1.1 Introduction:

Bihar Road Development Corporation Ltd. (BSRDC), Govt. of Bihar, has taken initiative of improvement of Road Network in Bihar with the assistance of Asian Development Bank (ADB). BSRDC, Government of Bihar has been entrusted with the responsibility of rehabilitation and strengthening of selected state highways (SH) under the Loan Assistance of ADB, Loan No. 2663-IND with a Supervision Consultant to be engaged in accordance with Terms of Reference. Intercontinental Consultant and Technocrats Private Limited New Delhi In JV Rodic Consultants Pvt. Ltd. has been appointed after competitive bidding as Supervision Consultant (SC) for the implementation of the three civil work packages of SH corridors in Bihar.

The project intends to widen the existing carriageway to 2-lane carriageway with earthen shoulders on each side, strengthening / reconstruction of existing pavement, rehabilitation and widening of the existing bridges, construction of new culverts, bus stops, truck parking areas, and road junctions. The existing roads are mostly single lane with unpaved shoulders in rural areas having carriageway width of about 3.75 m to 5.5 m with sub-standard geometrics at many places. Overall the roads are in badly damaged shape. After completion of these packages, the SH corridors will serve a long way to the people of rural areas improving the quality of life and will enhance the business potential. The civil work package is spread over the districts of Chapra and Gopalganj.

1.2 Project Description This Monitoring Report is concerned with the sub-project road i.e.SH-90.The details of concerned sub-projects are as under:

The section of State Highway (SH-90) is located in the districts of Goplaganj and Saran, north western part of Bihar State, connecting Chhapra to National Highway – NH 101. The project road starts at a three–legged junction at 63 Km of NH 101 near Mohammadpur and terminates at Chhapra near Samiti Bazaar (4 legged junction) in Saaran District on NH–19 at chainage 64.30 Km. The existing alignment of SH-90 passes through numerous congested areas – villages Bahadura, Kharia, Bankati, Sankarpur, Baikunthupur, Bhasa, Raja Patti Kuthi, Kudaria, DumarsonBhangra, Chainpur, Mashrakh, AchitpurDharoa (Pursouli), Majhawaliya, and Sandha Village. The total length of the road is 65.300 Km as per topographic survey.

The Construction Contract for Improvement/ Up-gradation of was awarded to M/s M/s Sadbhav GKC Joint Venture but the contract has been terminated w.e.f 23.04.2014.After retendering Construction Contract for Improvement/ Up-gradation of has been awarded to M/s GAWAR. Constructions Ltd to complete balance work of Mohammadpur-Karnkudariya (20Km) Section of Mohammadpur-Chhapra Road on 19.06.2015 and M/s GAWAR-CEIGALL Ltd to complete balance work of Karnkudariya-Chhapra Section of Mohammadpur-Chhapra Road on 05.01.2016.

1.3 Project Objectives:

The objective of the proposed Project is to promote economic growth and reduce poverty as well as all-round development in educational & health facilities and trade activities in the State by: (i) Increasing the efficiency of inter-state and intra-state transport services, (ii) Developing a sustainable road network maintenance system, (iii) Improving BSRDC’s governance & transparency, and (iv) Promoting synergies in the Rural Development Programme.

1.4Environmental Category:

The subprojects was categorized as Environmental Category “B”, according to ADB’s Environment Policy (2002).

2.Compliance status for the conditions set forth in the environmental clearances

issued by MOEF vide File No :- 10-49/2010 –IA III dated 03rd June 2011 are as below:

(viii) The seismic nature of the area shall be taken into account while designing the project.

(ix) No ground water shall be used for the project. The project proponent shall obtain necessary permission from the State Irrigation Department before drawing water from the river sources for the purpose of the proposed construction activity.

As per CGWA Guideline 21-4/Guidelines/CGWA/2009-832 dt.14.10.2009,the Infrastructure Projects are exempted up to withdrawal of 2000 cubic meter per day in alluvial plain. No drawing water from the river sources, so permission not required

(x) Sidewalk shall be provided along the bridges.

Sidewalks shall be provided in all the Major Bridges.

(xi) The drain shall be at least 1 m. away from the toe of the embankment of the road adopting IRC Guidelines

(xii) Longitudinal drains shall be provided all along the project road to ensure proper drainage of the area. In addition, adequate number of under passes and culverts to act as cross drainage structures shall also be provided.

Adequate number of culverts (Nos. of Culverts:170) for cross drainage are proposed to provide as per IRC guidelines.

(xiii) The solid waste generated shall be used rehabilitating the borrow areas.

The solid waste generated will be used for rehabilitating the borrow area after getting permission from concerned land owner.

(xiv) For providing safety to the crossing animals and avoid road accidents speed breakers/rumbled strips shall be constructed at the identified locations of the animal movements. Enough hoardings and signage shall also be put up for the public and vehicles convenience.

(xvii) Adequate number of underpasses shall be provided in the habitation areas. The details of such underpasses shall be provided to the Ministry within 6 months from the date of issue of this letter.

The requirement of underpass in habitation was assessed during design and after receiving Environmental Clearance letter from the Ministry, but site conditions and specifications of State Highways do not suggest requirement of Underpass on this project road.

(xviii) Proper signage shall be installed at appropriate locations for the convenience of the traffic movement

GENERAL CONDITIONS:

6. General Conditions Compliance Status (i) Adequate provision for infrastructure

facilities including water supply, fuel and sanitation must be ensured for construction workers during the construction phase of the project to avoid any damage to the environment.

(a) No excavation or dumping on private property is carried out without written consent of the owner.

(ix) A six Monthly monitoring report shall need to be submitted by the project proponent to the Regional Office of this Ministry at Bhubaneswar regarding the implementation of the stipulated conditions.

(x) Ministry of Environment & Forests or any other competent authority may stipulate any additional conditions or modify the existing ones, if necessary in the interest of environment and the same shall be complied with.

(xi) In the event of a change in project profile or change in the implementation agency, a fresh reference shall be made to the Ministry of Environment and Forests.

All other statutory clearance such as the approvals for storage of diesel from chief controller of Explosive, Fire Department, Civil aviation Department, Forest conservation Act,1980 and wildlife (Protection) Act,1972 etc. shall be obtained, as applicable by project proponents from the respective competent authorities.

9 The Project proponent shall advertise in at least two local Newspapers widely circulated in the region one of which shall be in the vernacular language informing that the project has been accorded Environmental Clearance and copies of clearance letters are available with the Bihar State Pollution Control Board and may also be seen on the website of the Ministry of Environment and Forests at http:/www.envfor.nic.in.The advertisement should be made within 10 days from the date of receipt of the clearance letter and a copy of the same should be forwarded to the Regional office of this Ministry at Bhubaneswar.

13 The environmental statement for each financial year ending 31st March in Form – V as is mandated to be submitted by the project proponent to the concerned Bihar State Pollution Control Board as prescribed under the Environment (Protection) Rules, 1986, as amended subsequently, shall also be put on the website of the company along with the status of compliance of EC conditions and shall also be sent to the respective Regional Offices of MoEF by Email.

3.Compliance Status with National /State /Local statutory environmental requirements:

BSRDCLtd has obtained permission for tree cutting from forest department and other permissions from the Department of Mining, Directorate of explosive, consent for construction & operation of construction equipment such Hot Mix Plants, Stone Crushers, Batching Plants, WMM Plants, DG sets etc shall be obtained by new Civil works contractors.

4. Compliance status with environmental management and monitoring plans as stipulated in the environmental documentation

BSRDC, through its PIU and environmental expert of SC closely monitors the implementation of environmental management and monitoring plan (EMMP) through regular review meetings held with the environmental expert of supervision consultants and by visiting the construction sites. For effective supervision of implementation of these EMMP, the supervision consultants have designated their existing site staff for environmental coordination. The mitigation measures identified during environmental assessment have been incorporated in design and are being implemented during construction. PAPs which include Squatter and Encroaches have been/are being compensated as per ADB guidelines and Bihar State policy. Written agreements are between land owner and contractor for all temporary lands acquired for the construction camps, borrow areas and other project related ancillary activity. Only ground cover/shrubs that impinge directly on the permanent works or necessary temporary works is being/have been removed. Trees identified under the

Debris generated due to the dismantling of the existing road been utilized for the paving of cross roads, access roads and paving works in construction sites and campus, temporary traffic diversions, haulage routes etc.

The Contractor has been instructed to ensure that any spoils or material unsuitable for embankment fill will not be disposed of near any water course, agricultural land, and natural habitat like grass lands or pastures.

Contractor is sprinkling water on unpaved surfaces to control dust particularly in sections passing through the settlement areas or habitations. They have been advised to regulate frequency of water sprinkling depending on weather conditions and the local requirements. The construction camps are located away from the habitation. There are sufficient facilities in Camp to ensure that the workforce are provided with an acceptable standard of living and comfort during their stay in camp. Sufficient quantity of potable water supply is there in every workplace/ labour camp site at suitable and easily accessible places and such facilities are regularly maintained. The contractor provided garbage bins in the camps and these are regularly emptied. Labor/supervisor camps also provided with adequate and appropriate facilities for water supply, sanitation, disposal of sewage and solid waste. At camp, first aid kits are readily available.

Although SC has assessed that the implementation of EMMP during the reporting period has been satisfactory, some areas such as safety arrangements, traffic management and usage of personal protective equipment (PPE) by the construction workers require to be improved.

5. Approach and methodology engaged for environmental monitoring of the project:

Construction work in subprojects is in progress. Government of Bihar has commissioned the services of Intercontinental Consultants and Technocrats Pvt. Ltd. (ICT), In JV Rodic Consultants Pvt. Ltd.to supervise the construction activity including implementation of Environmental Management Plan by Contractor.

Concerned staff of SC regularly visit the constructions sites and report to their Team Leader about issues/problems related to environment and non-compliance of measures as given in EMP. Necessary directions, in case of non-compliance, are being given to the contractors on the site and through the writings about the procedures to resolve problems/issues or requirements.

6.Monitoring of environmental receptors/ attributes (e.g. ambient air, surface water, ground water, noise etc.):

6.1Monitoring Basis:

Besides regular on site monitoring for the implementation of Environmental Management Plan, air quality, water quality and noise levels are required to be monitored to check if any adverse impact is being caused by the construction activities. The monitoring of environmental components is being carried out as per the agreed Environmental Monitoring Plan.

6.2 Type of environmental receptor/attribute to be monitored:

The environmental attributes to be monitored include the air, noise and water quality parameters at the proposed construction sites in the sub-project corridors. In air quality the parameters monitored include SPM, RPM, SO2 and NOx. The water quality parameters for outlet water of camp include temperature, pH, BOD, COD, TSS, TDS , oil and grease and Pb. Drinking water samples are to be collected and tested to ensure that parameters are well within permissible limit as mentioned in IS:10500.

6.3 Monitoring Results and Correlation with Statutory Requirements at National/State/Local Levels:

During reporting period Environmental monitoring for Air, Water and Noise parameters, for this package has been carried out in the month of March 2016 to ensure that plants and machineries working on project do not pollute the surrounding environment. The values of all the air quality parameters, water and Noise levels, observed at all the sites, are within the permissible/regulatory limits.

No such aspect/impact observed during the period.

8.Details of complaints received from public and actions taken thereof to resolve:

BSRDC has established a grievance redressal cell. However no complaint was received from public or any other during this period.
