In the January 1992 issue of Fusion Facts Dr.Randell L. Mills was named as a FusionScientist of the Year 1991. WHEN IS A SCIENTIST NOT A SCIENTIST?By Hal Fox, Editor

One of the types of scientific action that hasalways puzzled me has been the rejection of newscientific discoveries. Here are some examples:

1875: Gasoline in the hands of people ... wouldconstitute a fire and explosive hazard of the firstrank. ... The development of the new power maydisplace the use of horses, which would wreckour agriculture. Congressional Record of 1875.

1902: Flight by machines heavier than air isunpractical and insignificant, if not utterlyimpossible. New York Times, December 10,1903.

1910: The popular mind often pictures giganticflying machines speeding across the Atlanticcarrying innumerable passengers in a wayanalogous to our modern steamships. ... Itseems safe to say that such ideas are whollyvisionary. William Pickering, Americanastronomer.

1923: There is no likelihood man can ever tapthe power of the atom. The glib supposition ofutilizing atomic energy when our coal has run outis a completely unscientific Utopian dream, achildish bug-a-boo. Robert Millikan, TheoreticalPhysicist.

assessment of you and your colleagues is thatyou are complete frauds or totally mad. There isno known physical principle that would supportthe kind of results that you claim your technologycan accomplish, nor is there any credibleargument why there should be such a principle.Name of scientist withheld in hope of a return tosanity.

As a scientist, as an inventor, as the formerdirector of a research laboratory, as a formermissile system engineer, I do not understandhow any person can call himself or herself ascientist and exhibit such a closed mind tonew scientific discoveries!

The essence of science is discovery. Theantithesis of science is emotional outbursts in aneffort to maintain current dogma. There isprobably no science graduate who does not pokefun at those who were so wrong in theirdeclarations about aircraft, missiles, atomicenergy, etc. What is there in our educationalsystem or in our culture that would even permit(let alone encourage) such unscientificdeclarations. There is no question that anyonehas a right to freedom of expression in thiscountry -- not to include crying FIRE! in acrowded building. How can anyone, who deemshim- or her-self to be a scientist make a blanketstatement that "...you and your colleagues ... arecomplete frauds or totally mad." Suchdeclarations are not only extremely unpro-fessional but verge on character assassination.

The statement "There is no known physicalprinciple that would support the kind of resultsthat you claim your technology can accomplish..."is merely an admission of lack of omnipotence.That statement could have been said abouttransistors in 1945 by anyone who had not beenexposed to the very new study of solid-statephysics. The statement is certainly correct if theperson had said "...no physical principle, knownto me..." Therefore, whenever a self-proclaimedscientist makes such a statement, one canacknowledge that it is a statement of incompleteknowledge of all science.

As editor of this publication and as editor of theJournal of New Energy, we have no problem in

admitting that we don't know it all. If we did,there would be no reason for research, nor forpublishing anyone else's work. It is a worthypursuit of science to delve into the understandingof the world around us. We are very fortunate tohave world-girdling friends among scientists inmany countries. They send us papers. Theirpapers are peer reviewed. Known errors arepointed out. Corrections to English are oftenmade. Papers that present new idea even ifhighly contrary to present scientificunderstanding are published. This publicationhas had the honor of being the first to report(and name) the Aspden Effect and the RoweEffect. It was in this paper that it was firstsuggested that a new discovery could explain thered shift. Professor Anastasovski was delightedwith the suggestion and he immediately wrote apaper showing that this suggestion was indeedappropriate (published in the Journal of NewEnergy). The Big Bang? Scientific dogma.

The Journal of New Energy has published sixarticles (most from Russia) where severalscientific groups have studied torsion fields andreported their speed to be many times fasterthan the speed of light. Those papers resulted inour suggestion, "SETI, you are listening in thewrong spectrum," for Search for Extra-TerrestrialIntelligence. The claim that information cannotbe communicated at speed faster than the speedof light -- is also scientific dogma.

What a thrill it is for all of us here to be involvedin discoveries, in receiving marvelous papers(and some bad ones), in publishing newdiscoveries, and to be involved in our ownresearch and making our own discoveries. Weare not here to preserve any scientific discipline.We want to change the world's ways of creatingand distributing energy. And we are beingsuccessful!

Here is our latest scientific finding: Be aware,this is an analytical result and not, as yet, provenin the laboratory: High-density charge clusterscan be used in such a manner that anaccelerator of positive ions can be designed thatis at least one million times more effective (int ransmut ing elements) than previousaccelerators! I wonder what the issuer of our

REPORT ON RCCNT-6

6 th Russian Conference on Cold NuclearTransmutation of Chemical Elements tookplace in Sochi, Russia from Sept 28 to Oct 3,1998. The conference was held under theauspices of the Russian Academy of Sciences,Russian Physical Society, Nuclear Society ofRussia, Russian Mendeleev Chemical Society,Moscow Lomonosov State Univ., Russian Univ.of Peoples’ Friendship, and Moscow StateTechnical Univ. (MADI).

18 representatives from Russia, Ukraine,Germany and Japan attended the conference.22 papers were delivered: 7 theoretical, 12experimental research, and 3 on applications.One report included a video on the experimentalwork by one of the groups.

The Experimental papers delivered havedemonstrated further accumulation of newinformation, increasing in reliability andreproducibility to approach 100% in someexperiments. Five reports contained informationof reliable detection of Gamma-radiation, threepapers concerned mass-spectrometric datashowing nuclear transmutation, and two referredto detection of neutrons. Six authors who stated100% reproducibility of the effects detected are

Bazhutov, Kanarev, Karabut, Savvatimova,Notoya, and Koldomasov.

Participants of the conference agreedunanimously about the necessi ty ofinvestigations confirmed by 100% reproducibilityof results. They agreed about the expediency ofdeveloping reliable demonstrations with aperspective to their applied utilization both inenergies and for initiation of cheap nucleartransmutation technologies.

The co-chairmen were Academician V.E.Kazarinov and Professor Yu.N. Bazhutov. Thenext RCCNT-7 is to take place in May 1999.[See announcement page 25]

NEUTRON YIELD

ABSTRACT

To study the effect of higher axial sheathvelocities on neutron production, the geometry ofthe inner electrode (anode) of a 3-kJ Mather-typeplasma focus device was modified. Double-stagestepped-anode configurations were tested with aspeed-enhanced region long enough for a sig-nificant increase in speed but not long enough toallow the development of force-field flow-fieldseparation at the end of the axial phase. Peakaxial speeds up to 15 cm/s were achievedwithout modifying the deuterium filling pressureand charging voltage. The neutron and soft X-rayproductions were found to be dependent onsheath velocity. A new scaling law for thenonbeam component of the neutron yield wasproposed.

INTRODUCTION

Plasma focus devices are very efficient pulsed -radiation sources of neutrons and X rays (softand hard) that could be used for practicalapplications. Therefore, efforts are now devoted

to studies of radiation mechanisms and methodsto enhance the radiation yield.

Our analysis of published data for Mather-typeplasma focus devices in their wide range of sizes,i.e., energy stored in the driver, from 1 kJ to1 MJ, shows the following experimentallyobserved features: Plasma focus devices can beoptimized either for large X-ray output or for highneutron production, and for neutron-optimizedoperating conditions they all

1. operate in a narrow range ofdeuterium-filling pressures of several torr

2. have a maximum density of pinchedplasma of 1 to 5 x 10 19 cm -3

3. have the same limited peak axial sheathaxial of 10 cm/s and radial on-axis collapsespeed of 25 cm/s

4. are driven by a standard value of a driveparameter (Ip/a) / p0 , the peak drive current perunit anode radius divided by the square root ofthe fill density, of 89 (±8) kA/cm/(Torr D 2)

The constancy of the drive parameter ensures forall machines the same value of drive magneticfield in the axial phase and the same compressedenergy density in the focus phase, leading to thesame high temperature in all devices. Theconstancy of the plasma sheath velocities fixesthe forward shock temperature on-axis at 1.4 x106 K and the on-axis reflected shock tempera-ture at 3.6 x 106 K; further compression brings thetemperature of the gross plasma column to justunder 1 keV. The neutron scaling law shows thatthe larger plasma focus devices produce moreneutrons. This increased neutron yield appearsto be due only to a combination of the largervolume of the focused plasma and theconsequent increase in lifetime of the focusedregion. It was shown that each linear dimensionof the approximately cylindrical focus or pinch re-gion is proportional to the anode radius. Goodfocusing effect is usually obtained in plasmafocus experiments when the peak axial sheathvelocity is within the limited range of 6 to 10

cm/s and a drive parameter of ~89 kA/cm/(TorrD2)

The lower speed limit is easily understoodin terms of poor coupling of the magnetic pistonwith the driven plasma layer, indicated by a lowmagnetic Reynolds number Rem, or in terms oflow specific energy. For the higher speed limit,it appears that the high Rem, leads to an effectiveseparation of the magnetic piston from thecenter of the plasma layer. The plasma layerthen collapses radially, while the magnetic pistonis still driving axially.

DEUTERON ABSORPTION IN TITANIUM

ABSTRACT

To search for the absorption of deuterium gas intitanium plates and the neutron emission fromthis process, electrical discharges between twotitanium electrodes in a deuterium atmospherehave been performed. During the discharges, atemperature > 300° C on the surface of theelectrodes was measured. A typical charac-teristic of the phenomenon observed was thedeuteration of the electrodes. Pressure

reduction was notorious when the chamber waspreviously cooled with liquid air. Deuteriumabsorption seemed to be present in allexperiments whether or not liquid air was addedon the deuteration chamber. Sheets of CR-39plastic detectors, a Bonner sphere, and a fissionchamber were used to look for neutron emission.

RACE TO CLEAN UP WASTE

It is reported that European and Americanphysicists are back to transmutation. Animportant voluminous DOE-funded study ontransmutation is: Nuclear Wastes: Technologiesfor Separations and Transmutation , Committeeon Separations Technology and TransmutationSystems, Board on Radioactive WasteManagement, Commission on Geosciences,Environment, and Resources, National ResearchCouncil, published by National Academy Press,Washington, D.C. c1996 by the NationalAcademy of Sciences.

This study investigated high-energy beamdevices as a method of transmuting high-levelradioactive wastes and concluded that there wasno technology more cost-effective than geologicstorage. Apparently, some one is having secondthoughts. The example given in the NewScientist article is Technetium-99 which isproduced by nuclear reactors to build up six tonsa year of an isotope having a half life of 213,000years.

The transmutation is done by neutrons. Neutronscan transmute Technetium-99 into Technetium-100 with a half life of 15.8 seconds (which decaysinto Ruthenium-100, a stable element). Thephysics community has been attacking coldfusion, especially when transmutation isdemonstrated. "You can't do that with low

energy!", complains the physicists (except forsome notably more-intelligent physicists andelectro chemists who have repeatedlydemonstrated transmutation at low energies).

One of these days, maybe the New Scientist willeven discover New Energy.

By a vote in the senate of 19-1 and a vote in theassembly of 40-0, the Nevada legislatureadopted a resolution not to use Yucca Mountainfor the permanent storage of nuclear waste. Thereasons are: Rainwater percolates through therepository site in a relatively short 50-year timespan, therefore radioactivity could be carried byrainwater into the ground water. Also theseismic activity makes Yucca Mountainunsuitable for a long-term repository. TheNevada legislators are most concerned withpending national legislation that would removethe requirement for determining site suitability atYucca Mountain.

HANFORD PROJECT FINDS LISTENERS

The Hanford Individual Dose Assessment projectwas started in fall 1998, to provide exposureestimates of those “downwinders” living in partsof Washington, Oregon and Idaho during theearly years when Hanford experienced radio-active iodine releases. These downwindersprovided the state with information about theirlocation during the years of 1945 to 1957, anddetailed dietary items such as milk consumption,poultry consumption and sources, and whetheror not they grew their own fruits and vegetables.

A specialized database was then used tocorrelate all the information and come up with anestimate of the levels of exposure to theradioactive iodine-131 released from Hanford.

This project has received almost 11,000 inquiriesfrom all over the world, and some 8,000 of themhave already answered the dose assessmentapplications, according to information from thestate Department of Health. They consider theresponse overwhelming, and plan to extend theproject until spring, since it had been only beeninitially funded for 2,500 people.

JUST SAY NO!, NEVADA

The battle to keep high-level radioactive wasteout of Nevada, as lately seen in the summitmeeting on nuclear waste hosted by NevadaGovernor Kenny Guinn, has the congressionaland state leaders in almost unanimousagreement. The US House bill to use the YuccaMountain site for temporary high-level nuclearwaste storage has been called “a death sentenceon Nevada.”

President Clinton had promised to veto the bill,but Nevadans must rally enough support in theHouse to uphold the veto, and thereby avoidhaving it taken to the Senate. The vote maycome as early as next month.

MORE ON YUCCA MOUNTAIN

After over viewing the current state of Nevada’s17 year-long campaign to keep high-level nuclearwaste out of their state, and the President’spromise to veto the House Resolution 45 whichwould make Yucca Mountain the next dump, thisarticle goes on to point out some of the hazardsthere.

Nevada’s Nuclear Projects Agency needs 4.7million in funding for continued analysis ofscientific issues about a repository site, such asvulnerability to flooding, waste storage, corrodingcontainers and transportation of the rad wasteinto the environment. A major danger at theproposed site arises from the need to removecurrent defective storage canisters, andrepackage the waste they contain. Thisreplacement procedure is highly vulnerable tostrong ground motion, and the Yucca Mountainsite is only 31 miles from the Furnace CreekFault in Death Valley, CA, which has thepotential of a magnitude 8 earthquake, accordingto recent calculations.

Someone is not listening to which way the windis blowing. At the same time that NevadaGovernor Kenny Guinn is holding a nuclearwaste dump summit in Las Vegas, NevadaSenator Bill O’Donnell (R-Las Vegas) isquestioning the need to fight against high-levelnuclear waste being sent to the Nevada YuccaMountain site. His comments were made to thestate’s Assembly-Senate budget committeewhich watchdogs the Federal investigation overthe suitability of the Yucca Mountain area. Sen.O’Donnell doubts the ability of the state to stopthe Federal plans at all.

In a Nevada poll released in January, theopposition to the dumping numbered 77% of thesouthern Nevadans whose “backyard” is theproposed site. Only 6% supported it. Theradioactive dumping plan is considered the No.1 environmental threat to Nevada. The currentresidents and future generations have theirhealth and safety at stake here.

Report on the 2nd International Symposiumon Consciousness, New Medicine and NewEnergy held 26, 27 Nov., 1998, Tokyo, Japan.Shiuji Inomata (President, Japan PsychontronicsInstitute)

The symposium started with about 300participants at Ibuka Hall, Waseda University,(which was donated by late Mr. Ibuka, founder ofSONY Corp.) at 10 a.m. by my opening greeting,which was followed by a welcome speech byProf. Okushima, President of Waseda University.The president stated that it is very significant tostudy phenomena which have not yet beenunderstood by conventional science. Inmedicine, we have studied only Westernmedicine but we should study Ki (Spirit) andEastern medicine together with Westernmedicine from now on.

Prof. Brian Josephson, Nobel prize physicist fromCambridge University, UK, in his opening lectureentitled "The Paranormal and The PlatonicWorld," commented at the discovery of variousparanormal phenomena, conventional scientificworld view and orthodox physics have reached alimit. He also pointed out that the so-calledTheory of Everything (T.O.E) has collapsed andour science has entered in a new phase. BesideProf. Josephson, Mr. David Lorimer, Director,Scientific and Medical Network, UK, Dr. BrianO'Leary, Hawaii, U.S.A., Dr. Beverly Rubik, SanFrancisco, U.S.A. were invited as the overseasspeakers.

Six new-energy-related abstracts out of 15representations have been already printed in theNew Energy News, Jan. 1999, and thesymposium proceedings are now edited for thepublication. But my judgement as the chairmanof the organizing committee is that we arrived atnew paradigm science which could accommodateperpetual mobile-like free energy devices as wellas the paranormal phenomena in the 2ndsymposium. The symposium related TV programwas televised nation-wide on the evening of 31

Dec., and the viewers reportedly amounted toover ten million, and 80% of them recognized thereality of the paranormal phenomena, such asclairvoyance and metal-bending, therebyterminating the ESP controversies in Japan.

In an editorial in the Space Energy Journal(December 1998 issue), Don Kelly asks thequestion, "New Energy - What is it? and Whereis it?" In this editorial, Don Kelly makes thefollowing observation: "It is an appalling fact thatwe have not witnessed any tangible progress inelectrical engineering since the turn of thecentury, when Faraday's induction, or thespinning of magnets past electrical coils, becamethe practical and accepted way to produceelectricity for all applications."

Well, Don Kelly (and the rest of our readers), wehave a reply to that thought-provokingstatement. There has been new developmentsin new energy production. Please read at leastthe first page of U.S. Patent 5,018,180 (inventor:Kenneth R. Shoulders). The first line of theAbstract states: "Disclosed are apparatus andmethod for obtaining energy from high electricalcharge density entities." This author has writtenmore about "high-density charge clusters" thanall other writers and can assure you that this is anew technology that may just revolutionize theway we produce and distribute energy.

Some years ago, NEN was contracted by thosewhom we call the "Cincinnati Group". Theydiscovered some interesting phenomena whichturned out to be due to the formation and use ofhigh-density charge clusters in a water solution.Dr. S-X. Jin, Chief Scientist for Trenergy, Inc.,has provided the best (to date) analyticaldescription of these high-density, electron,charge clusters. This technology is new. Thistechnology is important. We now stand on thethreshold of a new method of handlingradioactive wastes (the LENT reactor), and forthe future handling of high-level, radioactive,spent-fuel pellets. This is the second importantapplication of this charge-cluster technology.

Kenneth Shoulders and the Cincinnati Group arenot alone in the discovery of the importance ofthis new technology. One scientist in theRepublic of Belarus and a scientist in Russiahave also rediscovered this technology. In Chinasome work is being pursued that is very close tothis technology – by translation they call itpseudo-sparks.

This may not be the kind of new-energytechnology that Don Kelly would like to see. Don,and many of the rest of us would like to havesimple devices that we can make at home andpower our houses. We are about as likely tomake these charge-cluster devices at home aswe are to make our own transistors. Althoughevidence for these charge clusters has beenreported in the literature for more than 80 years,it took a laboratory genius like KennethShoulders to discover the true nature of theseenergetic little (typical ring of charge clusters areabout one thousandth of an inch in diameter)toroids of energy and to tame them.

It took while for the world to convert Faraday'sstudies of electromagnetic induction into usefuldevices. It will take a lot less time to convert KenShoulders' important discovery into new-energydevices and systems. Very early next centuryshould see the commercialization of this newtechnology. In the meantime, Don Kelly (andthe rest of you) don't give up on mankind'singenuity and ability to solve our energyproblems. Worry more about those who will denythe possibility of such an enormously important

development. But those kind have always beenwith us and have informed the world thatheavier-than-air craft, missiles, atomic energy,cold fusion, and many other new developmentswouldn't fly or couldn't work. One of the frequentand least-intelligent comments is "If it were thateasy, it would have already been discovered!"

VOICE-RECOGNITION SOFTWARE

Bill Gates says, "Many companies, includingmine, are investing heavily in it." Later he says,"To be really useful...the software has to get a lotcloser to perfect." Bill Gates, who would allowhis company to produce an operating systemthat can be modified by a program and therebyhave to reinstall the operating systemperiodically, is ill-informed about the latest voice-recognition software. The Utah-based fonixcorporation (they like lower case) is marketingtheir phoneme-based voice recognition softwareto medical doctors. The result, after about thirtyminutes of training, is that the transcription isless error-prone than the old-fashioned dictationand transcription. Now the doctor's remarks godirectly into the patient's records. Evenbillionaires have a hard time keeping up with thelatest technology.

as well as the burning of agricultural wastes."Thoughtful question: Why is there no mentionof any kind of new-energy device or system. Thepredecessor agency to the current Department ofEnergy was Energy Research and DevelopmentAdministration (ERDA) and that agency fundedthousands of studies on solar, wind, geothermal,tide, and biomass projects - almost none ofwhich were commercially viable. Why is thefederal government so destitute of new-energyconcepts and so reluctant to fund something thatmight be more cost effective than currentpolluting systems of energy development? EvenNEN doesn't have an answer to that question.However, we do have answers to the problem ofproducing cleaner and less expensive energy.

MAKING ION THREADS

EDITOR'S SUMMARY

Wm. Beaty reports on an interesting andrelatively easy-to-replicate experiment. Here ishow to do it: Put one cm of hot water in a flat-bottomed pan. Add a few chips of dry ice. Thiswill produce a white mist much like that producedin a Wilson Cloud Chamber. Now take a 10,000volt (or thereabouts) high-voltage, low-amperage,direct-current power supply. (Such voltages areused in all cathode-ray tube devices like TVs andcomputer monitors.) Attach the cathode wirefrom the power supply to a needle. Connect theanode side to the bottom of the pan. Point theneedle in any direction and you should get a flowof emitted ions -- an ion wind.

Point this ion wind at the surface of the cloudabove your pan of water with dry ice. The authornoted that there were parallel threads of ionsemitted from such a wire and needle. Also, hairson the back of the hands would emit suchstreams of ions. The item of most interest isstated: "The big mystery is: If these threads aresimply charged wind, why do they form suchnarrow streams? Charged wind should self-repeland fan out. In addition, the streams move veryfast, considering that they are made from air. ...

Something is binding these streams together sothe like charges don't spread. Something isaffecting their boundary layer and preventingimmediate turbulent disruptions."

that the figure of 15,000 wells is accurate. Thismeans that about 50,000 barrels of oil per dayfrom U.S. internal production has now beenpermanently closed. This means that with $20per barrel for oil, about $1,000,000/day ofadditional U.S. dollars must be sent abroad topay for oil that we no longer pump out of U.S. oilfields. That is about $365 million per year lost tothe U.S. and gained by foreign oil-producingcountries.

HUBBLE FINDS MORE GALAXIES

The farther the Hubble Space Telescope looksinto space, the more galaxies that are found.Earlier, astronomers estimated that there wereabout 80 billion galaxies in the universe. Now,the universe has grown to an estimated 125billion galaxies. Want to bet that with the nextimprovements in celestial observation, theuniverse will expand again? The currenttime/distance that the Hubble Space Telescopesees is estimated at eleven billion light-years.That figure is considerably older than theuniverse was thought to be just a few years ago.The limits to the universe are predicated on theconcept of a Big Bang. The Big Bang was anexplanation for the concept of the red-shift oflight. The farther away the star (or galaxy) is, theredder the light, which was interpreted by theidea that the farther away a galaxy is, the fasterit is moving away from us. A simpler explanationis that light loses energy as it travels throughmillions of light years of space. Now thatAnastasovski has shown an interaction betweenphotons and charged particles -- the photon canlose energy by such an interaction. Therefore,the photon having less energy would appear tobe red-shifted. There are a lot of chargedparticles in the space between here and 11million light years away. Now we have explainedthe red shift, we don't need the Big Bang. Whichleads me to forecast that the better thetelescopes and observatories the bigger theuniverse will get. Anyone want to try to 200million galaxies and growing?. Ed.

EARTH ENERGY TAP

ABSTRACT

To explain the trans-membrane potential of thecell (TMP), biology adopts an unprovedhypothesis of a process by which sodium, Na, isexchanged with Potassium, K, inside and outsideof cells. The exchange is called the sodium-potassium pump (SPP). SPP leads toelementary contradictions, as noted in theliterature. SPP leads to elementarycontradictions, as noted in the literature. SPP isa best-choice hypothesis based on the exclusionprinciple: namely that it assumes as impossiblecold nuclear fusion of sodium into potassium atthe living cell level.

Yet, the biological SPP process may well be acold nuclear fusion and transmutation of sodiuminto potassium, in the presence of oxygen (SPT).SPT is the most important process sustaining theliving cell and its physiology. SPT and fusion arethe basis of understanding several othermechanisms and similar cold nuclear fusions andtransmutations in biology and medicine.

The SPT nuclear process is a continuous one inthe human body. It is the core for the sustainedfunction of the heart, and the key for perhaps allcellular metabolism. It explains why the excessof potassium in the blood stream prohibits theSPT nuclear reaction, leading to lack of energy,cardiac arrest and death.

AUTHOR’S CONCLUSION

The assumption of nuclear fusion in biology is notcontradictory. It leads to an understanding ofbiological processes without contradictions. Afterover 10 years observations of PAP IMI electricexposures on living cells, we are led to a correctassumption that the process known today inbiology as the sodium-potassium pump isincorrectly assumed to be a molecular exchange.It is, actually a nuclear process of fusion underelectrical excitation of a Na nucleus, firstly by thecharged cell membrane, and secondly via anendothermic catalytic action of ATP.

APPLICATION: This is a way to harvestelectricity where you already have a high heatapplication (furnaces, water heaters, etc.)--not apreferential way of producing electricity...unless,like the military, you are determined to eliminateall moving parts (except cooling fan) at any cost.

AVAILABILITY: About 20 Midnite Sun furnacesare available for $2500 as beta site units--pref.sold to end-users located in the Seattle vicinity,and who can provide the most salient feedbackduring this latter development phase. The unitsconsist of a 25K BTU/hr. heater (comparable toa wood-burning stove) with thermo/photo/voltaiccells built in.

OPERATION: Pressurized propane or naturalgas flame heats silicon carbide ceramic emitterwhich glows white hot. Forced air is mixedw/propane to increase flame heat to just under1300°C required to induce the requisite IRfrequencies from the emitter.

144 cells are positioned 1 inch away. Betweenthem is a dielectric (I think they meanDICHROIC) filter: a glass w/sprayed-on layersthat reflects higher (non-electricity producing) IRwavelengths back at the emitter, cooling the cellswhile increasing emitter efficiency by re-heatingit.

Cells respond to 1.7 microns & slightly higher(whereas conventional silicon cells are optimizedfor 1.1+ microns).

OUTPUT: The unit produces 100W, 15W ofwhich is diverted to the forced air system,leaving an available output of 85W @ 12V or24V. The fans improve heater efficiency bycirculating warm air.

The Midnite Sun heater is about 1/4 aselectrically efficient as solar--about 1.5%efficient--when comparing equal collector area,and assuming optimum energy input: in peaksunlight, ~1KW falls on a sq. meter of PVmodule; Midnite Sun, ~40W.

NASA has just awarded $600,000 to a projectthat the space agency hopes will duplicate thecontroversial experiments of a Russian scientistwho claims to have invented a device that blocksthe force of gravity. NASA's interest in antigravityis both obvious and practical -- anything thateases the burden of getting big rockets out ofEarth's gravity well and into space is a goodthing. If a device could even partly shield arocket from the Earth's gravity, the spacecraftwould need less thrust to achieve orbit. Mostscientists think this is impossible, but E. E.Podkletnov, a materials scientist at the MoscowChemical Scientific Research Center, is not oneof them. Several years ago, Podkletnov claimedthat he had performed experiments in which aspinning, superconducting disc lost as much as2 per cent of its weight. In practical terms, thatdoesn't sound like much, but to a scientist, it's anastounding claim. And that's when NASAofficials got interested. NASA is now paying anOhio-based company, SuperconductiveComponents, to build a 12-inch (31-centimeter)super-conducting disc to continue a series ofexperiments on gravity shielding. The firstexperiment didn't work, but it wasn't exactly asspecified by Podkletnov, because the first discwas too small. "For a small disc four to fiveinches in diameter, we didn't see anygravitational signal much above the noise of tensof nanogees," says Ronald Koczor, a physicist atNASA's Marshall Spaceflight Center inHuntsville, Alabama.

However, Koczor and David Noever, also atMarshall, believe that the experiments are worthpursuing. "We're trying to get a 12-inch disc. Wesucceeded in pressing one last November, andwe're trying to set it up to put radio-frequencysignals into the disc," Koczor says. The RFsignals used by Podkletnov, ranging from 100 to1000 megahertz, were evidently an importantfeature of his experiment. According to Ho Paik,a gravitational physicist at the University ofMaryland, they are probably wasting their time."Gravity's produced by mass - it's not producedby quantum mechanics," he says. "I can't seewhy you'd do an experiment based upon physicsthat's completely wrong.” But the team seemsundaunted. A test-of-principle-model of the Solar VibrationVehicle (SVV) based on the direct conversion ofsolar light into energy of mechanical vibrations isdescribed. As an engine to propel SVV in givendirection was used Thermo-Hydraulic Actuator(THA) [1] that consists of a chamber with anactive liquid and optical fiber to deliver energy oflight inside. The direction of motion was changedby deviation of point where the radiant energy isabsorbed inside THA with regards to center ofgravity of SVV. Motive forces is due to elasticinteraction of bottom of SVV with a rigid supportthat puts SVV in motion without any wheels byperiodical motion of liquid inside. The frequencyof THA was about 20-1000Hz by duration ofeach mechanical pulse about 200microsec. Themodel of SVV with mass 50g has the velocity ofpropulsion about several millimeter per secondby power of light about 3W simulated bycontinuous wave of a laser beam. The powerwithin each of mechanical shocks within amechanical pulse was about in 10 000 timebigger than average power of continuous light.Since the energy efficiency for space isestimated as 30%, the project of a full-size-prototype of SVV is proposed. SPINNING SUPERCONDUCTORby Frank Znidarsic

My experiment with a spinning superconductivedisk has been completed. The disk was coupledto a sewing machine motor. The speed of themotor was varied with a variable auto-transformer. The maximum RPM was about1,000 RPM. The spinning superconductive discwas subjected to an RF field from the coil of atuned circuit. The frequency of the tuned circuitwas varied from 100,000 Khz to 40 Mhz with coiltaps and a tuning capacitor. The RF circuit wasexcited with a spark gap transmitter type ofarrangement. The disk was also subjected to amagnetic field from fixed permanent magnets.

The RF decay constant was observed after eachspark with an oscilloscope. The RF circuit wasrung at 400 times / second from the spark excitercircuit. The RF ringing would die down in about50 micro seconds. 5 liters of liquid nitrogen wereconsumed. No anomalous energy was observed.

We greatly appreciate Frank Znidarsic'sexperimental work. It might be of interest to notethat the Aspden Effect (rotational inertial changesaffected by spin up, stopping, immediatecontrasted with delayed spin up) was operated at3500 rpm. ["Discovery of 'Virtual Inertia’," NEN,vol 2, no 10, Feb. 1995, pp 1-2.] Other work withsuperconductive disks apparently used muchhigher rpms. An unpublished report found nogravitational effects until rpms of over 10,000were achieved. The T. Townsend Brown effect isonly achieved at very high voltages. It may bethat nature has secrets to disclose only at thesehigher than usual rpms, voltages, etc. Everyexperiment that is properly instrumented,conducted, and reported is valuable. Note thatthe most important feature of the originalMichelson-Morley experiment could beinterpreted to show that the aether revolves withthe earth. Many interpreted the negative resultsas no aether . Later Michelson and Gale did shownon-negative results in measurements of theaether.

Archival material from the Canadian electricalengineer, Wilbert Brockhouse Smith clarifies theproper procedure for the well-known Smith Coil,a caduceus winding demonstrated to have theproperty of producing longitudinal wave and non-Hertzian effects (see research by Toby Grotz,Glen Rein, William Van Bise, ElizabethRauscher), including transmutation. The properwinding is on a ferr i te rod with adiamter-to-length ratio of 1 to 7 - e.g., 1cmdiameter, 7cm long.

This ratio is all-important. For the 7cm rodlength, 14 solid wire Teflon or enamel coated isrecommended, while for the 3½ cm length, 18wire applies. The method of winding is shown inthe illustration below. Place centre of length ofwire behind, then pass right side over left. At therear, pass left side over right. Wind tightlytogether until the complete rod is covered. Endsare connected to equipment such as the TensorEnergy Convertor. The Smith Coil design wasan attempt by Wilbert Smith and his researchcolleagues to make do without a Marconi Coilthey were unable to find.

DSPs are used extensivelyin all types of equipment from automobiles (inyour carburetor, for example) to your VCR orDVD player and, of course, in your cellularphone. Some DSPs are used to control motorsand make them more efficient -- you probablyhave such in your home refrigerator or othermotor-driven applications. Texas InstrumentsInc. is currently the lead of the DSP market witha 45% market share. TI likes DSPs so much thatthey have spun off all of their business that is notDSP! The 1997 market for DSPs was estimatedat $1.44 billion and growing rapidly. Many of thenew energy devices that are being developed willprobably be controlled by DSPs. (Trenergy, Inc.has acquired a 25% interest in a company that isusing DSPs for voice recognition and control.

In a newly published book called Cold Fusion:Secret Energy Revolution, author Antony C. Sutton,D.Sc., declares that cold fusion in several variantsis already working in research labs around theworld and will soon be brought to market by severaldifferent companies.

"Conventional wisdom holds that 'free energy' isimpossible," Sutton says. "Free energy is definedas absence of fuel costs (coal, oil etc.). There isalways a capital cost. According to orthodoxscience, high temperature and pressure is the onlyway to release the energy of the atom.

"This position is now proven wrong. Cold fusiontoday has many variants including catalytic, vaporphase, [and] solid state and has been verified inover 200 laboratories world wide. These includeU.S. government labs... Numerous private firmsworldwide have also confirmed, including Fiat,Motorola, Westinghouse, Toyota, EPRI (ElectricPower Research Institute) and Stanford ResearchInstitute," he says.

Sutton's book reveals that a New Jersey companycalled BlackLight Power, Inc. is on the verge of

announcing a catalytic hydrogen technology that"originates in cold fusion." Another companycalled Catalytic Fusion Power, Inc. "uses astandard, off the shelf carbon platinum catalystwith deuterium gas" to produce power. Thistechnology is currently being scaled up to amarketable level and has been financed by DARPA(Defense Advanced Research Projects Agency),Sutton says.

"Free energy is here with water as fuel and willrevolutionize our world. One device is the size ofa thermos flask, uses water as fuel and lastsindefinitely," Sutton declares.

According to Sutton, the U.S. Department of Statehas announced the First International Conferenceon Free Energy, to be held in Acheson Auditoriumin Washington, D.C., April 29-30, 1999. The StateDepartment realizes that "oil, gas, coal and atomicare on the way out. Middle East oil [is] no longeressential," Sutton says, adding that this will have arevolutionary impact upon the global economy.

temperature around 36.5°C while (Th-To)/Th isconsidered as a dogma, you know. This examplecan simply show, Nature alone knows the conditionto product energy beyond Carnot limit postulated byhuman being for machines.

I have decided to make following step-by-stepactions to promote idea of direct solar energyconversion.

1) In spite of the fact that I am not citizen of USA,I plan to first release ideas of beyond-Carnotconversion within a project for DOE with a chanceto obtain up to $100 000. Key points of projects willbe used for a book only after the project either isaccepted or declined.

CASIMIR FORCE

I have a question for the readers of NEN on theapparent experimental proof of the Casimir Force.I would like for any reader to explain how suchcould be distinguished from the van der Waal'sForce.

For the van der Waal's Force to exist, it must notbe a boundary ending at the "edge" of an atom's /molecule's "surface". It must extend beyond saidsurface. Therefore, since it must do so, how faraway does said pull effect extend?

How can one prove that what is actually beingmeasured / detected is nothing more than thisextension of said van der Waal's Force?

There is in science, normally more than oneexplanation for any one phenomenon. It is likewisepossible to come to the same "conclusion" fromentirely different, sometimes counterintuitive,theory / postulates or the experimental results mayprove the postulate, yet, be unable to prove sameas the sole origin of result.

In case this is not clear, as three examples: TheSommerfeld Fine Structure Constant can becalculated from no less than 7 different and distinctequations. The existence and numbers ofelectrons in the orbital shells from at least 5different and distinct equations, one completelycounterintuitive; replace mass with holes. The socalled background radiation is likewise just aseasily explained as the radiation given off by theextremely cold [3.7°K] free hydrogen molecules inthe space between and far away from the galaxiesin same. However, the only explanationpromulgated by the establishment is that thisradiation is the leftover remains from thespeculated Big Bang, so proving their theory.Afraid not. It is Occam's Razor distorted to suittheir beliefs to the exclusion of any others.

[Bert has asked an excellent question. Accordingto the Encyclopedia of Physics, the van der Waalsforces are described thus: "These electric fieldscause the electrons in the neighbor to correlatetheir motions with those of the first molecule,leading to dynamic dipole-dipole, dipole-quadrupole, quadrupole-quadrupole, etc.,

TheCasimir force is related to the forces that appear toform when short-wave electromagnetic energy islimited to the space between two closely-spacedconductors with the concept that the forces on theoutside of the closed-spaced conductors cause theplates to be pushed toward each other by theoutside electromagnetic energy. I have no real complaint, other than mostreferences state (i.e., in Scientific American, etc.)That the photon is massless. Likewise in all currentrevisionist scientific dictionaries. I believe I sentyou my paper on the “non-defined” photon whichgave these references. Your reference saying “thephoton has mass” by another would lead thereaders to believe that my entry was wrong. Suchwas not the case. There is no need to print anyerrata on this as it is nit-picking. If any reader pinsme down, I will send them why I said so, along withmy paper on photons.

As a response to the recent item on Inomata’s anti-gravity contribution the following: while I like to givemore general comment on his formulas on a laterdate, I like to say something about his article ingeneral. In the last equation in which he describesthe mass-loss of the gyroscope, Mr. Inomata sayshe cannot explain direction. In Europe, there arefirst signs of a movement (Crane, Monstein) thatlook at physical phenomena in hydraulic terms andthereby use Bernouilli laws. The nearest Englishlanguage equivalent being the P. Tewaricontribution. In my own gravity theory, I follow thisapproach and explain gravity as being caused byleft rotating horizontal vortices. Unlike Inomata, Isee the difference between left and right rotation asa very basic item (the heart of the matter).Reasons for this is that in my hydraulic physicalmodel, matter is asymmetrical. The macroscopicalequivalent of this is a compass-needle with histypical inclination. This because, like in matter, theaether-flow around it is not two-axle of the needlein a helix-like fashion which only harmonizes withthe earth-current when forming an angle with it.

It follows, therefore, that in the subspace wherenuclear particles interact there is an enhanced field(fundamental, and not Coulomb) barrier along thestring of the fundamental field that is greatlyreduced in the orthogonal plane.

Consequently, the encounter of interacting particlesdepends chiefly not on the relative energy of theencounter (temperature), but on the mutualorientation of the spins of the particles interactingin low-temperature nuclear fusion (CF), since theaxial symmetry noted above is related to theorientation of particle spin; artificial orientation ofthe spins of particles interacting in CF should havea substantial effect on the course of the process.

Experiments conducted by us showed that even aconstant magnetic field has a substantial effect onthe entire course of the process and on the yield ofneutrons in particular.

According to FFT a physical vacuum is not a"curved void," as generally assumed, but a realmaterial substance consisting of elementaryvacuum particles resulting from annihilationconversion of, for example, a proton and anantiproton or an electron and a positron.

In other words, proton-ant iproton andelectron-positron vacuums are a physical reality.However, elementary vacuum particles exist not inour laboratory space, but in another layer ofenveloping space, and for us, making observationsin laboratory space, they are virtual particles.

Such, according to FFT, is the real nature, and notthe formal nature, of virtual states: particles thatreally exist, not in our space, however, but in aspace complementary (in the mathematical sense)to it. Elementary vacuum particles (EVP) and othervirtual particles are states.of the microworld thatmanifest themselves indirectly in laboratory spacethrough the results of processes taking place inother spaces.

According to FFT, all observable elementaryparticles are systems consisting of "bare"elementary particles and excited vacuum particles(EVP) that form certain quark structures. Thephysical vacuum not only plays a major role inspontaneous processes of nuclear decay, as shownin detail in [4, 5], but also in nuclear

reactions. The effect of the physical vacuum onthe process of CF has not been taken into accountpreviously.

Our analysis of the effect of the physical vacuumon the course of processes in low temperaturenuclear fusion has shown that interactions of nucleiwith the physical vacuum are not predominant butthat nuclear fusion itself is a side effect and not themain one.

This, in our opinion, and only this, explains the factthat in experiments with electrodes previouslystrongly saturated with deuterium, which one wouldthink should be the best way to bring about CF, it infact does not generally take place. We explain thisas follows.

Deep saturation of the electrodes with deuteriumprevents development of reactions involving thephysical vacuum. It is understandable that, havingsuppressed the main process, interaction with thephysical vacuum, we also suppress the side effect(fusion of nuclei) to an even greater degree.

From studies of fundamental field theory andcorrelated work with this theory it is known that thesolar system moves relative to the physical vacuumwith an extremely high velocity of hundreds ofkilometers per second.

Therefore all processes involving the physicalvacuum have daily, yearly, and secular temporalvariations. Consequently, a sufficient directcorroboration of the theoretical conclusion that thephysical vacuum plays a major role in processes ofCF would be experimental detection of temporalvariations in the process.The authors have data on experiments in CFcollected over 18 months. In all the experimentswe, like many other researchers, have observedspontaneous jumps in the yield of neutrons overseveral seconds. These intermittent processes, inour opinion, are entirely governed by. sporadicgrowth in the intensity of processes involving thephysical vacuum.

This theoretical conclusion was corroboratedexperimentally by the fact that these jumps inneutron emissions (by one to two orders ofmagnitude) occur predominantly at a particulartime of day.

According to our observations, statistically reliabledata indicate that the greatest probability ofappearance of spontaneous jumps in the number ofneutrons emitted takes place at the following timesin local time: 10:20 to 10:30 a.m., 11:40 to 11:50a.m., and 12:10 to 12:20.p.m. At another time ofthe day the probability of these processesappearing is substantially lower.

Since, according to our ideas, the processgenerally called cold fusion is in fact a process ofinteraction of nuclei with the physical vacuum andis only accompanied by a minor process of nuclearfusion, then the energy characteristics of theprocess cannot be entirely determined by nuclearfusion.

In order to check this theoretical conclusionexperimentally we tested and confirmed byexperiment the following consequences:

a) The process of neutron emission in anexperiment takes place even if distilled water isused as the electrolyte and the electrodes are notsaturated with deuterium;

b) the energy characteristics of the processdepend on the manner and magnitude oforientation of nuclei both in the electrode materialand in the electrolyte."
