JOB SUPPORT SCHEME
• FINAL PHASE OF CORONAVIRUS JOB RETENTION SCHEME
• ENDS ON 31 OCTOBER
• FINAL CLAIMS ON OR BEFORE 30 NOVEMBER
• JOB SUPPORT SCHEME
• WILL OPEN ON 1 NOVEMBER AND RUN FOR 6 MONTHS
• EMPLOYER CONTINUES TO PAY FOR HOURS WORKED
• COST OF HOURS NOT WORKED SPLIT BETWEEN EMPLOYER (WAGE REDUCTION),
GOVERNMENT (WAGE SUPPORT) AND EMPLOYEE
• EMPLOYEES WILL EARN A MINIMUM OF 77% OF NORMAL WAGES

GRANT:
• Employer and Government to pay third each of time not worked capped at £697.92 per month
• NICs and pension payable by employer
• Normal wages based on usual pay/hours
• Paid in arrears (no advance)
• Employers able to top up wages beyond the two-thirds

ELIGIBILITY -EMPLOYERS
• ALL UK BUSINESSES (WITH UK BANK ACCOUNT) ARE ELIGIBLE TO MAKE USE OF THE SCHEME
• DO NOT NEED TO HAVE CLAIMED UNDER THE CJRS
• PROTECT VIABLE JOBS (BUSINESSES FACING LOWER DEMAND OVER THE WINTER MONTHS)
• WRITTEN AGREEMENT BETWEEN EMPLOYER AND EMPLOYEE (CONTRACT VARIATION)
• SME’S AUTOMATICALLY ELIGIBLE
• LARGER BUSINESSES WILL NEED TO DEMONSTRATE THAT THEY HAVE SEEN A FALL IN TURNOVER DUE TO THE PANDEMIC
• Financial assessment test
• further guidance expected to clarify what constitutes a larger business
Scheme intended to protect viable jobs only - it is not
designed for employees who are unable to work any hours at all.
Do not need to have been furloughed previously
Minimum of 33% of normal hours to be worked (may change in the
future)
Must have been on company’s PAYE payroll on or before 23
September 2020 (this means a Real Time Information submission to HMRC must have been made
on or before this date)
Employees cannot be given notice of redundancy whilst being
claimed for under the Scheme

COMMUNICATING THE CHANGES
Employees should be provided a letter outlining the company’s intention to
use the scheme
Advisable to hold meetings with the workforce to
explain what the scheme and what they will be
expected to do
As with the CJRS employers need to agree
to change hours of work –in writing
ALTERNATIVES TO REDUNDANCY
• JOB RETENTION BONUS – COMPANY USING THE JOB SUPPORT SCHEME WILL BE ELIGIBLE TO CLAIM
• one-off taxable payment of £1,000 for each eligible employee (previously furloughed/continuously employed until 31 January/satisfy minimum income threshold (£1,560))
• payment to the employer (not employee)
• can be claimed between 15 February and 31 March 2021
• not serving contractual or statutory notice
• LAY-OFF/SHORT-TIME WORKING
• REDUCE EMPLOYEE HOURS/PAY (BY AGREEMENT)

HOW A VIRUS WITH A BASIC REPRODUCTION NUMBER (RO) OF 2 SPREADS IN A NON-IMMUNE POPULATION
The R number=The amount of people each person with Covid-19 is infecting
with the virus. If that number goes above one, the
number of people becoming infected with the virus will grow quickly leading to tens of thousands of
additional deaths.
THE HEALTH PROTECTION REGULATIONS 2020 THE HEALTH PROTECTION REGULATIONS 2020 SET OUT MANDATORY
PERIODS FOR SELF-ISOLATION,
• If an employer has a worker who has tested positive for COVID-19 (or lives with someone who has tested positive), they are now responsible for stopping the worker from working (unless they can work from home). If they fail to do so, employers will face a fine, starting at £1,000.
Employers be aware of Regulation 7. • It is an offence for an employer to knowingly permit a worker (including an agency worker) to
attend any place other than where they are self-isolating; they must not be at work! • This includes individuals who are required to self-isolate because they live with someone who has
tested positive.• There is also an obligation on the worker to tell their employer that they are self-isolating (Reg 8)• Anyone who breaches self-isolation will, normally, commit a separate criminal offence (Reg 11)
