    Administrator Ismael J. Herradura was the

    Guest of Honor during the General Assembly andChristmas Party of the Parole and ProbationAdministration Employees Association in Bicol(PPAEAB) which was held on December 17, 2009 atthe La Piazza Hall, Avenue Plaza Hotel, Naga City.

    The affair which started in the afternoon wascomposed of three parts. First was Ating Alaminwith a series of Updates on AdministrativeDisciplinary Rules on Sexual Harassment Casesdiscussed by CPPOs Amy Sarmiento and MarioMidel, Gender and Development discussed by RDAllan Alcala and Acct. 1 Nenita Mendoza, andJuvenile Justice Welfare discussed by Sr PPOEnrique Vela. The highlight of the afternoonsactivities was the Hour with Administrator IsmaelHerradura. Queries related to various personnelconcerns were answered comprehensively andclearly by the good Administrator.

    The second part was the 2009 GalingAwards which was the crme of the night. Theawards given were based on the criteria formulatedby the Regional PRAISE and Awards Committee.The lucky awardees are: PPO 2 Ma. Eva Sta. Ana,Officer with the Highest Investigation Caseload;CPPO Norma Miraballes, Officer with Highest Civil

    Liability Collected; AA IV Janet Pavia, Best OfficeClerk; Naga City and Camarines Sur 1 PPOs, Officeswith Highest Investigation Caseload; Albay PPO,

    Most Punctual Office in the Submission of Reports;

    Legazpi City PPO, Best VPA Program; Iriga CityPPO, Best Restorative Justice Practices; CamarinesNorte PPO, Best TC Program; Legazpi City PPO,Best Non-Livelihood Project; Albay PPO, BestLivelihood Project; and Legazpi City PPO, MostResourceful Office. Special Awards were given to AAIV Jesusa Mendoza as Best Regional OfficeEmployee; AA IV Marsal Rodriguez being theRegional IT Officer; Accountant 1 Nenita Mendozabeing the Regional Account; and CPPO Mario Mideland PPO 2 Estrella Anacin as the Most PromisingMale and Female Employees of the Night. Thecommittee likewise recognized the efforts of RD AllanAlcala for having led and managed PPA Region V inthe best way that he could by giving him the WeCouldnt Have Done It Without You Award. The lastaward given was for the Honorable AdministratorHerradura for his gracious presence in the saidactivity and for sharing his inspiring messages toPPA Region V personnel, the Thank You for YourPresence Award.

    The last part of the affair was the Magbunyiat Magsaya, which was the time to celebrate, tohave fun, to party and to enjoy. As whatAdministrator Herradura said, PPA Region V is

    indeed worthy of a celebration because PPA RegionV management and personnel maintain its strong,healthy and effective working relationship.

    2009 was a year of achievements andrecognition of efforts exerted. Deserving officesand officers were named in the Galing Awardsheld last December to give due acknowledgment

    for the well-done performances they showedmaking PPA Region V among the top rankingregions of the agency.

    This was a year that provided thepersonnel with good health, endurance andresilience in producing an outstanding publicservice. Sports and recreation, gender anddevelopment, and lakbay-aral activities werepart of the regions programs in enhancing themorale of its personnel which gave them apositive and cheerful attitude towardsthemselves, towards their co-workers, towards

    others, and towards their clients. Everypersonnel was given the chance to attendseminars and trainings to strengthen humanresource development.

    This was a year of making a difference inthe lives of clients. More useful and worthwhilerehabilitation programs and livelihood projectswere introduced to the clients to be able to caterto their needs. Hand in hand, the personnel ofPPA Region V, together with the VolunteerProbation Aides and other partner-individualsand organizations, are fully committed to making

    the clients feel as whole persons again.Since the time that this region has been

    led by Regional Director Allan B. Alcala, he wasable to establish an honest, open-minded, andmeticulous leadership which paved way topositive changes in the working attitudes of itspersonnel taking serious steps in performingtheir responsibilities. Thus, this was a year ofunending friendships and appreciating the gift ofpersons in each and everyone.

    2010 is another year but PPA Region Vwill continue walking towards the road less

    traveled because in them lie hearts of gold,modest amount of ambition, and willingness tobear heavy burdens for the good of its clients,not to mention a strong sense of loyalty andcompassion towards public service.

    Like this dialogue from the movie ForrestGump, L if e is l ike a box of chocola tes, you never knowwhat youre gonna get, the year 2009 was a yearreplete with great opportunities for PPA Region Vpersonnel; opportunities which brought good resultsin their continuous pursuit for a more excellent publicservice.

    This was a year of responding to the

    agencys call for a productive public service. Theimplementation of the flagship programs of theagency has been intensified. The TC programcontinues to be imbibed by all the clients, the RJprocesses are best practiced by all the field offices,and the Program on Volunteerism has extensivelybeen accepted by the communities as manifested bythe positive responses of the volunteers. PPARegion V has finally launched its Field TrainingLaboratory having its base in Legazpi City Paroleand Probation Office.

    This was also a year of recognizing the

    importance of retirement and saying thank you to thesheer efforts and services given by colleagues whohave left the portals of government service. Theircontributions for the good of the agency were givenappreciation and a tribute was especially given forthem.

    off ices are happy and thankful that af ter so many

    The hallmark of public service is the continuous provisionof our mandated services despite the odds and constraintsfacing us.

    We close 2009 with accomplishments worthy ofcommendation as evidenced by the GALING AWARDS 2009 tohonor the men and women who performed outstandingly andselflessly.

    As we witnessed the bowing from government service ofsome of our colleagues - which left us with more caseload perperson, and despite this dearth of personnel having noreplacements in sight owing to the pendency of the approval of theproposed Rationalization Plan, you nonetheless pursued anddelivered vigorously our Vision and Mission.

    I thus take this opportunity to thank all PPA Region V

    employees, including the detailed personnel and the LGUs, aswell as our Volunteer Probation Aides who provided muchsupport and assistance to fulfill our goals.

    As we face 2010, let us not relent in our commitment tosustain the gains and explore more possibilities for thesake of our clients.

    PPA V FTL H OLDS 2ND VPA OR I ENTATI ON SEM I NAR

    The FTL Team of PPA Region V in coordination withthe Regional Training Committee conducted the 2nd VPA

    Basic Training for VPAs and a Seminar on Enhancing LifeSkills in Drug Abuse and Prevention on November 23, 2009at the Peoples Hall, Albay Provincial Capitol, Legazpi City.

    Eleven field offices positively responded to theinvitation sent by the FTL Team and 69 participants came torepresent the following offices: Naga City PPO, Iriga CityPPO, Camarines Sur PPOs No. 1 and 2, Camarines NortePPO, Legazpi City PPO, Albay PPO, Ligao City PPO,Tabaco City PPO and Sorsogon City and Province PPOs.

    The facilitators were composed of Regional DirectorAllan Alcala; members of the FTL Team namely, CPPO

    Norma Miraballes, CPPO Edna Osiana, CPPO LuvismindaCodia, SPPO Faustino Boaquina, SPPO BernardinoMatamorosa, and PPO II Marilou Velarde. Likewise, therewere selected VPAs assigned to discuss topics. They are:VPAs Allan Santillan, Tess Casaul, Jam Baluyo, MerleEstrada and Apin Porciuncula.

    The topics discussed in the VPA Basic Training areCriminal Justice System, Mission and Vision of PPA,History of the Probation and Salient Features of PD 968, asamended and Indeterminate Sentence Law, Parole andExecutive Clemency, Volunteerism, Restorative Justice,Communication Skills, Community Resource Developmentand Code of Conduct and Ethical Standards for PublicOfficials.

    In the Enhancing Life Skills in Drug Abuse andPrevention the following are the topics: Elements of anEffective Group Member Roles, Managing ProblemBehavior, Decision Making, Models of Assertion, TimeManagement and Self-Esteem.

    This one-day training seminar was generouslyfunded by the Provincial Government of Albay thru the able

    leadership of Governor Joey Salceda. The transportationexpenses of the participants were shouldered by theRegional Office.

    In the same affair, VPA Amado Oliva Jr. of Iriga CityPPO was likewise awarded a Plaque of Recognition forbeing conferred as the Most Outstanding VolunteerProbation Aide of PPA Region V. The plaque was given byRegional Director Allan B. Alcala.

    The training aimed to impart knowledge on the basicfunctions of the volunteers and on the basic life skills thatwill enable them to deal effectively with the demands,

    challenges, experiences and situations of everyday life.

    DD B DESI GNATES NEW AUTH ORI ZED R EPR ESENTATI VES

    The Dangerous Drugs Board conducted anOrientation Seminar for its Authorized Representativesfrom the Parole and Probation Administration onNovember 25 - 27, 2009 at Crown Royale Hotel,Balanga, Bataan.

    The participants to the said seminar arecomposed of PPA employees coming from the regionsin the Luzon Area. In Region V, the participants areCPPOs Mercedes de los Santos, Emma Valenciano,Edna Osiana, Mario Midel, and Amy HelconidaSarmiento and SPPO Arvie Rayos.

    The topics discussed by the competentspeakers from the DDB, DOH and PPA include theLegal Framework on First - Time Minor Offenders,Probation and Community Service, and VoluntaryConfinement of Drug Dependents under theComprehensive Dangerous Drugs Act of 2002 (RA

    9165), Recognizing Drug Abuse and Dependence andDetermining the Need for Rehabilitation and the DOHAftercare Program. The resource speakers were Atty.Cesar G. Posada and Mrs. Salve Basagre - Goletafrom the DDB, Dr. Ivanhoe Escartin from the DOH andAdministrator Ismael Herradura from the PPA.

    Emphasis was given in the discussion of DDBResolution Nos. 3 and 5 on the Rules GoverningVoluntary Confinement for Treatment andRehabilitation of Drug Dependents and theMemorandum of Agreement Entered into by the DDBand the PPA whereby the latter shall assist the formerin the implementation of the provisions of RA 9165 onthe suspension of sentence of a first- time minor drugoffender and on the Voluntary Submission Program forDrug Dependents.

    A workshop on the accomplishment of thevarious forms such as Petition for VoluntaryConfinement for Treatment and Rehabilitation of a DrugDependent, Application for Voluntary Confinement andTemporary Confinement Order was part of theseminar. The procedures governing voluntaryconfinement for treatment and rehabilitation of drug

    dependents were likewise fully taught to theparticipants.

    The newly designated DDB representativesreceived their Certificates of Designation and as suchthey are mandated to perform specific duties andresponsibilities under the Voluntary SubmissionProgram.

    Among those agencies who were invited toassist DDB in this task, it was only PPA whoresponded to DDBs call because PPA understands thelack of DDB manpower resources to carry out the saidduties especially on the Suspension of Sentence ofMinor Drug Offenders and the Voluntary SubmissionProgram.

    B e a L ight to Others...I nstrument of H eal ing and R econcil iation is this years theme for thecelebration of the National Correctional Consciousness Week which is held in the month of October.All the field offices of PPA Region V conducted various activities in celebrating the NCCW weeksuch as Ugnayan-Talakayan, Information Drive, Gift-Giving in Jails, Medical Mission, Lectures,

    Clean Up Drive, Counseling and Therapeutic Community Sessions with inmates, etc.

    The NCCW act ivi t iesconducted by Legazpi City andAlbay PPOs are as follows: Massattended by the clients of LegazpiCity and Albay PPO on October 27,2009 and Ugnayan-Talakayan,Celebration of Holy Eucharist andInformation Drive at the ProvincialJail, Legazpi City on November 27,2009.

    The Tabaco City Parole andProbation Office conducted a gift-giving activity to the inmates of

    Tabaco City District Jail on October12, 2009. Goods given to inmateswere bath soaps, alcohol, laundryde te rgen t s , used c l o th i ngs ,toothbrushes, toothpastes and food.The staff, together with the clients,VPAs and OJT students from theBicol University, Legazpi Cityparticipated in the activity. Senior JailInspector Gerardo B. Yuson, OIC ofthe Tabaco City Jail was very gratefulfor the timely and appropriateassistance extended to the inmates.

    The clients and staff of the officepromised that more similar activitieswill be done to address the needs ofthe inmates and to boost their moraleas human beings.

    Another Ugnayan-Talakayanwas attended by the Staff ofCamarines Sur PPO No. 1 at theLibmanan District Jail, Libmanan,

    Camarines Sur. The panel washeaded by Judge Lore Bagalacsa,Atty. Agualada from the PAO, CPPOMarina Sayson and PPO II EstrellaAnacin.

    Ugnayan-Talakayan was

    conducted at the Iriga City DistrictJail on October 24, 2009. The panelof discussants was composed ofAttorneys Ronnie Cabaltera, LennyRose Fenis and Filipina Cabauatanfrom the PAO, CPPO AmyHe l con i da Sarm i en to , andProsecutors Rima Ortega, CiceroMalate and Roberto Jocom Jr.

    Questions regarding thevarious problems faced by thedetention prisoners were answeredand discussed comprehensively and

    clearly to the inmates. They werecounseled and motivated to bemore patient on the progress of theircase trials and to give moreunderstanding of the Justice Systemof the country especially on thelimitations of the Courts.

    The Therapeutic Community wasintroduced at the San Isidro District Jail bythe Staff of the Camarines Norte PPO onOctober 19, 2009. An agreement wasmade between Atty. Rey Paguirigan Jr.,Jail Warden of San Isidro Disrict Jail andCPPO Clarissa Cu of Camarines NortePPO to conduct the TC sessions amongthe inmates.

    I n this issue, CPP O Emma M . Val enciano writes about the success of a p arolee of L igao CityP arole and P robation Of f ice who was given an opportunity to improve the economic status of his f amil y

    by way of avail ing the l ivel ihood programs avail able in the said of f ice. L ikewise, R egional AccountantN enita M endoza shares the story of the f irst pa rolee-recipient of the F inancial Assistance P roject of theR egional Committee on Strengthening Fund Supp ort. M ay this story serve as an inspiration to others.

    Jerry was the recipient of an on-going pig dispersal project ofLigao City Parole and Probation Office funded under the Bigay-Pagkakataon Project granted by the Asian Social Institute - PACAP.Since he started the project, he was able to let the dispersed hog inhis care farrow six times, which is the maximum production cycle of ahog. In those production cycles, he was able to earn P108,000.00from the piglets he sold aside from the three piglets he returned to the

    office and were dispersed to his co-clients.Since it is no longer advisable for the hog to allow it to gestate

    again as advised by the Department of Agriculture as it may no longerproduce a good kind of sow, he decided to sell the hog. Jerry sold itfor P20,000.00 and he was able to get a good replacement for hewanted to continue and maintain the same project.

    With his new hog raising project, his family was able to expandtheir pigpens. He was able to improve the familys abode and he wasable to put up a sari-sari store for his wife.

    Ligao City PPO considered Jerrys project a big success for itwas able to improve the over-all well being of his family. Likewise, he has served as an

    inspiration to other clients in starting a small undertaking and making it grow later. Paroleespatience, hardwork and strong determination to improve the economic status of his family arehis investments in achieving his success in life.

    The Regional Committee on Strengthening FundSupport has launched a Financial Assistance Program for theclients of PPA Region V. The fund that this committee hasraised was the proceeds of various fund sourcing projectsinitiated by the committee to help in the rehabilitation projects

    of the clients.Parolee Rowena from Sorsogon City Parole and

    Probation Office was the first recipient of a P3,000.00 seedcapital for her livelihood project- that of making coin purses,wallets, cellphone cases, and bags out of bead materials indifferent colors. The seed capital was awarded to her thru PPOII Ma. Cindy Huenda inNovember, 2009 by Regional Director Allan Alcala and the Committee on Strengthening FundSupport headed by CPPO Marina Sayson.

    It was agreed that Rowena will pay the amount of P3,000.00 within the period of sixmonths with 2% interest per month. She has been complying with the conditions agreed uponand she has already paid two monthly installments in the amount of P1,120.00. She is very

    much thankful for the opportunity given her for she was able to pursue the Bead-craft projectshe wished for. She was able to use her talent in augmenting the income of her family.

    With strategic attitude, skills, knowledge,openness for change and motherly instincts, the veryenergetic Mayor of Tabaco City, Honorable Cielo KriselLagman - Luistro, preserves Tabaco City as one of themost liveable place in Bicol. She always says: A lothas to be done.

    She is very supportive of all the rehabilitationactivities of Tabaco City Parole and Probation Office.She has provided the office with office supplies,transportation allowance for VPAs and clients,livelihood and non-livelihood projects, new set ofcomputer and many other worthwhile assistance topromote the well-being of the clients of Tabaco CityParole and Probation Office and the constituents of the1st District of Albay. Likewise, she designated a Clerkfrom the Local Government Unit of the City to assist inthe clerical tasks and other programs of Tabaco CityPPO.

    Mayor Luistro who is a former Congresswomanof the 1st District of Albay is the author of several Billssuch as RA 9262 on Anti-Violence on Women andChildrens Act and RA 9231 on the Special Protection

    for Children Against Child Abuse, Exploitation and Dis-

    crimination Act. She has made Tabaco City as one ofthe premiere tourist destination in the Bicol Region andis responsible for the growth and progress of the city.With Mayor Krisel. Tabaco City Parole andProbation Office is in good hands.

    The big winner for the Pasong Buhay Projectinitated by the Volunteer Probation Aides of CamarinesNorte Parole and Probation Office was announcedduring the Clients Christmas Party on December 14,2009.

    Going back to basics is the primary motive of theVPAs headed by its President, Carmencita Coreses.This is their first endeavor to help augment the economic

The clientshave planted the seeds given them and their gardenswere evaluated by a team composed by VPAs Coresesand Bucatcat together with PPO II Estrella Villan, theunits VPA Coordinator and CPPO Clarissa Cu.

    The declared winners are 3rd Place, ProbationerReynaldo Autor who received a cash prize of P200.00;2nd Place, Parolee Julian Magdahong with a cash prizeof P300.00 and 1st place, Probationer Candido Antoniowho received P500.00 and 5 kilos of rice.

    The project has provided an opportunity for theclients to uphold a healthy lifestyle that will give themhealthy body and sound mind and to be able to givethem a source of livelihood that will help them improvethe financial capacity of their families.

    In the fulfillment of various goals andrehabilitation programs, the staff of the Naga City Paroleand Probation Office, take pride in conveying theirsincerest gratitude to those who continue to play a majorpart in ensuring that the PPA Thrusts are completelyupheld for the benefit of the clients and thecommunities as well. A million thanks to: 1) LGU -Bombon, Camarines Sur under the leadership of MayorMa. Luisa DC. Angeles for having granted the amount ofP5,000.00 annual budget to NCPPO for its rehabilitationprograms. The entire amount was used for the 33rd PPAAnniversary activities such as Lakbay-Aral and Sportsand Wellness Program; 2) LGU-Gainza, Camarines Surthru Mayor Romeo A. Gontang for the annual budgetallocation of P10,000.00. P3,000.00 of which was usedduring the clients Summer Activity by way of a Picnic atPasacao, Camarines Sur and the remaining P7,000.00was used during the Christmas Fellowship and 1stLantern Making Contest on December 16, 2009; and 3)LGU-Naga City thru Mayor Jesse Robredo for theannual budget allocation of P25,000.00 which was usedfor the acquisition of a years office supplies.

    They have been so generously supportiveespecially on requests which were always readily

    granted by the incumbent mentioned heads.In addition, equally appreciated are the

    The Servants of Jesus Congregation

    who run the Sta. Maria Josefa HospitalFoundation, Francia Iriga City adhere to thewords lived by Mother Teresa. They say theycannot do great things on earth, only little thingswith great love. They have been sponsoring theMedical Mission activities for the clients ofICPPO and even extends their services to theinmates of the Iriga City District Jail by providingfree medicines and other medical needs.

    Another benefactor, the AlternativeLearning System, Department of Education, IrigaCity Division likewise continues its commitmentto help the clients in uplifting their morale as

    human beings and in helping to improve theireconomic conditions by introducing ValuesAwareness Sessions and assisting in the TCactivities, teaching various livelihood skills, andconducting accreditation and equivalency classesfor those clients who continue to aim for a highereducation.

    The Rinconada BAR Association isanother partner which regularly finances andgives benefits to the ICPPO clients. This group isa constant partner in Tree Planting Activities,giving Lectures on Important Social and MoralIssues, providing free legal services andassistance, Medical Mission, etc.

    Worthy of a thank you note are other individual benefactorswhose contribution helped a lot in the success of the programs

    implemented in the office and the Volunteer Probation Aides of theoffice who assist in the supervision of clients and other relatedactivities.

    The staff of Iriga City Parole and Probation Office areinsufficient of words to express their deep appreciation for all thesupport and services wholeheartedly extended by theirbenefactor-partners. But one thing is sure, the clients will always re-member these acts of kindness that they imprinted in their lives. JeanBaptiste Massieu once said: Gratitude is the memory of the heart.

    Some of the rehabilitation activities of Iriga City Parole and Probation Office sponsoredby its benefactors who find joy in giving and sharing their blessings.

    Sharing the Light to others, a jail visit activity, wasconducted by the Sorsogon City and Province PPOs staff, VPAs and

    the Kapuso and Kapamilya TC Families at the Sorsogon ProvincialJail on October 28, 2009, in celebration of the National CorrectionalConsciousness Week in coordination with OIC Warden FlorencioEscote. The clients who were former inmates, initiated the activity.Warden Escote, in his welcome message was teary eyed seeing hisformerly supervised inmates being very active while leading theactivity. Like the father in the parable of the Prodigal Son, he wel-comed them with a happy heart learning of their continuing progress intheir rehabilitation programs. In the said activity, the inmates enjoyedthe parlor games and the gifts of different commodity items solicited bythe VPAs and staff from private individuals and from the TC membersthemselves. The activity proved to be therapeutic, not only for theinmates but to the Sorsogon Provincial Jail personnel and the familiesof the inmates, that while the community is not necessarily condoningthe sin, they are at least not being isolated and abandoned. The SPJ

    inmate council was grateful of the visit that the TC group decided tomake it a yearly activity.
