T he meeting was called to order at 5:45pm by President Elect Dr. Nicholas DeRobertis. President Elect: Dr. Nicholas DeRobertis • Welcomed all. • Asked that all pay more attention to what is discussed at the business meetings as most of the information is quite important and the meeting is a good opportunity to hear what’s going on and to talk about issues that concern members. Executive Director NJSA: Mr. Art Meisel • ere is no dispute that between 35-50% of the mercury that is captured by publicly operated water treatment plants comes from dental offices. For this reason, dentists are now on the radar screen. We don’t object to best management practices but do object to those that include amalgam separators as we took the position that it was a redundancy in that 95% of the amalgam would be removed whether or not the amalgam separators were installed. However, the effluent that leaves the plant after the 95% is removed will be the same whether amalgam separators are used. However, the sludge quality will not be the same as it will contain more mercury. We pointed out the presently, the amount of mercury allowed for ‘high quality’ use is about 16 parts per million and presently there are approximately two parts per million – keeping us well under the number. e real problem is that about 27% of the sludge is incinerated and one this occurs, all of the mercury vapor released is not captured and will be released into the atmosphere. We disagree with the amount that’s released but the DEP still has a zero tolerance and further, has estimated that the cost for installing the separators will be between 45-80 cents per patient per year or about $1000 per year per office. There are currently exemptions for orthodontics, endodontics, periodontics, oral and maxillofacial surgery, radiology and pathology – when that is the only thing done in the office. The state is trying to get them to add an exemption
for prosthodontics (as in New York). Amalgam separators are already required in many states. The state DEP is offering dentists the ability to certify that if the dentist uses BMPs, a permit and fee will not be required and there will not
be a routine inspection done. If a dentist doesn’t state the he/she will certify, a permit will be necessary at a cost of about $5400 annually in addition to two water quality certifications by a company authorized by DEP.
The regulation only applies to those connected to publicly operated treatment works and not to those who have septic systems, who are required to attain the above mentioned permit. All new offices must comply immediately and cannot be grandfathered. The requirement for BMPs will go into effect one year after the effective date of the regulation, which is expected to be in about 6-8 months from 9-5-07 and an additional year to apply for BMPs other than amalgam separators and another year for the installation and operation of amalgam separators provision to become binding. The NJDA is looking into the various companies supplying this and will let members know who they are and what their costs are expected to be, the pros and cons of using them and the possibility of arranging for one or two of the companies to provide a discount to member dentists of the NJDA.
Amalgam separators will not be required for each chair in an office and it will be the responsibility of the owner of the dental office to comply. The regulation will also apply to clinics, hospitals and federally qualified health centers and the dental school at UMDNJ. The NJDA will be offering seminars on the regulation throughout the state.
State Trustee: Dr. Stanley Markman• Dr. DeRobertis asked that Dr. Markman forward notes on what was discussed at the most recent state trustees meeting to Ms. Bensky – who will have them distributed at the BCDS meeting. Dr. Markman can then talk about the specific items he feels need further explanation. In addition, all members can visit the NJDA website, www.njda.org.
Continuing Education: Dr. Ted West• There will be a Morton Stern Memorial Lecture this year (there wasn’t one last year) but, as the Englewood Hospital Dental Service is no longer in existence, we need to find a new location. Dr. West would like the next program to be on nutrition and involve the entire dental office of members. Although it’s a member benefit, a nominal fee could be charged to offset the costs of any meals. A suggestion was made to hold it at Seasons, from 7-10pm and give 3 CEUs for the course. Costs can be subsidized by the Society.
Other Business• Holiday Party: Last year the budget was $1500 and we charged $30 for members and $45 for guests. As a number of members do bring guests, all agreed to continue with this price, even though the costs have gone up. Wine, beer and soda will be included. • Dues Waiver: As there were inconsistencies among the component societies in the way in which waivers used to be granted, the House of Delegates agreed that the waiver process should now be handled through the office of the state association so that the rules and procedures are standardized and timely and all decisions be made through the NJDA. Records are kept and if the waiver request goes on for more than 2-3 years, the state looks into the reason. All requests for dues waiver must be made in writing.

NJDA President: Dr. Robert Shekitka• As components are crucial to membership, he decided that a personal visit to each component was in order. He believes that the people present are most important and are the ones who do the work for the organization.• For the 7th year in a row, the NJDA has had a net increase in membership – the third highest in the country. The NJDA has already passed the number of paid members last year at this time. He urged all members to reach out to colleagues and bring them to meetings. • Mr. Meisel noted that a committee of new dentists (at the state level) decided to try calling other young dentists and invite them to the next component meeting. They were to show up about _ hour prior to the official starting time of the meeting and have a drink, mingle and then sit together at a separate table during the meeting. The young dentists found that when they were invited to the meeting by their colleagues and then went to meeting, they felt more comfortable when with their peers, no matter how friendly the members were. A portion of the cost for their attendance could even be subsidized by the component.• Dr. Shekitka noted that he was pleasantly surprised by the diversity of the component groups in terms of their membership. • The Government Affairs Committee is now to be called the Council of Public Affairs (COPA).
The meeting was adjourned at 6:40pm.
