The 2019 Indian general election is scheduled to be held in seven phases from

11 April to 19 May 2019 to constitute the 17th Lok Sabha.

The counting of votes will be conducted on 23 May, and on the same day the

results will be declared.

Legislative Assembly elections in the states of Andhra Pradesh, Arunachal

Pradesh, Odisha and Sikkim will be held simultaneously with the general

election.

Highlights of the Congress manifesto Introduce a Nyuntam Aay Yojana welfare program wherein ₹72,000 (US$1,000) per year will be transferred directly to the bank account of a woman-member in each family in the poorest 20 percent households in India. Create 1 million "Seva Mitra" jobs in rural and urban local government bodies. Fill all 400,000 central government vacancies before March 2020, and encourage state governments to fill their 2,000,000 job vacancies. Enact a law that requires all non- government controlled employers with over 100 employees to implement an apprentice program. Highlights of the BJP manifesto Double farmer incomes by 2022 by completing all major and micro-irrigation infrastructure projects, opening adequate markets and modern farm produce storage centers, implement minimum price supports for farmer produce, farmer loans and all-weather rural roads. Other parties The Tamil Nadu-based regional parties, and arch rivals AIADMK and DMK released their 2019 election manifesto on March 18 2019, with each promising to release the seven Tamils jailed after being found guilty for their role in the assassination of Rajiv Gandhi, a former Congress party leader and prime minister of India. The AIADMK has promised to press for the political rights of the Tamil people in the Eelam region of Sri Lanka, while the DMK has promised Indian citizenship to all Sri Lankan expats. According to the Deccan Herald, the AIADMK has promised a cash transfer of ₹18,000 (US$250) per year to "all families below the poverty level, destitute women, widows without income, differently-abled, landless agricultural labourers, rural and urban manual labourers and destitute senior citizens". The AIADMK has also promised to raise the tax exemption limit, and revisions to the GST tax law. The DMK has promised a probe into Rafale fighter jet deal between India and France, and a plan to distribute free sanitary napkins to working women along with starting martial arts schools for girls.

The Biju Janata Dal (BJD) released its manifesto on April 9 2019. It promises a ₹100,000 (US$1,400) zero-interest crop loan to farmers every year, a ₹500,000 (US$7,000) zero-interest loan to women-run self-help groups, 75 percent jobs reservation in Odisha-based companies to Odisha youth, free education to all girls and a marriage assistance grant of ₹25,000 (US$350) to daughters of poor families. It also promised to complete an expressway connecting the state's north to its south, as well as another expressway to connect its east to its west. The Communist Party of India – Marxist (CPM) 2019 election manifesto promises subsidies, less role for a free market and greater state control of the economy. It also promises raising the minimum wage to ₹216,000 (US$3,000) per year, restoring inheritance tax, and raising the taxes on individuals and corporations. In other aspects, according to CNBC India, the CPM manifesto "bring back the memories of the socialist era which bred monopoly and wasteful state subsidies" in India. The Samajwadi Party has promised an annual pension of ₹36,000 (US$500) to poor families in a form of a cash transfer to women. It has also proposed a new property tax of 2 percent on homes valued above ₹25,000,000 (US$350,000) as well as raising income taxes on the affluent. The party's manifesto promises creating 100,000 new jobs every year in India. The Telugu Desam Party released its manifesto on April 5 2019. It promised zero-interest loans to farmer without any caps, a grant of ₹15,000 (US$210) per year to each farmer as investment support, a grant of ₹100,000 (US$1,400) to each family with a daughter in the year of her marriage, an unemployment allowance of ₹3,000 (US$42) for any youth who has completed intermediate education, and free laptops to all students at the intermediate level. The Trinamool Congress' manifesto was released on March 27 2019. It promises a judicial probe into demonetization, a review of GST law by experts, and that it will seek to bring back the Planning Commission. The Trinamool manifesto also promises free medical care along the lines that the Trinamool state government has been implementing in West Bengal. Trinamool will seek to expand the "100-day work scheme" currently operating in India to "200-day work scheme" along with an appropriate pay increase. The Nationalist Congress Party (NCP) in its manifesto promised to open talks with Pakistan. The party said that if voted to power, the party will discuss terrorism with Pakistan.The party also wants to deepen relationship with Russia to weaken Russia's ties with China and Pakistan.

Parties and alliances

More than 50 parties are contesting these elections.Most of them are small with regional appeal.The main parties are the Bharatiya Janata party(BJP), and the Indian National Congress (INC). With the exception of 2014, no single party has won the majority of seats in the Lok sabha since 1984, and therefore forming alliances is the norm in Indian elections. In the 2019 general election, there are four main national pre-poll alliances.They are the NDA headed by the BJP, the UPA headed by the INC,the grand alliance of regional parties, and the left front of Communist leaning parties.Given the volatile nature of coalition politics in India, alliances may change during and after the election. The INC has not formed alliance in states where it is in direct contest with the BJP.These states include Himachal Pradesh, Uttarakhand, Rajasthan, Gujarat, Madhya Pradesh and Chhattisgarh.It has formed alliances with regional parties in Jammu and Kashmir, Bihar, Tamil Nadu, Maharashtra, Karnataka, Jharkhand, and Kerala. The party has not been able to form alliance with other parties in Uttar Pradesh, West Bengal, Andhra Pradesh, Northeast, Delhi, Punjab, Haryana and Goa. Early in the campaign in January 2019, Mayawati (president of the Bahujan Samaj Party) and Akhilesh Yadav (president of the Samajwadi Party) announced an alliance to contest 76 seats out of the 80 in Uttar Pradesh and the alliance will not fight in four seats, namely Amethi and Rae Bareli which they left for Congress and another two for other political parties. The alliance did not include Congress, with Mayawati stating, "Including Congress in the alliance will hurt SP-BSP prospects as Congress's votes do not get transferred" and "the policies of both these parties [BJP and Congress] have been mostly the same". The alliance was the second of its kind with a similar coalition formed 25 years ago in 1993.

India General Elections could be world's most expensive The upcoming general elections in India will be the most expensive in Indian history and perhaps one of the most expensive ever held in any democratic country, a US-based expert has said. "The combined US presidential and congressional elections in 2016 cost USD 6.5 billion. If the 2014 Lok Sabha elections cost an estimated USD 5 billion, there is little doubt the 2019 election will easily surpass that - making India's elections the world's most expensive," Milan Vaishnav, senior fellow and director of the South Asia Program at the Carnegie Endowment for International Peace think-tank told .

9,000 ATM screens in the Coimbatore district now display a common message: “No note for vote.” With the Assembly election just a week away and Tamil Nadu emerging notorious for bribing voters, the Election Commission has undertaken a systematic voter education and electoral participation (SVEEP) initiatives to ensure inclusive and ethical participation of the public in the assembly election. The slogan for Tamil Nadu is 100 per cent enrollment and 100 per cent voting depicted as #TN100percent in the social media. “Low cost, high visibility” initiatives of the EC include SVEEP messages on all ATM screens. “The EC has asked the banks to display the slogan “No note for vote” on the ATM screen saver.

The Election Commission The Election Commission of India is an autonomous constitutional authority responsible for administering election processes in India. The body administers elections to the Lok Sabha, Rajya Sabha, State Legislative Assemblies in India, and the offices of the President and Vice President in the country. The Election Commission operates under the authority of Constitution per Article 324, and subsequently enacted Representation of the People Act.

Political Parties' Expenditure On Online Ads May Double This Election According to Google's Political Advertising Transparency Report, the total spend on its various digital segments for Elections 2019 surpassed Rs. 86,311,600 since February 19 this year. Online advertising expenditure by political parties is likely to double to Rs. 400-500 crore this Lok Sabha election compared to 2014, riding on the growing smartphone penetration and cheaper Internet packs, experts said. According to Google's Political Advertising Transparency Report, the total spend on its various digital segments surpassed Rs. 86,311,600 since February 19 this year. A similar report by Facebook showed such expenditure at Rs. 121,845,456 for 61,248 ads. The 2019 general election is being held in seven phases across the country, from April 11 to May 19. The results will be announced on May 23. TikTok is media app for creating and sharing short videos. The application allows users to create short music videos of 3–15 seconds and short looping videos of 3–60 seconds. It is a leading short video platform in Asia, United States, and other parts of the world. Owned by ByteDance, the app was launched as Douyin in China in September 2016 and introduced to the overseas market as TikTok one year later. In 2018, the application gained popularity and became the most downloaded app in the U.S. in October 2018. As of 2018, it is available in over 150 markets, and in 75 languages. In July 2018, the app had more than 500 million users globally.

How Does TikTok Make Money? Agencies reported in October that ByteDance had not yet turned a profit, though its 2018 target revenue is over $7 billion. There have been rumors for months that the company is planning to go public this year. TikTok offers in-app purchases of coins, starting at 100 for $0.99 and leveling up to 10,000 for $99.99. Users can give coins to their favorite creators, who can in turn exchange them for digital gifts. Mobile intelligence firm Sensor Tower reported that TikTok users worldwide spent $3.5 million on in-app purchases during the month of October 2018, which is nearly four times what they did in October 2017. (It’s unclear what the platform itself earns from this, but Musical.ly had a similar system and received 20% of each tip.)

Ban in India On 3 April 2019, the Madras High Court while hearing a PIL had asked the Government of India to ban the app, citing that it "encourages pornography". The court also noted that children using the app were at risk of being targeted by sexual predators. The court further asked broadcast media not to telecast any of those videos from the app. The spokesperson for TikTok stated that they were abiding by local laws and were awaiting the copy of the court order before they take action. On 17 April, both Google and Apple removed TikTok from Google Play and the App Store. As the court refused to reconsider the ban, the company stated that they were confident about the existing users being able to use the platform even as downloads were blocked. They also claimed that they had removed over 6 million videos that violated their content policy and guidelines. The matter is scheduled for hearning on 22 April. Ban lifted in India On 25 April 2019 TikTok app is no longer banned in India, after a court in Tamil Nadu reversed its order of prohibiting downloads of the app on App Store and Google Play. Gross Domestic Product (GDP) released by the Central Statistics Office (CSO), estimated the growth rate of GDP at constant (2011-12) market prices for FY 2018-19 at 7.0 per cent. As per the quarterly estimates, the growth of Gross Domestic Product (GDP) at constant (2011-12) market prices stood at 6.6 per cent, during October- December 2018. Overall vehicle sales moderated 2.97 per cent year-on-year to 1,617,356 units in December 2018. Sales of Passenger Vehicles, Commercial Vehicles and Two Wheelers moderated 0.43 per cent, 7.8 per cent and 2.23 per cent year-on-year, respectively, during the month. Total Gross Goods and Services Tax (GST) collections grew to Rs 97,247 crore (US$ 14.10 billion) in February 2019, compared to Rs 85,962 crore (US$ 12.43 billion) in February 2018. As per quarterly estimates, at constant 2011-12 prices, Private Final Consumption Expenditure (PFCE) grew 8.37 per cent year-on-year, Government Final Consumption Expenditure (GFCE) rose 6.48 per cent year-on-year and Gross Fixed Capital Formation increased 10.64 per cent year-on-year during October-December 2018.

Merchandise exports from India grew 8.85 per cent year-on-year to US$ 298.47 billion and merchandise exports rose 9.75 per cent year-on-year to US$ 464 billion during April 2018-February 2019. Fixed Investment Rate (Share of GFCF to GDP) stood at 33.1 per cent during October-December quarter of 2018-19, compared to 31.8 per cent during the corresponding period of 2017-18. Overall year-on-year growth in the Index of Industrial Production (IIP) was 1.7 per cent in January 2019, which was at 7.5 per cent in January 2018. During April 2018– January 2019, IIP growth stood at 4.4 per cent year-on-year as compared to growth of 4.1 per cent year-on-year during April 2017–January 2018. During February 2019, production of eight core infrastructure industries grew by 2.1 per cent year-on-year, as compared to 5.4 per cent growth in February 2018. The growth of eight core industries during April 2018 –February 2019 was 4.3 per cent, same as during the corresponding period of last year.

At the end of December 2018, external debt was recorded at US$ 521.2 billion, compared to US$ 529.7 billion at the end of March 2018. SOME MAJOR ECONOMIC DECISIONS 1. The Cabinet Committee on Economic Affairs (CCEA) approved to provide soft loans to the extent of about Rs. 7900-10540 crore to the sugar industry. Government will bear the interest subvention cost @ 7 - 10% to the extent of Rs. 553 crore to Rs 1054 crore for one year. 2. The CCEA approved for the creation of a corpus of Rs. 2000 crore for Agri-Market Infrastructure Fund to be created with NABARD for development and up-gradation of agricultural marketing infrastructure in Gramin Agricultural Markets and Regulated Wholesale Markets. 3.The CCEA approved the Proposal of the Ministry of Information and Broadcasting regarding Prasar Bharati's "Broadcasting Infrastructure and Network Development" scheme at a cost of Rs.1054.52 crore for 3 years from 2017-18 to 2019-20. 4.The CCEA approved for the continuation of the Scheme of "Exploration of Coal and Lignite" with an expected expenditure of Rs.1875 Crore. 5.The CCEA approved for the implementation of the Central Public Sector Undertaking Scheme Phase-ll for setting up 12,000 MW grid-connected Solar Photovoltaic (PV) Power Projects. 6.The CCEA approved for increase in Minimum Support Price for Fair Average Quality (FAQ) of Raw Jute to Rs.3950/- per quintal for 2019-20 season from Rs. 3700/- per quintal in 2018-19 season. 7.The CCEA approved the Credit Linked Capital Subsidy and Technology Up-gradation Scheme (CLCS-TUS) with a total outlay of Rs.2900 crore. The scheme aims at improving the competitiveness of MSMEs by integrating various ongoing schematic interventions aimed at up- grading technology through Credit Linked Capital Subsidy 8.The CCEA approved for launch of Kisan Urja Suraksha evam Utthaan Mahabhiyan with the objective of providing financial and water security to farmers. 9.The CCEA approved for the Phase-II of Grid Connected Rooftop Solar Programme for achieving cumulative capacity of 40,000 MW from Rooftop Solar (RTS) Projects by the year 2022. 10.
