Iknowweallagreethatproductivepartnershipswithotherinstitutionsareakeyifwearetoachieveouraspirationsforthefuture.Wehavemanyoflongstandingandothersthatareemergingandbeingplanned.Intheinterestofhelpingallofusbetterunderstandthereachandnatureofourpartnerships,IhaveaskedCaroleNevesandtheOfficeofPolicyandAnalysistoconductanonlinesurveyofallSmithsonianunitstocollectbaselineinformationonactiveSmithsonianstrategicpartnershipswithexternalorganizations.

Study partnership definition
Forpurposesofthisstudy,apartnershipisdefinedas:
Acollaborativeworkingrelationshipbetweentwoormoreorganizationsthatbuildsonthetime,talent,andresourcesofparticipantstoachievecommongoals,andwherepartnerssharedecision‐making,risksandrewards,participationinactivities,andresponsibilityforoutcomes.Apartnershipmayormaynotinvolveafinancialtransactionandmayormaynotbebasedonaformalwrittenagreement.

Secretary Clough has asked the Smithsonian Office of Policy and Analysis to conduct a survey of all Smithsonian units to develop a comprehensive overview of strategic partnerships that exist between the Smithsonian and external (non-Smithsonian) organizations. Determine Smithsonian best practices; Increase awareness by external stakeholders of the degree, substance and scale of Smithsonian partnerships; Increase visibility within the Institution: Point to emerging areas for strategic partnering and opportunities for leveraging existing partnerships, and avoid overlap; Develop process efficiencies such as templates and project management support.

To qualify for inclusion in the baseline inventory, the partnership should meet the following three criteria: External – the partnership involves at least one external (non-Smithsonian) partner, but may also include other Smithsonian unit(s) Organization-level – the partnership is carried out at the organizational level-at the Institution, unit, center, or department level, but not at the individual level

Agreement between the Government of the Republic of Panama and STRI to extend and continue after the termination of the Panama Canal Treaties on December 31, 1999, the mutual scientific cooperation with the benefits and conveniences that will permit STRI the best performance of its scientific and research activities and exercise of its leadership role in tropical biology.
• Cooperation with the Systematic Entomology Laboratory, Dept. of Agriculture, Agricultural Research Service – National Museum of Natural History (NMNH) and U.S. Department of Agriculture (USDA)
The two organizations will continue to work together to build the national treasure embodied in the NMNH Entomological Collections located at the NMNH, Agricultural Research Center (Beltsville) and the Museum Support Center. Both groups of scientists conduct research and provide information and scientific services to a wide array of customers and stakeholders in both the public and private sectors.
• NASA Artifacts Transfer Agreement – National Air and Space Museum (NASM) and National Aeronautics and Space Administration (NASA)
The "NASANASM Agreement" specifies that NASA will transfer to NASM historic artifacts, after that agency no longer has any programmatic use for them. This includes not only spacecraft but supporting artifacts as well.

• NZPFONZ – National Zoological Park (NZP) and Friends of the National Zoo (FONZ)
FONZ helps further the mission of the National Zoo by 1. Educating and inspiring Zoo visitors. It provides the Smithsonian’s largest corps of volunteers who serve as Zoo guides, animal care keeper aides, and interpreters; 2. Educating the public, developing curriculum materials for teachers, operating the ZooFONZ web presence, and producing Zoogoer magazine; 3. Provides financial support for interns, graduate and postdoctoral research fellows, the acquisition of medicines and food for the Zoo’s animal collections, and supports the refurbishment of exhibits and signage; 4. • National Ballast Information Clearinghouse – SERC and U.S. Coast Guard
The National Invasive Species Act of 1996 called for the U.S. Coast Guard to establish the Clearinghouse with SERC. The Clearinghouse provides ongoing analysis of status and trends for shipmediated invasions (and invasion risk) associated with commercial shipping at a nationwide level. In the partnership, SERC conducts research and analysis of ballast water delivery and management, vessel traffic and behavior patterns, and potential consequences for invasions, and provides these analyses for use by USCG and the public.
• Archives of American Gardens/Garden Club of American Collection – OFEO (Smithsonian Gardens) and Garden Club of America
The Garden Club of America Garden History & Design Committee acts as an informal advisory board for the Archives of American Gardens. They also act as field volunteers who continue to document private gardens across the nation. Smithsonian Gardens staff provide standards for documenting gardens and education on these standards.

Develop and maintain an online data base on the biology and distribution of aquatic invasive species. SERC manages marine and estuarine species, and USGS manages freshwater species. The goal of the partnership is to track and evaluate status and trends for biological invasions in aquatic (freshwater) and marine ecosystems throughout North America. We each maintain the most comprehensive databases for these respective habitats in North America. We use these data for analyses and are creating online 'tools' to access, combine, and display merged data on the fly via dynamic, userdriven queries. Thus, our partnership provides data integration and access at an unprecedented scale for aquatic + marine systems, enabling many applications for research and management.
