ABOUT US Successful brands don’t just establish themselves on their own. With all efforts that goes into
building a brand, it is therefore hardly surprising that companies take all steps possible to protect
their brands. Here comes Brand Protection Group’s role.
BPG‐Lebanon has a purpose of
raising awareness to counterfeit
activities in Lebanon and
effectively addressing the issue.
It was established back in March
2003 as an association of leading
local, regional, and international
manufacturers and distributors
working together to fight
counterfeit products in Lebanon.
BPG MISSION Raise public awareness on Intellectual Property and Counterfeit in Lebanon and clarify
how to deal effectively with these issues.
Protect Intellectual Property rights and preserve the rights of the consumer against
fraud and illicit competition.
BPG OBJECTIVES Confront the phenomenon of counterfeiting, smuggling and copying all types of
products, and in particular consumer products, in order to preserve the rights of the
Lebanese Consumer and to protect same against fraud and illicit competition.
Ameliorate the marketing services standards of consumer products in order to
provide the Lebanese Consumer with better services and products.

Work and cooperate with the private and public sectors, particularly with the Ministry of Economy and Trade and the Customs, in order to protect consumer products,
the Consumer, all other products, and intellectual property rights from any tempering or
copying or counterfeiting or smuggling.
Participate in encouraging, promoting and upholding trade, production, and
marketing of consumer products in Lebanon, in a way that guarantees lawful competition
aiming at protecting the welfare of Lebanese Consumers and the products, particularly
consumer products, and intellectual property rights from the copying, counterfeiting,
smuggling and fraud and preserve Lebanon’s reputation internationally.
Organize meetings, seminars, conferences, and lectures to educate the Lebanese
Consumer, private and public institutions, with regard to consumer products and the
protection of the Consumer from the copying, counterfeiting, smuggling and protecting
the Intellectual Property rights.
Carry out studies, preparing statics and research, and publishing the results thereof in any available manner, about various products and economic sectors, particularly
commercial, industrial and agricultural, which are affected by smuggling, forgery,
counterfeiting, and illicit competition whether in Lebanon or abroad.
Exchange studies, research, statics and expertise with other local, regional, and international organizations and associations, in the fields of marketing services, trade,
and industry with regard to products in general and consumer products in particular, and
their protection and the protection of the Intellectual Property rights and any other
matter related to the objectives of the Association.
BPG STRATEGY BPG strategy is set by identifying key areas where its work can deliver the most effective results.
It has adopted a threefold approach to strengthen the impact of its cause by:
Partnering: BPG relies on the support of local and international institutions for aid. BPG’s goals are achieved by working closely with the government, diplomatic bodies and
donors committed to its cause.
Raising Awareness: Getting the message across is an important part of BPG’s
strategy and key to its success. Its work depends on communicating the various issues at
stake in illicit trade to consumers, trade partners and member companies.

Networking: BPG’s efforts keep it in touch with all levels of society. On the business front, the discussion and exchange of views with members of industrial and business
associations ensure that its work remains relevant. And in the broader scope, the media
is an effective tool to promote BPG’s work in the community.

Meetings & Minutes During 2017, several Board Meetings were held.
Minutes of Meeting (MoM) were drafted to document such
meetings. Moreover, all MoM were duly sent by emails to all
Board Members.
New Membership The Board welcomed Diageo as a new member of the Brand Protection Group. Diageo submitted
an Application to join the BPG during 2017.
BPG Internal Activities during 2017
New Regulations The Board agreed on the necessity of implementing new regulations and proposed amendments
for BPG by‐laws that will be revised by the General Assembly. The first draft of the amendment
was drafted by the legal committee namely Attorney Joelle Bou Abboud and Attorney Hussam
Daher and shared with the Board on July 13, 2017.

BPG Economic Impact Study – 2018 BPG Board approached PWC to update the Economic Impact Study prepared by the PWC back in
2003 allowing to evaluate the economic impact of counterfeiting and smuggling activities related
to a number of leading consumer brands in Lebanon.
BPG GENERAL ASSEMBLY The BPG General Assembly was held on the 23rd February 2017 at the Qubic Center, followed by
a lunch at Bourj Al Hamam.
Several public stakeholders attended the event, mainly:

March 2017: Launching of the UNCTAD MENA Consumer Protection
Regional Training Center Grand Serail, Beirut, Lebanon
In March 2017, during the UNCTAD MENA regional
meeting held in Egypt BPG, which was represented by
BPG’s former President Attorney Nadim Abboud, BPG
played a key role in the bidding process in selecting
the Ministry of Economy and Trade Lebanon to host
the Consumer Regional Training Center. The Center
will be the focal point of planning, coordinating, and
implementing UNCTAD’s capacity development
activities regarding consumer protection, including
product safety, risk assessment, e‐commerce,
financial services, tourism and misleading
advertisement in the region.
The UNCTAD MENA Program launched this Regional
Training Center hosted by MoET on April 5th, 2017, at
the Grand Serail, Beirut,Lebanon.

March 2017: Ministry of Economy and Trade – Van Branding offered during
the Consumer Day Celebration Grand Serail, Beirut, Lebanon
On the 14th of March 2017, Brand
Protection Group – Lebanon
participated in the Inaugural Session
at the Consumer Protection Day held
at the Grand Serail – Beirut, in the
presence of his Excellency Minister
of Economy and Trade Mr. Raed El
Khoury, Her Excellency Minister
Inaya Ezzeldine, the Director‐
General of the Ministry of Economy
and Trade Mrs. Aliya Abbas and the
Brand Protection Group – Lebanon’s
Board Members.
On this occasion BPG offered the MoET a
branded cooling van for transporting
samples from the trade to the laboratories
for testing. The Van was approved as a
grant to MoET from BPG by the Council of
Ministers. The grant in kind is a Dacia Van
Dokker 1.6 (estimated for LBP 29,191,000).
This gesture comes in execution of the
Memorandum of Understanding between
the Ministry of Economy and Trade and the Brand Protection Group – Lebanon dated 15 July
2015, aiming to support the MoET in its efforts to protect IP Rights and fight counterfeit in
Lebanon.

April 2017: Celebrating the Intellectual Property Day Dekwaneh, Lebanon
On April 1st, 2017, on the occasion of the
Intellectual Property Day, SADER &
Associates (Advocates and Legal
Consultants) in collaboration with BPG
and Dekweneh Municipality, ran an
event for the environment‐friendly
destruction of quantities of fake products
seized during the past year. This event
was largely covered by the media.

Speeches related to the importance of
Intellectual Property and its impact on the
environment were given by Attorney
Antoine Chakhtoura (Head of Dekwaneh
Municipality) and Attorney Rany Sader
(BPG Vice President).
Several public stakeholders attended the
event.

April 2017: BPG Vice‐President Member in the Intellectual Property
Committee Reviewing International IP Treaties and Agreements
Attorney Rany Sader, BPG Vice‐President was nominated by
the Ministry of Justice on April 15th, 2017 as one of the
committee members to review Lebanon membership in the
different IP international agreements and treaties.
April 2017: Louis Vuitton Training On the 21st of April 2017, the Brand Protection
Group – Lebanon, in collaboration with the
Ministry of Economy and Trade, Business
Conserv SARL and SADER & Associates held a
Training on how to spot counterfeit products
bearing Louis Vuitton trademarks, the
disadvantages of Counterfeiting and the best
practices in spotting it to the Ministry of
Economy and Trade and the Internal Security
Forces.

May 2017: First IP Forum in collaboration with the Beirut Bar Association
and IDLO

BPG – Lebanon organized the first IP Forum
in Lebanon at the Beirut Bar Association in
collaboration with IDLO.
Opening Speeches were given by Attorney
Georges Stephan (BBA Member of the
Board), Mr. Roger Tanios (BPG President)
and Mrs. Maya Souaid (President of IDLO).
Key note speakers were the exceptional
Professor Julio Zanetti, Mr. Malek Hanouf
(Louis Vuitton MENA Head of IP MENA) and
MoET Intellectual Property Department
Director and Intellectual Property Specialist
Wissam Al Amil. The forum was attended by
around 350 lawyers and an IP book
summarizing around 80 Lebanese case
decisions in English prepared by Attorney
Rany Sader (and sponsored by BPG) was
distributed for free for the attendees.

May 2017: Signature of an MoU with the Internal Security Forces, Major
General Imad Othman
BPG President Mr. Roger Tanios
accompanied by other Board Members
visited the General Director of the Internal
Forces, Major General Imad Othman at his
office in the presence of the Head of Special
Crimes Unit, General Ziad Jazzar and
Lieutenant Colonel Bashar Khatib on May
9th, 2017.
They thanked the Major General Othman for
his efforts concerning supporting anti‐
counterfeit activities and protecting
Intellectual Property and discussed ways to
improve fight against the imitation of goods
and the protection of Intellectual Property in
Lebanon and possible Memorandum of
Understanding concerning Intellectual
Property rights awareness and specialized
training.

On October 6th, the Brand Protection Group‐
Lebanon Board Committee, represented by Mr.
Roger Tanios (President), Attorney Rany Sader
(Vice‐President), Mrs. Kawkab Sinno (Secretary),
Attorney Joelle Bou Abboud (Advisor) and Mr.
Hussam Daher (Advisor), signed a Memorandum
of Understanding with the Internal Security Force
represented by Major General Imad Othman.
The meeting was held at the ISF Headquarter at
10 am. Both parties agreed to exchange
knowledge on Intellectual Property laws and
regulations and cooperate in fighting Counterfeit,
and many more illicit acts attacking IP rights. Also,
the BPG agreed to hold awareness sessions for ISF
officers and civil members to help them identify
counterfeited products, in collaboration with the
Brand Owners participating in the BPG Group.

September 2017: EUROPOL Attendence In order to develop the cooperation with the Internal
Security Forces, BPG sponsored the attendance of two
ISF officers namely Colonel Bashar Al‐Khatib and
Commandant Hassan Sallak to participate in the first
EUROPOL Forum on innovation strategies for fighting
counterfeit and help secure Intellectual Property Rights
and enhance Consumers’ Rights Protection. The
conference was held on 19, bb20 and 21 September
2017 at Hilton Antwerp Old Town, Belgium.

November 2017: Ministry of Economy and trade ‐ BPG Grant for the
Intellectual Property Department at the MOET
In execution of the Memorandum of
Understanding signed on July 15th, 2015,
BPG offered the Ministry of Economy and
Trade a complete set of hardware to
support the automation of its Intellectual
Property Department, bearing in mind
that the Intellectual Property
Department at the MoET is considered a
main support for Brand Owners in
Lebanon to fight counterfeit.
BPG – Lebanon received on February 22, 2018 a letter from
the General Director of the Ministry of Economy and Trade,
Mrs. Alia Abbas, thanking BPG for its continuous support.

December 2017: ISF ‐ BPG Grant for the Financial Crime Department at
the ISF
The Brand Protection Group is planning to
offer a grant to the Internal Security Forces –
Financial Crime Department consisting of
establishing an IT infrastructure in this unit
to move them to a more effective paper less
effective work.
This grant is consisted of 16 laptops, 1 server
and 5 printers/scanners, in addition to all the
networking materials and also licenses from
Microsoft.
The grant in kind (IT infrastructure and
licenses) worth USD 17,621.78 .

Moreover, and on Tuesday 2nd of January
2018 BPG Board members visited the
Minister of Information Mr. Melhem Riachi
and discussed possible Memorandum of
Understanding concerning Intellectual
Property rights awareness and a potential
collaboration on training the Media on
Intellectual Property. BPG sent the draft of
the Memorandum of Understanding on 24
October 2017 as per the Minister of
Information Mr. Melhem Riachi’s request.

BPG PLANS
Continue cementing its reputation and credibility with the government and
stakeholders.
Continue raising consumer awareness and education regarding counterfeit
and its negative implications on the economy.
Lobby for tightened control over counterfeit, illicit trade and traders through better legislation by adopting new drafts laws staged at the
Parliament since 2007 in addition lobby with the Judiciary system for better
enforcement of existing laws.
Highlight the importance of implementing the new Consumer Protection
Law through the Lebanese Judiciary System.
Support the Ministry of Economy and Trade and Customs in their capacity‐
building efforts to protect consumer rights and Intellectual Property.
Reactive the regional Brand Protection Group Committees mainly in Egypt,
Jordan and GCC and invite the interested members to participate in this
effort.

؛والتزوير والتهريب واالتجار بالمنتجات غير المشروعة والمنافسة غير المشروعة القطاع قتصادي بين القطاع العام وإعالمي واالحاجة إلى تنسيق مدىكل من الفريقين مدركا ولمـا كان
جتماعية، بغية حماية حقوق الملكية الفكرية وحماية حقوق الخاص لمواكبة التطورات اإلقتصادية واإلة بالصحةالغير المباعة في األسواق اللبنانية والمستهلك وتثقيفه وتعزيز ثقته بالمنتجات وغير مضر
المزورة؛ المقلدة أو لتحقيق هذه األهداف بين كل من الفريق األول والفريق فعاالولمـا كان هذا التنسيق يتطلب تعاونا ثنائيا
والتنسيق العملية، والمادية والمعنوية ويشجع تبادل المعرفة والخبرات اإلعالمية والثاني، من النواحي في ما بينهما؛

لذا تم اإلتفـاق بين الفريقين بالرضى والقبول المتبادلين على ما يلـي:
المادة األولـى: المقدمـة ومفاعيلهـا:
تعتبر المقدمة المدرجة أعاله والملحق المرفق جزءا ال يتجزأ من هذه المذكرة ومتمما لها.
المادة الثانية: مجاالت التعاون:
بين الفريقين الى تنفيذ استراتيجية إعالمية تهدف الى ما يلي : تهدف مجاالت التعاون في ما
حماية المستهلك اللبناني من المنتجات غير المشروعة. - حماية حقوق الملكية الفكرية من نتائج التقليد والتزوير والتهريب والمنافسة غير المشروعة. -

والمنافسة غير المشروعة، من خالل إجراء توعية وتثقيف المستهلك اللبناني في مجال التزوير والتقليد -حمالت إعالنية دعائية عبر مختلف الوسائل اإلعالمية والدعائية (التلفزيون، اإلذاعة، االنترنت،
المناشير، اللوحات اإلعالنية، الخ....) وتشجيع المستهلك اللبناني على التبليغ عن التقليد والتزوير والتهريب.
للبناني عن وقع التزوير والتقليد والمنافسة غير المشروعة على حقوق الملكية توعية وتثقيف المستهلك ا -الفكرية للمنتجات من خالل إجراء حمالت إعالنية دعائية عبر مختلف الوسائل اإلعالمية والدعائية
(التلفزيون، اإلذاعة، االنترنت، المناشير، اللوحات اإلعالنية، الخ....).ذا المجال والبحوث والدراسات والخبراء المختصين في هاإلعالمية تسهيل تبادل الخبرات -
حصائيات.واإلالمؤتمرات والندوات والمشاورات والتدريب كالحمالت اإلعالمية وتشجيع تنظيم نشاطات مشتركة -
المشاركة في النشاطات التي يقوم بها ال سيما ، ولمذكرةوغيرها للوصول الى تحقيق غايات هذه ا .لمذكرةر في نطاق هذه االفريق اآلخ
: المادة الثالثة: موجبات الفريقين
أوال: موجبات الفريق األول:
باإلضافة إلى تكثيف الجهود لتحقيق مجاالت التعاون أعاله يتعين على الفريق األول ما يلي:
في تعاطيه مع المراجع الرسمية لهالدعم الالزم ، قدر االمكان، وتقديمتسهيل أمور الفريق الثاني - .في إطار مذكرة التفاهم هذه خاصةباألخرى من وزارات وإدارات عامة و
عدادها والتي تتعلق بأهداف الفريق بإمشاريع القوانين التي يقوم الفريق األول بجميعإعالم الفريق الثاني - .بشأنهاإبداء الرأي التشاور والثاني ليصار الى
المعلومات عن المنتجات غير المشروعة التي تم ضبتها بنشر ثاني، قدر االمكان، الفريق المساعدة - نظمة المرعية االجراء.ذلك مع القوانين واأليتعارض ال على أ، إدارات الدولةومصادرتها من قبل
ثانيا: موجبات الفريق الثاني:
على الفريق الثاني ما يلي:باإلضافة إلى تكثيف الجهود لتحقيق مجاالت التعاون أعاله يتعين
كتشاف المواد والبضائع المقلدة أو للتوعية اإلعالمية إل بالنسبة الفريق األول تبادل المعلومات مع - .أو المهربةالمزورة
ول أجهزة الفريق األ تأمين الدعم المادي واللوجستي، قدر االمكان، لألنشطة التي تهدف الى تطوير عمل - والتي تدخل ضمن أهداف الفريق الثاني.
درس إمكانية المشاركة في النشاطات التي يقوم بها الفريق األول والتي تدخل ضمن أهداف الفريق - الثاني والمساهمة فيها.

تقديم المشورة الفنية في المسائل التي تدخل ضمن أهداف الفريق الثاني والتي يمكنه المساعدة فيها من - .او المادية ده البشريةخالل موار
المادة الرابعة: لقاءات تقييمية:
وتقويم النتائج المتعلقة بالنشاطات المحققة في لمذكرةيقوم الفريقان بإجراء لقاءات منتظمة لضمان تنفيذ هذه ا إطار هذا التعاون.
المادة الخامسـة: مـدة هذه المذكرة:
أحد خطرما لم ي لمدة مماثلة ا توقيعها ولمدة ثالث سنوات، وتجدد تلقائي يبدأ العمل بهذه المذكرة من تاريخ - مدة المذكرة انتهاءخر بعدم الرغبة في التجديد وذلك قبل ستة أشهر من تاريخ اآلالفريق الفريقين
.األصلية أو الممددةألحكام هذه اوالناشئة وفقالقائمة في حال عدم تجديد مذكرة التفاهم هذه، يستمر العمل إلنجاز البرامج -

المادة السـادسة: حـل الخالفـات:
حل عن طريق ي لمذكرة،في حال نشوء أي نزاع أو خالف في ما يتعلق بتفسير أو تنفيذ مضمون هذه ا التفاوض لما فيه المصلحة المشتركة للفريقين.
المادة السـابعة:
و شراكة حصرية بين الفريقين تعتبر بأي حال من االحوال بمثابة مشاركة أال ههذ التفاهم مذكرةن إ .مناسبة خرى يراهاأو سواه مع أي جهة أ يحق لكل فريق التعاون في هذا المجال بالتاليو
بيد كل من الفريقين نسخة واحدة على نسختين أصليتين ----/--/--حررت هذه المذكرة المؤلفة من ثالث صفحات وملحق واحد بتاريخ للعمل بها عند االقتضاء.
