“Beti Bachao, Beti Padhao” Programme implemented by Government of Indiathrough a national campaign and focused multi-sectoral action in 100 low child sexratio districts covering all States and UTs with the objective of improvement in sexratio.

The programme was launched on 22nd January, 2015 by Hon’ble Prime Minister ofIndia, implemented in 12 Districts of Haryana.

Now, extended to all districts of Haryana except Mewat by GOI in Feb, 2016.

Objectives

Monitorable Targets

• To reduce gender differentials in under 5 child mortality rate from 8 points in 2014 to

4 points by 2017.

• Improve the nutritional status of girls by reducing the number of underweight and

anemic girls under 5 years of the age (from NHFS data).

• Ensure universalisation of ICDS, girls attendance and equal care monitored, using

joint Integrated Child Development Scheme (ICDS), National Health Mission (NHM) ,

Mother Child Protection Card (MCPC).

• Increase the girl enrolment in secondary education from 76% in 2013-2014 to 79% by

2017.

• Provide girls toilet in every school by 2017.

• Promote a protective environment for girl children through implementation of

Protection of Children from Sexual Offences Act,2012(POCSO).

• Seminar on elected representatives/ grass root functionaries as community

champions to mobilize communities to improve Child Sex Ratio (CSR) and promote

girls to the education

• Target to improve the Sex Ratio at Birth (SRB) by at least 10 points.

• State of Haryana has been awarded Nari Shakti Puraskar2015(Kannagi Devi Award) for work in progress on improving ChildSex Ratio and demonstrating improvement in Sex Ratio at Birth due toconvergent and coordinated efforts by WCD, Health and EducationDepartments.

• National award for Beti Padhao was awarded to District Yamunanagarin the year 2016 on Balika Divas on 24.01.2017.

• Haryana Kanya Kosh established for welfare of girl child.

• Implemented Aapki Beti Hamari Beti Scheme: Rs.21000 is invested with LIC of Indiain the name of first girl child born in SC and BPL Families and second girl child bornunder any category irrespective of caste , creed and number of sons. Now thebenefit is extended upto 3rd girl child.

• Focus on Sukanya Samridhi Yojana & opened 2.62 Lac Accounts in Post Offices andBanks

• Setting up of BBBP secretariat in the office of Hon’ble Chief Minister to monitor &review the programme .Officers of secretariat & WCD Department visited villageshaving worst sex ratio in all districts to find out the ground reality and suggestedremedial steps to district administration.

• MOU signed with Federation of Indian Chambers of Commerce and Industry (FICCI) &Confederation of Indian Industry (CII) for fulfillment of the mission of BBBP.

• Key Performance Indicators on the basis of monitorable targets of the programmeprepared for CM dashboard.

• Regular B3P meetings at state HQ for effective implementation

• Kuan Pujan and Lohri celebration are thetraditional ceremonies for celebrating birth ofmale child. Now these are also being celebratedon the birth of girl child.

• Organized Group rituals on Durga Astmi andAhoi Astmi to make awareness about theimportance of girl child.

• 12 mobile vans well equipped with audio-visualaids functional in all 20 BBBP districts

• About 107007 Health checkup Camps organized.

• Gudda Guddi Boards displayed in 97.36% Gram Panchayats

• 9033 Sensitization and orientation programmes on SexualHarassment at Workplace Act 2013, Menstrual Hygiene, genderBased Violence and related Acts etc organized at state ,district andblock level.

• 81 Mascots identified, who have established their name in Societyby showing extra ordinary skills in the area of Social work, culturalactivities, Sports, Academic etc.

• 60811 signature campaigns organized.

• Oath taking ceremony to discourage female foeticide organizedinvolving political leaders ,district administration, social activists ,school children and community.

• Celebrated Aapki Beti Hamari Beti utsav in which 498583 girls felicitatedand provided baby care kit comprising of Towel, cap, feeding bowl withspoon, balloon, whistle, Biscuit and 1 kg Panjiri.

• Mahila Police Thana opened in 21 district Hqr where all the staff arewomen. Also Protection-cum- Prohibition officer under Domestic ViolenceAct, 2005 and Child Marriage Act, 2006 alongwith subordinate staff aresitting in the same complex.

• Scheme for Special Mahila Police Volunteers on pilot basis in two districtshaving lowest sex ratio and high incidence of crime is under considerationof the Govt. with the aim to improve safety and security of women.

Implementation of Protection of Children from Sexual Offences (POCSO) Act, 2012

• “Betiyon Ka Salam Rashtriya ke Naam” on 15th

August, 2015, in every Government school of thestate, the most educated girl in that village/wardwas invited to hoist the National Flag.

• “Mera Pehla Gantantra Utsav” on 26th January,2016, was celebrated in which mothers of infantgirls born between 22.1.2015 to 22.1.2016 wereguests of honor in the local school level RepublicDay function to inculcate and associate feeling ofpride with birth of daughters in the localcommunity.

• “Tithi Bhojan”‘Beti ka Janam Din-School MeinAbhinandan’ under which girls whose birthdaysfalls in the month are congratulated and given aspecial treatment during mid- day mealdistribution .

Initiatives taken by Education Department

• Active School Management Committees (SMCs) to ensure universal enrolment of girls throughspecial drives.

• Created Balika Manch or Prerak Group (a group of studying students) to encourage participationof girls in schools and to bring out of school girls in school.

• Ensured 100% availability of functional girls’ toilets in every govt. school.

• Various orientation programme started to motivate the community for enrolment of girls duringPravesh Utsav Programme.

• BBBP Logo. on all Official Correspondence and outside wall of school building.

• Hamari Panchayat, Hamari Atithi : Newly Elected representatives of Panchati Raj were invited bythe schools to join hands with schools for the betterment of education.

Initiatives of Health Department Haryana

• State Government has initiated a campaign to control and check violation of PNDTAct and MTP Act. 483 FIR have been registered under the above Acts since the startof the compaign.

• Intensified campaign to curb illegal centres/doctors involved in sex selectionthroughout Haryana.

• An award of Rs. One lac to village in each district with highest sex ratio.

• Rs 1 lac as an Incentive for Informer under PC-PNDT Act.

• Registration of Veterinary Ultrasound machines mandatory.

• Monitoring of Sex Ratio of registered In Vitro Fertilization (IVF) centres.

• Registration of Complaints under PC-PNDT by cell on 8288014141 and by SMS on8288033337. Online complaint portal through CM Window is functional andexclusive for PC-PNDT is under process.

• Residence ID Proof of pregnant lady for Ultra sound diagnosis mandatory.
