The UK ratified the Kyoto Protocol (KP) in December 1993The UK ratified the Kyoto Protocol (KP) in December 1993. The UK has been set a target of 12.5% reduction of
emissions as an average between 2008-2012
The UK is currently on Target to meet the commitments of the KP

This equates to a shortfall of 10.5MtC and an overall CO2 reduction of 14%

Low Carbon Consultants
The Carbon Trust (a company owned by the government) have granted CIBSE a £150k ($300k) grant to create a new register for
professionals trained and able to comply with Part ‘L’ of the Building p p y gRegulations 2006.
The register will be an important step forward in achieving better carbon performance for new and existing buildings.
The aim is to work with Government to enable the scheme to be approved so th t b lf tif li ith th B ildi R l tithat members can self-certify compliance with the Building Regulations, using their professional expertise to improve compliance whilst relieving
burdens on constructors and building control bodies alike.

Individuals on the register will be a primary source of assistance to those construction companies wishing to submit planning and building regulations
proposals for approval
Entrants to the register will have to undertake an examination. To remain on the register, consultants will be required to undertake continuing
professional development and to make annual 'carbon saving returns' toprofessional development and to make annual carbon saving returns to demonstrate how much carbon they have saved through their work as low
carbon consultants.

How can ASHRAE benefit ?• Perhaps the ASHRAE community could encourage a similar scheme

• Maybe, similar to the UK, local state law for building design could ti l t CO i i d ti t t P h USA St tstipulate CO2 emission reduction targets. Perhaps USA States
should consider setting CO2 reduction targets to meet the requirements of the KP.
• Poor design increases CO2 emission which contributes to climate change activities. Maybe ASHRAE design engineers have a personal responsibility to reduce carbon emission and aim for GOLDpersonal responsibility to reduce carbon emission and aim for GOLDLEED status at every opportunity!!!!

The Building Regulations Part ‘L’ was introduced on the 6th April 2006The Building Regulations Part L was introduced on the 6 April 2006 providing a mechanism for UK compliance with the EPBD and
subsequent International, EU and National CO2 emission reduction targets.
Energy conservation from Buildings will only increase in the coming years. The life expectancy of these documents is only 2 years. It is y p y y y
anticipated further revision will be released circa 2008
