A Keilor Downs resident of nearly 50 years has accused Brimbank council of neglecting basic infrastructure such as footpaths as it spends $52 million on a new civic and community centre in Sunshine.

� eo Orval said the council was focusing on its “glorious new monument”, set to open in 2016, while broken footpaths in his street were getting ‘‘quick � xes’’.

“Half the footpath in Stockwell Crescent was ‘repaired’ some weeks ago by tossing down some asphalt and tapping it down with a shovel,” he said. “Even the workers doing it admitted to my wife that it was a waste of time.”

Brimbank Disability and Advisory Network spokesman Peter � omson said it was a similar story near his house in Compton Parade, Sunshine North.

“ It’s across the board,” he said. “I’m aware council has large costs, and it’s a huge job to maintain them, but I question why it

does it this way. � e asphalt breaks down so quickly.

‘‘It should spend the extra money and � x them properly, rather than do it every couple of months.”

Council acting infrastructure and environment director Nick Mann said a “temporary repair” was warranted for Stockwell Crescent.

He said the council spent more than $3.25 million a year to repair and replace footpaths across the municipality.

“Council’s management and maintenance of the municipality’s 1 600-kilometre footpath network is safety focused and looks at the condition and importance of each footpath to the community to determine priorities,” he said.

“All footpaths are inspected and assessed at least every three years or earlier, according to their recognised importance.” \ BC

Dodgy tradesmen and dwindling returns are behind a decline in solar power installations in north-western suburbs, according to a former Caroline Springs installer.

With feedback tari� s slashed from 60 cents to eight cents per kilowatt hour, Steve Micallef said he had got out of the industry because he ‘‘stopped believing in it”.

“It’s a pig of an industry, and the pig troughers are getting their share and then running,’’ he said.

“A lot of people thought it was the best thing since sliced bread, but more recently a lot of people realise [that] with the bills still coming in, the feedback is hurting the market.

“� e whole industry stinks – it was poorly governed and poorly regulated. � ere’s a lot of snake oil salesmen out there.

“I’d do jobs in Melton for people who couldn’t rub two cents together [who were] being sold systems that would take 10 to 15 years to see a return.’’

While state Greens leader Greg Barber said the statewide uptake of solar power was “booming” in the � rst two months of 2014, the latest � gures from the federal government’s Clean Energy Regulator reveal a more than 50 per cent drop in postcode 3023 – including Cairnlea, Caroline Springs, Deer Park and Burnside.

� ere were 64 installations in the � rst three months of 2014, compared with 124 in the same period last year and 208 in 2011. � ere were just two installations in March, compared with 39 the previous year and 89 in 2011. In nearby Kealba, installations dropped from 33 to four. � e regulator said

data for March was incomplete because people installing solar systems had 12 months to create a small-scale technology certi� cate.

Another Caroline Springs installer, Matt Williams, said he had installed only a handful

of systems locally since he started a year ago.

Australian Solar Council chief executive John Grimes said a drop in tari� s was the primary reason for falling demand.

“However, many customers are installing solar not to get an export

feed-in tari� , but to reduce the amount of electricity they use ,” he said.

“In any industry there is an undesirable element. � ere are strong sanctions for those who misrepresent and fail to deliver what was contracted.” \

tragedy fuels cry for greater supportFAMILY VIOLENCE

Under-funded support services for vulnerable women are struggling to meet demand, according to Women’s Health West chief executive Robyn Gregory .

Urging the state government to pour more money into the prevention of violence against women, Dr Gregory said there was an urgent need to cut long waiting lists for women and children seeking counselling.

A Women’s Health West support worker had been at Sunshine Magistrates Court supporting Melton West mother-of-four Fiona Warzywoda on the day she was allegedly murdered by former partner Craig McDermott .

“On the day Fiona was killed, we had three women come in seeking assistance within a half-hour period and received numerous calls, including [from] the police,” Dr Gregory said.

“A lack of funding leaves us with increasingly stressed sta� and long waiting lists for case management. We do what we can, but we need more sta� .”

Community Services Minister Mary Wooldridge said violence against women and children was unacceptable.

She said the government invested more than $90 million annually to help change community attitudes, expand family violence prevention initiatives, support women and children who experience violence, and hold perpetrators to account.

� ere was an 8 per cent increase in assaults in Brimbank between 2011 -12 and 2012 -13, from 1648 reports to 1791.

Brimbank’s Inspector Chris Gilbert urged men to “stand up” and never turn a blind eye to violence against women.

Speaking at a vigil for Ms Warzywoda in Sunshine last Tuesday, Inspector Gilbert said that while the justice system was “never going to be perfect”, violence of any nature should always be reported.

“Stand up, men,” he said. “It’s quite o� en the questions we don’t ask that are the ones that are most needed.”

While Inspector Gilbert did not seek to link the two issues, he believed the incident showed that CCTV cameras could play an important role in creating a safe environment in Sunshine’s CBD.

“Hopefully, it will get up [in the future] … it’s not the only solution,” he said. “Our police o� cers patrolling in high-visibility [jackets] are worth their weight in gold.”

� e federal government withdrew funding for CCTV cameras in Clarke Street earlier this year.

Gellibrand MP Tim Watts said he was shocked and saddened by Ms Warzywoda’s death.

He advocated “a holistic approach to public safety in the area, including the increased use of lighting and CCTV”.

Sunshine’s Salvation Army church is accepting donations to help Ms Warzywoda’s children. \

bike-walking path to link stations

An o� -road pedestrian and bike path could soon link Sunshine with West Footscray under plans being � nalised by the Regional Rail Link Authority (RRLA).

� e shared pathway, along the rail corridor between Sunshine and Tottenham stations, would join the existing path from Ashley Street to West Footscray station.

Maribyrnong council infrastructure and engineering director Ian Butterworth said the RRLA ha d commissioned the Footscray Deer Park Alliance (FDPA) to design the “critical link in Melbourne’s Principal Bicycle Network”.

“Council has been involved with the FDPA’s design of the shared path ,” he said. “Detailed design of the path is nearing completion and council will be seeking a contribution from the state government to implement the path.”

Brimbank council acting infrastructure and environment director Nick Mann said: “Extending the city’s network of shared pathways is an important part of creating a more connected and liveable city for Brimbank .”

RRLA spokesman Bob Neilson said the authority remain ed in talks about shared pathways along the project corridor.

Western Metropolitan Greens MP Colleen Hartland said the new path would � ll a key missing link in the bike network. But she said improvements, such as � xing Shepherd Bridge, were still needed along the route to the CBD.

West Footscray cyclist Chris Harris said the project would provide a safe alternative to people otherwise frightened of riding on busy roads.

“� ere’s not a suitable road for bringing people from Tottenham to Sunshine,” he said. “Every road you can use carries a lot of truck tra� c. ” \

A Ravenhall land� ll could operate for another 40 years if Melton council approves Boral’s plans to expand operations.

Touring the land� ll last Wednesday morning, Boral business manager Richard McCarthy said the facility, which services up to 600 trucks a day, could store industrial waste for only another 10 years at the most if the planning application was rejected.

Boral’s application, which seeks to extend its operations by 179,000,000 cubic metres, would, if approved, create one of the biggest garbage dumps in Australia.

Melton council is expected to vote on the application next month.

“Stage three to six [already approved] would hold waste for another � ve to 10 years,” Mr McCarthy said.

“Stage two [currently in use] has about two years le� in it … the tip is not actually expanding in size; it’s simply opening up a di� erent area that we own.

“If it’s knocked back, we’ll consider our options, VCAT [Victorian Civil and Administrative Tribunal] being one of them.” As reported by the Weekly, the

Environment Protection Authority received nearly 600 complaints from Brimbank and Melton residents about odours coming from the tip in February and March.

One employee who has worked at the site for the past three and a half years said the smell – created by fresh and green waste, land� ll gas and leachate – had not worsened

in recent times. “Gas escaping costs us money, so

we’re just as keen to see it not get out,” the employee said.

As the Weekly drove through stage one in the north-west section of the site – which was

a land� ll until 2001 and is now covered in grass and weeds – the

adjacent Pinegro composting facility produced a reasonably strong smell. It was the only area producing a strong odour when we toured the facility.

Mr McCarthy said stage two could be opened for community use once it was � lled and sealed.

“It could become public open space,” he said. “It could involve people coming up to get a view of the city, or bike trails. Some golf courses and sports � elds have been built on land� lls. ” \

st albans crossing to be removedMelbourne’s deadliest level crossing will be removed. On Sunday, the Napthine government said it would remove the Main Road crossing in St Albans - a key 2010 election promise - with preliminary work starting this year. The $200 million project, in which the rail line will be lowered and a new premium station built below Main Road, is expected to be completed in 2017. \ THE AGE

drunk driver in bad scrapeA driver aged in his 80s drove several kilometres with a front wheel of his car scraping along the road after a crash in Taylors Lakes on April 19 . Police were inundated with calls after the car hit a traf� c signal pole while turning from the Calder Highway on to Kings Road about 6.30pm. The Taylors Lakes man continued driving after the

smash . Police stopped the man in Parmelia Drive. He told police he wasn’t aware he had been involved in a crash before returning a breath test reading of 0.121. The man was � ned $641 and has lost his licence for 12 months. \

pair arrested on drug chargesTwo men have been arrested in connection with an alleged drug traf� cking syndicate in the north-west. Dimos Melifronides, 43, of St Albans, and a 30-year-old Caroline Springs man, whose name has not been released, were arrested on April 22. Melifronides has been charged with traf� cking and possessing a drug of dependence, handling stolen goods and other offences. He was remanded to face Melbourne Magistrates Court on July 31. The other man is charged with traf� cking a commercial quantity of drugs, dealing in property suspected to be the proceeds of crime and possessing a � rearm. \

Detective Sergeant Henley, 53, has worked with Melton police for eight years. kealba cannabis ‘house-sitter’ jailed

A Kealba man has been jailed for “house-sitting” more than 60 cannabis plants in Caroline Springs.

Christopher Bayona , 30, received a 60-day sentence a� er pleading guilty to one count each of cultivating a commercial quantity of cannabis, the� of electricity, possession of cannabis, and possession of a prohibited weapon and ammunition.

On March 20, the County Court heard a police search of a Braelands Close house on November 8 last year uncovered a “substantial and sophisticated crop and growing system” occupying four rooms and including 61 cannabis plants .

Judge Chris O’Neill rejected a forensic psychologist’s report that Bayona’s mental state, including a depressive mood disorder, a� ected his ability to make sound judgements.

“While I accept that you were a house-sitter for others further up the criminal chain, you made a free choice to engage in criminal activity ,” he said.

Keilor must retain its village identity as Brimbank council considers new directions for the area, according to Keilor Historical Society president Susan Jennison .

A few weeks a� er the council � nalised its Keilor Village Vision document – designed to re� ect resident aspirations for a sustainable community and guide development for the next 20 years – Mrs Jennison said she hoped the area’s heritage would be respected.

“Keilor Village needs to be retained … this is of primary importance ,” she said.

“� e retention of the village landscape and … residential areas not being imposed upon by high structures peering down at single-storey homes, for instance.’’

Mrs Jennison said the Keilor Historical Society had worked for many years to promote and protect the area’s history .

‘‘� e heritage can only be respected and preserved if planning documents anchor their ideas on this primary focus of keeping and maintaining that which is special about this area,” she said.

� e council document reveals a lack of adequate pedestrian crossings on the Old Calder Highway, limited bus connections, “tired” street furniture and poor footpaths.

� e plan � oats the idea of a roundabout at the intersection of the Old Calder Highway and Flora Street, and the possible addition of a small supermarket in the village .

� e council plans to introduce a ‘‘design and development’’ overlay that would restrict

building heights to two and three storeys, depending on location.

It has submitted an application to amend the planning scheme to Planning Minister Matthew Guy. \

forum to probe race actmulticulturalism

A western suburbs forum will give residents and community groups an opportunity to discuss proposed changes to the Racial Discrimination Act this week.

Race Discrimination Commissioner Tim Soutphommasane and state shadow parliamentary secretary for multicultural a� airs Telmo Languiller will speak at the forum, organised by Gellibrand MP Tim Watts.

Mr Watts said Dr Soutphommasane and Mr Languiller would discuss what the changes meant for the community.

“If you’re concerned about the impact the changes to the Racial Discrimination Act will have on our multicultural Australia, please come along to the forum so that your voice can be heard,” he said.

“We are keen to hear from people who want to learn more about changes to the act and wish to protect the multicultural society in Melbourne’s west .”

In a recent Nielsen poll, 88 per cent of respondents believed it should be unlawful to o� end, insult or humiliate based on race. Attorney-General George Brandis has

defended the changes by arguing that in a free country “people do have rights to say things that other people � nd insulting or o� ensive or bigoted”.

Senator Brandis said the federal government intend ed to repeal the sections of the Racial Discrimination Act that News Limited columnist Andrew Bolt was found

guilty of breaching.“I have always said that freedom

of speech and the need to protect people from racial vili� cation are not inconsistent objectives,” he said.

Dr Soutphommasane argues there is nothing wrong with the

current laws. “People see no need to change laws that have been in place for almost 20 years, laws which have worked well,” he told the ABC. “It’s important that we have laws that re� ect our commitment to values of civility, decency and racial tolerance .”

They organised to meet at a McDonald’s restaurant in Greensborough in 2011, the fast-food outlet being considered the most suitable place to break the ice.

His hands were empty, but Ashley Wells, then still a teenager, carried the burden of a history of family

dysfunction and years of living in out-of-home care.� e encounter would become the � rst of many with Renee

Kefalas, a mentoring co-ordinator across the northern region with not-for-pro� t youth service Whitelion.

Wells had been referred to the organisation, which works with young people at risk of falling o� the radar, by his Department of Human Services case worker.

“My case worker told Renee that I was getting quite bored on the weekends and had nothing to do,” Wells, now 20, recalls.

Kefalas says Wells presented as an enthusiastic, albeit terribly cautious, adolescent. “� e � rst time I met him he was very shy and quiet,” she says.

But the meeting went swimmingly and Wells soon signed up to the Whitelion mentoring program that partners ordinary members of the community with young people who have gone through the youth justice system or who have been living in out-of-home care and suddenly � nd themselves unable to cope on their own.

Like the hundreds of young people who leave out-of-home care each year, Wells was faced with the prospect of � nding his own housing once he turned 18. � e transition can be di� cult and for many the wheels fall o� when the support ends.

“It was hard because over my years in care I always felt I had a home to go to and then I didn’t have anywhere to call home,” says Wells, who brie� y lived with his sister and then slept on a mattress at his brother’s house. “It wasn’t a home, it was just a place to go and sleep,” he recalls.

Wells later lived with his partner, with whom he ha s a daughter, but the relationship broke down and he ended up homeless. “I go and see her [my daughter] every fortnight on my pay days,” he says.

“Every time I leave the house I feel bad and stu� but, then again, I feel I’ll be there at some point in her life.”

For almost a year he has been residing in supported accommodation at a housing block in Footscray operated by not-for-pro� t organisation Berry Street.

Young people living at the block must be enrolled in education or vocational training to qualify for the temporary housing.

“We basically have to � nd our own housing when we turn 18, but that is also supported with furniture and other things,” Wells says.

In the form of a mentor named Mal, he also had support to help his transition from the state care system to the daunting reality of the real world. Wells counts this friendship as a leading reason he has got his life back on track.

� e pair meet every fortnight for a few hours, but Mal also attends weekend footy matches to watch Wells play as part of a disability side in Coburg.

“He’s given me lots of con� dence,” Wells says. “He rings me and asks how I am and I text him to see what he’s up to. He’s become a friend and also like a big brother.”

Mentors are community volunteers from all walks of life, trained and registered through Whitelion . � e organisation has about 200 mentors on its books across the entire state .

� e relationship normally lasts for a bit over a year but is judged on a case by base basis. Wells and Mal will soon chalk up three years of knowing each other.

“It’s been awesome to see him become more of a con� dent young man,” Kefalas says. “ Even though Ash had a few changes here and there, that friendship [with Mal] has remained.”

Robyn Ferguson, Whitelion team leader for the northern region, says the connection between young people and mentors is crucial.

“It’s a very rewarding and enriching experience for the young person,” she says. “� e mentor is a consistent person in their lives other than workers. For a lot of young people the key

consistent people in their life have been professional workers.”

Wells, who aspires to become a truck driver, has accessed several other programs

o� ered by Whitelion that assist with job training, support and employment.

He started a plastering course, but it fell through when the teacher had to opt out for personal reasons. Wells is now trying to re-link with employment through job training.

“When he’s going up and down – and when all our young people are going up and down – we can provide support for them,” Ferguson sa ys.

Perhaps Wells’s biggest step forward has been his pathway into the Young Lions’ leadership program this year.

� e program is made up of young people aged 15 to 25 with a history of the youth justice or out-of-home care systems and who have been identi� ed as potential leaders.

� e year-long program involves fortnightly workshops and three camps and is aimed at creating an opportunity for young people to become role models and inspire others.

Wells seems keen on making a di� erence. “ You basically help a young person who’s going on the wrong path and you

can give them guidance to the right path,” he says. “You’re a role model and they look up to you. I’m in a good place where I feel like I can give back to other young people and lea d them on the right path because you can achieve things in life.”

Ferguson agrees. “I love seeing young people achieve and move through life and become independent and achieve their goals and dreams.”

A $1 million state government-funded research project, dubbed Beyond 18, is investigating young people’s experience during their transition from out-of-home care and a� er they have le� care.

� e � ve-year study began in 2012 and will focus on young people scheduled to move out of the system this year.

Ferguson says there is no quick � x to the problem, and she would welcome anything that would trigger further support for organisations o� ering services. “It’s a chronic problem. I think homelessness of young people is on the rise but because of couch sur� ng it probably doesn’t get acknowledged as much as it should.” \

Proposal to make Governance (Major Policy Consultation) Local Law No.3

Notice is hereby given that Brimbank City Council intends to make the proposed Governance (Major Policy Consultation) Local Law No. 3 (proposed Local Law) in accordance with sections 111(1) and 119 of the Local Government Act 1989 (the Act).

Purpose of the proposed Local LawThe proposed Local Law will enable Council to determine a policy is, or is not, a ‘major policy’ and will prescribe a public consultation process to be followed when the Council proposes to make, amend, modify or revoke a ‘major policy’.

The proposed Local Law is being made under section 111(1) of the Act and will operate throughout the municipal district of Brimbank City Council.

The purpose of the proposed Local Law is to:• Provide for some policies of Council

to be designated as major policies• Prescribe the procedure to

be followed before making, amending, modifying or revoking a major policy

• Promote transparency of decision-making

• Promote best practice in governance processes, and

• Provide for the peace, order and good government of the municipal district.

A Community Impact Statement has been prepared to inform the community about the proposed Local Law and to assist any member of the public who may wish to make a submission to Council.

A copy of the proposed Local Law and Community Impact Statement can be obtained from the Sunshine Council Offi ces (Alexandra Avenue, Sunshine), the Keilor Council Offi ces (Old Calder Highway, Keilor),

and on Council’s website at www.brimbank.vic.gov.au

Any person aff ected by the proposed Local Law may make a written submission relating to the proposed Local Law under section 223 of the Act. Written submissions must be received by 5pm on Thursday 29 May 2014, and addressed to:

Any person who lodges a written submission and requests to be heard in support of their submission, is requested to attend this meeting.

Devils let it slipwhen it matters

Keilor Park led at the end of every quarter except the one that mattered in the Essendon District Football League division 2 match against Coburg Districts on Saturday.

Coburg kicked � ve goals to the Devils’ two goals in the � nal term at Keilor Park Reserve to turn a seven-point three-quarter de� cit into a 13.8 (86) to 10.15 (75) win.

� e Devils started well with seven scoring shots in the � rst term but let themselves down by kicking only 2.5.

� e second term saw the Devils extend their lead to 15 in a low-scoring quarter.

Coburg hit back in the third term with six goals and continued that into the fourth quarter.

Baddley’s seven-star showWRFL

Lachlan Baddley kicked seven goals as St Albans came from behind to beat Spotswood in Western Region Football League division 1 on Saturday.

� e Saints began the better of the two sides to take a 26-point lead into the � rst break, before the Woodsmen hit back in the middle of the game.

In a high-scoring � nal term, the Saints kicked seven goals to four to win 18.10 (118) to 15.17 (107) at Kings Park Reserve.

Saints coach Marcus Barclay said the aim at the start of the game was to capitalise on the fact that Spotswood had the week o� .

“We thought perhaps they would not be as ready as we would be,” he said.

“We jumped the gun early and they made a comeback in the second term.

“I thought the approach on the ball in the � rst term was good and we made them chase.

“� ey then stepped up in the middle part of the game, which good teams do.”

Barclay was unsure how his team would run out the game, with rotations limited by injuries.

“It made it di� cult to rotate and our mid� elders played the whole second half,” he said.

“Our ruckman hurt his shoulder and couldn’t li� his arm properly.

“Both teams wanted to get the win in the � nal term and it was quite frantic and fast-paced and everyone wanted a kick.”

Baddley won the inaugural Gallipoli medal for best on ground with seven goals.

� e win puts the Saints on two wins and two losses a� er four games, a start Barclay said he would have taken before the season began.

� e Saints next face Yarraville-Seddon at Yarraville Oval on Saturday.

In other division 1 matches last Saturday, Werribee Districts beat Sunshine 12.17 (89) to 7.14 (56), while in division 2, Braybrook got its � rst win of the season by beating Albanvale 12.13 (85) to 12.10 (82).

North Sunshine and Caroline Springs were on the receiving end of big losses.

North lost 38.15 (243) to 7.4 (46) against Glenorden and Springs lost be 57 against North Footscray. \

Dogged Jets take the sting out of raysTAC CUP

� e Western Jets ground out a three-point win in tough conditions in the TAC Cup match against Dandenong Stingrays on Saturday,

Showers and very windy conditions at Shepley Oval made it tough for both teams, but the Jets held on to win 7.12 (54) to 7.9 (51).

Jets coach Torin Baker said his side’s ability to make the most of the opportunities in the

� rst half was the di� erence between the two teams in the end, even though the Jets led at every break.

“It was really pleasing to get the win as it was a grind of a game,” he said.

“It was a tough, even clash, which both teams went hard at.

“In the � rst half we made the most of our opportunities [which gave us the lead] and in the � nal term the game opened up and there were more goals for both sides.”

Liam Duggan returned to the Jets from an AIS academy trip to Europe. He added class to the mid� eld and was named best on ground.

� e win moves the Jets to � � h on the ladder with eight points, the same number as the four teams below them, and behind Oakleigh Chargers, Calder Cannons, Sandringham and Geelong.

A goal by 17-year-old sub Ajak Panek in the dying seconds earned St Albans a 1-0 win against Sunshine George Cross in National Premier League 1 on Saturday.

� e win, in windy conditions at Chaplin Reserve, was the Saints third in a row and it moved them to third on the table on goal di� erence with four wins and one loss in � ve matches.

Saints general manager Joe Hovanjec said Georgies were unlucky not to score.

“� ey hit the post a couple of times and we cleared one ball o� the goal line,” he said.

“We expected a really rough game and that’s what we got, with a lot of pressure football.

“� ey had more attacking opportunities and luck was on our side. It was very windy so it became an aerial game.”

Hovanjec said the injection of Panek o� the bench was what got the Saints over the line.

“We brought on our 17-year-old and it was a masterstroke,” he said.

“His agility surprised them and within � ve minutes of coming on he scored.”

Saints are equal on 12 points with Box Hill and top-placed Avondale Heights, who they play this weekend.

“� ey have been winning games ugly so it will be a tough one,” Hovanjec said of Avondale..

In NPL, Green Gully returned to the winners’ list, coming from behind to beat the Goulburn Valley Suns 2-1. � e Suns took the lead in the fourth minute and the Cavaliers hit back through Brent Fisher a� er 20 minutes.

In the second half, the Cavaliers had the best of the opportunities and sub Osagie Ederaro grabbed the winner in the 82nd minute. � e Cavaliers are 11th on the 14-team ladder with two wins and four losses in their opening six matches.
