Canadian Fellowship of Baden-Powell Guilds Volume XXXV Number 1 November 2013 BLUE SPRINGS SCOUT RESERVE SITE OF 2013 TRIENNIAL GENERAL MEETING I am really excited to be a part of the new Executive Committee, the first Executive Committee that has been elected in the history of our Fellowship. Members of the Executive Committee are from coast to coast and we look forward to serv- ing the needs of the members. Prior to the Ontario Annual General Meeting and the National Triennial Meeting we held an Open Forum where we asked those present to help us define 1) Fellowship 2) ways to improve communications with our members and 3) list any concerns they have about our organization. There were some very interesting comments and concerns that we will share with you in the coming months. We were pleased that Mida Rodrigues, Chair of the World Committee of the International Scout Guide Fellowship joined us for the weekend. She spent her time with the member’s present answering questions. She also gave us a presenta- tion on the work that the ISGF is doing to promote Fellowship in the world. The installation of the new Executive Committee followed the business meeting. Acting as Masters of Ceremonies were Mac MacLean, Ontario’s past Provincial Guildmaster, and Alex Hadden, British Columbia Provincial Guildmaster. They were assisted by Mida Rodrigues, Chair World Committee of the ISGF, and my grandson Beaver Dorian Radomski. The new Committee members are Secretary Roger Angel 44 th Guild, Treasur- er Suzanne Muirhead 32 nd Guild and Registrar Shelley Pelissero 20 th . Past National Guildmaster Doug Stanbrook 40 th and me Wayne McMillan 20 th Guild. Bill Fettes was so looking forward to the weekend. Bill was a contributor to the planning for the weekend and I can assure you his spirit was with us all weekend. I am really excited to be a part of the new Executive Committee, the first Executive Committee that has been elected inthe history of our Fellowship. Members of the Executive Committee are from coast to coast and we look forward to serv-ing the needs of the members.

Prior to the Ontario Annual General Meeting and the National Triennial Meeting we held an Open Forum where weasked those present to help us define 1) Fellowship 2) ways to improve communications with our members and 3) listany concerns they have about our organization. There were some very interesting comments and concerns that we willshare with you in the coming months.

ANNUAL GENERAL MEETING - BCHOSTED BY 31ST BADEN-POWELL GUILD (ALOUETTE)AT: FRATERNAL ORDER OF EAGLES HALL, MAPLE RIDGE, B.C

After our AGM we had a very nice supper followed by a campfirewhich included a terrific hula dance and numerous skits and songs.

The 31st Allouette Guild hosted the AGM and they put on a greatmeeting. On the Sunday we had breakfast followed by Scout's Ownand then said our goodbyes.

Reports from the GuildsAnnual General Meeting - OntarioThis year the Ontario Annual General meeting was

held at the Blue Springs Scout Reserve, near Acton On-tario. Over 50 members of the Ontario Fellowship werepresent for either part or all of the weekend.Those whoattended could either camp or have a bunk inside RidleyLodge. All meals were prepared by a professional chef.The meeting was called to order by Mac MacLean PastOntario Guildmaster and began with a prayer, followedby the singing of O Canada led by Mike Burke (99thGuild) and a renewal of the Scout Promise. A moment of silence was observed to remember thosewho had Gone Home during the previous year. Thenames of those who had Gone Home included BillFettes, Dorothea (Dottie) Thompson, 7th Guild, Nick Ko-ster 63rd Guild, Tim Boddy 35th Guild, and Wendy Tay-lor 99th Guild. A Roll Call of Ontario Baden-Powell Guilds present wasmade as well as a conference call with the Ottawa 7thGuild and a quorum was found to be present. Also present at the meeting were several guests includ-ing Mida Rodrigues, Chair of the World Committee of theInternational Scout Guide Fellowship (ISGF), Doug Stan-brook, out-going National Guildmaster and his wife,Donna Stanbrook, Gerry Williams, the out-going NationalRegistrar and his wife, Wendy Williams , Wayne Mc-Millan, in-coming National Guildmaster, Alex Hadden,Provincial Guildmaster for British Columbia, and RossAngel, a representative from Newfoundland and Labra-dor. The revised Bylaws of the Ontario Fellowship of Baden-Powell Guilds were accepted as distributed by e-mailearlier in the year and were accepted unanimously. This was followed by the election of a new Executivefor the Ontario Fellowship of Baden-Powell Guilds. Thenew executive will be the following

The installation of the new committee followed presidedover by "Mac" Maclean assisted by Colour Party, GarryMitchell and Bruce Findley The meeting closed with a prayer and the singing of"God Save the Queen" led by Mike Burke. At the Scouts Own on Sunday, everyone was given asmall pebble to represent a person who had GoneHome. These pebbles were placed in a circle in memoryof those named above and others in the hearts of thosepresent. The attendees were encouraged at the end ofthe ceremony to take home their stones as a remem-brance.

Registered Membership: 22. Inactive 1. "Gone Home" Itis with great sadness that we announce the passing ofVera Reed. Vera was an active member of our Guild for14 years and although she has not been well for a fewyears was always available to help. Vera will be sadlymissed by all of us.Guild Activities: In August 2012 we were invited to the2nd Guilds' afternoon BBQ, three members were able toattend and all reported a grand afternoon of friendshipand fellowship. Also in August members were invitedand enjoyed a spaghetti dinner organized by the localGuide Movement.At our first meeting in September 2012 we welcomed theScouting youth who had recently returned from BlairAthol, Scotland, giving us a delightful power point pre-sentation of their activities overseas. They were excitedas they mentioned the grand visit they enjoyed in Lon-don, visiting Buckingham Palace, Changing of theGuard, the Crown Jewels, the Queen's doll house andthe Royal horse stables. The Jamboree went really wellwith a lot of activities, grand campfires and also thehome visits they share with their overseas Scouts. All inall a wonderful Scouting adventure.We proudly carried our flags November 11th at the Me-morial Service at Duncan Cenotaph organized bythe members of the Royal Canadian Legion to honourand remember our Veterans from the Cowichan Valley.In December we enjoyed a lovely Christmas dinnercooked by the ladies of Duncan United Church. Ourafternoon closed with members singing Christmas Car-ols and wishing all a very Merry Christmas.The New Year came in with a new Area Commissionerin Eagles Rest Scouting Area. During B-P Week mem-bers were asked to assist the Area with the"Feed theNeed Project" with all donations going to our local FoodBasket. A very successful project.We also enjoyed a work party to get Camp Woodlandsavailable for Scouting events.In April Guild members organized the Annual Area KubKar Rally, this is the 40th year organizing this event. It isalways a delightful afternoon for our Cubs and parentsas they watch their Kars race down the tracks. Prizesare awarded to the winners.Our year end meetings closed in June with a lovely lunchin a restaurant in Genoa Bay.This has been a very busy and enjoyable year for themembers of the 3rd Guild.In closing we remember all of our "Gone Home" mem-bers who helped to make us a strong and united Guildworking for the future of our Scouts Canada youth.

12th (Dartmouth)

12th Dartmouth, NSThe operations of the 12th Canadian Fellowship of BadenPowel Guild was under the capable hand of Guild Master,Terry Lambert, from September 1st 2012 to March 5th2013. During the time period the Guild participated inmany activities, some of which included the obtaining ofthe monetary community grant from Nova Scotia Power.The grant was to construct a secure storage cabinet,which has been completed, at the Nova Scotia ProvincialScout Headquarters in Burnside Industrial Park in Dart-mouth. On February 17th, 2013 some members of theguild attended the B-P week church service at St. JamesAnglican Church on Joseph Howe Drive in Halifax. TheGuild hosted the Scouts Own at the Provincial AnnualScouters Conference in the Annapolis Valley and the An-nual Guild Social Christmas Party.On March 5th, 2012 Terry Lambert tendered her resigna-tion as Guild Master. A letter of thanks was sent to Terrythanking her for her excellent and dedicated service to theGuild. Also on March 5th, 2013, I was asked to be theacting Guild Master until the Guild holds its annual meet-ing on October 21st, 2013Effective on March 15th 2013, two of the signing officersfor the Guild's bank account were changes because oftwo factors. First, was the death of one of the signing offi-cers, Ruth Kitch and the second was the resignation ofour Guild Master, Terry Lambert. There are three signingofficers on the bank account and it takes any tow signa-tures of which can sign a cheque. Two other members ofthe Guild were appointed as signing officers, MarilynBrandal and Russell Beeswanger along with signingofficer/Treasurer, Roy Marsh.The Guild also took part in various activities such as,Lodges and Lairs, presented the Gilwell Walk and partici-pated in a tour of the Maritime Museum of The Atlantic onSeptember 11th, 2013. The Alert team did not take partin the Provincial Operation Alert at Camp Nedooae.As of August 31st, 2013 our Guild no longer has a website, however a new one is being worked on and the Guildhopes to have it up and running in the near future.A special thanks to those that have supported and orga-nized events for the Guild over the past year.

Oct 05 2013, I chaired my final Executive Council meetingthat culminated in the passing of the gavel to our incom-ing National Guildmaster Wayne McMillan.Through thick and thin this past Executive Committee bat-tled through comprehension and understanding to reach atentative agreement with Scouts Canada only to have itrevoked. The same challenges followed when we dealtwith the “Early Bird” registration initiative, the Incorpora-tion and Registration of our Official name under the BCSocieties Act, and our dealings with ISGF.The Executive Council approved the resolutions that final-ized our acceptance of our Incorporated and RegisteredOfficial name “Canadian Fellowship of Baden-PowellGuilds”

I’d like to quote from legal advice obtained regarding theuse of our official name. “the best way to protect your Di-rectors and Officers from personal liability is to make surethat all people you are dealing with are aware that theyare dealing with a Registered Incorporated Society, andnot just an unincorporated association. In order to be sureabout this, it is important that all of your contracts andcommunications with third parties be conducted in the for-mal Registered name of your Society.”

It goes on to state “for internal communications, using ac-ronyms, abbreviations, or shorthand names is fine. Iwould not recommend using it in official documents, asthis will over time lead people to use it in external commu-nications as well, to the potential detriment of the Direc-tors.”

Guild members are now named in Scouts Canada’s “Vol-unteer Screening Policy”, either in the capacity of a regis-tered member of Scouts Canada or as a volunteer Guildmember. As a volunteer Guild member, working withyouth, you must follow the requirements as a “non ScoutsCanada member” under “Day Activity (occasional)” and assuch a volunteer Guild member would only be able to as-sociate with the youth under the 2 registered adult re-quirement.

I would like to thank the Provincial Guildmasters for theirassistance in moving this organization forward and thework of Fred Oldfield who kept “ Mamook Papah” in print,and Paul Martel for his assistance in the design of ournew Guild Charter, and the updating of our certificates toreflect our official name.

22nd (Prince George)

The following is our Guild activity report for the 22nd BPGuild from September 2012 to June 2013. We have thir-teen active members within bur Guild in which we holdmonthly meetings except for the months of July and Au-gust.Some of the events and/or activities that took place, thispast year were:• Business meetings were held every month (except JulyAugust) at either the Blackburn House or a membershome to address activities and outstanding businessitems• We held four social coffee meetings at the local TimHorton's• As done in past years, our members volunteered withmanning the Christmas Kettle campaign for the local Sal-vation Army at the Prince George Pine Center mall. Thisis truly a heart-warming service through the SalvationArmy as the money raised goes to the less fortunatepeople in the Prince George and surrounding area• Again our Guild adopted a local family for Christmasthrough the Salvation Army in which we purchased foodand gifts for this family to enjoy at Christmas. Again weprovided Christmas for a single mother with two children• Members attended a Christmas dinner meeting thatwas held at a local restaurant• As done in previous years we held a movie night andmeeting at the Guild Masters residence• In June we held our wind up meeting with a BBQ Pot-luck dinner at the Guild Masters residence

35th (Limestone)On Sunday, July 7th last, the 35th Canadian Fellowshipof Baden - Powell Guilds (Limestone) held a pot luck din-ner. At this summer gathering, where most memberswere able to attend, we welcomed our Area Commis-sioner David Cunningham and his wife, Linda. Davidattended at the request of our Assistant Guildmaster andAwards Chairperson Simone Glendenning, to presentlong awaited and overdue awards.Area Commissioner David Cunningham presented thefollowing Scouts Canada years of service recognitionand distinguished awards to our members: Sue Cam-panaro - 20 years and Medal of Good Service; Bob Leg-gett - 25 years and Medal of Merit; Linda Bates - 35years and Silver Acorn; Simone Glendenning - 40 years;Deb Babcock - Silver Acorn; Lew Babcock - SilverAcorn; Patricia Friske - Bar to the Medal of Merit; ErikaFrank - Medal of Merit; Sharon Chapman - Medal ofGood Service.

44th. B - P GuildGuildmaster's annual reportSeptember 24th., 2013 "It gives me great pleasure to present the annual report ofthe 44th• B-P Guild. Our Guild has, I believe, had a veryenjoyable 20th year. We had a total of 46 registered forthe year, which included three new members. The Guildheld a number of very successful social events over thepast twelve months. December, our Christmas potluckwas held at scout headquarters with a good turnout andof course good food enjoyed by all.

February, we held a dinner at the Knights of Columbusto celebrate the beginning of our 20th year as a guild.Special guests included wives of guild members who areno longer with us. Dr. Bill Eaton, son of founding mem-ber Doug Eaton, was guest speaker, entertained us. Weunveiled our guild 20th. Anniversary banner.

April, Doug Phillips, Wilf Thomas, Mary Withycombe & Iassisted at the scout booth at the "life styles expo", gla-cier, Mt. Pearl for the second year ..

May, the guild donated $500.00 to our local council foruse in provincial scouting activities.Also in May, our members participated locally in the"Jamboree on the Trail (JOTT), which is held acrossCanada every year. Guild member, Alan Goodridge leadthe group through the maze of trails at the Bidgood'sPark, Goulds. Later the same evening we held a potluckat the scout headquarters.Where guilders and spouses were able to enjoy greatfood, a good gab session and music from Alan Goo-dridge.

June, saw our annual NGGS dinner held for the 11th.Year at guild member Gary & Barb Davis' country homein Middle Arm. Once again a great meal & weather wereenjoyed by all. Once again i want to thank gary & barbfor the hospitality.

August saw guild members and spouses attend a dinnertheatre in Ferryland. Due to the popularity of the event,we hope repeat it next year.Mid August we held our annual bbq at a new venue.Guild member, Bruce Templeton & his wife Paula gra-ciously opened their home to us for the event. Thank youPaula & Bruce we had a great BBQ. I would like at this time to thank Guild member, Bob VanNostrand for the 15 enjoyable years he hosted the previ-ous BBQ events. Also thanks to Tony Howell for obtain-ing the large BBQ all these years and the use of thecanopy for this year’s BBQ.

George Barnett of Pole, England managed a trip to Nfld.this year and renewed old friendships attending the Fer-ryland Dinner Theatre and BBQ with the Guild. OurGuild members have been and still are a group of volun-teers. I would estimate our members have collectively,over a thousand years of volunteering within scouting&guiding. The original 13 founding members in 1993 hadover 500 years when they met to start our guild. Wehave members who are still involved in scouting andguiding as well as other service clubs, Rotary, Lions &Knights of Columbus, to name but a few. While nonelook for that pat on the back or look for any praise. I’dlike to acknowledge several of our guild members en-deavours. Our own Bruce Templeton - has played Santain the Santa Claus Parade and other venues for longerthan I can remember. his recent book" the man in thered suit" has gone to another printing and will be soldacross Canada this year. Bruce has donated sales ofthe book to help rid African children of polio. Our ownwolf Thomas attended his 6th national scouting jamboreethis past summer as a staff member. He has 6 worldjamborees and 12 provincial jamborees under his belt.He volunteers more hours when needed at scout head-quarters and has helped set up exhibits in the newscouting museum. The uniformed figures we refer tothem as Wilf's children. Our own Ralph Barrett will beinducted into the Provincial "Volunteer Hall of Fame"next month. His epic boat trip around the coast of Nfld. anumber of years ago to raise money for the JanewayChildren's Hospital is credited with the starting of theJaneway's yearly telethon and he has also spent numer-ous hours teaching boating and water safety in the prov-ince. our own Anne Pennell, Wilf Thomas, Bob VanNostrand, Doug Phillips, Pat Hayward, Mary Withy-combe still sort through the scouting archives almost ev-ery Wednesday. I want to thank our 20th anniversarycommittee: Anne Pennell, Bob Lemessurier, Doug Phil-lips, Tom Manuel and Mary Withycombe for their helpand countless meetings and ideas. Ideas we did not seethough we hope to implement over next year with anyluck. Also your executive committee of Bob Lemessuri-er, Doug Phillips, Tom Manuel, Jim Austin, Ralph Bar-rett, Bruce Templeton, Brian Kennedy, Clyde Vincent,Alan Goodridge, Tony Howell, Byron Stacey haveworked to keep me on the straight and narrow. DougNoseworthy, who does a great job of auditing our booksevery year. Thanks to those guild members and spouseswho help out, get hands dirty at our various social eventsand to all who make our guide a success. Thanks tothose members who have donated various prizes andgifts for our social events. And that is the end of our 20th

63rd (Oakville)The 63rd BPGuild located in Oakville, Ontario has cele-brated ten years as a group and was started toallow our membership who are not members of ScoutsCanada to attend the annual Gilwell Reunion inActon, Ontario. For the 2012-13 year, we had a recordthirteen members sign up to-be part of our local guildand the majority of our membership continues to attendthe Gilwell Reunion. Other highlights include the follow-ing. (1) Scouter Jim Richardson & Bob Russell were in-volved in Open Doors Oakville and the Fort Georgeweekend in Niagara-on-the-Lake. (2) Scouter Nick Ko-ster was presented by members of the Executive withthe National Award as offered by the BP Guild in Cana-da. (3) members of our guild continue to be profiled inour national newsletter. (4) Scouters DuaneWatterbery and Victor Turczyski were presented withyears of service awards. Over the years our guild con-tinues to attend social activities and events with theOakville Gilwell Club. This partnership has been provento be effective and allows our gulld membership to fulfillthe social part of the aims & objectives of the BP Guild inCanada. With heavy hearts we with to announce that Wendy Tay-lor, a member of the Guild has Gone Home.Since May we have been involved in may projects,Soapbox Derby, BBQ and Campfire for a group of Ger-man Rovers from Frankfurt, preparing the camp for theOntario Gilwell Reunion, Cub Scouts EnvironmentalCamp and the host of the Ontario Annual Meeting aswell as the Tri Annual National Meeting.

WETASKIWIN (BANDITS) ROVERS GUILDwe are an independent organization, provincial and na-tional, but associated with scouts canada. we havescouting values and wish to continue servicing themovement when we are ableStarted by advisors for aged out rovers, advisors of com-pany and crew, with or without youthNOW OPEN TO: All adults (18+) registered as leaderswith Scouts Canada, or not who have an interest or arewilling to operate with Rover-based principles.Current membership (as of Oct 14/2013) stands at 17members. We have 15 who are also registered in ScoutsCanada Battlefields Area and 2 who from Northern On-tario. The Bandit is a a racoon, found by scouts as ababy at the camp in April /11. He was raised by us for 6months. He is now the mascot of the Guild.c

GONE HOME

Bill Fettes

When we heard Bill Fettes speak, we came away with awealth of information, and a sense of awe. We could nothelp but be inspired, with his interest in theinternational/national scene and more locally, his homeGuild. He had a vast experience in this organization andit's management, and his enthusiastic involvement inthe administration of our organization has been a genu-ine asset to those he worked with.Bill believed in our organization like few others, andmore importantly he believed in Fellowship. Over theyears he put in a considerable time, energy and pa-tience , into our organization. He was the go to guy forhelp, and he always made time for those of us whoasked for his guidance. Bill was a Scout who was afriend to all. He was a brother to other Scouts. He wentout of his way to understand others. More important hedid respect those with ideas and customs different thenhis own. He will be missed. God Speed by friend untilwe meet again

David Elwood Platt

Elwood was a youth member of Scouting, and receivedhis Warrant of Appointment in 1956. He was the recipi-ent of many awards; the Medal of Merit 1982, SilverAcorn 2004, Canadian Fellowship of Baden PowellGuilds recognition Award 2006, and CommemorativeCentennial medal in 2007. Elwood was for many yearsAkela of 8th Glenmore Cubs and later of 5th HorseshoeBay Pack.He served on West Vancouver District Council in manypositions and was District Commissioner from 19891993. In 1995 he became a member of 48th BadenPowell Guild, West Vancouver, and was Guild master2003 2006.Elwood went ³home² May 2013, and he will be greatlymissed by all his friends.

Nick Koster

,It is with great sadness that this above named Scouterpassed away on Friday September 27, 2013 from ongo-ing medical problems. Because of Scouter Nick Koster'spersonal situation, he did not submit his registration forthe local guild and attendance at this year's Gilwell Re-union at Blue Springs Scout Reserve in Acton, Ontario.Prior to this, he was active with the guild by attendingvarious social events with the Oakville Gilwell Club. Healso attended the 2012 Gilwell Reunion and was in thefinals for the parade of years.Scouter Nick Koster despite his hearing problems, oftentold his numerous Scouting stories and adventures bothas a youth member and in his numerous leadership po-sitions within the Oakville District. He often spoke of thetime in 1937, where he saw BP at a Jamobree in TheNetherlands.This Scouter was also recommended by the Executiveto receive the national award available to the member-ship from Canada. He was presented this high profileaward at an Oakville Club meeting. His Scouting profileand some personal information was also profile in thenational newsletter. Guildmaster Ross Norton presentedhim with this award for his exceptional work and picturetaken for those to view him (Scouter Nick Koster) in theflesh.The 63rd Executive was in attendance at a local Oakvillefuneral home to pay our respect the night prior to thefuneral service. Scouter Nick Koster was also honouredby the Oakville Gilwell Club with a flower arrangement.Guildmaster Ross Norton attended the funeral servicealong with two members of the Oakville Gilwell Club.From all reports received, Scouter Nick Koster's funeralcelebrated a life well lived and the funeral service at-tended from peoples from all walks of life. He was in his85th year, but a strong Scouting tradition will be carriedon by his son-in-law and grandson. His grandson alsoreceived his Duke of Edinburgh Award in Canada andhis grandfather often spoke of his grandson's greatachievement here.

International DevelopmentFund

The International Development Fund (IDFund) provides financial support for spe-cial projects and the development and theexpansion of ISGF and support to theWorld Association of Girl Guides and GirlScouts (WAGGGS) and the World Organi-zation of the Scout Movement (WOSM).It was at the 4th General Assembly in1961 that the National Scout and GuideFellowships first agreed to make a volun-tary contribution so that the per capitamembership subscription would remainunchanged. In 1966 the ISGF was able tomake its first donation to WOSM andWAGGGS for their development pro-gramme.

The ID Fund is managed by ISGF WorldCommittee. Expenditure from the fund isapproved on project by project basis by amajority vote. 100% of Donations andContributions directed to Projects, go tothe Projects.
