General objective of BERST
Straubing CoP meeting 25 March 2014
Explore the bioeconomy
potential of EU regions
Purposes of BERST
Straubing CoP meeting 25 March 2014
• Provide a toolkit to help regions in their pathway of bioeconomic
development:
– dataset with criteria and indicators
– catalogue of instruments and measures
– catalogue of good practices and case studies
– guidelines for elaborating regional profiles
• Provide a network to promote the development of smart
specialization strategies based on regional bioeconomic potentials

Other recent EC initiatives to boost the EU
Bioeconomy
• BioEconomy Observatory (2013-2016):
– collection and dissemination of data and information
• European Bioeconomy Panel (appointed for 2013-2015):
– highest policy level group of 30 members
– aims to support and prioritise the bioeconomy agenda as a whole
• PPP (Public-Private Partnership) program in Horizon2020:
– industry, academia and users engage in alliances around
roadmaps to reinforcing Europe’s competitiveness and excellence
Straubing CoP meeting 25 March 2014
• BERST contributes to long term economic and
environmental sustainability, by:
– understanding the regional bioeconomy development
– boosting bioeconomy industries, potential entrepreneurs
and investors in regions
– actively promoting new ‘smart’ strategies for regional
development through establishing a EU bioregional
network
How can BERST contribute to the EU
bioeconomy strategy?
Straubing CoP meeting 25 March 2014
What is a Bioregion in BERST?
Any geographically
meaningful entity (not
necessarily a political
or administrative), as
a combination of
biological, social and
geographic criteria.
E.g. based on
NUTS2/NUTS3
(Eurostat), but can be
other as well
Straubing CoP meeting 25 March 2014
How can BERST affect bioregional development?
• Bioregions are seeking help to find ways:
– supporting, encouraging concrete actions towards the bioeconomy
(organisational, management tools, instruments and measures)
– boosting investors, current and potential entrepreneurs in bioeconomy
– in making strategic choices, searching for synergies within a given
region or between regions, vertical and horizontal integration
Straubing CoP meeting 25 March 2014
BERST is supporting the development of the
potential bioeconomy, in a practical way

• Good Practices:
- Flagship regions
- examples for exploring any
region’s future bioeconomy
potential (‘point in the
future’)
• Case Studies:
From different situations across
EU (rural/urban, South/North,
rich/poor in biomass resources)

BERST Toolbox (1)
• A web-based platform, including:
– catalogue with criteria, indicators, measures and
instruments at EU regional level
– catalogue with good practices, case studies, guidelines
for making profiles
– EU bioregion network to link project partners among
themselves and with regional stakeholders in general

bioeconomy development and in promoting new
smart strategies
BERST Toolbox (2)

Developing Regional Profiles (1)
• General guidelines based on indicators in WP1, e.g. on the dominance of a biomass supplying sector.
• Regional profiles worked out per partner country– tested/elaborated on Good Practices and Case Study
• Compare ‘Region X with Profile Y’ with its associated ‘Good Practice with Profile Y’:– Which indicator scores worse/better than for Good Practice?
– Which measure/instrument (combination) is (un)available and could support?
Straubing CoP meeting 25 March 2014
Developing Regional Profiles (2)
• Explore meaningful responses from regional
entrepreneurs and policy makers, by:
– selecting measures/instruments
– management choices; innovation decisions
• Develop smart specialization strategy
for Region X:
– regional workshops; bioregions network
– factsheet
