The traffic-light system MPB 3400 fulfils all the requirements of VDE 0832 and the RiLSA for radio, cable and quartz- controlled systems. Depending on the particular application, as bottleneck system it corresponds to type classes A, B or C of TL-LSA97 (Technical Delivery Conditions Portable Traffic Light Systems 97). Our new portable traffic light MPB 3400 can be used with either radio, cable or quartz control. The standard version is designed for controlling traffic bottle- necks (or also for T-junctions and cross- roads as extension for use outside the validity of German regulation TL-LSA 97). The VA version for vehicle-actuated operation is equipped with directional radar detectors as a standard feature. MPB 3400 is quickly erected and can be operated intuitively without demanding much preliminary know-how. Nearly 100 employees from renowned contrac- tors for signalling technology and traffic safety from all over Germany took up this offer of further training. They had a choice of two different 2-day seminars offering basic and advanced knowledge. The contents included technical specifications and guidelines for construction site traffic signals (e.g. RiLSA, TL-LSA) and for drawing up and implemen- ting signal timetables, as well as how to operate the traffic light controllers including effective troubleshooting on site. Our portable traffic light "Professi- onals", operations manager Alfred Wurth and technician Uwe Bani- schewski, led the participants through the various topics, once again passing on much of their know-how.

New traffic light experts

Once again this year, traffic lightexperts received training in earlyFebruary at company headquarters inKürten near Cologne and in earlyMarch at our subsidiary AVS inMellingen near Weimar. In Hannover on 16 January 2010, Jens-Rolf Oppermann was elected as the newChairman of the VVV e.V. (Associationfor Traffic Technology and TrafficSafety) during the annual generalmeeting. He had already been chairmanof the association from1996 to 2006.

The VVV is an asso-ciation of leadingcompanies in the trafficindustry with the primeobjective of roadworkssafety in road traffic.The aim is to conti-n u o u s l y i m p r o v equality standards toenhance safety inroadworks situations.This is achieved bydeveloping quality andsafe ty guide l ines ,taking account of thestatutory regulations,standards and guide-lines, together with the involvement andqualification of leading manufacturersand users in the field of traffic safetyequipment and traffic engineering.The VVV and its member companiesbelong to the IVSt (IndustrialAssociationfor Roadside Equipment). The IVSt acts

as parent organisation for all tradeassociations involved in roadsideequipment with the aim of poolingactivities and asserting the results jointlyin the various institutions.The IVSt includes the department for

"Traffic safety at road-works", where VVV isalso represented.Current traffic safetyissues and concerns arepooled here in coope-ration with the existingtrade associations. Tothis end, the departmentsets up special workingparties as and when theneed arises to deal withall pending problemsand issues.Participation in theseworking parties on thepart of interested andcommitted membersfrom all trade associ-ations is possible and

welcome. The depart-ment and itsworking parties thus offer a broad rangeof concentrated expertise which is furtherenhanced by the industrial members.

At the INTERTRAFFIC in Amsterdam,we will also be presenting our export hit,the quartz-controlled portable traffic-light system MPB 1400 to the internati-onal trade public at our exhibition stand.

Compact design, easy handling, uncom-plicated operation currently in elevenlanguages and easy extension to a T-junction or crossroads system – those arethe catchwords of the MPB 1400.

All settings are adjusted convenientlyusing a coded infrared remote control,protecting the system from unauthorisedinterference. MPB 1400 is ideal foruniversal use: on one day, just twosystems can be used at different sites foralternating one-way traffic. On anotherday they can be put together for examplefor crossroads control.When used for alternating one-waytraffic, the system corresponds to typeclass A of German regulation TL-LSA97(Technical Delivery Conditions PortableTraffic Light Systems 97).The necessary parameters are queried indialogue with the handheld box in a reallyeasy process: enter the red and greenphases separately in up to 999 seconds forevery traffic light; transmit the data; andthat's it!In addition to automatic quartz control,other modes can naturally also beadjusted, such as manual mode withcontinuous red, continuous green,flashing amber as warning or lamps off –ideal for tree-felling work or in specialtraffic situations that require manualintervention.

Ideally MPB 1400 can also be combinedwith our solar module (see report on page3) to be completely independent of thepower supply. This makes it ideal forlong-term use in Germany and abroadeven far away from any power source.

At the INTERTRAFFIC, we will also bedemonstrating our portable crossroadscontroller EPB 12.

The special feature of this crossroadstraffic-light system is that the combineduse of master and slave controllersconsiderably reduces the human re-sources and material needed for wiringthe system. The decentralised design ofthe portable controller system EPB 12means it is no longer necessary for allcables of signal heads, buttons, radardetectors and detectors to be wired in astar circuit to a central point. Appropriatepositioning of the master and slave unitsat the roadworks permits considerablereductions in the length of cable neededcompared to conventional systems. Justone data bus lead connects thecontrollers, together with a possiblepower supply cable. The master and slavecontrollers can even be up to max. 1 kmapart. As a result, smaller and lighteroverhead systems can be used. The whole

system is erected more quickly withconsiderable savings in costs for material,transport and human resources.As a rule, our portable controllerscompletely replace the stationary trafficlights that have either failed or beenswitched off. And so even our portablesystems offer a comprehensive range ofoperating modes, including bus priorityor progressive signalling.

EPB 12 is programmed in a clearlyorganised and extremely easy fashionusing our "Ampel-Win" software and acommercially available laptop.

The identical plug-in power cards in thecontrollers also allow for easy main-tenance. Maximum 12 signal groups withup to 32 signal heads (up to 24 fullymonitored) can be activated and providedwith power.At the same time, it is possible to chooseseparately for each signal group whetherthe signal heads operate with 40V lampsor LED technology. The MPB 3400 is extremely simple to usewith a clear layout that is easy to readeven when switched off.The function switch selects whether thetraffic signals will operate in radio, cableor quartz mode. The mode selector switchselects the required setting. Request,fixed phase and green on request can beselected separately for every traffic light,and can even be in combination.All signal heads are identical so youdecide which is used as transmitter andwhich as receiver (with active feedback).The knob is used to adjust the necessaryclearance times (interim times) and thegreen phases for the transmitter andreceiver controller. These can also beadjusted for each direction. Inradio or cable mode, the illuminateddisplay even provides information fromthe other side. For example, in manualmode it is possible to read off the signaland cycle status at every signal headtogether with any possible faults (e.g.battery warning).

The MPB 3400 traffic-light systemconsists of two 3-aspect signal headseach. These are made of extremely

Onrequest, the traffic light can be suppliedwith multi-frequency rating and up to 16radio channels.In the interests of

, the traffic signalsystem is equipped with a new generationof directional radar detectors. An LED inthe radar detector informs road users thattheir request has been registered. Reliablecontinuous red operation (green onrequest) is only possible with directionalradar detectors as they are not influencedby crossing or departing traffic or by rainand snow. The radar detectors can bealigned precisely to the traffic, regardlessof the position of the signal head.The standard MPB 3400 is equipped with

12V/10W. Fully variable adaptation ofluminous intensity to the ambient light isachieved by automatic night-timereduction. This helps to reduce the batterychange intervals many times over. Onrequest, the traffic-light system can beequipped with forbattery-operated portable traffic lightsalready ex works or in a kit easilyretrofitted by the user. This bringsadditional energy savings compared toconventional LED lamps while providingconstant brightness – even when thebattery voltage starts to fall!In the standard version, the MPB 3400has been tested for bottleneck opera-tion pursuant to German regulation TL-LSA97.All MPB 3400 signal heads are identical.

The AVS Traffic Safety Group operates aservice network with more than 250 welltrained professionals to take care of oursafety day after day at road and motorwayconstruction sites.Throughout Germany, the AVS emplo-yees working at altogether 10 branches ofour service partner act as expert contactsfor all aspects of traffic safety.Just a brief look at the German regu-lations that apply in this area, in additionto the generally valid accident preventionand occupational health and safetyregulations, shows how comprehensivethe initial and advanced training of theseprofessionals has to be:StVO, RSA, ZTV-SA, RiLSA, TL roadbarriers, TL directing beacons, LTdirecting cones, TL warning trailers, TLerection devices, TL warning tapes, TLtemporary marking, TL directingelements, TL portable traffic signalsystems, TL portable road restraintsystems, DIN EN 1317-1- and -2 andmuch more besides …This is why regular courses are held forall employees working in the AVSbranches to keep the above averagetraining standard of the professionals on ahigh level.Attention focuses here particularly on theuniformity of the initial and advancedtraining, as employees from the various

branches frequently work togetherthroughout Germany for our safety. Hereit is important that they all speak the same"trade language" and know all standardnecessary procedures.The advanced training always has to becarried out during on-going everydaybusiness, as roadworks safety and main-tenance is a 24/7 task. Trade-fair presentation: mobile crash barrier ProTec 160

In good time before the start of AVS'smajor traffic safety assignment onGerman motorwayA5 for the PPP projectfrom Malsch to Offenburg (Baden-Württemberg), a training course was heldfor emergency personnel in Bühl. Theinitiative behind the course was triggeredby "Via Solution Südwest", the firm res-ponsible for planning, funding, construc-ting, maintaining and operating the A5between Malsch and Offenburg.More than 150 members of the voluntaryfire brigade, the FederalAgency for Tech-nical Relief and the police force attendedthe theoretical and practical session on 23January. The course was led by Jens-RolfOppermann from "Büro für Verkehrs-technik" (traffic safety office) in Lehrte.

An introduction to the technical require-ments and mechanical structure oftemporary road restraint systems wasfollowed by practical exercises inopening the crash barriers. Hereparticipants were able to practice on thevarious mobile crash barrier systems thatwill soon be used on the A5 motorway byAVS Traffic Safety from Bühl.This unusual training session for theemergency personnel was welcomed byeveryone involved. Depending on thecircumstances, familiarity with themobile crash barrier systems may helpthe emergency services to get to accidentvictims in roadworks situations morequickly.

Training for the fire brigade and the THW

Every public call for tender for trafficsafety includes "verification of main-tenance control pursuant to ZTV-SA 97".The tendering authorities often demandconclusive evidence that there havebeen at least two control tours everyday.Handwritten lists are not sui-table as conclusive, tamper-proof evidence of correctmaintenance, stating the tech-nician, date and time of themaintenance tour together withthe work performed.The authorities involved have noreliable control as to whether thecontractor has reliably fulfilledhis maintenance obligation.Similarly, in the event of any legaldispute (e.g. after an accidentcaused by failure of the lighting),the contractor has no satisfactorymeans of proving that the main-tenance had been performed, possiblyeven just beforehand.Our Service Control is the ideal solutionfor absolutely manipulation-proof elec-tronic documentation. Each maintenancetechnician is allocated a Service Controldevice. On arriving at the roadworks, thetechnician logs onto the system. To this

end, he passes the Service Control deviceacross the detection chip fixed to theroadworks equipment. The Service

Control device now asks the technicianto check all maintenance criteriademanded in point 7 (6) of ZTV-SA97. The Service Control lists the

various maintenance tasks oneafter the other in plain text.After every check, the tech-nician confirms every main-tenance task individually; this isrecorded in the device with dateand time, leaving no leeway for

manipulation. The techniciancannot log off from the site untilall specified tasks have beenchecked.

The Service Control is a self-contained system that is notconnected with a PC so it cannotbe manipulated. All documented

maintenance tours can be printed out atany time and submitted to the corres-ponding authority as verification ofregular roadworks maintenance.
