ilwaukee Bicycle Works is a non-profit organization located on Milwaukee’s west side. Its vision is to use bicycles as tools for revitalization in this neighborhood and to become a hub of activity in the community,
providing exciting, sustainable, and innovative bicycle-based programs for youth and adults.
Milwaukee Bicycle Works plans to achieve this vision by increasing access to bicycling and its benefits through hands-on programs for youth and adults, volunteer projects, and a neighborhood bike shop that will serve as a center of community cycling on Milwaukee’s West Side.

This project will help Milwaukee Bicycle Works to achieve its mission by providing information on access to bicycles in the Washington Park Neighborhood1, the area in which it focuses its operations. It will examine the location of bicycle shops in the Milwaukee area from 1983 to present, the percentage of workers age 16 and older that use bicycling as their main mode of transportation and major race demographics across the City.
This project aims to determine whether or not there has been a change in both access to and use of bicycles in the project area. It will also compare these measures to the other neighborhoods in Milwaukee, Bay View and East Side, that contain a larger number of bike shops or a higher percentge of bicycle commuters to work.

ata components for this project were gathered from the Milwaukee Central Library, American Geographical Society Library (AGSL) and the US Census Bureau website. With the exception of the AGSL, all sources are free to the public1.
Milwaukee Central Library - Directories & Phone BooksTo determine the locations of past and current Milwaukee area bike shops, our group researched volumes of business directories dating back to 1983. In addition to City locations, historical bike shops outside the City were found, such as Waukesha, Brookfield, and South Milwaukee.
Directories provide the most complete information, such as address, owner, and number of employees2, while phone books only provide addresses. Therefore, directories were preferred for collecting historical information on bike shops. However, the Milwaukee Central Library does not have directories for every year. In a year where no directory was available, a phone book was used to record a bike shop’s name and address.
Using these resources, a data matrix was created for bike shop locations from 1983 to present. If a bike shop was listed subsequently and not on the original list, it was considered a “new” bike shop. Conversely, if there was a bike shop from the original 1983 list not in the successive directory, that bike shop was considered “closed” in the year previous to the directory being surveyed.
Lastly, we reviewed all bike shop location entries. Once all incorrect addresses were modified, the group began to collect the necessary GIS data.
American Geographical Society Library - GIS DataTo better understand the commuting habits as well as demographic shifts of Milwaukee residents over time, this project required the use of US Decennial Census data for the following decades: 1980, 1990, 2000 and 2010. For each decade, we received geographic and tabular data for Milwaukee County.
These datasets provided information on the two research items of interest to us - the number of workers 16 years and older who commute to work by bicycle and race demographics for Milwaukee County.
US Census American Factfinder - Census DataOther information pertinent to the project was collected from the US Census Bureau website3. The US Census Bureau offers a variety of free mapping services including interactive maps, searchable databases and demographic reports.

efore the group could create maps, the GIS data, otherwise known as shapefiles, collected from the AGSL and created from the directories was best served in a geodatabase. A geodatabase is a database format, similar to Microsoft Access, used
in GIS programs for storing and managing GIS data. The geodatabase for this project consisted of shapefiles and tabular data from the AGSL.
Building a GeodatabaseIn order to begin creating maps, a collection of shapefiles must be gathered from various sources and stored in a geodatabase. A geodatabase is created in ArcCatalog, a program for managing GIS data, by bringing in the previously acquired shapefiles.
To begin creating a geodatabase, use this icon: to connect to the folder where the project files are being stored. Once the files are stored in ArcCatalog, right-click on a file and click add to geodatabase (click the multiple option if converting more than one shapefile to a geodatabase). Creating the geodatabase allows the user keep track of data in a centralized location such as a computer’s local drive, flash drive, or CD for easier use when creating maps in ArcMap. Upon the completion of the geodatabase, various shapefiles and tabular data can be added per the user’s discretion.
Geocoding Historical Bike Shop LocationsTo map the point data that is the bicycle shops, each shop must be located by an appropriate location, such as a street address, using ArcMap. Within ArcMap, the user uses the icon to connect to the geodatabase. Since the
Historical Bike Shops database was done using Microsoft Excel, the spreadsheet was brought in to ArcMap from the geodatabase. To properly geocode the addresses, a location attribute, such as an address or latitude/longtitude value, is needed in addition to the city and state. When the spreadsheet is in ArcMap, right-click the spreadsheet and click ‘geocode addresses’, the program will then match the address in the spreadsheet with the locations real-world address.
Some addresses may not match using the geocoding spreadsheet and will have to be fixed manually. This process, called ‘review geocoded addresses’, is important to ensure all geocoded locations represent the true locations of the bike shops1. When the geocoding process is complete, additional layers can be added from the geodatabase into ArcMap to begin the creation of the final maps. To do so, again right-click the icon and right-click on the selected shapefile and drag it onto the map.

o understand how the data representing bike shops moved spatially through time, the project allowed for the utilization of the ArcMap ‘Time Series’ application. This function produces seperate maps for each specified duration of time and combines
them into a movie or .GIF file1. This allows us to better understand how the locations of historical bike shops changed over time from 1980 to present time.
First, right- click on the layer in which the time function will be used, go to properties, and click on the time tab. Click the box “enable time on this layer.” Arrange the drop-down options to mimic the picture below. Click apply and ok to go back to the main screen showing the map. Now that the time function is enabled and the parameters set, the time slider can be utilized by clicking the icon in the toolbar above the map. The time slider allows the user to visualize the representation of the point data. Therefore only the bike shops open in a given year will be represented on the map.
Google Map Files The group also produced Google Earth files, known as a .kmz file, from the shapefiles created previously in ArcGIS. By creating this file, a user can view the data in the Google Earth or Google Maps program2. Additionally, this file can be kept in cloud servers such as Google Drive or Dropbox and be easily transferred into the above programs. These programs are free to download and encourages Milwaukee Bicycle Works to publicly share this data with residents and other stakeholders.
Further work in this environment will allow Milwauke Bicycle Works to create Google interactive maps that can be put on the website for the public to view. These files allow the public greater visibility on what Milwaukee Bicycle Works is attempting to accomplish in its mission.

hese series of maps show the locations of bicycle shops across the City of Milwaukee and the surrounding area during the 1980s, 1990s, 2000s, and 2010 – present. The maps also show the percentage of workers age 16 and older
who reported using a bicycle as their main mode of transportation to work. These maps are accompanied by graphs that show US Census data for the racial makeup of the City of Milwaukee, the 53208 zip code, and the Milwaukee neighborhoods of Bay View and the East Side.
1980sDuring the 1980s, the Milwaukee area had 21 bicycle shops. These bike shops were fairly well distributed across the city and its surrounding area, though some smaller areas saw higher concentrations. Milwaukee’s East Side neighborhood boasted six shops. Though there were no
bicycle shops in the 53208 zip code, the area directly north of its boundaries had a cluster of seven shops. The 1980 US Census did not ask respondents if they used a bicycle as their commute mode, thus the map for the 1980s does not include mode share percentages.
The white population in the City of Milwaukee was at 71.4% in 1980, and the black population was at 22.9%. The 53208 zip code had similar proportions, with 64.2% and 24.1%, respectively. Bay View and the East Side had much higher percentages of white population. Bay View had a 94.7% white population and 0.1% black population, while the East Side had 91.8% and 3.3%, respectively. Hispanic and Asian populations were not significant in any of the areas.

1990sBy the 1990s, several bicycle shops around Milwaukee had closed. During this decade, the City and its surrounding area had 16 shops. Though some of the East Side bike shops closed before 1990, new ones opened to replace them, and this area still had a higher concentration of shops with six. The 53208 zip code still had no bike shops during the 1990s, and the former cluster just to the north decreased from seven to four.
Milwaukee’s East Side showed the highest concentration of bicycle mode share in the 1990s, with most Census tracts having at least 1% of commuters using a bicycle. Most of the 53208 zip code Census tracts showed no commute by bicycle, though a few tracts did have higher shares. The remainder of the Milwaukee area showed scattered pockets of higher percentages of commutes by bicycle, with the area around the Village of West Milwaukee and a western portion of the City of West Allis also showing a high concentration.
The citywide white population dropped to 60.8% as of the 1990 Census. The black population increased to 30.2%. Hispanic population also rose to 6.3%. White population in the 53208 zip code decreased significantly to 41.5%, while the black population increased to 44.7%. Population percentages overall did not change much from 1980 to 1990 in Bay View and the East Side.
2000sIn the 2000s, the number of bicycle shops around the City increased to 17. Several of the bike shops on the East Side closed during the 1990s, but again, these shops were replaced by new ones, most of which still exist today. During this decade, the number of shops in this neighborhood increased to seven. Three of the remaining bike shops north of the 53208 zip code had closed by the year 2000, but a new one opened just to the northwest of this area.
Milwaukee’s East Side continued to show a high percentage of commute by bicycle, with percentages generally increasing from 1990 to 2000. The 53208 zip code still showed several tracts with no commutes by bike, though a tract on the south side of this area had greater than 3%. Again, the City and its surrounding area showed small pockets of high commute by bike percentages.
The percentage of white population in the City continued to decrease from 1990 to 2000, reaching 45.5%. The percentage of black population continued to increase slightly to 36.9%. The percentage of Hispanic population nearly doubled from 1990 to 2000 to 12.0%. The percentage of white population also declined in the 53208 zip code area to 32.3%, while black population increased to 50.0%. Hispanic and Asian population percentages also increased to 5.7% and 8.1%, respectively. White population decreased in Bay View to 85.1%, while Hispanic population increased to 10.1%. The East Side’s white population also decreased slightly to 86.6%, while other races did not increase significantly.

2010 to PresentBy 2010, the number of bicycle shops in the City and the surrounding area had decreased to nine. All of these shops are currently open. The East Side still has the highest concentration of shops with five. Only Johnson’s Cycle and Fitness remains near the 53208 zip code area.
Overall, bicycle mode share increased throughout the Milwaukee area increased as of the 2000 Census. The East Side continued to see high percentages. Areas on the southeastern side of the City in neighborhoods like Walker’s Point and Bay View began to show a large percentage of commute by bicycle. Mode share in the 53208 zip code also increased, particularly the west side of the zip code area, with several tracts in the area showing at least 1%. Commute by bicycle was also high in several tracts immediately to the west of the area.
Both the proportion of white population and black population in the City remained steady from 2000 to 2010, with 44.8% and 40.0%, respectively. The City’s Hispanic population increased to 17.3%. The population in the 53208 zip code area also did not change much between 2000 and 2010, with white population at 29.5%, black population at 48.9%, Hispanic population at 6.3%, and Asian population at 8.6%. White population continued to decline in Bay View, with 74.4% in 2010. The Hispanic population increased slightly in this neighborhood to 13.3%. Population proportions on the East Side did not change much, remaining 84.6% whhite.

his project provides the foundation for additional analyses on bike shop locations within the Washington Park area and other neighborhoods in Milwaukee. Future research can incorporate a greater time frame than 1980 to present. There
are resources available at the Milwaukee Central Library to examine the historical location of bike shops in other decades of the 20th Century.
While our group focused on neighborhoods in proximity to Washington Park, data was gathered for the entire Milwaukee-metro area, including cities such as Waukesha, Brookfield, Cudahy, South Milwaukee, Franklin, Menomonee Falls and Burlington. While these places are outside our focus area, additional research on historical bike shop locations in these areas could provide more context to the problem.
Another option is to compare Milwaukee to other cities involved with similar programming. This study examined several neighborhoods within Milwaukee, but it may be of interest to compare Milwaukee to other cities to see if the trends found in this study are also found in other cities.
Lastly, additional research may involve exploring consumer trends among cyclists in Milwaukee. This will involve collaboration between Milwaukee Bicycle Works and several bike shop owners and programs in the city who are willing to share consumer data. This would provide Milwaukee Bicycle Works a better understanding about the consumer trends in the Washington Park neighborhood and other areas within its operational boundary.
