As full time professional staff members, you are required to be on duty at 7:35 a.m. and remain on duty

until 3:35 p.m. You are to be accessible to students and other staff members at least eight hours a day. Teachers who have class or study hall scheduled first period should be in their room or the hall outside their room by 7:50 a.m. If you have a justifiable reason to leave the building during duty hours, you are to sign out in the office. If it becomes necessary for you to arrive late or leave early, you should, when possible, contact the principal.

Teachers are expected to assume responsibilities such as open house, parent conferences, graduation,

and other special evening activities and committee assignments.

Most part­time teachers at West are such by choice. Occasionally one is employed to fill a specific need not requiring a full­time employee. Bellevue Schools are more lenient than most in the area of accommodating those wishing part­time employment. The most frequently expressed concern about such teachers comes from a department chair and other teachers who occasionally find it difficult to establish good communications or become acquainted with their colleagues.

Administratively, we find it difficult to consider part­time teachers' schedules for meetings, in­service or

other events. Therefore, it is necessary that part­time teachers understand and accept the following:

1. A part­time assignment at the senior highs is usually related in fifths, i.e., two­fifths, three­fifths, etc. Pay and leave time are figured on that basis.

2. Part­time teachers are expected to be on duty that portion of an eight­hour day. 3. They can expect to be assigned a proportionate amount of supervisory duty, i.e., full­time teachers

are assigned five classes and one supervisory period. 4. Part­time teachers are expected to attend full­time pre­school and in­service activities when

full­day schedules are established for district, building, or departmental meetings. 5. They are expected to attend those occasional building meetings called before, or after school. 6. Part­time teachers are expected to assume the same responsibilities as full:time teachers for open

house, graduation activities, other special evening activities and committee assignments.

Faculty Absence

Staff members who are to be absent from school must make arrangements with the principal for the supervision of their assigned duties during their absence. It is each individual's responsibility to insure that lesson plans are made available when a substitute is needed. Teachers are not to make arrangements with other staff members to cover their classes without permission from the principal.

The building principals are directly responsible for obtaining substitutes. Teachers in grades 11­12

should contact Kevin Rohlfs at 292­4396. Teachers in grade 10 should contact Larry Murry at 682­0590, Teachers in grade 9 should contact Fran Pokorski at 507­8109 and teachers in Communicative Arts and Physical Education should contact Jon Mauro at 980­1529. If contact person cannot be reached, call another administrator or call the school at 293­4050. After 6:10, call Kevin at 293­4050.

Board Policy 4152, OP 410.01 allows leave for essential personal business. Requests for leave must state

the specific reason for the absence and, when possible, must be made in advance. Examples of requests for leave that will not be approved include, but are not limited to: union activities, political activities, vacations, to allow other employment during the assigned duty hours, and for other activities which would be contrary to the best interest of the district, or when satisfactory arrangements cannot be made for a substitute.

Staff members may request approval to attend professional conferences, workshops, or activities through the normal budget process. These should be initiated through the department chairperson and the 9­10 Principal. These requests are due at the beginning of each semester. Requests submitted outside these parameters will generally be denied. Professional Growth

Certificated staff members may receive credit for horizontal movement on the adopted salary

schedule(s) upon completion prior to the beginning of the contract year of sufficient college credit to meet the requirement of the column heading on the salary schedule. Continuing contract units, described in Administrative Regulation Code: 4131.1, OP 409.01, may be substituted for college credit for not more than

fifty percent of the total hours of credit obtained after the employee's last degree for the purpose of movement on the adopted salary schedule.

College credit must meet all of the following three criteria to qualify for horizontal advancement on the

salary schedule.

1. Credits must be graduate hours unless the hours are required to complete another endorsement in an educational field or renew a previously held endorsement. 2. Credits must be at the same level (elementary/secondary) at which the employee is teaching or is endorsed, unless the employee is completing or renewing an educational endorsement or completing an educational graduate degree.

3. Credits must be verified by the supervisor to a. improve, expand, or update knowledge of a field which is directly related to a major part of the

staff member's current professional activities, and/or b. assist the staff member to understand and/or implement methodologies or delivery systems for job related tasks, and/or

c. be part of an approved program of studies at an accredited institution of higher education as substantiated by the employee.

College credit for advancement on the salary schedule for classes not meeting the above criteria may be

granted by the personnel department provided the administration has determined that district personnel need the information presented in the class to meet school district goals or objectives.

The following procedures must be followed:

1. College Classes

a. Submit form Pers. 15­1100 to the supervisor and Personnel Department prior to enrollment in a college class intended for salary schedule advancement.

b. Provide the supervisor and Personnel Department with an officially approved program of studies if requesting undergraduate classes or classes at a level or in an area other than he/she is involved for salary schedule advancement. Written approval from university/college personnel must be on file if a program of studies is not yet developed.

c. Submit official transcripts substantiating the completion of hours for advancement on the salary schedule(s) and/or state requirements to the Personnel Department.

2. Continuing Contract Units Contact the Director of Personnel or the Superintendent's designee prior to registration in activities occurring outside the district for which continuing contract units will be requested. Lesson Plans

Lesson plans should be developed sufficiently to allow for a well­planned classroom lesson. Lesson plans for substitutes should be clear and easy to follow.

Lesson plans need not be submitted to the principals office, with the following exceptions: (1) Beginning teachers are to submit weekly lesson plans each Friday when requested by an administrator; and (2) Individual teachers may be required to submit lesson plans as a part of the evaluation process.

Student Supervision

It is the responsibility of each member of the faculty to maintain acceptable student conduct. Teachers have the responsibility of supervision at all times, regardless of where they are in the school building or on its grounds. Specifically, each teacher is responsible for the classroom and the hallway near the classroom during the passing time between classes. The principal may assign specific hallway and restroom supervision during critical times of the day.

If it becomes necessary to send a pupil from class, send him or her to the office with a pass and be sure

he or she goes there. Report the incident to a dean or to the appropriate principal immediately after the class ends. A report of misconduct will be sent to the office with the student. Do not indicate what type of action is to be taken unless previous arrangements have been made.

The dean will return a Student Referral Form to you indicating action taken. If you do not receive this

form, check with a dean.

Teachers should keep accurate records­include date and times, a brief description of each incident, and the action taken­of cases which necessitate sending a student to the office.

In instances where a serious violation of school rules has occurred, it is best for all concerned if the

teacher can visit with the administration so all the facts are known prior to disciplinary action being taken. If you anticipate an on­going problem with a student, discuss this situation with the dean/principal so they will be able to deal with the problem knowledgeably if it recurs.

Teacher Evaluation Process

The evaluation model utilized in the Bellevue Public Schools is intended to provide a process for each individual to improve and thus strengthen the total organization. The model is based on the philosophy, goals and commitments established by the Board of Education and Superintendent of Schools through a process of staff involvement. The following is a description of the evaluation model as it applies to the teaching and administrative staff. The procedure includes a timeline for the evaluation process, a description and sequence for teacher evaluation, and procedures for staff members not meeting minimum standards.

Philosophy and Goals

The Board of Education, with the advice and cooperation of the professional staff, has established the philosophy and goals of the district in view of the needs of the community served. The philosophy of the District includes the belief that people are the most important resource of a community and society in general. The improvement of a community and society lies in the development and improvement of its people. As a social institution, the schools aid the individual to develop to his maximum potential.

Commitments

In an attempt to meet the goals established by the Board of Education, the Superintendent of Schools has designated areas of concentration which give direction to the various programs within the District. In his capacity as instructional leader of the school district, the superintendent develops these commitments through a process of staff involvement including input from the Leadership Class and the Administrative Council. The commitments include the following areas: Community Education, Recreation and Planning; School District Growth and Attendance Areas; Evaluation; Communications; Facilities and Sites; Staff

Development; Finance; Student Behavior; Curriculum Development; Management; Technology; Staff Recruitment, Assignment and Retention; Leaming Environment; and Legislation, Rules and Regulations. Teacher Evaluation

The procedures developed for teacher evaluation shall be designed to improve teaching and learning, and to further the professional and personal growth of individual staff members.

All teachers are expected to comply with the Minimum Standards of Performance (Administrative Regulation Code: 4117, OP 406.08) and the Selected Evaluation Criteria (Pers. 80­8/98). Teachers will receive annually a

copy of these documents and the "Overview of Staff Evaluation" (Pers. 86­8/98) in the teachers' building handbook. While goals are often attained by improving the performance of members of the organization, occasionally goals are attained by eliminating organizational members. Evaluation, therefore, must also include procedures designed

(1) to provide a basis for decisions regarding re­employment, (2) to determine the existence of "just cause" for termination, (3) to determine if and ensure that minimum standards of performance are attained and maintained.

Because the main goal of evaluation is to provide a process for each individual to improve thereby

strengthening the total organization, the Bellevue Public Schools evaluation program focuses on the improvement of staff and is designed to further the professional and personal growth of individual staff members. In order for staff members to further their individual growth, the Personalized Enrichment Plan (PEP) will be utilized. Staff members, along with their supervisors, will have the opportunity to engage in activities to develop areas that are important to them. The PEP process has the following components:

• A PEP will be developed cooperatively between the person in the evaluation cycle and the supervisor. • The PEP will specify what is to be done and the means for measuring satisfactory completion.

• The selected "Evaluation Criteria" can be used to cite strengths and weaknesses in a staff member's overall performance and for determining future activities.

• The supervisor will provide individuals whose performance is to be evaluated with all reasonable assistance.

• The PEP is an important part of the evaluation of personnel. • Performance evaluation is designed to assist individual staff members in their efforts to grow

personally and professionally. • Should a staff member choose not to cooperate in developing a PEP, the supervisor may develop a PEP

unilaterally.

The procedures developed for teacher evaluation shall be designed to improve teaching and learning, and to further the professional and personal growth of individual staff members. The evaluation process includes the following steps:

. 1. Initial meeting with administrator to discuss evaluation process. 2. Development of Personalized Enrichment Plan (PEP). 3. Pre­observation meeting with administrator. 4. Classroom observation. 5. Post­observation meeting with administrator. 6. Selected Evaluation Criteria (year­end review). 7. Minimum Standards. 8. Review of Personalized Enrichment Plan.

An administrator will be assigned to each staff member in the evaluation cycle. For teachers in their first

three years of employment with the district, the administrator will observe a minimum of four classes. For teachers who have been with the district six or more years, the administrator will observe at least one class. The evaluation will include not only classroom observations, but the abilities and actions of the teacher at all school functions. The year­end review will be based on the Selected Evaluation Criteria.

Selected Teacher Evaluation Criteria

The following information is to be used to assist in identifying desirable teaching characteristics and is not meant to be all inclusive.

I. Preparation Competencies A. Specialization. The teacher's knowledge of his/her field of specialization is comprehensive and up to date.

B. Professional Knowledge. The teacher understands learning theories and the subject matter to be taught, and is knowledgeable of current trends in education.

II. Instructional Skills

A Planning and Organization. The teacher's instructional program is carefully planned and efficiently organized.

B. Analysis of Content. 1. Use of Adopted Curriculum. The teacher's instructional program accomplishes the goals and

objectives of the adopted curriculum of the school district. 2. Continuity of Instruction. The teacher relates present instruction to past and future instruction. 3. Use of Pacing. The teacher develops daily, weekly and long term plans which allow sufficient

time to present, demonstrate and explain new content. Students are given adequate opportunity to practice and master new skills.

4. Use of Test Results. The teacher effectively uses formal and informal evaluation techniques and instruments to measure student mastery of curriculum objectives. Results of teacher made tests, curriculum specific tests and standardized tests are used to provide comparative data to enable the teacher to make appropriate instructional decisions.

C. Organization of Content.

1. Selection of Objectives. The teacher selects the lesson objective(s) at the appropriate level of difficulty.

2. Selection of Strategies. The teacher selects appropriate and varied instructional strategies, methods, and resources. The teacher selects instructional techniques and strategies relevant to curriculum objectives and research­based principles of learning.

3. Sequencing. The teacher appropriately plans sequence of instructional activities to teach the identified objective.

4. Expectations. The teacher determines expectations for meeting the lesson objective(s) according to student abilities.

D. Process of Instruction

I. Setting the Stage. The teacher prepares students for learning. This includes helping students organize and' connect their prior understanding of the skill or concept being taught with new information. Motivation of students and the purpose for learning are also evident.

2. Teaching to the Objective. The teacher teaches the objective(s) which will be taught. Learning activities used throughout the lesson should focus on the objective(s).

3. Checking for Knowledge. The teacher uses various processes to check student understanding of the skill or concept being taught.

4. Demonstrating. The teacher demonstrates, in logical sequence, what the students are to do. 5. Monitoring and Adjusting. The teacher observes students during instruction and

appropriate instructional alternatives are used when necessary. 6. Use of Guided Practice. The teacher directs initial student practice to determine that the

student is ready for independent practice. 7. Use of Independent Practice. Following guided practice, the teacher assigns an appropriate

amount of independent practice. Students should be able to practice independently without direction.

8. Reviewing and Summarizing. The teacher periodically reviews and summarizes the lesson. 9. Evaluating. The teacher uses activities which assess student learning.

10. Use of Instructional Time. The teacher emphasizes qualitylearning time. Minimal time is lost to routines such as taking attendance, distributing supplies, and changing from one activity to another.

11. Assigning Relevant Homework. The teacher assigns activities to students which take place outside the classroom. These activities should be related to the skill or concept, which will be or has been taught.

E. Resourcefulness and Adaptability. The teacher handles problems effectively and adjusts to

varymg circumstances. ill. Relationships with Students

A. Demeanor. The teacher is perceived as relaxed, good natured, cheerful, courteous, and if using humor, is inoffensive.

B. Patience. The teacher takes time to listen to and accept students rather than press, hurry, interrupt, or give rigidly directive orders.

C. Student Involvement. The teacher creates situations where students are eager, prompt, enthusiastic, or make voluntary contributions, instead of being apathetic, reluctant, or slow to respond. The teacher is able to create situationswhich cause children to achieve excellence.

D. Empathy and Respect for Students. The teacher shows respect as evidenced by commending, accepting, and helping. The teacher has a strong feeling for the worth and dignity of the individual student and makes them feel that they are important and respected. Students reflect this by encouraging and developing respect, trust, and loyalty for the teacher.

E. Student Problems. The teacher finds ways to encourage students to show consideration for the problems of others. The teacher shows a genuine interest in the personal welfare of each student both in school and out.

F. Atmosphere of Agreement. The teacher respects opinions of others. Conflict and hostility are not characteristic in his/her classroom.

The teacher strives to improve his/her own performance by participating in inservice activities, taking additional college training and using other means such as reading professional books and engaging in professional dialogue with colleagues.

B. Staff Relations. The teacher promotes friendly intra­school relationships, respects opinions of others, cooperates with the total operation of the school, and is effective as a member of teacher teams.

C. Staff Responsibilities. The teacher carries a fair share of out­of­class responsibilities given him by the State government, school board, and school administration.

D. Support of District and School Philosophy. The teacher supports the philosophy of the school district and his/her school as evidenced by his/her actions and comments. The teacher strives to further the school district's effort for improvement as well as his/her own school's efforts.

E. Interest in School Community. The teacher shows interest in the school community by such actions as joining PTA and being active in school community activities.

F. Ethics. The teacher conducts himself/herself according to professional ethical principles as outlined by the code of ethics of the local, state, and national education association.

VI. Personal Competencies

A. Appearance. The teacher dresses appropriately for his/her role as an example for and a leader of youth. The teacher's manner and grooming is of good taste, and is refined and cultured.

B. Communication Skills. The teacher is able to communicate his/her thoughts effectively. The teacher uses correct English and speaks clearly with ease.

C. Attitude. The teacher's attitude teaching, work, and play is healthy and shows enthusiasm.

D. Personality. The teacher demonstrates a positive self­image by showing poise, confidence and stability.

E. Personal Habits. The teacher's personal habits and actions serve as a model for young people.

Minimum Standards of Performance

The Minimum Standards of Performance required for certification and to remain a certified employee in the Bellevue Public Schools are listed below:

1. Professional competencies meet the minimum standards as adopted by the State Board of Education. 2. The employee follows the code of ethics adopted by the State Board of Education. 3. The employee has knowledge of and consistently follows the policies, rules, and regulations of the

district and of the principal or administrator in the building where employed. 4. The character, morals, and personal habits of the employee are temperate in nature, and are such that

they may be emulated by the youth of the community.

5. The mental and physical health of the employee is adequate to meet the responsibility of the position held.

6. The employee devotes a satisfactory measure of time and energy to the duties assigned and to the business of the school.

7. The employee maintains positive relationships with patrons, employees and students in daily work activities.

8. The conduct of the employee both in and out of school is such as to avoid reflecting grave discredit upon the school, the district or the employee.

9. There has been no known violation of law by the employee involving morality. 10. There has been no known instance of cruelty on the part of the employee toward a student or

toward another employee under his/her supervision.

Student Pass Systein

No student should be in the hallways during class time without permission from the teacher responsible for that student. Restroom passes, pink passes, student planners, or misconduct slips are the only passes issued by classroom teachers. The office will issue admit slips, permits to leave the building, counselor appointment passes, and activity dismissal lists.

Student Assistants

Students may be used within the following guidelines:

1. Student assistants are under the same regulations as all other students. 2. Do not use an excessive amount of a student's time. 3. Do not send students on errands off school property without a permit signed by the office. 4. Never allow a student to record grades or make any use of your grade book. 5. Be sure the student assistant's grades are in good order at all times. 6. The department chairperson must approve student assistants.

Unauthorized People in the Building

All students are required to show their BellevueWest student identification cards upon the request of any staff member. All visitors in the building during school hours must have a clearance from the principal's office and a visitor's pass. Report any violators to the office immediately. All doors entering the building will be locked at 8: 15 including the office entrance. Anyone entering after 8:15 will be screened prior to entering.

Salesmen are not allowed to contact teachers for any purpose in the school building without permission from the principal' s office.

Classroom Management

Please arrange your room so that desks and chairs are not against the walls. A quick check of furniture following each class session will help you identify students who may be disfiguring school property.

Custodians are responsible for heating and ventilating. Please inform the office if problems exist in your

area. After you leave your room, be certain to turn off lights and lock doors.

The following are some of the classroom regulations, which must be followed:

1. Insist that students complete the assigned work. 2. Demonstrate respect. Demand respect. Earn respect. 3. If you intend to enforce any unusual rules in your classroom, please submit them to the

administration so that we may help you enforce them. 4. When administering discipline, attempt to make the punishment fit the offense. Be reasonable. 5. Never send a student from class for disciplinary reasons without a misconduct slip and directions

to report to the office. 6. Do not attempt to forcibly remove a student from class. Call or send for help. 7. Corporal punishment is not legal in Nebraska. 8. Do not threaten the student. Once you have removed the student from class, the administration will

determine the punishment. 9. You must meet your class in the assigned room at the assigned time unless you receive permission

from the principal' s office to do otherwise.

10. Never admit a student who has been absent back into the class without an admit slip. 11. Never dismiss your class or allow students to gather at the door before the dismissal bell rings. 12. Never leave students assigned to you unattended. If an emergency exists, ask the nearest staff

member to assist you. 13. You have no authority to excuse a student from your class or from any other teacher's class.

Faculty Lounge

The lounge is provided for your convenience and comfort. The custodial staff will clean the lounge only once daily.

Bellevue West is a tobacco­free facility. The use of tobacco is prohibited anywhere in the building or on grounds.

Entry into the Building

Staff members will receive only those keys, which they actually need. They will also be given the key code combinations to the appropriate doors. The building will be unlocked by 6:00 a.m. each school day. Classroom sections of the building will be locked during the weekend. If staff members need entry to this area during the weekend, they may check out a key on Friday and return it on Monday.

Guest Speakers

Prior approval must be given by the principal for all guest speakers. Each department will report the names and topics of such guests to the principal at the end of the year.

COMMUNICATIONS Communicating with the Media

A well­informed public is a key element in building understanding and support for successful programs.

The news media represents one of the most important channels. Listed below are Bellevue Public Schools' media guidelines.

1. Media calls about an individual school must go through the principal or Director of Communications. 2. Media calls about District information must go through the Director of Communications. 3. Advanced photo releases are required for school­sponsored programs or events not designed to

require students to perform. Announcements

Staff members are to report to the office each day prior to their first class and again prior to leaving at

the end of the day to pick up any messages, which may be in their mailbox. Your mailbox is UNDER your name.

Each staff member will post the daily bulletin in the morning. All announcements for the daily bulletin

must be in the office by 1:00 p.m. the preceding afternoon. The daily bulletin will contain only schoolrelated items, which are approved by the building administration. It will also contain a listing of students who will be out of school for field trips or athletic events.

Classes will be interrupted during the school day only in emergency situations.

No school wide announcements may be made in the classrooms without administrative approval. All releases to public information agencies must be cleared through the principal's office if it concerns school business.

Telephones in the building are for school business. No long distance calls may be charged to the school.

Any announcement appearing on one of the general bulletin boards (not classroom or resource center) should have the signature of the sponsor involved or an administrator. Silent Sustained Reading Time (SSR)

As part of our accreditation goal, a 20­minute block of time was added to fifth hour for ALL students and staff to spend reading silently. Students can read anything that is appropriate for school including textbook reading assignments, novels assigned for class, fiction, magazines etc. Each classroom receives two daily newspapers that can be shared by students. Staff must commit to creating a quiet environment where everyone spends this time reading. Leadership Team

This committee consists of faculty members selected to represent the faculty. The purpose of the committee is to assist the administration in the consideration of any matter of welfare relating to Bellevue West students and faculty. The committee will meet at regular intervals throughout the year.

Faculty Meetings

Meetings will be held on a regularly scheduled basis and when the need arises. Such meetings are usually scheduled for 7:35 a.m. and/or 3:20 p.m. in the auditorium. All teachers are expected to attend. Racial/Ethnic Slurs

The use of language which is intended to be disparaging or demeaning to others such as racial, religious, sexist or ethnic slurs will not be tolerated by faculty for any reason. Complaints about teachers will be handled as a personnel matter. Appropriate action will be initiated if such complaints are substantiated.

Sexual Harassment

The sexual harassment of any student by any other student, or by any district employee toward any student or another district employee, is a violation of Federal Civil Rights Laws and will not be tolerated. Any student or employee who engages in such harassment is subject to disciplinary action up to and including termination of employment and recommended revocation of any certificate or license, if applicable, for employees; or long term suspension, expulsion, or mandatory reassignment in the case of students.

Staff Use of Electronic Technology

The use of electronic technology in activities by Bellevue Public Schools staff is encouraged. To facilitate the legal and ethical use of that technology, adherence to the following activities and guidelines is required.

District electronic technology, including computer hardware and software, is to be used primarily for

district purposes and any information carried or contained on district equipment is subject to audit and review by district personnel. All computer programs, data files, and/or software creations of any description, which reside on district computers and/or storage, are subject to this review.

The following things are prohibited:

1. Access, receipt, transmission, or display of offensive material or messages including, but not

limited to, sexually explicit images, messages, cartoons; use of ethnic slurs or racial epithets; defamatory, abusive, obscene, profane, and/or threatening language; inaccurate information; encouragement of use of controlled substances; or illegal material.

2. Use of technology for solicitation or proselytization for commercial, religious, political, personal or

any other non­educational activity.

3. Use of technology, which violates Local, State, or Federal law. This includes attempts to gain unauthorized access, from within or outside of the district, to proprietary computer systems including, but not limited to, network file servers.

4. Introduction, transmission or creation of any computer "virus" using school district computing

hardware.

Persons that willingly participate in any restricted activity while using district electronic technology or who attempt to gain access, from within or outside the district will be disciplined appropriately.

In the event a determination is made that an on­line user is misusing (excessive use of time, inappropriate use

of the service, etc.) the talk/chat/mail functions of the on­line service, the System Administrator can immediately terminate that function of the user.

Any monetary charges incurred by a person using services available through district electronic technology are the responsibility of that user.

Staff shall follow all requirements in Board Policy and Administrative Regulation, staff Use of Technology.

Business Services Procedures No one is to make a purchase for the school without a purchase order properly signed. This includes money spent from the activity fund for any club or other organization. Purchases made without a purchase order may become the responsibility of the person who made the purchase.

Teachers shall not purchase materials from their own funds for resale to students. Make such purchases through the Activity Fund and deposit receipts to that account.

Any money collected from students must have prior approval from the principal' s office. Do not keep

school money in your classroom overnight. Deposit any money collected with the principal’s secretary and obtain a receipt for the funds submitted.

Requisitions for Equipment and Supplies

Most of the normal expendable teaching supplies are available in the IMC. Please ask the media specialist.

School Equipment Assigned to Specialized Areas

Staff members wishing to borrow equipment or use materials must obtain permission from a

principal. Offset Printing

Requests for offset printing should be made on a form provided for this purpose and must be approved by the principal's office. The office must receive print orders at least two weeks prior to the time the material is needed.

Textbooks

Textbooks are to be issued to students only after completion of the textbook checkout form. This NCR form is available in the office and provides space for student name, book number and condition of the book. A completed copy of this formmust be placed on file with Mrs. Binder in the office. Please note any damage or irregularities in the condition of the book at the time of issue.

In­service Expenditures

The principal must approve all in­service activities. In­service requests are to be submitted during the normal budgeting process. A "Record of Travel and Subsistence" formmust be completed and filed with the 9­10 Principal. Usually $20.00 per day is allotted for food. Form Bus. 71­12/93 must be submitted within 3 days.

Lost or Damaged Equipment

All lost or damaged equipment must be reported to the 9­10 Principal and a report must be

filed. Identification

All school equipment must be marked or identified as being the property of the Bellevue School District. Unless otherwise indicated, equipment in the classroom is under the supervision of the teacher assigned to that room a majority of the time the room is used.

USE OF COPYRIGHTED MATERIALS

Single Copying for Teachers

A single copy may be made of any of the following by or for a teacher at his or her request for his or her scholarly research or use in teaching or preparation to teach a class:

1. A chapter from a book; 2. An article from a periodical or newspaper; 3. A short story, short essay or short poem, whether or not from a collective work;

4. A chart, graph, diagram, drawing, cartoon or picture from a book, periodical, or newspaper.

Multiple Copies for Classroom Use

Multiple copies may be made by or for the teacher giving the course, for classroom use or discussion provided:

1. Only one copy may be made for each pupil in the course. 2. Each copy shows the copyright notice. 3. The copying meets the test of brevity.

Brevity

Poetry a. A complete poem if less than 250 words and if printed on not more than two pages, or b. From a longer poem, an excerpt of not more than 250 words.

Prose

a. Either a complete article, story or essay of less than 3,500 words, or b. An excerpt from any prose work of not more than 1,000 words, or 10% of the work, whichever is

less­in any event a minimum of 500 words.

Special works Certain works in poetry, prose, or in poetic prose which often combine language with illustrations and

which are intended sometimes for children and at other times for a more general audience fall short of 2,500 words in the entirety. Despite the allowance above in prose, special works may not be reproduced in their entirety. However, an excerpt comprising not more than two of the published pages of such special work and containing not more than 10% of the words found in the text thereof may be reproduced.

4. The copying meets the test of spontaneity.

Spontaneity

a. The copying is at the instance and inspiration of the individual teacher, and b. The inspiration and decision to use the work and the moment of its use for maximum teaching

effectiveness are so close in time that it would be unreasonable to expect a timely reply to a request for permission.

5. The copying meets the test of cumulative

effect. Cumulative Effect

a. The copying of material is for only one course in the school in which the copies are made. b. Not more than one short poem, article, story, essay or two excerpts may be copied from the

same author, nor more than three from the same collective work or periodical volume during one class term.

c. There shall not be more than nine instances of such multiple copying for one course during one class term.

(The limitations stated in 2 and 3 above shall not apply to current news periodicals and newspapers and current news selections of other periodicals.)

Prohibited Reproductions

Material that cannot be copied under any circumstances without the expressed, written permission from the publisher: Workbooks, Answer Sheets, Standardized Tests, Test Booklets:

1. These are called consumable material; any material that would be considered consumable can never

be copied. 2. Copying shall not be used to create, replace or substitute for anthologies, compilations, or

collective works. (Such replacement or substitution may occur whether copies of various works or excerpts therefrom are accumulated or reproduced and used separately.)

4. No charge shall be made to the student beyond the actual cost of photocopying.

Music Permissible Uses

l. Emergencies: Copying may be done to replace purchased copies which for any reason are not

available for an imminent performance; provided purchased replacement copies shall be substituted after the emergency.

2. For academic purposes other than performance: a. Multiple copies of excerpts of works may be made, provided the excerpts do not comprise a part

of the whole, which would constitute a performable unit such as a section, movement or aria. (In no case shall it be more than 10% of the whole.)

b. A single copy of recordings of performances by students may be made for evaluation or rehearsal purposes and may be retained by the educational institution or individual teacher.

c. Printed copies, which have been purchased, may be edited or simplified provided that the fundamental character of the work is not distorted or the lyrics, if any, altered or lyrics added where none exist.

All of the above copying shall include the copyright notice, which appears on the printed copy.

Computer Software

l. It is not an infringement for the owner of a copy of a computer program to make or authorize the making of another copy or adaptation of that computer program provided: a. that such a new copy or adaptation is created as an essential step in the utilization of the

computer program in conjunction with a machine and that it is used in no other manner, or b. that such a new copy and adaptation is for archival purposes only and that all archival copies

are destroyed in the event that continued possession of the computer program should cease to be rightful.

2. Illegal copies of copyrighted programs may not be made or used on school equipment. 3. All license agreements for software use must be followed. 4. Ethical and practical problems, which arise due to copying of computer software, will be identified

and discussed in appropriate classroom situations. Audiovisuals

Recording of Television Programs (Off­Air Taping)

Television programs transmitted for the general public without charge may be recorded off­air simultaneously with broadcast transmission and simultaneous cable retransmission. Off­air recordings will be made only at the request of and used by individual teachers. No program may be recorded in advance of requests or recorded off­air more than once at the request of the teacher. The recording must include the copyright notice on the broadcast program as recorded.

Time Limitations: the school may keep these recorded programs for a period not to exceed the first forty­five consecutive calendar days after the date of recording. At the end of the forty­five day period, all off­air recordings must be erased or destroyed. Programs broadcast on educational television during school hours may be recorded and used for the period of time prescribed by contractual agreements made with the broadcasting stations.

Use: Off­air recordings may be used only once by individual teachers during teaching activities and repeated once only when necessary to reinforce instruction. These recordings may be shown only during the first ten consecutive school days in the forty­five day retention period. After the first ten days, off­air recordings may be used only for teacher evaluation of the recorded program.

Off­air recordings do not need to be used in their entirety, but may not be altered from the original

content or combined to make teaching anthologies.

Purchase/Rental/Home Off­Air Recordings

Lawfully made videotapes that are purchased, rented, or off­air recordings of broadcast programs (programs transmitted by television stations for reception by the general public without charge) made at home may be used in the course of face­to­face teaching. The use of such tapes for entertainment purposes is not permissible. Recordings made from subscription television cable services (HBO, Showtime, etc.) are not to be used in public schools. Home off­air recordings that are used at school are subject to the same guidelines as off­air recordings made at school. ∙ ∙

Approval for Use: Videotapes that are not part of the school district's media collection may be used for

instructional purposes only after the following information has been supplied to the principal and approval has been given by the principal for use of the recordings:

1. the title of the recording 2. topic of the recording

3. brief explanation of the correlation of the recording with lesson objectives 4. anticipated date of use.

Permissible Uses Displaying or performing audiovisual works in a school is permitted if the following conditions are

met. The works must be shown:

1. as part of the instructional program, 2. by students, instructors, or guest lecturers, 3. in a classroom or other location devoted to instruction, 4. in a face­to­face setting or when students and teachers are in the general area, 5. only to students and educators, and 6. using a legal copy with the copyright notice included.

Prohibited Uses

Displaying or performing an audiovisual work in a nonprofit education institution is prohibited when it is:

1. used for entertainment, recreation, or other activities not related to a teaching institution, 2. transmitted from an outside location, 3. shown to an audience not confined to students, and 4. an illegal copy of the work.

ADMINISTRATION

The Principal

The building principal is ultimately responsible for the operation and supervision of the entire program. Specific responsibility for curriculum and instruction, personnel, special services, scheduling, in­service, evaluation of program, accreditation, and public relations will remain with the principal. Specific responsibility for other areas has been delegated as outlined below.

10th Grade Principal

The 10th grade principal is primarily responsible for the budget, procurement of materials, instructional inventory, the health program, the paraprofessional program, and 10th grade administrative responsibilities.

9th Grade Principal The 9th grade principal is primarily responsible for special education staff, state testing and data retrieval and 9th grade administrative responsibilities.

Activities Director

The Activities Director is primarily responsible for athletics, student activities, student organizations, transportation, building and grounds, and facility utilization.

Deans of Students

The Deans are responsible for attendance and discipline. They will deal with students referred to the office for such matters.

ACTIVITIES

Eligibility

An activities eligibility policy has been developed. Those aspects of that policy that are pertinent to all teachers are included below. In­school concerts required to meet course requirements for music are the only exception to this policy. Students with special circumstances can appeal the grade requirement to the building principal.

Participants in senior high activities/athletics must have passed four classes the immediate preceding semester. The immediate preceding semester rule does not apply to 9th graders competing on a senior high team for the first time. (Special groups may adopt more stringent grading standards.)

Participants failing to pass four classes during the spring semester may make up no more than two classes during the summer in an accredited program. Such work must be completed and the grades recorded on school records prior to September 1 or the opening day of school, whichever comes first, in order for the student to be eligible for activity/athletic participation the fall semester.

The National Collegiate Athletic Association has developed guidelines for determining freshman eligibility at Division I and II schools. In order for a student to be eligible to receive scholarship assistance and/or practice and play \with a college team, that student must have:

1. graduated from high school; 2. attained a grade point average of 2.000 (based on a 4.000 scale) in a successfully completed

core curriculum of at least 11 academic courses. This core curriculum includes at least three years in English,

two in mathematics, two in social science, and two in natural or physical science (including at least one laboratory class); and

3. achieved a 700 combined score on the SAT verbal and math sections or an 18 composite score on the ACT.

Building Use

All activities conducted after 3:15 p.m. or in the evening must be scheduled through Mr.Mauro. Mr.

Mauro must approve facilities, furniture arrangement, cleanup, regulations regarding sponsors, student attire, etc.. Sponsors/coaches are responsible for their students until the activity is completed and the students have left the building.

Staff Attendance

All teachers and their spouses are admitted without charge to most activities sponsored by the school. A teacher's identification pass is issued by the Superintendent's Office for this purpose. Some events held in our schools are sponsored by the Metro Conference or by the NSAA. In some of these instances, the school may not have the option of admitting staff members without charge.

Staff members from both competing schools will be assigned to maintain student control and conduct.

All staff members present have a responsibility to assist with crowd control on an "as needed" basis. An important task, which staff members can perform, is the identification of students involved in misconduct at activities. Staff members are strongly encouraged to support their school and students by attendance at school activities.

Programs and Convocations

All special programs, convocations, and activities involving school groups must be scheduled well in advance of the anticipated date and approved by Mr. Rohlfs. The sponsor is responsible for the content and quality of the program. Content and quality must be determined prior to the approval of the activity. Teachers are required to attend all assemblies at which their students are in attendance. Seating arrangements for both students and staff will be determined by the administration.

School Trips or Excursions

School trips should be planned the previous spring to make sure transportation funds are available for the following year. Transportation requests must be submitted to Mr. Rohlfs at least two weeks prior to the trip. All trips must be approved prior to making any reservations. The principal must approve instructional field trips before making transportation arrangements. Field trips after the first week in May of each school year may be restricted. Extra credit should not be given for field trips on school time. Students failing a class may not be excused for field trips and will need to remain in the class which they are failing. Parents/guardians must be provided information regarding the trip and signed permission slips are required.

Student Bus or Van

Sponsors are responsible for maintaining order on the bus at all times. Sponsors are to be seated in a location where maximum supervision is possible. In order to maintain a safe and healthy situation in and around a school bus or van, specific guidelines have been developed in accordance with the district discipline rules and regulations. The following such acts are prohibited:

1. Standing in a moving bus or van. 2. Placing any part of the body or any articles out the window. 3. Throwing items. 4. Eating, drinking or use of tobacco or illegal substances in the bus or van. 5. Fighting or intentionally provoking fights in or around the bus or van.

6. Excessive noise. 7. Profane or obscene language or actions. 8. Littering.

9. Defacing or damaging the bus or van (inside or out). I 0. General disobedience directed toward the driver of the bus or van.

When students leave the bus and intend to cross the street, they should walk to a distance of

approximately twelve feet in front of the bus and stop. A student should not proceed to cross the street or highway after leaving a bus until the driver has checked the traffic and signaled them it is safe to cross.

School Parties

All school, class, or club parties must receive prior approval from the appropriate administrator.

Guidelines for Food Preparation and Consumption Involving Students

Food consumed by students must be food, which is purchased, brought to school unopened, stored and prepared at school or prepared in commercial or licensed kitchens. Individual students may bring their own lunch.

ATTENDANCE

Student Attendance

Teachers should keep an accurate record of absences and tardies for the students in their classes and/or study hall. This record should clearly indicate whether the absence is excused or unexcused, and whether work has been made up or neglected. Do not allow students to take attendance; this is a professional responsibility.

Accurate attendance first period is critical. Our daily report is based on this hour's report. Please input

your hourly attendance promptly and export by 15 minutes into the period. Do not report tardies to the attendance ∙office. A list of daily absences is published in the office. Be sure to check the daily bulletin for any listings of students excused for activities.

Specific attendance procedures will be explained in the pre­school workshop.

Coaches, sponsors, and classroom teachers are expected to advise students involved in school­related

activities that participation may be restricted for excessive absences and/or poor classroom performance. It is imperative that all staff works together as professionals so that the student is not placed in a compromising position.

The key factor in determining successful completion of a course in which a student has been excessively

absent is the question of make up work. If the student successfully completes the make up work assigned by the teacher and the student is successfully meeting the other course requirements, the student should receive a passing grade.

It is the responsibility of the student to meet the requirements of each subject, which obviously includes

the make up work assigned because of the absence. On the other hand, the teacher will need to carefully inform the student of the requirements, issue reminders if necessary and contact the parent personally to urge completion of incomplete assignments. (Progress reports are satisfactory for this purpose.)

Students enrolled in classes such as typing, physical education, shop, home econo1nics, laboratory

science, etc., may need to make up the time missed due to absence by scheduling time before or after school or during study hall periods to make up sessions that were missed.

As an incentive for regular attendance, teachers may impose consequences for absences, which may

include, but not be limited to a) lowering participation grades, b) additional assignments to make up for the learning lost

in class time, c) restricted privileges such as attending field trips, d) making up time and work before or after school. Students with chronic attendance problems in a particular class or study hall may be assigned to Saturday School.

The intent of the attendance policy is two­fold: (1) to encourage regular attendance by all students and

(2) to encourage students to make up the work and/or time they missed by being absent. It is important to remember that while it is not the intent of the policy to fail students because of excessive absences, it does provide the teacher with administrative support when credit is withheld because students are absent and do not make up the work and/or time missed.

Attendance Forms

A student who has been absent is responsible for getting an admit slip from the attendance office. The student should present this to each of his/her teachers. However, it is the responsibility of all teachers to check their attendance record and ask for admits slips. Report students as absent on the day of this absence, even those who have presented advanced admits prior to their absence. There are two kinds of admits­excused and unexcused. If a student's admit slip is marked "excused," teachers are to see that make up work is assigned and provide a reasonable amount of time for completion of the work. When a teacher believes that a student's schoolwork is being affected by excessive absences, he should discuss the student's case with a counselor.

Teachers will, upon request, provide students with assignments for classes missed during an "unexcused"

absence. Generally, no credit will be given for work, which was assigned, and due during the unexcused absence. The individual teacher will determine the extent of credit to be granted.

No student should be admitted to class after an absence unless he presents an admit slip properly signed

by the office. Students are to report to the office if they do not have an admit slip.

Since the student is expected to present the admit slip to each teacher and then return it to the office, it is imperative that you do NOT retain the admit slip. A teacher's signature on the admit slip is an indication that the teacher has (a) checked the admit slip to determine if the absence is excused or unexcused, (b) given the necessary "make up assignment where applicable.

There are two types of homebound programs:

1. Informal­When a student is ill and it appears the student will miss 3 or more days of school,

teachers can expect a request to provide assignments that can be completed at home. This program will be arranged through the counseling office.

2. Formal­After 5 days of continuous absence and the probability of more than 5 additional days, a home visit may be conducted by the home/school coordinator. If in the judgment of school personnel and the student's parents, a homebound instructional program seems necessary, a tutor may be hired. The tutor will coordinate instructional efforts with the classroom teacher.

If a student is hospitalized in an institution that provides instruction, which is compatible with our

instructional program, the student may transfer credits earned at the institution to Bellevue West.

Excused During School Hours

If a pupil becomes ill during school, he/she must report to the nurse or to the office for permission to be excused from classes.

Permission to leave the building for errands or other special assignments must be procured from the principal' s office, and permission usually cannot be granted without parent's approval.

Tardiness

Students who report late to class are a problem, which must be corrected. Teachers should be in their rooms or in the hallway near their room during the passing interval. Any student who is not in the assigned classroom when the bell announcing the end of the passing interval rings is tardy. Each teacher will assume the responsibility for dismissing students early enough to allow them to get to their next class on time. All tardies are to be recorded so that excessive tardies can be disciplined. The normal disposition will be the assignment of a Saturday School.

Pass or Transfer Slips

Students may be excused from a regular study hall at the request of a teacher by use of the pass or planner. Please use these pink passes or planners when asking for the transfer of students. The instructor who normally would have supervision of the student to be transferred must insist on this permit properly filled out and signed (not initialed) before excusing the student from his supervision. Students shall not be permitted to present passes for acceptance, nor to leave their regularly assigned rooms until after roll has been taken. Study hall or resource teachers will not generate passes to other teachers.

Transfers are for teacher use. They should be teacher initiated, not student initiated. Students should not

be able to simply request a transfer to enable them to move about the building.

Teachers making assignments which require the use of the I.M.C. by students during their study hall should give these students a pass in advance to ensure their access to the l.M.C.

Activities Absence

Activities absence such as athletic teams, classes, play cast, etc., when necessary, will be excused as a unit if the activity has administrative approval.

At least three days preceding the absence, sponsors shall leave with the Activities Director a list of those

students to be excused. Duplicate' lists will be made for all teachers and secretaries. Please check carefully to see whether all students who are absent on such occasions are on the lists furnished. Teachers should report to the sponsor or office any student on the list who is failing or has excessive absences. These students can be withheld from attending the event. Students missing school due to school­related activities shall not have those absences count against their absence total. Admit slips are not necessary when the student returns to class. However, these absences are to be treated as any other excused absence and work must be made up before credit is allowed.

For pep rallies or assemblies, students should not be reported to the office as being absent nor should

they be recorded as being absent on your records (when the whole class is involved). This includes cheerleaders, pep band and Thunderettes who may be absent the entire period.

Teachers have the right to request make­up work from groups representing the school before their absence.

GRADING

Student Progress Reporting

The following grading system is used at Bellevue West:

A= superior B = excellent

C =average D = below average

F =failing

All grades must be consistent with the Bellevue Public Schools Grading Protocol. A copy of this protocol can be obtained from your building administrator or department chairperson.

With the implementation of online grading through Powerschool, teachers are required to update their grades every Monday by 10:00 a.m. Major assignments may take longer. Teachers should post a completion date for major assignments on the grade site.

Philosophy of Grading

The purpose of grading is to measure and communicate student achievement to students, teachers, parents, and community members. Grades can also serve the following purposes as well:

• monitor student progress against established standards • guide teacher instruction •identify students for available educational opportunities • provide information that students can use for self­evaluation and growth

Each teacher will submit a list to the principal of all students failing in each class on the last day of each

quarter. Teachers who fail in excess of 10% of their students will be expected to develop a plan to correct this situation prior to the next grading period.

Extended illness/Hospitalization

Extended illnesses and hospitalizations may necessitate exceptions to normal grading practices or modifications to course requirements. Work closely with the appropriate counselor to coordinate assignments, materials and grades for these students.

If the student is unable to complete his assignments by the end of the grading period, an IP (In Progress)

may be recorded for that subject. The student and teacher will negotiate the time the work must be completed, with the following limitations:

1. first semester IP' s will be completed no later than the end of the third quarter; and 2. second semester IP' s will be completed no later than two weeks after graduation.

Incompletes

Please use incompletes sparingly. Teachers are to notify students receiving incompletes on or before the last student day of the semester. Any incomplete not removed within 3 weeks will automatically become a "5." Teachers are to notify the Registrar of a grade change when an incomplete grade should be changed to a passing grade.

Changing Failing Grades

Teachers are not to make arrangements to change a failing grade with a student unless the following procedure is followed:

1. The arrangement or agreement is to be in written contract form. A deadline should be included and adhered to explicitly.

2. Justification for such action must be a part of the contract. 3. The contract is to be signed by the student, teacher, and counselor and approved by the principal.

Such arrangements or contracts will generally not be approved unless a condition existed that \Vas

beyond the student's control. Extended illness is the best example.

Grading and Reporting for Seniors

In order to establish a uniform procedure that will ensure adequate student and parent communication regarding grades and graduation, the following guidelines are to be followed:

1. The deadline for major senior assignments will be the day that 4th quarter progress reports are due.

Teachers will inform parents if assignments are incomplete and the effect upon graduation through the progress reports due in the office on Wednesday of the last week of April.

2. Students should be informed that assignments turned in after due dates will be graded down. An example might be that 3 days late equals a reduction of one grade. This would mean that any assignment falling into the category discussed in #1 would receive no credit if handed in three weeks late.

3. Counselors will attempt to send to teachers in October and again in February a list of high risk seniors who must pass all courses they are taking or all courses but one. Teachers will know prior to fall parent conferences so they can discuss this situation with parents at that time. The Principal or designee will send a letter to the parents of seniors who must pass all courses in October.

4. American Government teachers must understand that seniors failing their class (during the second semester for regular American Government) will not graduate. Senior English teachers should be aware that eight semesters of English are required for all students. Progress reports sent to parents of seniors should indicate that English is required for graduation.

5. Counselors will send to teachers in February a list of seniors who are in the high risk category after 1st semester grades are recorded. This list will include the names of seniors who must pass all courses, all but one course, and other unique situations. The Principal or designee will send a letter to parents of seniors who must pass all courses. Teachers are to inform these parents that their child must pass the course being discussed in order to graduate.

6. Fourth quarter mid­term progress reports will be mailed in late April. Teachers must send a progress report to parents of students who will receive a failing grade in the quarterly report or the semester report. Teachers are to indicate on the comments section of the mid­term progress report that the student must pass the course in order to graduate if this is the case.

7. Teachers will call the parents of those seniors who received a 4th quarter progress report indicating failure who must pass that course in order to graduate, 7­10 days after progress reports were mailed. At this phone conference teachers need to indicate what the student must do to pass, if possible, and also arrange for further comrnunicati9ns over the next couple of weeks.

8. The last day that any homework, project, work, etc. which may have an impact on whether a senior will pass or fail will be accepted is the Friday before the senior's last day. The due date should be earlier with penalty clauses.

9. Tests may be given the last day of school for seniors. For those students whose graduation status hangs on this exam, the exam should be corrected that same day and the student informed if at all possible. The principal must also be informed as soon as possible.

10. Seniors may still need to return to school after their last day to (a) redo or rework material in hopes of improving a passing grade, i.e., a C to a B or (b) complete extra work assigned because of excessive absences during the last few days of school. (These might be the only instances where graduation is hanging in the balance after the last day for seniors.)

Teachers should call and/or conference with the parents of students who received a progress report indicating failing work within one week after mailing. At this conference teachers need to advise the parent what the student needs to do to pass the course. Arrangements should be made for further communications.

Tests

Tests should be given periodically to help establish a grade and evaluate learning. Semester tests are

given according to schedule. Nine­week tests are encouraged, but may be given at the discretion of the teacher. The final exam should carry a weight of 10% or less on the final grade.

Student Review of Tests and Graded Papers

Students should always have an opportunity to thoroughly review their tests and papers. This assists in the learning process. Teachers, who collect such papers to prevent copying, should keep such papers long enough to be sure that a second review by parent or student is possible if a severe grading question arises.

Teachers, parents, and students frequently ask about homework.

Definition

Work done independently from teacher's supervision whether this be outside the regular class period or the

regular school day. Homework is not restricted to the creation of a written product only but includes reading, memorizing, studying for a test, library work, thinking, etc.

Philosophy

The development of all students' abilities to the highest possible degree is a goal of BellevueWest High School. A variety of instructional strategies is used in the process to achieve that goal.

One instructional strategy, which is generally acceptable and apparently a permanent part of the education process, is the practice of assigning homework. Research has not led to any definitive conclusions related to the effectiveness of homework, but more advantages than disadvantages are evident. These advantages exist for general learning processes as well as specific learning tasks.

It is our belief that homework assigned judiciously should be an integral part of the instructional strategy used in the education of students who attend Bellevue West High School. *Objectives

1. Reinforce classwork 2. Complete unfinished or make­up work 3. Preview topic to be studied 4. Adjust instruction to compensate for individual differences 5. Supplement regular classwork 6. Develop student initiative, self­discipline, responsibility, and independence 7. Develop permanent interest in learning 8. Develop good work, study habits and skills

*Without parental support, the objectives of homework will be more difficult to attain.

Quantity Another question frequently asked in regard to homework relates to the issue of time. As a general rule

students might expect to spend 1­1/2 to 3 hours a day or 7 to 16 hours per week on homework. There are a variety of factors that influence these figures such as expectations of teacher, expectations of student, number of courses a student is carrying, types of courses, academic "track" and time of year (end of quarter, semester, etc.). The age and maturity of students is also an important consideration.

There is much that can be done to improve the writing of high school students if a concerted effort is made by the teaching staff. The following standards have been developed and should be used as a guide in setting individual course requirements. The list is in no particular order:

a. Basic capitalization, punctuation and spelling rules are followed. b. If written, cursive writing is used. c. If written, ink is used. d. If typed, double­spaced. e. If written, every other line is used. f. Only one side of paper is used. g. Complete sentences are used. h. Paragraphs are used where appropriate. I. Lined notebook paper is used (not something tom out of spiral notebooks). j. There is consistency in the location of course and student identification information (name of

student, course name, date, etc.)

HEALTH / SAFETY

Health and Safety

Teachers are to notify a Principal of all accidents involving students under their supervision. Report forms are available in the office and must be completed after all accidents. Staff members should also report personal injuries to the office immediately so that workmen's compensation can be completed.

Rules and procedures designed to promote the safety of students should be distributed to students and

carefully explained by the teacher. A copy of such rules and procedures, along with written documentation that such rules and procedures were explained, should be kept and filed. Courts will generally look with favor upon teachers who have demonstrated planning for the safety of their students in the event of a court case.

Students suffering accidents or illness are to be directed to the school nurse. All staff members will receive a confidential list, which indicates those students who are subject to physical and mental disorders.

Emergency Procedures

Every teacher is responsible for adequate precautions against accidents. Teachers, who are located at their assigned stations and for the duration of their assigned time, have taken the first step toward avoiding accidents.

Never leave your students unattended. This responsibility extends to convocations and emergency drills. They are assigned to you and you are, therefore, responsible for their supervision; a fire drill, pep rally, or program does not relieve you of this responsibility. Teachers and students must vacate the building during fire drills.

fo the event that a student under your supervision sustains an injury, you (NOT THENURSE) must fill out an accident form and tum it into the office as soon as possible. It is necessary to keep an accurate record

of date, injuries, and all pertinent details concerning any accident, in case of an insurance claim or questions of liability. Accident forms may be obtained from the nurse.

Report any sudden illness on the part of a student to the office immediately. Send all ill or injured

students to the nurse.

Child Abuse

Child abuse and neglect is defined in Nebraska as "... knowingly, intentionally, or negligently causing or permitting a minor child to be:

a. placed in a situation that endangers his or her life or physical or mental health; b. cruelly confined or cruelly punished; c. deprived of necessary food, clothing, shelter, or care; d. left unattended in a motor vehicle, if such minor child is six years of age or younger; e. sexually abused; or f. sexually exploited by allowing, encouraging, or forcing such person to solicit for or

engage in prostitution, debauchery, public indecency, obscene or pornographic photography, films, or depictions."

Nebraska Statute 28­710

School employees have a special obligation to report suspected child abuse and neglect:

"When any physician, medical institution; nurse, school employee, social worker, or other person has reasonable cause to believe that a child has been subjected to abuse or neglect or observes such child being subjected to conditions or circumstances which reasonably would result in abuse or neglect, he or she shall report such incident or cause a report to be made to the proper law enforcement agency or to the department on the tollfree number established by subsection (2) of this section. Such report may be made orally by telephone with the caller giving his or her name and address, shall be followed by a written report, and to the extent available shall contain the address and age of the abused or neglected child, the address of the person or persons having custody of the abused or neglected child, the nature and extent of the abuse or neglect or the conditions and circumstances which would reasonably result in such abuse or neglect, any evidence of previous abuse or neglect including the nature and extent, and any other information which in the opinion of the person may be helpful in establishing the cause of such abuse or neglect and the identity of the perpetrator or perpetrators."

Nebraska Statute 28­711

Failure to report suspected child abuse or neglect is a misdemeanor and you are subject to a $500 fine and a maximum three­month imprisonment if you are found guilty of failure to report.

Any person making a report is immune from any liability, civil or criminal, that might otherwise be imposed, except for maliciously false statements.

To make a report of suspected child abuse or neglect, the school employee should call the law enforcement agency, which is responsible for the area where the child lives or the toll­free child abuse hotline. Please notify the building administration also.

A written report shall be made and delivered to the agency to which the oral report was made.

Regulations Applying to Teachers When Schools are Closed During the Day

All teachers must check out at the office before leaving. If it appears that a number of students may need to be kept in the building into the night, we will expect the nurse, custodians, and head cook to remain on duty and enough teachers (hopefully voluntarily) to provide adequate supervision. Personal arrangements should be completed in advance of such situations.

All after school athletic, drama and music practices will usually be

cancelled.

Crisis/Emergency Situation

A crisis management team will be assigned annually to organize plans for an emergency or crisis such as a bomb threat, student or faculty member death, and accident, weather or emergency situations. Continue to maintain an aura and demeanor of order, control and reassurance in the presence of students. If school is not in session be prepared to attend a faculty meeting on short notice. Information will be given over the intercom or shared directly with teachers.

Fire Emergencies

Directions for fire drills and emergencies will be provided by special bulletin.

Teachers are responsible for:

1. directing students and enforcing drill procedures as posted. 2. evacuating the building with the students whether you have an assigned class or not. 3. maintaining student order and directing students to move away from exits. 4. the first students to a doorway will serve as monitors and keep the doors open. 5. checking your roll upon arriving at the pre­selected site away from the building. 6. checking roll on return from

evacuation.

7. Bomb Threat Procedure

In the event a bomb threat is received we will choose one of two possible courses of action:

1. search the building without an evacuation

In either event our building staff, both certified and non­certified, have the primary responsibility to search that area they are presently assigned. Building personnel are more likely to observe an unfamiliar item than would outsiders who have no prior knowledge of the building and its equipment.

In the event you find an unfamiliar object, be very careful not to touch, move or jar it because it may be a

bomb and any movement can cause its detonation. Report the presence of this object to the principal who may in turn notify local authorities. At this time a decision to evacuate the building may be made.

It would best serve our purposes if students were unaware of a bomb threat for two reasons. First of all, there is a possibility of panic and secondly, it may plant an idea that could result in many similar threats. Once teachers are made aware of the bomb threat, the search should begin and should be conducted as discreetly and unobtrusively as possible with the hope that students will not recognize what is happening.

If a decision is made to evacuate the building, this information will be given over the intercom. When evacuating the building, students and staff should locate at least 500 feet from the building. Tornado Emergencies Tornado Emergencies Plans and specific directions for tornado warnings will be provided to assure the most secure shelter available in the event of a tornado. Students and teachers will be assigned designated shelter areas on the basis of their location in the building at the time of the warning.

Responsibility of administration, teachers, and students are as follows:

GUIDANCE AND COUNSELING SERVICES

Counseling

Teachers are encouraged to make use of student records and to acquire information concerning students who may be experiencing difficulty in school. A cooperative effort between teachers and counselors will help provide the best possible education for students.

Students should make appointments to see counselors at times other than during a scheduled class. Teachers may ref er students to the counselors from their class by use of a pink pass or transfer slip. Teachers may not excuse a student from another teacher's class for any purpose. Students needing discipline are to be referred to the Dean's office. Counselors are not disciplinarians; however, they may be helpful in bringing about a behavioral change. When teachers are undecided as to initiating a discipline or a counseling referral, it is usually best to use the counseling referral. Drop and Add

Students wishing to drop or add a class will observe the following procedures:

1. First contact is with the counselor who will discuss the change and make recommendations concerning the change. 2. If the change is not recommended, the process ends. Appeals may be made through administrative channels.

3. If an add appears in order, the counselor will insure that the add will not adversely affect the maintenance of an enrollment balance among classes.

4. If a drop appears in order, the counselor will require "Schedule Change Request Form" to be signed indicating parental approval when applicable.

5. A student will not be dropped from the class rolls until a "Drop Slip" is issued. Absences will be reported until the teacher receives a "Drop Slip."

6. Students dropping a class will report to the teacher, check in books and clear the class. Students adding a class will report to the new teacher and the teacher signs the add card.

Any change in a student's schedule must be made through the counselor's office. Do not recommend any

changes to students or their parents unless you have conferred with a counselor or a principal.

Student Files

The student handbook describes the right of privacy for student records. All staff members are to become

familiar with these regulations and restrictions. Do not remove the permanent records from the vault.

Student Checkout During the Year

Students who indicate they intend to check out of school should be referred to the guidance office. Students are not checked out of your class without a "withdrawal" form or a "drop" form properly signed.

HALLWAY AND RESTROOM SUPERVISION

Through supervision of the hallways and restrooms we hope to provide for each student an orderly and

safe environment outside the classroom as well as inside. It is your responsibility to keep the halls clear of students when classes are in session as well as checking restrooms to prevent loitering, smoking, vandalism, etc. In most instances a verbal reprimand will suffice; if this fails, please notify the office.

CAFETERIA/COMMONS/GROUNDS RESPONSIBILITIES

I. Be mobile­walk around and talk to students. 2. Check restroom areas regularly. 3. Remind students to keep all food and drink in the cafeteria. 4. Have students police the general area before leaving. 5. Encourage students to move along to their next class in a timely manner. 6. Send for additional help if rumors or tips of problems arise.

Commons/Grounds Only

7. Check locker areas regularly. 8. Check parking lots and bus loading areas regularly.

STUDY HALL/RESOURCE CENTER RESPONSIBILITIES

I. Students should have materials to work on with them. Sleeping is not an option. 2. Supervisors should be in the room when the bell rings. 3. Students are to be quiet and in their seats ready to work at the bell. 4. Account for all students assigned to the study hall. 5. Control passes and ensures that all students have them. 6. Be available and assist students as needed. 7. Establish rules that create a setting quiet enough to allow students who need to study do so. 8. Group work or quiet talking will be left to the supervisor's discretion. 9. Have students police the area prior to dismissal at the bell.
