5. CONTENT
5.1 Information of navigation channel & construction jetty
5.1.1 Location and navigation access channel to construction jetty
- The port is located on Long Son Island. The South and West of the project is
adjacent to Ganh Rai Bay, to the North is adjacent to Rang River and Ong Ben
channel. The construction jetty is located in the southwest of Petrochemical
Complex in South of Viet Nam.

5.1.2 Construction Jetty (CJ)
- Construction jetty includes the loading platform, 2 wharf areas, 3 berthing
dolphins (BD) and 2 mooring dolphins (MD). The berth is designed to
accommodate 19,500DWT ships. Draft on the berth is -8.0m CD (Chart datum)
and
- Customs area of about 1.8 hectares for Customs inspection of cargo.

5.2 Roles and responsibilities of Stakeholders
5.2.1 Port Master
5.2.1.1 Shift Manager
- The roles and responsibilities of Shift Manager (SM) are as below:
✓ Manage all terminal operations during a shift in accordance with plans
within the parameters of Contractor requirements, management direction,
safe working practices to achieve maximum levels of productivity and
customer service by optimum utilization of recourses, and meet the related
laws & regulations compliance
✓ Coordinate with Port User to ensure effective operating programs are set
and maintained to ensure vessels meet sailing or berthing deadlines
✓ Liaise with Port User's Subcontractor and to maximize equipment /labor
availability and effectiveness
✓ Ensure that recognized safe working practices are utilized for all terminal
operations and maintain effective implementation of safety policies and
procedures

✓ Provide the first line of response for emergency situations and damage
assessments
✓ Investigate, record and report the equipment and materials unloading delay,
shipment berthing and un-berthing delays and provide information to
relevant parties
✓ Perform inspection, and investigation of the unloading area and port area to
ensure that there are not any damages to properties and/or pollution and/or
environmental from unloading activities after shipment clearance
✓ Ensure that the construction jetty is ready to berth and un-berth in safe
conditions
✓ Manage, arrange and allocate Port Laydown area for the equipment and
materials from the ship
✓ Ensure that all required documents for the ship berthing, un-berthing and
other related work are submitted to Company and/or the relevant authorities
in a timely manner prior to the intended date of the ship berthing and un-
berthing
✓ Ensure that Port User shall fully comply with the ground rules, port
regulations and procedures.
- When a vessel information is submitted by Port User for review and approval,
within 1 working day SM shall oversees Operations Supervisor (OS) review
process to ensure all required parameters are met before given final approval
and recorded in the CJMD.
- When a vessel berth window is booked by Port User, SM shall oversee the berth
and operations planning by the OS before submitting into CJMD.
- When ETA notice of arriving, vessel is updated in CJMD by Ship’s Agents, SM
shall ensure coordination of all preparation work by various stakeholders are
carried out to avoid any possible delay or disruption of the berth & operations
plan.
- When the final 1 day ETA notice of arriving vessel is updated in CJMD, SM to
hold pre-arrival meeting with all stakeholders to run through final preparation to
receive the vessel at CJ taking into account the prevailing weather, tides, other
vessel traffic etc

- During critical operation period such as vessel berthing & unberthing,
exceptional heavy & bulky cargo unloading, SM shall monitor closely either on
site or via CCTV and maintain constant communication with OS and SS via
walkie talkie.
- SM shall review with OS, SS, Port User & Sub-Contractor detailed planning of
cargo & trucking movement from vessel side to Customs Area and then final
dispatch out to Port User’s site for safe and efficient execution and optimize
resource utilization.
- SM shall review SS execution of all safety checklists and procedures before
commencement of any critical operations and recorded in the CJMD.
- SM shall be involved with the SS in any safety violation incident or near miss by
any person. SM shall ensure all such incidents or near misses are recorded in
the CJMD.
- SM shall carry out frequent random checks when operations are going on as an
effective measure to ensure all personnel on the ground comply with HSSE
policy and execution according to plan. Same recorded in CJMD.
5.2.1.2 Operations Supervisor
- The roles and responsibilities of OS are as below:
✓ Verify any ship information from Port Users to ensure that ship specification
matches the construction jetty capability;
✓ Establish and monitor the berthing schedule of the ship at the construction
jetty;
✓ Organize shipment berth schedule and notice to related parties;
✓ Decide to interchange shipment berth schedule, and also define decision
logic of the vessel berthing, un-berthing and interchange;
✓ Organize ship berthing and un-berthing and coordinate with traffic control
department, navigation department, ship agent, captain, navy base, Vung
Tau port authority, border guard and other related parties that shall be
involved.
- When notified by CJMD that Port User has submitted the vessel information for
approval, OS reviews the vessel information with SM base on the berth capacity
and other safety and legal criteria, approves or rejects the vessel

- If the vessel is rejected, OS / SM shall immediately inform Port User stating the
reason for non-conformity.
- Once the vessel information is approved, Port User will book berth window and
submit cargo & other relevant information such as vessel’s plans ~ GA, Mooring,
Cargo stowage & lashing / unlashing, as well as cargo manifest, DG, special
handling procedure…
- When CJMD notify Port Master of above by email / phone message, OS will
commence working out a tentative berth operations plan for SM’s review.
- OS will submit this tentative plan into CJMD which will notify all stakeholders.
- Port User is required to confirm the allocated berth window within 1 working day
in CJMD, failing which the berth window is open for booking by other Port Users.
- When CJMD notify ETA notices of vessel, OS shall monitor and take action to
amend the berth operations plan where necessary. OS will then submit
amended plan into CJMD which will notify same to all stakeholders. This
process will continue till the vessel arrives and berths at CJ.
- OS shall ensure that Pre-Arrival information & Safety Checklists are sent to the
vessel’s Captain by the Ship agents.
- OS shall finalize the preparation of the unloading plan with all stakeholders with
firm timeline for all activities 1 day before vessel arrives & presented at the Pre-
Arrival briefing hosted by SM.
- OS shall confirm with all stakeholders of their respective responsibilities
following the firm timeline.
- Before vessel arrival, OS shall notify the ship berthing schedule to related
authorities, Navy Base No.2 according to Port Communication Protocol (CJ1-
5W92-000005).
- OS / SS shall ensure that the jetty area both sea and shore are clear of all
vessels and vehicles, obstacles etc and well illuminated when visibility is
impaired. All fenders at CJ are in place and undamaged.
- When the vessel is nearing the berth, OS will position a flag to indicate to the
vessel’s Master and pilot the ideal position where the bridge should be.
- Once the vessel is safely berthed at CJ and the vessel’s accommodation ladder
is rigged, OS, SS, Port User and Stevedore Foreman will meet with vessel’s
captain and Cargo officer for Safety Meeting before cargo operations.

- After Safety checklists has been signed, certificates verified in order and all
procedures agreed, cargo operations shall commence immediately and duly log
into CJMD.
- Throughout the vessel’s stay at CJ, OS shall carry out regular checks to ensure
operations are going along as per plan. If any delay occurs, then OS will report
to SM and together they will discuss with relevant stakeholders to find a solution
to bring the operations back on schedule. All such delays and action taken shall
be logged into the CJMD.
- Once notified by CJMD that cargo operations is nearing completion, OS shall
commence preparing all relevant stakeholders for vessel’s departure with firm
timeline on each stakeholder’s action plan.
- On completion of cargo discharge, together with Port User’s representative and
vessel’s officer, OS will inspect all vessel’s cargo holds and decks to ensure no
cargo remains on board. After satisfactory inspection, all parties sign a Cargo
Hold Empty Certificate with each party having an original copy. OS shall upload
his copy into CJMD later.
- After pilot on board and all is safe and ready, the vessel then departs the CJ
guided by the harbor pilot / master with all timings log into CJMD later.
5.2.1.3 Safety Supervisor
- The roles and responsibilities of SS are as below:
✓ Supervise deliverables on an ongoing operational basis to ensure that
safety & security standards are communicated & complied with by all Port
Users;
✓ Witness inspection of the unloading equipment and facilities and perform
observation of all activities on the construction jetty to ensure that it is
suitable for safe operation;
✓ Ensure that all safety, security & environmental issues are managed to fulfill
the requirements of all applicable laws and regulations;
✓ Stop any activities when detecting causing unsafety to works, signs of
violation of safety regulations and promptly notify to Company and EPC
Contractors;
✓ Ensure that all damage claims are handled fulfilling the requirements of all
applicable laws and regulations;

✓ Ensure that emergencies are handled fulfilling the requirements of the
regulations applicable nationally & internationally.
- SS must instruct safety policies and regulations to all sub-contractors’
employees and ensure that they understand and sign acknowledgement
statement before starting work at CJ.
- Before starting working, SS coordinates with OS to conduct a toolbox meeting
with the sub-contractors’ staffs to instruct hazards during the work performance
and take preventive measures.
- Inspect working areas and vehicles, tools and equipment before starting work.
The inspection must be recorded in the safety checklist and signed by the safety
supervisor and the sub-contractors’ representatives.
- SS conducts and signs safety checklists with vessel’s staff & stevedore foreman
before cargo operations can commence.
- SS regularly inspects and monitors cargo handling operations at construction
jetty and custom area. SS shall stop any contractor's work immediately when
detecting hazards which are likely to cause serious accidents.
- For serious HSSE violations, SS shall inform the Shift manager immediately.
- SS coordinate with related parties to investigate any incident when it occurs.
- SS shall make the safety violations report after any safety violations are dealt
with.
- SS shall assist sub-contractors to carry out risk assessment as & when any
occasion requires.
- SS shall perform housekeeping inspection at all times to minimize risk to all
working personnel.
- Final safety inspection of CJ to be carried out after every ship departed and log
into CJMD.
5.2.2 Tugboat service
- Dispatching tugboats assisting vessel's berthing and unberthing must strictly
abide by the regulations on the number and specification (type) of tugboats.
- The tugboat must be ready in place before vessel arrives berth area 30 minutes.

- The use of tugboats assisting designed vessel of 19,500 DWT tonnage (L x B =
162m x 38m) must comply with the provisions of the seaport Regulation of Vung
Tau Maritime Port Authority and detailed into Port rules and regulations.
- Notwithstanding above when booking harbor tugs, Shipping agents shall book
minimum 2 harbor tugs while still complying with Harbor Authority regulations as
per LSP’s requirement.
5.2.3 Shipping agent, captains, pilots of towed, assisted ship, and captain of tugboats
- Shipping agents inform / update timely vessel’s “estimated time of arrival’’ (ETA)
Vung Tau Port Authority and CJMD.
- When booking harbor pilot, Shipping agents shall request a pilot who is on the
short-list provided by Pilot Office.
- Captains must contact with Vung Tau pilot by VHF on channel 16 one hour
before vessel arrives pilot station.
- Captains of tugboats must contact Vung Tau pilot and Port master one hour
before vessel arrives pilot station.
- Captains, pilots of towed, assisted vessel, and captain of tugboats have
responsibility to promptly notify the port authority of any delay or insufficient
supply of tugboats with regards to quantity, capacity and types of tugboats as
prescribed.
- Before reaching the location as agreed on the use of towage services, the
captain of the towed vessel and the captain of the tugboat must discuss and
agree on the towing method; location for tying the tow wire or towing position, if
the towed vessel has special positions to be used for tugboat, the tugboat
captain must be notified by the captain of towed vessel.
- In case the towed vessel is piloted by a harbor pilot on board, the captain may
discuss and authorize the pilot to contact the captains of the tugboats.
- Using tow wire must be suitable and meet the technical requirements as
prescribed.
- The priming wire must be ready for use in case the tow wire is not successful.
- Vessels with length of over 100 m must have a wire ready on the bow to be able
to connect with tugboats in emergency situation.

5.2.4 Mooring Gangs
- Make sure all employees who perform mooring/ unmooring must:
✓ Be 18 years of age or older
✓ Ensuring good health during work performance
✓ Occupational safety training
✓ Having an appropriate certificate for mooring/ unmooring operation
✓ Fully complying with PPE requirements at all times in CJ.
5.2.4.1 Vessel's berthing and mooring operation
- When vessel approaches CJ and within range, OS establishes radio
communication with harbor pilot.
- OS confirms with the pilot which side alongside and the position of the berthing
vessel by flag and the total number of mooring lines.
- OS ensures all mooring gangs standing by to take on vessel’s mooring lines to
shore bollards.
- Vessel’s body must be parallel to the CJ with a minimum distance equal to TWO
beam of the vessel and not less than 50 meters, speed to approach CJ is not
over 0.2 knot ~ 0.1 m/s as agreed by Vung Tau pilot office on 12th May 2020.
- After vessel is securely fast, OS ensures vessel’s gangway is position ideally not
to cause inconvenience and danger to personnel working in the vicinity.
- OS to ensure that cargo unlashing & discharge operations commence without
delay after all formalities and safety checklists / briefing are completed.

- OS to update mooring operations in CJMD in a timely manner.
- As part of our continuous improvement culture any incident or near miss must
be investigated and recorded in CJMD.
5.2.4.2 Unmooring operation and vessel's unberthing
- Following established unberthing scheduling, Shipping agents give regular
updates on expected cargo completion and documentation time.
- 2 hours before expected cargo & documentation completion, mobilize mooring
gangs and conduct operational briefing by OS.
- OS contacts the captain of the tugboat by VHF to ensure the tugboat is ready to
assist the vessel to leave the berth.
- Move all equipment and obstacles on the wharf (if possible) away from the
vessel side leaving the wharf area clear.
- OS / SS to check water area to make sure no ships / barges are anchored in the
area of the leaving vessel 1 hour before departure.
- Mooring gangs coordinate with vessel's crew to remove the accommodation
ladder after the pilot on board.
- Contact the pilot by VHF to ensure good communication to prepare the vessel’s
unberthing.
- On harbor pilot’s advice, all tugs are made fast to vessel.
- After the tugboat is ready to assist the vessel's unberthing and on pilot’s
instruction, mooring lines are slackened by vessel’s crew and when there is
sufficient slack and safe to do so, mooring gangs proceed to let go lines from
bollard till all lines are clear of all bollards.
- The method of unmooring operation when the unmooring lines are in the

- When all clear, mooring gangs stand down and return to base.
5.2.5 Inspection & supervision
- Inspection and supervision are always carried out by OS before and during the
implementation of the work to ensure:
✓ The vessel's berthing and unberthing operations are carried out safely.
✓ Communication is smooth during implementation.
✓ Correct equipment type & quantity are pre-arranged to support the
operation
✓ Workers involved in mooring/ unmooring operation are fully equipped with
PPE.
5.2.6 Report and forms
- After completion of any operation, SM / OS / SS shall log all relevant information
into CJMD.
