The meeting was called to order at 7:00 p.m. by the president of the Board of Education, Mr. Rivera. Mr. Rivera called for the flag salute and for a moment of silent thought and reflection after which he stated that the meeting had been posted and announced in accordance with Chapter 231, P.L. 1975.

Remarks by Citizens – AGENDA ITEMS ONLY (Public Participation Session 1):

Arlene Schor: Timing of general ricing of staff was unnerving to staff. People on vacation didn’t see notice. Welcome back to Mr. Demikoff. Confusion with posting in June for BA, no posting for part time. Posting for Staff accountant, is this to replace Mr. Jacobus? Previously stated the change of titles with no change of salary. Salary changed for Grant person.(Dr. Tomko: Rice notice was sent out in anticipation of signed contract. Mr. Demikoff is an Interim, still looking for a permanent. There was no change in salaries, employee was changed from supervisor to director, thus the change in salary.)

Vincent Frantantoni: Two years under new administration, doesn’t seem to be any changes. Claimed not enough money to restore auto shop but enough money to pay legal fees. Tax dollars not going for children.

Bill Mildon: How much is settlement on agenda? (Mr. Rivera: Can OPRA request) Can pay outrageous legal fees but can’t fix façade on School #7.

Michael Sheldon: Is Mr. DeMatteo collecting any benefits? Are the substitutes called for subbing up to the scheduler’s discretion? What’s to prevent scheduler from calling friends and political acquaintances? (Dr. Tomko: Certain subs are certified to teach certain subjects. Principals and teachers have subs that they prefer to work with.) (Mr. Egan: Teachers calling out can request a specific substitute).

Mr. Egan: The past is the past. No one is hired without his approval. Concentrate on positive things such as the balanced budget and qualified teachers being hired to fill open positions.

WHEREAS, the attached Release admits no liability and expressly denies the validity of the Releasor’s disputed claims;

2. Whereas, The Board of Education of Belleville Public Schools in the County of Essex, New Jersey (the “Board”) desires to proceed with a school facilities project consisting generally of:

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF EDUCATION OF BELLEVILLE PUBLIC SCHOOLS IN THE COUNTY OF ESSEX, STATE OF NEW JERSEY, as follows:

Section 1. In accordance with the requirements of section 6A:26-3 of the New Jersey Administrative Code, the Board hereby approves the Schematic Plans prepared in connection with the Project and the Board further authorizes the submission of same to the Essex County Superintendent of Schools and the New Jersey Department of education for approval. This project is designated “Other Capital” and the Board is not seeking state funding.

Section 2. The Board hereby authorizes the amendment of its Long-Range Facilities Plan in order to reflect the proposed Project.

Section 3. The School Administrator and such other officers and agents of the Board as are necessary, including the Board attorney, bond counsel and architect, are hereby authorized to perform such other acts, to execute such other documents and to do such other things as are necessary to implement the determinations of the Board set forth in this resolution. Including the submission of Information to the New Jersey Department of Education as applicable to the proposed Project.

Section 4. This resolution shall take effect immediately.

3. Approve the adoption of the Student Lunch Price list and the Faculty Lunch Price list.

(Dr. Tomko: Every position has a place on the guide. Can only work under a specific certification – regardless of title has to have a specific certification.)

Vincent Frantantoni: No past is the past – have to remember history so it doesn’t happen again. Budget was balanced by raining taxes. Have to repair our schools, not implement higher salaries. Have to cut costs. Architect gets 33% of job price.

Michael Sheldon: Apologize for outburst. Roman Uschak wrote an interesting article about bills paid to lawyer. How much did Schwartz get paid for Clarity – 50% of savings. Architect contracted for any future jobs at 33% of jobs. Every incentive for him to use most expensive firms. Money making scam. District wrote DiCara a blank check. My OPRA request for architect information was denied.

Ana Garcia: Child picked up at Pathmark stop and dropped off at different stop. Not enough space on bus in the afternoon. Not good safety procedure. How much time from 2:30 dismissal to bus leaving high school (Dr. Tomko: 9 minutes) Students are being left behind. (Mr. Rivera: Board will look into matter. Silver lake had courtesy busing, not mandated busing).
