SUMMARY OF THE DEPARTMENT/PROGRAM

The Business Information Systems (BIS) Program was established in 1985 and offers three options for students to pursue Certificates of Achievement and degrees. The mission of the program is to meet the changing needs of the business community and high tech industries in Silicon Valley, as well as provide students with the tools and technical competencies to obtain employment opportunities throughout the Bay area.

The three specialized areas that are offered to students include Information Processing, Digital Media Design, and General Business. Additionally, there are six shorter Certificates of Achievement: Accounting Specialist, Bookkeeping Assistant, Business Systems Assistant, Computer Systems Assistant, Computer Applications Specialist and Information Processing Specialist. Three other Certificates of Achievement have been submitted for approval by the California Community College System Office. These certificates are Administrative Assistant, Medical Office Assistant and Digital Media Specialist. They were returned to the college for lack of information. Many courses are being revised and updated, and these revisions will be included in the three certificates when re-submitted for approval. New programs in Medical Billing Specialist and Human Resources Assistant are being developed for future offerings.

PART A: Overview of Program

1. Identify EVC’s CTA for this year.

EVC’s commitments to action in the Student Centered category revolve around three major areas, including Access, Curriculum and Programs, and Services. Within the area of Access, the goal is to grow enrollment by 5%; while the goals under Curriculum and Programs include expanding curriculum and programs by 10%, increasing certificates, degrees and distance education by 25%, and developing new non-credit community programs. In the area of services, the goals include improving intervention programs and developing a Learning Resource Center. Along these same lines, under the area of Community Engagement, plans have been made to establish and teach three to five courses at a site off-campus.

2. Identify your program/department’s CTA for this year.

Within the BIS Department, the three focus areas include the Student Centered category (Access, Curriculum and Programs) and Organizational Transformation and Community Engagement. In the area of access, the goal is to increase online and hybrid courses. In the area of Curriculum and Programs, the goals are to strengthen articulation with high schools, hold advisory committee meetings, and complete program review in spring 2009. In the area of Organizational Transformation, the goal is to increase attendance of faculty to statewide conferences and increase membership in professional organizations. The area of focus in Community Engagement is Curriculum and Programs. The BIS Department decided to provide short-term weekend classes for spring 2009. Refer to the table below for BIS Department CTA’s.

3. How did your program/department meet the overall CTA of the College? Describe how your program/department met the overall CTA of the College. Describe areas where your program/department needs improvement to meet the overall CTA of the College. Describe specific plan to achieve this goal.

EVC’s commitments to action included areas such as, growing enrollment, expanding curriculum and programs, increasing retention and developing off campus and non-credit programs. All BIS courses have been reviewed and will go through extensive updates and revisions. The process will begin in fall 09 and continue until all courses have been completed. The target date for completion is by the end of fall semester 2010. The BIS certificates and programs are also being reviewed to ensure that they are aligned with business and industry. The program review is the start of the process to begin making immediate improvements.

New class materials have already been selected and are currently being used in several of the individualized lab classes. Students are responding positively to these materials that are more

representative of industry practices. Enrollment has increased in the individualized lab classes, but is limited by room size and the number of stations available in the various timeslots.

BIS classes have been marketed. Marketing these classes and programs to high school groups and to current students will continue via campus information events. These events are vital in disseminating current information about BIS programs.

In the area of retention, BIS sends out a short note (postcard) reminding students about their class attendance. As a result of this, students return to class to find out what they need to do to meet the requirements in the time that they have left in the semester.

BIS works with the Director of CalWorks to create classes for their student population. These courses are sometimes written in workshop format to meet the required hours that students must be in attendance. These classes have a large enrollment and a good retention rate.

Students from various ethnic populations need additional assistance to help them succeed in their classes. Faculty usually recommends that these students enroll in classes that would increase their comprehension and language skills to allow them to progress further and complete the classes by the end of the semester. Tutoring centers are also recommended to the students to use for additional help.

The BIS Department is currently working on developing an updated brochure showing the degrees, certificates of achievement, and the certificates of specialization. This brochure will increase awareness of BIS programs and degrees. Two new certificates are being proposed to expand the BIS offerings. Online and hybrid formats have become common delivery systems for many courses. BIS courses are now being written in this format.

4. Identify the Following

Analysis of Unmet Goals

1. One of the crucial goals of the department is to increase attendance of faculty to statewide conferences to provide consistent exposure to innovative ideas in their areas of expertise. Faculty will need to expand their knowledge and skills regarding technological developments in business and in the global environment. The department plans to meet this goal by providing opportunities for faculty to attend conferences, workshops, and professional education. Webinars offered by publishing companies and professional organizations are also made available to faculty. @ One courses and online education are also available. These opportunities will prepare faculty with the knowledge and resources to develop more CTE (Career Technical Education) programs viable options.

2. Plans were made to establish 3 to 5 off-site BIS courses for senior citizens; however, this plan was postponed due to budget cuts throughout the state of California. This goal will be revisited once the budget cuts are lifted, and funds are available for program expansion.

3. Marketing the BIS program to the community to attract senior citizens to our campus to take BIS courses is one goal. However, this plan has also been postponed due to budget cuts.

List Five Accomplishments

1. BIS Advisory Committee meetings have been held in spring and fall 2008. The Advisory Committee made several recommendations that have been reviewed by the faculty and management. (See attachment 3 for complete Advisory Committee documents.)

2. Computers have been upgraded in RF-234 in 2007, in R4-231 & 233 in 2008, and now are being upgraded in RG-240 during spring semester 2009. MS Office 2007 has been loaded in all rooms along with updated medical applications for the lab classes.

3. Courses are being updated and revised with a goal of completion in fall 2011. Faculty and staff have revised courses to reflect the new Office 2007 software as well as the new medical applications. The course revision process will begin in Fall 2009. Although the courses have not been updated through the All College Curriculum Committee, current textbooks and student learning outcomes are being used by faculty and incorporated in their syllabi. The table in Part C: Student Outcomes is a projection of completion dates for course revisions.

4. Over the last several years articulation agreements have been completed with area high schools and the Central County Occupational Center. See Attachment 3 for complete Advisory Committee documents.

5. Employment and government agencies, in addition to businesses, frequently encourage their employees to upgrade their skills. Anyone who wishes to enhance their skills seeks testing centers for certification. Evergreen Valley College is an established testing center for Microsoft Office application certification and for keyboarding speed and accuracy tests. Certification tests for Office 2003 and 2007 are given to students and community members through a partnership with Certiport. Advertising is provided through www.certiport.com. The keyboarding speed and accuracy tests were developed in conjunction with the City of San Jose and the County of Santa Clara. Tests are administered to applicants who need to fulfill job requirements for City, County and other businesses throughout the Bay Area. The income from the testing fees is used to augment supply needs in BIS and CIT. Currently advertising is done through the City and County, as well as other agencies in the area. The income for these services is $860 for the year 2008-2009.

List Three New InitiativesThe lab course approach that is currently used is working successfully. However, different delivery methods that could be used such as, online, hybrid, and lecture courses have been discussed. This will be taken into consideration in the course revision process. The lab classes that are low enrolled are being reviewed to find different options to effectively offer these classes to meet the needs of the students. Ongoing review of the programs with the Advisory Committee will ensure that courses are taught effectively and continue to be viable to the program.

Other courses will follow once these are completed. This is an ongoing process. (See the table in Part C under Student Outcomes for a complete list.)

A special meeting was held with the Vice-President of Academic Affairs on April 29 th, 2009 to discuss how the BIS 200 lab course can be re-structured for the purpose of increasing student success and becoming compliant with Title 5 Regulations.

2. Establish and develop an ongoing relationship with counselors to provide current data regarding all BIS courses, certificates, and programs. Consider developing a counseling specialty area (BIS) so that this person will be an area expert for all students and faculty.

3. Develop a new brochure which will highlight the BIS certificate and degree programs, and revise the BIS web page on the EVC website to reflect current programs.

5. State the goals and focus of this department/program and explain how the program contributes to the mission, comprehensive academic offerings, and priorities of the College and District.

The goals and focus of the BIS department are to:

Revamp and streamline the course offerings so that program certificates are in alignment with the demands for specific careers and jobs in business and industry.

Implement the suggestions and recommendations of the BIS Advisory CommitteeThe points below are a summary of the suggestions from the Advisory Committee. (Refer to Attachment 3 for complete minutes of the Advisory Committee meetings.)

a. Include BIS 39, Professional Image, and BIS 135, Human Relations in the Workplace, in all certificate programs.

b. The following skills should be taught to students entering the workforce: critical thinking, multitasking, organization, adaptability, interpersonal and communication skills.

c. A Medical Coding Specialist program should be considered as a future program. d. An internship should be created within the BIS department for certificate programs

in Administrative Assistant and Medical Office Assistant.

Develop a BIS brochure to include updated information about new and updated courses and/or certificates offered in the BIS programs.

The demographics indicate that there is a large Asian/Vietnamese and Latina/o student population. From fall 2006-2007, the highest retention change was 27.5% and the highest success change was 12.5%. From spring 2007-2008, the highest retention change was 13.1% and the highest success change was 16.7%. The average change from fall to spring increased from 1.5% to 2.4% for retention and from 1.4% to 2.8% for success. In past years, the division has discussed suggestions on how to increase student retention. Some of these suggestions are still being used today such as, sending reminders (postcards) to students if they have been absent for a time. Another method is to do progress checks on the student’s performance in class and provide feedback to the student. Student contact via email or one-on-one is vital in the retention process. The different programs like EOP&S, CalWorks, Enlace, Aspire, and Affirm that send out progress reports to be completed for the program and the students are also helpful in the retention process.

A few recommendations to address the overall low success rates and low success in students of color is to collaborate with the Counseling Department to find out how we can best assist these students so that they could improve.

Identify students at risk.

Provide access to support these students.

Faculty presentation to the Counseling Department on areas of their expertise.

Provide assistance to students via VTEA funds (instructional assistants).

7. Identify enrollment patterns of the department/program in the last 6 years and analyze the pattern.

In regard to the highest and lowest enrollment patterns in the BIS department within the last 5 years, 7 courses had an average enrollment of 40 students (or higher) on an annual basis. The highest enrolled courses have included the following:

Other Indicators regarding Enrollment Patterns

In fall 2004, the total enrollment at Census for all of the BIS courses was 557 students. That number decreased to 448 students by fall 2008 semester, as a result of fewer sections being offered. Based on these two semesters, the department experienced an 8% decline. (See the table below for year to year statistics.)

8. Identify department/program productivity.

Out of 40 BIS courses, 13 courses consistently had five or fewer students enrolled in each section. The strategy used to effectively and efficiently handle this situation was to offer concurrent classes. This allowed the classes to be scheduled at the same time, using the same classroom, limiting enrollment to the seat and equipment capacity allowed. Learning materials were revised to meet the needs of the students in a lab class setting or self-paced class. This resolved the problem of class cancellations and allowed students to enroll in the courses that are required in their certificate program. Students receive personalized assistance from the instructor or lab assistants. Instructors constantly monitor the students’ progress to ensure that they are meeting the class requirements.

The remaining 27 courses had sufficient enrollments. These courses are requirements or a prerequisite to another class or have similar course content to a major interest that students are pursuing. The computer-related courses provide students the opportunity to learn a skill or enhance their skills.

9. Identify student success rate and patterns within the department/program.

In reviewing the success rates and patterns within the BIS department, the data indicated that in the Fall 2006 semester, out of a total of 436 students completing a class, 308 students (71%) passed with a grade of 70 or higher, and 128 students (29%) received a grade lower than 70%.

Comparatively, in the Spring 2008 semester, while the overall enrollment in the BIS department decreased to 365 students completing a class, the success rates increased to 81%. Out of a total enrollment of 365 students, 299 students (81%) passed with a grade of 70% and above, and 66 students (18%) scored less than 70%.

10. If the program utilizes advisory boards and/or professional organizations, describe their roles.

The BIS Advisory Committee meets with the BIS faculty twice a year during a joint CTE advisory meeting for all of the departments. These meetings are held during the months of October and May. The board members are professionals who work directly in business and in the healthcare fields. BIS faculty selects members by contacting professionals who may be interested or have expressed an interest in the Advisory Board. These meetings normally start at 5:30 and end at 7:30 p.m. The BIS Advisory Committee discusses new job trends and employment projections, as well as makes recommendations for the development of courses, certificates, and degree programs that will prepare students for the workplace. These recommendations are recorded in the minutes of each meeting, and are subsequently reviewed by the Dean and faculty members.

Part B: Curriculum

1. Identify all courses in the program and describe how the courses offered in the program meet the needs of the students and relevant discipline(s).

There are about 60 courses in the division. (See course list on pages 19-20). The majority of the courses that are taught are part of a certificate or degree program. The courses that are not part of the certificate or degree programs are standalone courses that could be taken as an elective. The courses also serve as review courses for students who return to school, change their major, or want to upgrade their skills.

The division has a number of students who take courses for personal use or for job advancement. These students usually do not enroll for certificates or degrees.

(See the Attachment 6 for the BIS major sheet.)

2. State how program has remained current in the discipline(s).

Courses remain active as prescribed in the catalog and curriculum. Reviews are done annually or whenever necessary by the dean and respective faculty to ensure that all courses are updated and revised to meet the needs of the students and keep abreast of current trends. Advisory meetings are held annually. Recommendations made by the advisory board are taken into consideration when updates and revisions are made.

The faculty remains current in their discipline by attending workshops and conferences or continuing education. The college offers workshops and professional credit courses, which help faculty and staff remain current in software applications.

Textbooks and materials are regularly reviewed to ensure that the most recent editions are being used in the course. The evaluation of the course content is also done regularly to align program changes and to keep courses current with needs for business and the community. Programs and certificates are reviewed on a regular basis for validity to industry requirements and demands. Advisory committees are very helpful in decisions regarding changes to these programs and certificates.

3. All course outlines in the program should be reviewed and, if appropriate, revised every six years. If this has not occurred, please list the courses and present a plan for completing the process. (curriculum recency)

The majority of the courses need to be revised and updated. It is recommended that a certain number of courses per semester be taken through the All College Curriculum Committee for approval. This process should continue until all courses have been updated. The progress should be monitored so that the completion is done in a timely manner. Some of the updates are minimal such as, transferring data to the new form. The plan is to have most, if not all courses, be revised by the end of year 2010. Courses that are no longer being taught will be deactivated.

4. Identify and describe innovative pedagogy your department/program developed/offered to maximize student learning and success. How did they impact student learning and success? Changes in the lab have occurred since 2001 when a full-time faculty was hired to teach in the two labs. One lab is the Computer Skills lab in which all of the keyboarding courses are taught --BIS11A, 11B, 11C, 12, and 115, and the Technical Skills lab, in which the following courses are taught—BIS 3, 8, 15, 16, 17, 50A, 50B, 106A, 106B, 156, 157, 160, 161, 162. These courses are taught in the same room and are scheduled concurrently. The concurrent schedule allows for maximum use of the rooms and for flexible scheduling needs of the students. As many of the courses are part of certificate or degree programs, it was necessary to offer the courses so that students would be able to fulfill their requirements in the shortest possible time. Course enrollment is sometimes low in some sections; therefore, concurrent scheduling was a viable solution to meet the needs of students. The room capacity was taken into consideration when filling each class to make sure that each student had a seat and the necessary equipment for the course. To date, the concurrent schedule is working in the best interests of the students.

Orientation procedures have been streamlined, and course guides have been rewritten and improved to accommodate the lab setting. The enrollment increased. The labs are more organized and are constantly monitored to ensure ongoing success. Knowledgeable and efficient lab assistants are hired to assist the instructor in meeting the learning needs of the students. The relationship between the lab supervisor, the adjunct faculty, and lead instructor is also an important factor in the success of the labs. The labs continue to operate effectively and efficiently to date.

Course outlines now include Student Learning Outcomes. The course requirements, course content, and testing tools have been revised to assist students in meeting the Student Learning Outcomes. Lab assistants in the BIS 200, Supervised Labs remain current with course content and textbooks. Students use the labs for completing their course assignments.

BIS Lecture courses: There are several lecture courses that are offered to meet the degree program requirements. Two such courses are Human Relations in the Workplace and Professional Image. These two courses are vital in preparing the students for employment. Human Relations is taught using a hands-on approach. Realistic workplace situations are covered to provide opportunities for students to handle and resolve problems. Professional Image gives students the opportunity to do professional wardrobe planning and deal with etiquette and ethics in the workplace.

BIS Lecture/Lab courses: BIS lecture/lab courses are designed to teach students software that is used in industry.  Microsoft Office applications are taught in an introductory course (BIS 109) which includes Word, Excel, Access and PowerPoint.  These programs are also taught as separate courses which go into more detailed aspects of the programs: BIS 102B, 104, and 107.  BIS lecture/lab courses are taught in a hands-on environment meant to increase student success.  Software applications are updated as necessary to keep current with industry needs.

Medical Billing Specialist and the Human Resources Assistant are two new BIS certificates that have been written. These certificates will go through curriculum as soon as course revisions have been completed. There is an active advisory board that meets yearly, and provides input to courses and programs. The courses and programs are reviewed regularly to validate that current trends are in practice and that growth in enrollment continues. The program offers three options for degrees. There are three certificates of achievement and six certificates of specializations. For a timeline for course revision, see the table in Part C: Student Outcomes.

Articulation agreements exist between the college and high schools, Central County Occupational Center, and 4-year institutions. This required meetings and discussions regarding similar curriculum offered at the schools. The outcome provided high school or Central County Occupational Center graduates who chose EVC to further their education to be able to receive credits for the articulated courses at EVC and jumpstart their educational process. This is a process that will continue.

Harry Lichtbach

Area of Expertise: Nineteen of my twenty-two years at IBM were in customer support (System Engineer), the other three were in software development, initially designing the user interface. In customer support I worked with customer personal supporting ad-hoc application generators for their users. This was the precursor to personal computers. The applications included data tracking, report generating, presentation graphics and text processing; applications performed today on personal computers using Excel, Word, PowerPoint and Access. I helped the support personal learn both how to use the products and how to teach their use. I sometimes, with the customer support personal, worked directly with the users in creating their application.When I began my career as a Community College professor, I taught computer competency courses (CIT10 at EVC) which included one unit of lab instructions in Microsoft Office.

Besides teaching Microsoft Office applications as part of a computer competency course (at West Valley College and EVC), I have also taught courses in Microsoft Windows, DOS (Disk Operating System), Word, Excel (EVC BIS102B), Access (EVC BIS104), Intermediate Access, and Office OLE(Object Linking and Embedding) integration.

At EVC I also work in the CII (Computer Individualized Instruction) Department where I am responsible for supporting a full range of office applications and computer competency courses. I also wrote the student guides for Excel and Access

Randy MartinArea of Expertise: My first assignment at EVC, several years ago, was teaching

in the BIS Keyboarding Lab, which I did for a few years. This academic school year, I have had the pleasure of returning to EVC to teach classes offered in the BIS Technical Skills Lab. I have also been teaching at Mission College for 18 years as an associate faculty member. There I have taught a variety of courses in the Computer Applications department.

How does my position contribute to program success? I have a computer and business background which includes experience in industry. Most recently, I have trained employees in the San Jose Evergreen Community College District to use the Microsoft Office 2007 programs, i.e., Excel, Word, PowerPoint, and Outlook. I have also taught computer skills to many California Community College faculty and staff for the @One program.

I have taught Microsoft Office program applications for OfficeStar, a company who trains individuals from local businesses. Also, I taught Excel hands-on skills to the Professors who work for CalState Teach. These experiences provided me with knowledge as to the needs of individuals using real-world tasks. In addition, these teaching experiences have assisted me in creating and using materials that I can effectively utilize to teach skills and provide relevant projects for the BIS 95, 107, and 121 courses.

3. Identify current schedule for tenure review, regular faculty evaluation, adjunct faculty evaluation, and classified staff evaluation.

Currently, there is no one in the BIS Department scheduled for tenure review. In regard to regular faculty evaluations, tenured faculty members are evaluated every three years; adjunct faculty members are evaluated every six semesters of employment at EVC.

Permanent classified staff members are evaluated annually on the employee’s anniversary date. Additional evaluations may be given whenever requested by the employee’s immediate supervisor or requested by the employee. Currently, evaluations are being completed for all eight classified employees.

4. Describe the departmental orientation process (or mentoring) for new full-time and adjunct faculty and staff. (Please include student workers such as tutors and aides.)

Each new full-time faculty member on a tenure track is assigned a mentor, who consequently serves on the Tenure Review Committee of that person. The new faculty member is guided by the same mentor until they are granted tenure after their fourth year at EVC. If, however, the mentor happens to retire or leave the college before the new faculty member/mentee is granted tenure, steps are taken to find a replacement until the new faculty member completes his/her fourth year at EVC.

For new adjunct faculty members, they are mentored by the Dean and a core group of faculty members in the BIS department. Some of the mentoring is also shared by the BIS Lab Supervisor, who is available to provide support services to all of the full- and part-time faculty members. In addition to departmental orientation within the BIS Department, Evergreen Valley College has a Teaching and Learning Center which provides orientation sessions at the beginning of each semester. These sessions provide new faculty with pertinent information about all of the resources that they are entitled to as employees of the San Jose Evergreen Community College District.

Classified staff members are trained by the area supervisor. Instructors in BIS consult with the supervisor on class requirements. These requirements are communicated to the staff members. Two to four times a year meetings are held for the individualized labs with the supervisor, staff members and instructors to discuss the service staff members are going to provide to the students and assistance that will be provided to the instructors. At these meetings there is discussion on the needs of the staff members and the support needed from the supervisor to assure that services run smoothly. Hourly student workers are trained in the same manner with help from the classified staff and instructors in the area. At this time, there are two hourly assistants, one for BIS and the other for CIT/BIS.

Supervisory and Classified Staff

These positions contribute to the BIS program success by providing support services in the labs for faculty and for students. Students are assisted and tutored on the class requirements and lab assignments for the BIS classes. Open Labs are provided for students so that they can get help with their class or lab work either one-on-one or in small groups. This time is in addition to their regular class time. Two part time hourly employees are working in the labs along with the regular employees listed in the table. They provide student support and additional faculty clerical assistance during the busy times of the day. See the table on the next few pages for details on all supervisory and classified staff.

Part E: Facilities, Equipment, Materials and Maintenance

1. Identify the facilities allocated to the program (including the facilities often used by the department/program). Discuss the quality and accessibility of the facilities, equipment, equipment maintenance, and materials available to the program. (Faculty and staff can use the Instructional Equipment request form and process here as part of the information.) Identify facility needs and its rationale.

The facilities allocated to BIS, in addition to CIT and Accounting, include four computer labs, RG-240, RF-234, R4-233, and R4-231. Each lab (except for R4-233) has one station with an adjustable table for wheelchair access. Special software that magnifies the screen and a trackball are also available for DSP students who need them. Current textbooks are available in each lab for lab staff members, and occasionally students may borrow these books.

2. Describe the use and currency of technology used to enhance the department/ program. Identify projected needs and rationale.

RG-240 is 1200 sq. ft., and has 31 Intel Pentium 4 CPU, 2.6 GHz processors with 1 GB of RAM and 75 GB hard drives and is used mainly for an Open Lab for students when the other rooms are dedicated to classes. In the evening, RG-240 is used for Art/BIS graphic design classes, usually two nights a week, and for an Open Lab for two other nights a week. BIS/CIT Web design classes are taught on Saturdays. Open Lab for BIS/CIT/Accounting and Art is held in this room from 10-3 daily and 9 a.m. until 3 p.m. on Sundays. Classes assigned to this room include BIS 91 – Introduction to Information Processing; BIS 125 – Web Design; BIS 35 – Graphic Design I and BIS 38 – Graphic Design II. Students use the Open Lab for MS Office applications and specialized applications such as, SAM, a training and testing tool, for the BIS 91 class.

RF-234 is 1200 sq. ft., has 31 Intel Pentium 4 CPU, 3.0 GHz processors with 1 GB of RAM and 110 GB hard drives and is used for BIS, CIT and Accounting classes. This room is also used for Microsoft Office classes, including BIS 109, Introduction to MS Office; BIS 102B, MS Excel; BIS 107, MS PowerPoint; BIS 104, MS Access, and BIS 95, MS Windows. MS Office applications are upgraded based upon recommendations from all faculty. Students are learning the latest versions being used in industry. Other classes taught that are not in the BIS Department include computer programming, introduction to computers and computerized accounting.

R4-233 is 900 sq. ft., has 15 computers with Intel Core 2 Duo 6700 at 2.66 GHz processors with 2 GB of RAM and 150 GB hard drives and 12 business calculators. It is used for the BIS Technical Skills Lab classes. These classes include: BIS 3, Electronic Calculator; BIS 8 Legal Terminology; BIS 17 Medical Terminology, BIS 15 Legal Office Projects; BIS 16, Medical Office Projects; BIS 50A, Microsoft Excel Review; BIS 105, Records Systems, BIS 106A & B Beginning and Advanced Microsoft Word; BIS 156, Punctuation; BIS 157, Proofreading; BIS 160, Computerized Medical Billing, BIS 161, Computerized Medical Office Procedures; and BIS 162, Medical Coding. Textbooks and application software are constantly updated to reflect industry practices.

R4-231 is 1520 sq. ft., has 39 computers with Intel Core 2 Duo 6700 at 2.66 GHz processors with 2 GB of RAM and 150 GB hard drives and is used for the BIS Computer Skills Lab classes. These classes include: BIS 7A – Business Writing Skills, BIS 11A – Computer Keyboarding, BIS 11B – Computer Keyboarding and Document Formatting, BIS 11C – Computer Keyboarding and Document Processing, BIS 12 – Production Keyboarding, and BIS 115 – Keyboarding Speed and Accuracy Improvement.

Maintenance is done by the Campus Technology Support and Services with help from a part-time department technician. The oldest computers are located in RG-240. We are in the process of upgrading to new computers spring 2009. The new computers for RG-240 will be Dell Optiplex 755 Desktops, with Intel Core 2 Duo, E8200/2.66 GHz with 4 GB of memory and 250 Gb hard drives. The current computers will be moved to the Linux Lab in RF-241 to upgrade the computers there for CIT and Computer Science classes.

The department is currently offering services such as, keyboarding tests/certificates, as well as Microsoft Certification tests to students and the community. The keyboarding tests cost $20, and the Microsoft tests cost $70-95. When test candidates are not successful, appropriate classes are suggested to bring the candidate up to the level of expertise required to pass the certification.

Identify projected needs and rationale.

Current equipment in the BIS department is capable of running software and meeting the needs of students and faculty for approximately three to four years. The software used in BIS classes are intended to meet the needs of employers as well as prospective employees. In the future, upgrading equipment and software will be required to align with common practices in the office environment. District software licensing for the Microsoft Office applications will be needed for new versions when they become available, so that students can be trained on current business software. Students gain an edge when they learn the latest versions.

The electronic calculators that were installed in the R4-233 lab will be sufficient for eight years or more. An additional adjustable table for R4-233 would be an advantage since it would provide wheelchair access in that room. Software usually comes with the textbooks, so current applications are available at no additional cost to the department.

Because many students own laptop computers, future labs should provide space to accommodate this need. At this time, the campus’s Wi-Fi system is available for student use with their laptops.

Part F: Future Needs

1. What faculty positions will be needed in the next six years in order to maintain or build the department?

Because of the budget cuts that are taking place throughout the California Community College system, there are no immediate plans to hire new faculty until the economy becomes more stabilized. With the anticipation that some of our faculty will be retiring in the next two years, it will be necessary to hire and replace one faculty member by the Fall 2011 semester. Depending on the development of new programs and courses, it may be necessary to hire additional faculty to fulfill this need.

2. What staff positions will be needed in the next six years in order to maintain or build the department? (Staff, facilities, equipment, and supplies will be needed in the next six years?) Provide rationale.

The BIS lab areas have adequate staff support from both full- and part-time regular classified employees at this time. (See the section on supervisory and classified staff for a complete list.) One full-time and two part-time staff members are dedicated to BIS with some help from four other classified employees and a part-time technician. At the current time, students receive the help they need with lab assignments from these classified staff members and from faculty in the area.

However, due to reduction in force during the Spring 2009 semester, the BIS Department lost one part-time evening and one full-time daytime Instructional Assistant positions. Assistance to students and faculty support will have to be scaled back due to this decrease in support personnel. Lab hours for students will have to be decreased from current levels.

Currently, plans are being made to modernize the Roble Building sometime in the next three years. The BIS Labs were upgraded with new furniture, freshly painted rooms and upgraded wiring over the last eight years. Additional upgrades will need to be included in the modernization project to fix the lighting, flooring and upgrade the network infrastructure.

District plans are being made to replace computers on a regular basis. The total cost of ownership cycle to replace computers will make it possible for the department to stay current with the technology and software used in industry. This cycle is set up to replace one fourth of all the District’s computers every year. By doing this, computers that are four years old will be sold as surplus or recycled for donation to charitable organizations. (See the detailed information about equipment in Part E.)

Funds for office supplies, reference materials, and testing supplies are currently available at an acceptable rate to cover the needs of the BIS department.

3. Identify budget allocated for the department/program through the division budget (fund 10). Discuss its adequacy and needs if applicable along with rationale. Identify any external (fund 17) funding the department/program receives and describe its primary use.

General fund (fund 10) allocations for BIS are $711,403 in the current college’s budget. With State budget cuts, cost of living allowances are not projected to be in the budget for the next few years. This funding is needed to keep current employees. Additional funding is needed for step increases for faculty and staff. Extra sections of classes, established and new, could be offered with additional budget.

Currently, EVC’s VTEA allotment is approximately $200,000. This money goes to vocational programs across campus, including BIS. For the 2008-2009 school year, BIS was allotted $16,770. Most of this amount was used for some of the computers purchased for RG-240. The balance of the cost of the computers came from the VTEA allotment from CIT. BIS VTEA funds were also used to fund hourly student helpers in the individualized and open labs.

4. What equipment will be needed in the next six years in order to maintain or build the department? Provide specific purpose and rationale.The BIS department is able to run current software and meet the needs of students and faculty for approximately the next three to four years. With the District’s plan to replace all computers every four years, under the Total Cost of Ownership program, the BIS department will be positioned to meet industry standards. BIS will continue to need the Microsoft Office licensing that is provided by the District at the present time. With the appearance of new programs, like the ones proposed in Medical Billing and Human Resources, additional software to support these programs will need to be investigated.

Instructors will collaborate with librarians to have books available for student use and to have the needed class references available for students’ use in the library. In addition, regular purging of technology books that are out of date will be essential.

For the Electronic Calculator class the current machines will be sufficient for approximately eight years or more. An additional adjustable table for R4-233 would provide accessibility for students in wheelchairs.

A change in configuration of the room(s) would allow for space to accommodate the students who want to use their own laptops in the labs using the campus’s Wi-Fi system.

5. What facilities will be needed in the next six years in order to maintain or build the department? Attendance: Soledad Santos, BIS Faculty; Janina Espinoza, EVC Job Placement Coordinator; Denise O’Dell, Executive Administrator, Sun Microsystems, Donna Mynhier, Administrative Services Supervisor, Kaiser Hospital, Marilyn Snapp, BIS Faculty, Denise Knecht, BIS Lab Assistant

1. The minutes of May 6, 2008 were approved.

2. The Medical Office Assistant certificate was reviewed by the board.

3. Soledad introduced a new certificate called Medical Billing Specialist. This is a certificate for students who wish to pursue jobs in billing rather than the front office. They would be working with insurance claims and billing. The board recommended that Excel and Bookkeeping for Small business be included. She will present the changes at the next advisory board meeting.

4. Other recommendations from the board included: teaching time management and prioritizing. These are skills much needed in the workplace. The typing speed should be a net of 50 wpm. It was also recommended that speakers from industry visit classes and talk to the students.

5. The members also expressed that meeting once a year would be sufficient. Email messages can be sent to members if there is a need to meet before the scheduled advisory board meeting.

6. The meeting adjourned at 7:30 p.m.

Soledad explained the purpose and role of the advisory board.

Everyone reviewed the programs in the catalog. The programs and certificates were discussed in length.

The following recommendations and suggestions were made by the advisory board:

1. The programs in Information Processing, Administrative Assistant, and Medical Office Assistant are viable programs. The healthcare industry is growing and is a stable industry. The need for Administrative Assistants will always be there. The field is becoming more competitive.

2. Expand the course offerings in the certificate programs to include BIS39 Professional Image and BIS135 Human Relations. These two courses teach vital topics that students must know and use in the workplace. Interpersonal skills and communication skills are two top skills required most by employees.

3. The following skills should be taught to students entering the workforce: critical thinking, multitasking, organization, adaptability, initiative in addition to interpersonal and communication skills.

4. A language course such as, Spanish or Vietnamese is useful but not necessary.

5. Students should acquire a speed of 50 words per minute with no more than 5 errors. Accuracy is very important. MS Office is highly recommended for students.

6. Medical Office Assistant s should also know Excel, as the spreadsheet is used in tracking and monitoring patients.

7. Include a keyboarding course for medical students. This would prepare them for keyboarding documents that are used in the medical field. Accuracy should be emphasized.

8. Include current job titles in the program description so that students are familiar with them when they apply for jobs. Examples: Patient Service Representative, Medical Administrative Assistant, Customer Service Representative

9. Executive assistant is a job title that means an upper level in the administrative assistant career path.

10. Medical Coding Specialist is an area that may be of interest to students who want to enter the healthcare field. Soledad will research this and create a certificate program for this position.

11. Externship (internship training) is a good idea, but must be arranged very carefully and followed through.

12. Invite guest speakers.

The next meeting will be in September. Soledad will contact members. The board members also agreed to invite other people who are in the same industry to become board members. The meeting adjourned at 7:30 p.m.

Business Information SystemsAssociate in Science Degree

The BIS program offers three options for degrees and certificates. Certificates will be awarded to those who satisfactorily complete with a grade of “C” or better the major requirements in any one option. A student will qualify for an Associate in Science Degree by completing all the major requirements in any one option, a general education pattern and 24 units and electives to total 60 units. Evergreen Valley College’s High School Connection

High School ArticulationEvergreen Valley College and San Jose City College help prepare students for their futures by collaborating with local educational institutions.

Tech PrepTech Prep is an integrated school-to-career educational partnership program.  We help students explore and train for career options by integrating high school/adult education with community college education.  We assist students to "jump-start" their future career pursuits.  With the Tech Prep program, students take articulated courses in high school/adult education that count towards college credit for advanced certificates and associate degrees.

What is Articulation?Articulation involves creating joint agreements between high schools/adult education programs and community colleges concerning the content of course curriculum.  Articulation agreements are created to allow students to receive advanced college credit for courses that they successfully complete at the high school/adult education level.

SummaryWorking with Instructors, provides tutorial and technical assistance to students either in a classroom or similar laboratory setting, who are involved predominantly in non-transfer or pre-college course work. Tasks performed require technical competence in the subject as demonstrated through classroom support, one-on-one tutoring and small group facilitation. Must be able to work with all students of varying ages and backgrounds including diverse cultures, learning styles and learning abilities.

Distinguishing CharacteristicsThe Instruction Support Assistant I is the first position in a two-tiered career ladder designed to provide support to and enhance learning. Advancement to Instruction Support Assistant II requires the formal education and experience stated in the class description, successful completion of probationary year, and demonstrated ability to successfully carry out two of the following as a regular assignment:

Support, tutor in, and assist with the highest level of courses offered in the discipline Coordinate a high volume walk-in learning lab, or multiple smaller labs Design and deliver demonstrations under the guidance of an instructor

Essential Duties and Responsibilities

Tutors students on an individual and small-group basis predominantly in pre-college and non-transfer courses in the areas of computer applications and technologies covering subjects such as keyboarding, MS Windows, desktop applications and office technology.

Reinforces and reintroduces information and materials presented in class and introduces alternative or expanded information not presented in class to enhance student understanding.

Tutors students individually and in small groups who are having difficulty in subject matter. Presents material using various methods to identify what works for which students. Assists students in acquiring problem analysis skills.

Provides individual tutorial assistance, small group discussions, computer-assisted instruction, and video-taped lectures. Applies tutoring and instructional support methods appropriate to student learning pace, including working with Instructors to select appropriate exercises particular to student needs.

Prepares orientation, and testing schedules. Provides technical assistance to students and instructs students in the proper use of tutorial and computer laboratory equipment. Demonstrates laboratory

materials and computer-assisted learning aids.

Administers tests and quizzes. Reviews corrected tests with students, and administers and collects placement examinations if applicable. Responds to student questions clearly, providing constructive feedback and positive support. May proctor tests in the absence of the instructor.

Creates written instructions for use of lab/center services and computer equipment, as necessary. Creates answer keys for all materials in instructional material files. Organizes and maintains reference materials related to software and tutorial program information (answer keys, answer sheets, laboratory instructions, modules, charts, signs). Organizes materials for ease of use, and may revise learning materials.

Tutors students in learning and test-taking strategies (e.g., flash cards, study guides, test-taking techniques, coping with stress, and otherwise alleviating test anxiety).

Performs regular and recurring clerical functions. Maintains attendance records. Ensures that students sign into the laboratory. Performs data entry and other clerical duties related to the area.

May schedule, train, and oversee student and other temporary employees. May also include monitoring of attendance and scheduling. Assists student and other temporary help in use of computer materials and equipment.

Serves as a liaison between the student, instructors and tutors. May assign a student tutor whose skills match the needs of the client student. If providing classroom support, may verify completion of student homework assignments and monitor student progress on assignments. Provides feedback to Instructors regarding student progress.

Performs other duties as assigned that support the overall objective of the position.

Qualifications Knowledge and Skills

The position requires in-depth knowledge of a full range of high school and lower division book keeping, business principles, business math, and computer-aided office productivity programs. Requires a working knowledge of bookkeeping, industry specific, or equivalent software applications. Summary

Provides tutorial and technical assistance to students either in a classroom or laboratory setting, who are involved in all course levels including the highest levels offered by the College in the discipline. Tasks performed require in-depth technical or professional competence in the subject as demonstrated through classroom support, one-on-one tutoring, small group facilitation and large group demonstrations. Must be able to work with all students of varying ages and backgrounds including diverse cultures, learning styles and learning abilities.

Distinguishing Characteristics

The Instruction Support Assistant II is the second position in a two-tiered career ladder designed to provide support to and enhance learning. Advancement to Instruction Support Assistant II requires the formal education and experience stated in the class description, successful completion of probationary year and demonstrated ability to successfully carry out two of the following as a regular assignment:

Support, tutor in, and assist with the highest level of courses offered in the discipline Coordinate a high volume walk-in learning lab, or multiple smaller labs Design and deliver demonstrations under the guidance of an instructor

Essential Duties and Responsibilities

Tutors students individually and in small groups to develop and increase skills in subject area ranging from pre-college to highest level offered in discipline including but not limited to: general business; computerized office productivity programs such as Windows, word processing, spreadsheets, databases, desktop publishing, and specific industry software; double entry bookkeeping; and business math. Reinforces and reintroduces information and materials presented in class and introduces alternative or expanded information not presented in class to enhance student understanding.

Recognizes and responds to students with learning difficulties by presenting material using various methods to identify what works for which students. Uses adaptive technologies as appropriate to give students access to learning modules, and applies alternative learning exercises and approaches. Refers students requiring additional support as appropriate and consults with Disabled Students Programs and Services.

Assists faculty, students, or other tutors on proper use of common office and special business accounting learning applications and internet to include entering, searching and printing information, and

Works with Instructors to maintain up-to-date knowledge of teaching and learning theories, alternative learning materials, and computer applications pertinent to programs and services.

In conjunction with Instructors, conducts demonstrations in lecture or similar workshop format to achieve specific learning objectives; explaining and demonstrating laboratory materials and examples of problems.

Analyzes assignments from instructors within the discipline to help determine requirements. Helps students determine if completed assignments meet criteria, class grade level standards, and the other specific requirements established by Instructors.

Anticipates potential challenges that will face students based on their particular needs including but not limited to learning styles, disability and English skills. Suggests strategies for students to overcome the challenges.

May schedule, train, and oversee student help, temporary employees and other tutorial staff. May also include monitoring of attendance and scheduling. Assists student and other temporary help in use of computer materials and equipment.

Applies tutoring and instructional support methods appropriate to student learning pace, including selection of appropriate exercises particular to student needs.

Prepares orientation, and testing schedules. Provides technical assistance to students and instructs students in the proper use of tutorial and computer laboratory equipment. Demonstrates laboratory materials and computer-assisted learning aids. Coordinates tutorial assistance, small group discussions, computer-assisted instruction, and video taped presentations.

Creates written instructions for use of lab/center services and computer equipment, as necessary. Creates answer keys for all materials in instructional material files. Organizes and maintains reference materials related to software and tutorial program information (answer keys, answer sheets, laboratory instructions, modules, charts, signs). Organizes materials for ease of use, and may rewrite/replace learning materials.

Performs regular and recurring clerical functions. Maintains attendance records. Ensures that students sign into the laboratory. Performs data entry and other clerical duties related to the area.

Administers tests and quizzes. Reviews corrected tests with students, and administers and collects placement examinations if applicable. Responds to student questions clearly, providing constructive feedback and positive support. May propose test questions for placement tests and may proctor tests in the absence of the instructor.

Conducts directed searches for learning materials in subject area. Consults reference works and/or performs internet searches to research concepts related to student assignments within the subject area.
