November 2017 Minutes Approved. Affirmation of Elected Officers: Re-affirmation of elected officers was discussed. A Motion to affirm the officers was passed. Conflict of Interest Disclosure: The SDCC conflict of interest disclosure form was discussed and distributed to the Board members present. The Board members were directed to sign and return the disclosures. Financials: Balance Sheet – The balance sheet for the final month of 2017 indicates we are in good financial shape. We show a year-end deficit of $1,840, largely due to events beyond the control of the SDCC. Overall, it was agreed this year-end report reflects organizational fitness. This fitness is remarkable given the initial loss of 25% of our income from the CDBG grant restructuring. This loss in funding was ameliorated by the outstanding work of contributors throughout the community. The earlier start of the Friends Campaign and an increase in contribution income had a positive effect on year to date deposits and improved accounting measures accurately reflect the donations for 2017.

The West End CAT program has nearly run its course but it may again receive grant funding (4089). The Concert Series yielded a bit less than hoped for however, it will get back on track through a more practical approach to food offerings. (4050). Homecoming was an exceptional event yielding record results (4108) as was Wintermarket which produced record earnings as well (4114). Proposed Operating Budget: Few changes from 2017 are reflected in the proposed 2018 Operating Budget. Noteable differences can be seen below.

Budget increases are anticipated in the areas of: Security (6084), due to heightened awareness and concern. Payroll liabilities are less than indicated Payroll budget. Our accountant will perform an item clean up paying particular attention to double entries (6110). Bereavement expense increase to allow for timely and adequate care for our neighbors (7134). Master Plan copying expenses (129).

The SDCC finishes the 2017 year having raised and spent $109,330. The Board approved the December 2017 Financials through December 31 with a note of congrats to the entire SDCC Staff. The Board approved the 2018 Budget. Financial Committee Consideration Discussion of financial committee was favorably received and deemed as a need. Historic District Committee Action Historic District Committee – Standards – was reviewed by CRO and interest level is increasingly high. They will approve new historic standards for the neighborhood. (Please review these) Board Retreat The Board Retreat should become a reality. It is necessary for the Board members to commit to a process of planning and review. The dates have been set (April 9 and 12). The Board will consider the primary topics of strategic planning (1-3 years) and integration of the Master Plan. Secondary topics will include housing, fundraising, and policy and activism. This event needs two organizers from among the Board. Three venues are under consideration. New Program Proposals: Designed to address the quality of life among SDCC neighbors. Home Stay: Seniors and students share housing and living expenses to reduce costs. This program would serve as a safety net to neighbors, strengthening the nature of the neighborhood and stifling the effects of potential gentrification.

Rebuilding Together: An assistance program aiding neighbors in need of housing rehab and repair. Low-Income Aid: Mortgage, rental, and utility assistance programs. Designed to provide a safety net to neighbors who find themselves in temporary need of a helping hand in order to remain in the neighborhood in safe housing. Committee and Community Reports Andy Cross reports Winter Market did great with near record setting numbers. Exceptional weather and widespread publicity contributed to one of the best events ever. Andy offered thanks to all the volunteers for their help. Brandon Sterling reminds us Andy and Linda Cross are at nearly every SDCC event and are an invaluable resource for our community. Linda Cross – Provided the city with a list of 19 single or duplex families on zoning violations. Zoning Commission compiled all issues. Multiple owners have asked for variances. Neighborhood residents are important in their presence. 101 single family homes that aren’t owner occupied. We want landlords to abide by the law. A call for specificity and targeted complaints was made. Other reports were submitted and noted. Aldermanic Reports Heather Navarro reports the reconvening of the Board of Aldermen. She represents us on the Legislation, Parks and Environment, and Health Committees among here other aldermanic responsibilities. Notable aldermanic conversations include marijuana legislation, a clean energy plan, improvements to the breadth of parks in the city and equity in park systems. Heather will be meeting with Parks Commissioner to discuss these issues. Lucier Park is a hub of SDCC and deserves attention. The Great Street project is coming back for more public discourse in April. Improvements to Lindell and Union bike lanes are a discussion point for a public meeting in the early spring (Great Rivers Greenway). The 5727 and 5731 DeGuiverville properties are for sale. Preference is for a neighborhood friendly developer. Recruitment for the development of these two properties is ongoing. Old Business None New Business None Call to adjourn at 8:25

Upcoming Events

• Police/Firefighter Appreciation Luncheon – Feb 16 Friends Campaign Our final total for the 2017 Friends Campaign was $11,669, which is $869 over goal. 2018 Program Expansion The following programs complement or directly address issues raised in the Neighborhood Master Plan. Home Stay Program – Planning for this pilot program has begun. With the support of the WashU Gephardt Institute and Friedman Center for Aging, SDCC is researching program models, looking for assessment and compatibility tools as well as collecting senior census data. The goal is to identify 5 senior homeowners by April 1 and begin recruiting WashU grad students from the Brown School immediately thereafter. Block Captain/Unit Program - About 40 residents showed up to the first Block Unit meeting to receive start-up packets and brainstorm recruiting strategy. Dog Park - The Skinker DeBaliviere Community Housing Corporation has decided to help neighbors finally realize their goal of establishing a dog park. The Housing Corp will donate three parcels, at 520 Des Peres, water service, as well as most of the design and contracting support necessary. It has already secured other support in the form of fencing. A small Dog Park workgroup is currently recruiting residents to write the initial charter, set membership requirements and establish a use fee structure, among other tasks. Non-Owner Occupied Problem Properties To date, the Zoning & Occupancy Subcommittee reported more than 20 properties to the City of St. Louis for a variety of ordinance violations, with a particular emphasis on the “no more than 3 unrelated” tenants rule. Three landlords have unsuccessfully petitioned the City to become rooming houses. In recent weeks the City Counselor’s Office has gotten involved, which has helped the subcommittee convince the Board of Appeals to issue more substantive rulings, which now include an obligation to an inspection at the end of their most recent lease as well as another inspection once new tenants are taken on. 5727 DeGiverville, owned by Ernest Barnes, has been the source of great concern for residents on and near that block. The deteriorating condition of this vacant house has threatened the home next door which is occupied. Its roof, gable, porch, garage and some windows are in poor condition. On the other side of the derelict property is another vacant home in poor condition, which is owned by Mr. Barnes brother< louis. After nearly two months of talks with the owner, which including identifying a possible buyer for both houses, negotiations led by Alderman Heather Navarro and Brandon Sterling have broken down. The Building Division and Cultural Resources Office have agreed to employ the City of St. Louis’ emergency demo rule, which would allow it partially demolish 5727 (secure roof with safety, not future value as its primary concern) without a court hearing. This could occur within the next 1-2 weeks. This has not motivated the owner to take some new course of action or expedite a sale.

Development Structure for Dog Park - 520 Des Peres

Skinker DeBaliviere Community Housing Corporation (SDCHC) did establish (at its 1/3 Board meeting) a Project Team to develop part of the east Des Peres lots (520-532) into a SD Neighborhood Dog Park.

The Board also said they were willing to fund the water service to the site with proceeds from the Walker Townhouse Project if there is a Skinker DeBaliviere (SD) group of neighbors that organizes into a SDCC Dog Park committee/group.

Responsibilities:

SDCHC 520 Des Peres Dog Park Project Team

1. Help get a group of SD neighbors that are interested in the creation and use of a Dog Park get organized and started

2. Work with the SD neighbors to design and fund the Dog Park 3. Make sure that the development meets the City's Dog Park Ordinance 4. Engage professional services as necessary for the design 5. Engage contractors and suppliers necessary for the construction 6. Insure that all invoices & bills are paid and Wavier of Liens received 7. Manage the construction dispersing account

Neighbors of Skinker DeBaliviere form a Dog Park "Group"

1. Organize neighbors that want a Dog Park in SD into an action committee 2. Work to get neighborhood support for the park 3. Become a "group" (an entity) under Skinker DeBaliviere Community Council (SDCC)

a. SDCC becomes the receiver of tax deductible donations of funds for Dog Park's development b. SDCC accounts for the donations and passes them onto the construction dispersing acct. c. SDCC holds (member fees) & accounts for annual operating funds for the Dog Park

4. Work with the SDCHC Dog Park Project Team on the design of the DP Dog Park 5. Get the City's application petition for a Dog Park signed (property owners within the circle) 6. Setup a membership & governance structure for the users of the Dog Park

Value:

• Serve as catalyst for Des Peres Greening & Neighborhood Core Goals (See master plan) • A high-use park would help security at Des Peres/Delmar, an entry point from Metrolink • Dog parks increase property values • Well-exercised dogs are less likely to be a nuisance to others • Dogs help people form social relationships beyond race, age and income • Could be visible from Delmar Loop and serve as tremendous “advertising” for neighborhood

February 2018 - Committee Reports for January 2018

Delmar Commercial Committee – February 2018 - Submitted by Jo Ann Vatcha, Chair The Delmar Commercial Committee met on January 17, 2018. There was a report and discussion regarding police calls, excessive noise, and non-compliant use of the premises as a bar/club, rather than restaurant, at 6100 Delmar. The building's owners, represented by their son, Doug Nguen, expressed their enthusiastic support for the neighborhood's vision and regulations, with the hope that their dispute with the tenant will be resolved soon. The city's excise office condemned the site and closed the business, pending further review. This action was welcome, and it is hoped that future cooperation from the city offices will continue to be as supportive of the neighborhood's priorities.

The committee also heard an update on the Loop Trolley from Joe Edwards. The final legal hurdle from Pete Sarandos is nearly over, with the appeals court having ruled that it had no basis. Joe and the trolley company have met with the Federal Transit Authority in town this week and believe that they will have final permission to start operations soon. The St. Louis Visitors Guide, published by the Convention and Visitors Bureau and placed in every hotel room in the SL area throughout the year 2018, features a photo of the trolley on the cover. Joe also passed out copies of the new Loop Directory brochure, which now includes businesses in the East Loop along Delmar to Laurel. The map shows DeBaliviere as well, the entire trolley route.

In addition, Joe reported that he will be travelling to Jeff City soon to accept the Missouri Arts Council's "Creative Community Award" given to the Delmar Loop.

Beautification Committee – February 2018 - Submitted by Andy Cross, Chair The McPherson Community Garden will hold its annual meeting on Saturday Feb. 24th at 10:00 AM at the SDCC office. The McPherson Garden workdays will be the second and fourth Saturdays of March and April. We will keep regular hours on Saturdays 10-Noon, from May through June, as part of Gateway Greening's Community Outreach program. Over the past two weekends, the beautification committee mulched all of the trees and shrubs in Lucier Park, which Forest ReLeaf provided to us last October. Community Development Committee – February 2018 - Submitted by Nicole Blumner, Chair We had a Community Development Committee meeting in January. We discussed setting priorities for master plan implementation for 2018. I will be following up with Brandon to discuss specifically how we can move ahead with several working groups/subcommittees to advance these goals.

Historic District Committee – February 2018 - Submitted by Nancy Hohmann, Chair Revised Historic District ordinance will go to the Planning Commission this week. Historic District Committee has not needed to meet. Security Committee – February 2018 - Submitted by Lana Stein, Secretary The security committee met on Jan. 2. Capt. Mueller attended. Wash U and METRO did not attend. Officer Ortbals who has worked with the neighborhood for years has been promoted and transferred. Chairman Gorman would try to get him back with the support of the committee. Crime was down in December. The rash of carjackings was discussed. Zoning & Occupancy Subcommittee – February 2018 - Submitted by Linda Cross, Chair The committee is meeting on Thursday (2/15), when the second hearing on the zoning variances will be reviewed. A comprehensive report will be submitted after that meeting. Block Captain Program – February 2018 - Submitted by Molly Mulcahy, Chair Our initial meeting was January 29th, with great neighborhood attendance. Also in attendance were representatives from:

· SLMPD · Wash U Police Department · Brian Kolde (NIS) · Deanna Murphy (NIS) · Representatives from the SDCC Board · Alderwoman Heather Navarro

We currently have 32 blocks we are tracking (33 if Parkview, is counted as one entity). 18 blocks have identified captains and 14 do not. We are working to recruit captains for those 14 blocks. Current and prospective block captains were provided with a packet of information and a template for gathering contact information from their neighbors. The duties of a Block Captain are: 1. Gather contact information for block residents 2. Communications including e-mails, texts, and phone trees for block 3. Block Meetings 4. Distribute newspapers, 5 times a year and SDCC flyers as needed The Block Captain does not have to be one person but can be numerous neighbors who work together. Any of these duties can be delegated by the block captain and the block captain may just be the one who organizes the delegation for their block and makes sure that the duties are completed. The goal is not to make work for one person but to increase communication among many. We are also working with Brandon to add electronically accessible copies of the forms we provided the blocks captains and a link to email the SDCC to find out who your block captain is if you don’t know.
