The project BENEFIT assists public and pri-
vate companies as well as their employees to
switch rom the private car to public trans-
port. The aim is to conserve 2.3 million litres
o uel and 5.600 tons o CO2, respectively peryear by the end o the 36 month project time
(start: September 2008) by using awareness
raising activities and highlighting the advan-
tages o public transport.
Europe-wide motorised individual
trac is on the rise despite the act
that uel costs increase continually
and even dramatically. Obviously,
energy-eciency and environmen-
tal awareness are contradictory to
the need o individuals to drive to
work in their personal car. To coun-
teract this trend by promoting at-
tractive alternatives in the area o
public transport, is one o BENEFITs
most important tasks.
BENEFIT has two essential target
groups: on the one hand the direct
beneciaries people working in
public and private companies using
public transport already or potentialnew users. On the other hand lobby
groups (trade unions, chambers o
commerce), public transport operators
as well as stakeholders in public and
private companies. These groups play
an important role as supporters or
current projects, but also as multipliers
or uture projects in other cities.

MORE ENERGY SAVINGS
BENEFIT aims at reducing the total uel consump-
tion o passenger trac by 2% in the selected tar-
get area until the end o the project. Its planned
to increase this number 5 years ater the end o
the project to 5%.
FEWER POLLUTANTS
The transition rom private car to public transport
automatically reduces the emission o toxic sub-
stances. At the same time, broad awareness or
the importance o public transport with regard to
the quality o lie, air quality and the reduction o
pollutants shall be raised.
BENEFIT concentrates on the new member
states Czech Republic, Slovakia, Romania, Bul-
garia, and Slovenia as well as on the two Med-
iterranean countries: Italy and Spain.
7 cities rom these countries are BENEFIT project
partners: Brno, Zilina, Bistrita, Soa, Maribor,
Bologna and Palma de Mallorca. The cities es-
tablish local working groups, consisting o tra-
c experts and representatives o public trans-port operators, e.g. trade unions, chambers o
commerce, public transport companies, and
universities. The whole project is coordinated
by Austrian Mobility Research (Graz).

MORE PUBLIC TRANSPORT IN CITIES
It is intended to increase the number o public
transport passengers by active awareness raising
tasks, new inormation paths, innovative incen-
tives and an improved public transport oer. The
project strives to increase the number o public
transport users in selected target areas o the
7 BENEFIT partner cities by 20%.
LESS INDIVIDUAL TRAFFIC
The attractiveness o public transport is increased
by companies cooperating with public transport
operators, e.g. by reduced tickets or employees.
This automatically results in a reduction o indi-
vidual trac.
ROLE MODEL FOR OTHER CITIES
Other cities can use measures and results oBENEFIT as role models or their own mobility
work. Thereore, it is important to communicate
the results properly and nation-wide as well as to
obtain multipliers.

Each BENEFIT city possesses its individual challenges
in the area o trac. Measures o BENEFIT, devised
and implemented by the cities, are coordinated ac-
cordingly. However, all actions result rom the same
intention, namely to inorm about public transport,
to motivate new and existing users and to carry out
necessary organisational improvements.

Inorm,
INITIAL SITUATION
Daily approximately 9.000 persons travel
between the regions o Subcetate and
Valea Budacului respectively to reach the
centre o Bistrita. However, only 50% o
them use public transport. For compari-
son: in 1990 the number was still 75%.
MEASURES
Several specically trained mobility experts
inorm employees o companies about the
advantages o public transport. In addition,
there are new and attractive possibilities to
buy a ticket, as well as rafes or everyone
actively involved in the measures.
INITIAL SITUATION
Bologna, as an exhibition and convention
centre as well as an important inner-Ital-
ian interchange with a strong appeal or
industry and agriculture, is aced with the
typical trac concerns o a middle-sized
town. Heavy trac resulting in perma-
nent trac jams strongly aects citizensand environment.
MEASURES
The public transport operator negotiates
agreements with big companies and or-
ganisations, acilitating and encouraging
the use o public transport by employees,
e.g. reduced tickets.
INITIAL SITUATION
In Southern Moravia there are 380 cars or
every 1.000 inhabitants between 2001
and 2005 the number o car owners rose by
15%. Commuters mainly use their own car.
The University, a hospital and new shop-
ping centres located in the outskirts pose
additional problems to inner-city trac.
MEASURES
Face-to-ace communication and a direct
personal approach orm the core o the
implementation. Big companies and insti-
tutions urther motivate their employees
through rafes and inormation cam-
paigns by a mascot created especially or
public transport.

Maribor (Slovenia)
Palma de Mallorca (Spain)
Sofa (Bulgaria)
Zilina (Slovakia)
INITIAL SITUATION
The Slovenian City o Maribor ghts against
heavily declining passenger numbers: While
in 2006 a total number o 225.000 tickets
were still sold, in 2007 the number was only
180.000. The introduction o public trans-
port to the highly requented industrial
zone Tezno with a high percentage o
young employees was constructed.
MEASURES
The implementation o measures is mainly
concentrated on the industrial zone o
Tezno. There, it is especially important to
strengthen the awareness or public trans-
port and to address the young target audi-
ence (e.g. by public transport internet bul-
letin boards, public transport hotlines).
INITIAL SITUATION
Public transport in the Bulgarian capital
currently undergoes a new structuring.
The present situation is very dicult. More
than 800.000 cars congest the roads. Since
public transport is slowed down by this
act the interest in using it is very low.
MEASURES
A mixture o measures, ranging rom pro-
motion (older & campaigns) and service
oers regarding the issue o public trans-
port, will be devised and implemented. In
addition, people are asked to actively deal
with their situation, or example by crea-
tive contests, e.g. special photo contestsreerring to public transport.
INITIAL SITUATION
Zilina oers its passengers new perspec-
tives or public transport, with an electron-
ic ticket system and real-time inormation
at bus stops. Nevertheless, the number o
passengers decreases.
MEASURES
A wealth o individual measures is sup-
posed to increase the attractiveness o
public transport. Part o it are mobile ex-
hibitions in busses as well as target group
orientated activities and the utilisation o
inormation and communication technol-
ogies, like e.g. promotion o public trans-
port through TV and radio spots.
INITIAL SITUATION
Approximately 18.000 persons, mainly stu-
dents, commute to the university campus
and its neighbouring business area (around
75% by car in spite o new subway). Subway
and bus lines also connect Palma with the
largest industrial estate in Mallorca, which
has almost 20.000 commuters. The vast ma-
jority o them also use their private car.
MEASURES
More accurate public transport planning
and special mobility packages will be devel-
oped to enhance public transport services
in the target areas. Inormation and pro-
motion strategies are considered essential
to increase public transport use because un-
sustainable mobility behaviours are deeply
rooted on the island.
