Quality of Your Fire Company• Recognized by the Office of the State Fire Commissioner as a

Participating Department for the 4th time since 2005.

• One of 38 fire companies in PA with 100% of its firefighters, over the age of 18, trained in accordance with nationally recognized standards. To put this in perspective, there are 1,800 fire companies and fire departments in PA.

• Most certified firefighters at the Firefighter I level in Chester County.

provides primary fire and BLS. This also does not include any vacant buildings that are now occupied or that have undergone renovations since 2013. An example of this is 1250

Drummers Lane now occupied by Universal Health Systems.

Actual Tax Dollars Spent on Fire Companies

• The actual number of combined taxpayer dollars that is contributed to Berwyn, Paoli and Radnor fire companies by Tredyffrin Township is $438,670.

• This excludes the $148,000 in fire hydrant fees that are paid directly to AQUA Pennsylvania that Tredyffrin has included in the total expense for fire companies. The fire companies don’t receive this money.

• This excludes the $440,000 in State Aid Pass-through that Tredyffrin has included in the total expense for fire companies. This funding is split 50/50 between Berwyn and Paoli. This is NOT taxpayer money. The fire companies are 100% responsible for the management of these restricted funds.

What is State Aid Pass Through?

• Restricted dollars – Cannot fund paid staffing, which is the largest recurring expense for the volunteer fire companies.

• Generally, State Aid Pass Through (aka Relief Association Funds) are funds received from Out-of-State Commercial Insurance Companies not domiciled in PA.

• NOT derived from Township or State taxpayer dollars. This is not part of the taxes that support Berwyn Fire Company, Paoli Fire Company or Radnor Fire Company.

• Contribution varies year-to-year. The individual fire company is responsible for the financial management of these funds, NOT the Township.

• Contributions are defined by Commonwealth of PA – Auditor General’s Office.

• Municipality determines the allocation to volunteer fire companies.

2015 Municipal Capital Funding

Tredyffrin Township$94,000

Easttown Township$47,000

Engine 2-2 was purchased in 2007 for $384,955.

Tower 2 was purchased in 2011 for $953,494.

The Berwyn Fire Company operates (11) emergency vehicles that cost $2,708,978 when

purchased new. This does not include any equipment on the vehicles.

The township capital funding contribution is applied toward the purchase of these vehicles, along with money the fire company raises from

donation, loans and non-taxpayer Relief funding.

Tredyffrin Township Funding Request

• $50,000 in additional funding to fill existing staffing gaps.

• Fire and EMS leadership has identified this funding need as a priority to ensure adequate staffing levels are maintained.

• This funding will be utilized specifically to address staffing challenges responding to simultaneous fire and EMS incidents. It will also help shrink the gap during low volunteer turnout situations.
