation with the appropriate district officials, to the best of its knowledge, no major account or fund has been over expended in violation of N.J.A.C. 6A:23-2.11(b), and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. (Attachment 3-B)
c. A-149 Treasurer’s Report – January 2018 WHEREAS, pursuant to N.J.S.A. 18A-17-31 et seq. boards of education are required to have the appointed position of Treasurer of School Monies; and WHEREAS, the Treasurer shall serve in trust to receive and hold all school monies belonging to the district; and WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the Form A-149, which is prescribed by the Commissioner of Education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, for the period ending January 31, 2018, upon the recommendation of the Superintendent of Schools, adopt the A-149 and cause it to become a part of the official minutes of this meeting. (Attachment 3-C)
d. Staff Travel BE IT RESOLVED: that the Board of Education, upon the recommendation of the Superintendent of Schools, ratified staff attendance/participation in the following professional conferences, workshops, seminars or trainings with the requirements, that staff turn-key as required by administration those issues addressed at the approved professional development events which have relevance to improving instruction and/or operation of the school district.

v. Resolution Awarding Contract for Emergency Required Maintenance Project WHEREAS, the Trenton Board of Education entered into a contract per N.J.A.C. 18A:18A-7 Emergency Contract with the following vendor
· Anderson Roofing Contractors - Perform emergency roof replacement of middle section(s) of existing wind damaged roof and install new GAF Everguard .06 thick reinforced, mechanically fastened TPO with heat welded seams at the Hedgepeth/Williams School. The proposed scope of work shall be at a cost not to exceed $169,796.00 [$154,360.00 (Cost Proposal) + $15,436.00 (10% contingency)].
BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for emergency services affecting the health or safety of occupants of various schools approves the Resolution for payment and services to the vendors noted above. Resolution Approving Lease/Purchase of Property BE IT RESOLVED: the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Lease/Purchase of Property located at 500 Perry Street, at a lease cost of $1,645,670 with an option to purchase for $18-20 million dollars, from EPR Properties.
x. Resolution to Enter into a Partnership with the New Jersey Foster Grandparent Project WHEREAS, Trenton Public Schools will formalize a partnership with the NJ Foster Grandparent Program (FGP), of the Department of State Office, Governor’s Office of Volunteerism, to serve as a volunteer station site for the placement of Foster Grandparents, volunteers 55 and over, who are assigned to work one-on-one with students needing individualized attention, providing companionship, personal care, and physical and emotional support. The program is funded by and operated under the guidelines set forth by the Corporation for National and Community Service (NCCS), a Federal Government agency; now therefore be it RESOLVED, that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, authorizes the partnership with the NJ Foster Grandparent program at no cost to the Board of Education.
y. Resolution to Approve the Tentative Adoption and Submission of the 2018/2019 Budget

WHEREAS, the State Department of Education requires that the Trenton Board of Education adopt and submit a FY 2018/2019 district budget to the State Department of Education; and WHEREAS, the District administration has presented the Trenton Board of Education with an overview of the budget that will be submitted to the State Department of Education in the amount of $331,138,448; now therefore be it RESOLVED that the Trenton Board of Education hereby tentatively adopts the 2018/2019 district budget presented to the Trenton Board of Education, pending approval by the County Superintendent of Schools; be it further RESOLVED that the Trenton Board of Education hereby submits the 2018/2019 district budget presented to the Trenton Board of Education to comply with the submission prescribed by the State Department of Education:

March has been a very busy month. With school being closed due to snow, we have had to condense my schedule. The following is a listing of my activities since the last board of education meetings.
1. Each day that I have been in Trenton, Jayne Howard and I have reviewed the 18/19 budget, made
modifications, brainstormed ideas and finally were able to develop a final 18/19 budget. All the
credit for the preparation of the 18/19 school budget goes to Jayne and her team. They worked
many long days to finalize the budget. My role was to review proposals and assist in any
realignment that was needed.
2. I met each day that I was here with Lissa Johnson to discuss current staffing issues as well as
projecting the needs of the district for 18/19. Mrs. Johnson’s department had a very successful
job fair for potential teaching candidates on March 17, 2018. Through the job fair the district was

able to identify potential candidates to bring back for second interviews. Mrs. Johnson and her
team will be actively recruiting potential new teachers as they visit out of state colleges.
3. I have met daily with the Director of Special Education to grasp how his department is meeting its
goals. We have had discussions on the Therapeutic Program for 18/19 and it appears that he will
have the program in place in September 2018.
4. I have met with the Superintendent to discuss any concerns or issues that have occurred and
discussed how they were resolved.
5. I have attended the following meetings:
a. SDA committee meeting
b. Calendar committee meeting
c. Agenda review committee meeting.

NOW THEREFORE, BE IT RESOLVED, by the Trenton Board of Education, County of Mercer,
State of New Jersey, that an Executive Session will be held on March 26, 2018 for the statutorily
permissible purposes indicated in this resolution.
BE IT FURTHER RESOLVED that action may be taken by the Board when it reconvenes in Open
Session.
BE IT FINALLY RESOLVED that the minutes of the Executive Session with regard to the above
subject matter shall be disclosed to the public at a later date and to the extent that the same is not
prejudicial to the interests of the parties involved, no longer adverse to the public interest, or does
not endanger any individual’s right to privacy.
