Securing our Digital Future

Thanks to the Internet, the globe is more connected than ever before. Today, Belizean citizens and businesses enjoy access to a world of opportunities. Electronic commerce, social media and unprecedented access to information have transformed how we relate, how we do business and how we access services. In this digitally connected world, opportunity is directly linked to the quality, stability and security of our Internet connectivity.

As Chairman of the Belize Public Utilities Commission, I am proud of the role the PUC has played in facilitating development and growth of our telecommunications industry. This sector underpins Belize’s connectivity to the global Internet and is crucial to our country’s social and economic development.

Over the years, we have seen the Internet make our businesses more productive, increase the efficiency of the Government service delivery, and improve our competitiveness in domestic and international markets. However, we have also seen a growing number of threats to critical network infrastructure, corporate networks and personal data. These threats are growing more frequent, more sophisticated and more harmful each year.

Cyber-attacks on electronic commerce, vital business sectors and government agencies have increased exponentially in Belize and the wider Caribbean. Individuals, businesses and government institutions have been hit with concerning regularity. There has also been a disturbing proliferation of criminal activity perpetrated against innocent members of society.

It is already clear that cyber-attacks can inflict immeasurable damage to personal or business reputation or profits in just a matter of minutes. Meanwhile, laws have struggled to keep pace with malicious technology-enabled actors who pay no regard to borders, jurisdictions or local law-enforcement readiness.

If we accept the good that technology brings to society, we must also accept the collective responsibility to mitigate the bad that inevitably follows. Therefore, together with key national stakeholders, we are taking decisive action to protect the security of Belizean citizens, businesses and institutions.

As a first step, the PUC, on behalf of the Government and people of Belize and in collaboration with local, regional and international partners, has created a unique forum: The Belize National Cyber-Security Symposium. This forum will see government, private sector and other stakeholders come together to address current and emerging cyber issues. The expected outcome of the Symposium will be the development of a National Cyber-Security Framework and Action Plan for addressing cyber-security issues.

Cyber threats impact the whole of our society. We have the opportunity now to work together in defining and implementing solutions to defend our society and secure our digital future.

Explain the significant features of global and regional cyber conventions, and how Belize can benefit from acceding to this type of convention;

Present an overview of the current global and regional cyber security landscape;

Identify tangible and attainable ways in which to advance the national cyber-security and cyber-crime agenda;

Deliver instructional modules on drafting cyber-crime legislation, creating cyber-security policy for organiza-tions and developing cyber-security best practices for network operators

Belize’s national and economic security depends on the reliability and resilience of its critical infrastructure. Cyber-security threats exploit the increased complexity and connectivity of critical infrastructure systems, placing the nation’s security, economy, and public safety and health at risk.

This forum brings together stakeholders from the Public Sector, including Government Ministries, state agencies and regulators for an engaging mix of presentations and interactive sessions exploring an overview of the cybersecurity in the Public Sector, use cases, and resources to support strengthening and enhancement of systems and strategies to protect government networks and data.

The Judiciary and Cybersecurity

This half-day event will provide members of the local and regional judiciary with exposure to the key legal and policy issues related to cybersecurity, including the legal authorities and obligations of both the government and the private sector with respect to protecting computer systems and networks, as well as the national security aspects of the cyber domain including authorities related to offensive activities in cyberspace.

Development of a National Cyber Security Framework is viewed as a key policy feature, helping national stakeholders to counter the risks of cyber threats which have the potential to undermine the economic and social benefits Belize stands to gain from cyberspace.

This model illustrates the underlying logic behind recurring components of National Cyber Security Strategies, even though their own intervention logic may not be made explicit in the individual documents. It also serves as an illustration of a potential approach towards connecting the elements commonly contained within national strategies. The key objectives development of the national cyber security framework, are:

To achieve cyber resilience, in government, corporations and institutions and homes

To reduce cyber-crime
