M ipim is celebrating its 25th anniversary and through good times and bad in the world economy, it continues to attract architects, developers, agents, cities, regions, countries and many more from every continent. The Palais des Festivals in Cannes itself is no longer

big enough. Anyone strolling down the famous ‘Croisette’ will be able to observe at least three gigantic marquees alongside the Palais: these proudly bear their names: Paris, London, the Russian Federation…

This year, most of the Belgian exhibitors at Mipim are coming together in a ‘Belgian Pavilion’ inside the Palais, with direct access to the ’Croisette’ and a view over the marina.The theme for this pavilion is ‘Surreal Estate Belgium’. The organisers have been explaining their approach. MIPIM is a place where the visual competition is fierce. Everyone is trying to grab the attention of visitors with inspiring images, special effects or enormous screens. In order to compete with all this visual attention a strong visual concept was needed which stands out from what you typically see in Cannes. They have approached ‘Strook’, an up and coming artist with roots in street art and the urban environment and asked him to recreate a surrealistic interpretation of some of our most famous or recent landmarks in the three Belgian regions. The result is an alluring and visually strong graphical interpretation. Landmarks are entangled and partially hidden between abstract forms. ‘surrealestate’ symbolises a creative message to the world about the three Belgian regions, dozens of cities and even more public and private stakeholders from Belgium. Working closely together generates a new dynamic for the Belgian real estate market.

The Belgian Pavilion will be hosting a full conference and seminar programme, with topics including developments around Brussels South Station and other developments in the capital, the major developments in Wallonia and in Ghent. In this special edition of the ‘Belgium Real Estate Showcase’ you are getting a preview of the outstanding town planning projects and major real estate developments which are making the news. Some of these projects are highlighted at MIPIM during the conferences and on the Belgian exhibitors booths.

The 8-storey Treurenberg office project is located in the historical business district of Brussels, a few steps from the Central Railway Station and a block away from the Royal Park. The 9,800 m2 project, developed by AXA Belgium and designed by ASSAR Architects, is the result of a design competition for the reconstruc-tion of the site. Sustainability is a focus with as objective to be a net zero energy project. The building is certified excellent under the BREEAM standards. Triple-glazing and 1,134 m2 of photo-voltaic cells are only a couple of energy efficient and sustainable features. Original Brussels city walls hidden for decades behind the existing obsolete project will be restored and incorporated into the overall Treurenberg design concept and those essential heritage elements can then be seen by the public from the street when the project is completed.

Located midway between the European district and the center of Brussels, close to the Royal Park and the Rue Neuve shopping street, C de Ligne has excellent access to public transport (bus, tram, metro and train). The Toison d’Or shopping centre is set to occupy a ‘triple A’ prime location in Brussels. In between the Avenue Louise and the Chaussée d’Ixelles, and on a high street which already has two other shopping malls (one of which has been totally renovated and attracted ‘Fnac’ as an anchor tenant). Yet this space located between Rue des Chevaliers and Rue des Drapiers has been empty for years, and has been awaiting approval for this centre. Now, Toison d’Or is a stage nearer becoming reality, as the local commune has granted the permit. In keeping with the current desire of the authorities to ensure mixed use in all districts, the project is not only dedicated to retail, but includes a substantial degree of residential. Two crèches also form part of the plan. It is widely anticipated that the rehabilitation of this uptown district will lead to it rivalling the downtown Rue Neuve district as the capital’s top shopping destination.

Along with the Toison d’Or shopping centre development, a neighbouring project – named Cond’Or – will see the upper floors of Toison d’Or 17-21 converted into residential accommodation. The obsolete office building, which formerly housed the Brussels Public Transport company ‘STIB’ will see 79 apartments built, with a common lobby and 50 parking spaces. The two projects on this busy shopping street will be undertaken at the same time.

‘Ernest’ is the name by which the complex formerly known by the surname ‘Solvay’ of the 19th century physicist and chemist, and which was the headquarters of the Solvay company, is now known. Developers Allfin and BPI are now to transform this vast site in Ixelles (Brussels) into a mixed use project comprising housing, a rest home, retailing, a crèche and a hotel. There are to be two central green spaces laid out by landscape architects Wirtz. The predominant residential aspect will include not only around a hundred apartments from 40 m² to 250 m², but also 11 penthouses and a number of student flats and rooms. There will be 154 underground parking spaces. ‘Ernest’ is strategically located just a couple of hundred metres from the uptown shopping district around the Avenue Louise and Toison d’Or, and is also within walking distance of the European Parliament. The total surface area once complete will be a little over 50,000 m², making this one of the biggest redevelopment projects to be seen in Brussels for a long time (with the exception of the Belair real estate development project).

A new step in the rehabilitation of the former CGER headquarters in the historic centre of Brussels has begun. The ‘Chambon’, which occupies the entire block in front of the Radisson hotel and behind the Place de Brouckère is being renovated into a multi-functional complex, designed to be a miniature ‘district’ in itself. The rehabilitation of Chambon will see the former 60,000 m² of offices, long the headquarters of the CGER banking institution, transformed into a ‘living district’ with apartments, student flats, a high quality hotel, traditional and loft-type offices and shopping and restaurant units. The most prestigious of the apartments, a 400 m² loft, will have a view over the nearby Place des Martyrs. An interior garden will occupy around a quarter of the space. Allfin’s project director Jo Gielen speaks of making of Chambon a link between the Galeries de la Reine, the Place des Martyrs, the Grand’Place and the Place de la Monnaie. Works have now started and are set be completed by the end of 2015 or beginning of 2016. The name ‘Chambon’ refers to architect Alban Chambon, who worked on an extension to the building from 1910 to 1918. One of his sons, Alfred Chambon, was also involved in later works on the building, from 1947 to 1953.The original building was partially the work of celebrated architect Paul Hankar, and the CGER first occupied their new headquarters in 1893.

Following the total renovation of the Anspach Galleries which reopened a few years ago, AG Real Estate has now given details of its renovation project for the neighbouring ‘Centre Monnaie’, also on the Boulevard Anspach. Set to be completed and operational for 2016, this ageing city centre monument will be given a total new look and will accommodate 15,000 m² of retail units on the ground floor. Units of up to 4,000 m² will be available, some overlooking the Place de la Monnaie. The Centre Monnaie benefits from a direct link to the Rue Neuve, Brussels’ main shopping street (itself set to be renovated and given a new look). The City of Brussels is supporting all of these renovation projects, including the Centre Monnaie, which will also receive a new entrance to the de Brouckère metro/tram station, a strategic hub. This part of the city also takes in the Grand’Place and is thus extremely well visited. More than 15 million annual visitors come here.

Belview is one of the projects which most reflects the thinking of the Brussels Region in terms of new building developments. The philosophy is to bring a mixture of functions into districts which were previously extremely office-based. While the immediate surroundings of Belview are already residential in nature on one side, on the other side is that most ‘office ghetto’ of districts – the European district. It is precisely here that the Region is putting much of its development attention. Belview will offer around 5,000 m² of office space but also 272 residential units and a number of shop units. The project also has the advantage of being located alongside the largest green area in the district, the Leopold Park, and thus offers a genuinely attractive location within a few minutes walk of both the European Parliament and the European Commission, with the lively Place Jourdan just around the corner. One of the most truly innovative projects to come to the market will be the Realex, situated in the Rue de la Loi, just a stone’s throw from the Berlaymont building, HQ of the European Commission, right in the heart of the European Quarter of Brussels. The site of just over half a hectare will provide more than 40,000m² of mixed development, comprising an office tower complete with conference facilities, retail area, parking, and a vast public area covering 50% of the site. Uniquely, for the first time in more than a hundred years, the Quartier Leopold will be endowed with a new public open space, providing a pedestrian and cycle link between the Rue de la Loi and the Rue Jacques de Lalaing. The link between the Rue de la Loi and the valley of the Maelbeek will provide a long awaited opportunity for cyclists and pedestrians to escape from the intense traffic on the Rue de la Loi and rapidly join the Park Leopold, and the Place Jourdan to the south, or the Maelbeek Park and the Square Ambiorix to the north. Under the guiding hand of Christian de Portzamparc, Assar Architects have designed for Realex a ‘new face’ in complete contrast with the otherwise monotonous character of the street. The specifications of the project will be to the highest level attainable and will constitute the new benchmark in space and energy efficiency in line with the latest EC objectives for sustainability.

Both real estate developments of the Brussels Europa and Realex tower forms part of the

‘Projet Urbain Loi’ (PUL) conceived by French architecte Christian de Portzamparc. The PUL

aims to bring more density to the constructed area and to add a mix of functions into the

district, with the target of minimum 12.5% of residential accommodation along with shops

and services. The PUL aims to enable the Rue de la Loi to evolve from a ‘corridor’ into an

open and lively street, reducing the number of driving lanes and creating many public areas

of ‘pocket park’ type. To achieve this, the project schedules that several buildings are set

back, and defines volumes and sizes according to type of construction. The administrative

procedures for this zone were approved by the Brussels government at the end of 2013.

Located in the heart of the European district, the Brussels Europa real estate project fits in with a logic of redevelopment of a district marked by more mixing of functions and friendliness. Entrusted to the architectural and urban planning firm Buro II & Archi+i, the project is reliant upon the evolution of the PUL. In 2005, Atenor Group’ purchased the hotel Crowne Plaza Brussels Europa. Objective of the operation: in the end, reconvert the hotel into a high-quality mixed real estate complex, an example of the principle of mixed urban functions (employment, housing and shops) which will respond to the demands of sustainable development and of a compact, dense city.

This project is a total renovation of an office building comprising a ground floor and 7 upper floors. It schedules the complete stripping of the building with the existing structure retained. Where energy performance is concerned, the project is designed to be a ‘Nearly Zero Energy Building’ (NZEB) via renewable energy production, and is aiming to obtain BREEAM Excellent certification. Once renovated, the building will total 6,527 m² above ground with 106 parking spaces. The objective is to create very high quality space for rent. Works are set to start in August 2014 and be completed in the summer of 2015.

With the mixed-use NEO urban plan the City of Brussels wishes to exploit the huge potential of the Heyzel plateau for new economic and tourism opportunities. On an estimated surface of 18 hectares out of the 68 hectares making up the Heysel Plateau, this quality mixed-use project development plan includes the building of a shopping centre, housings and leisure facilities, an international-scale convention centre and a hotel. Neo is to be developed via a company jointly held by the Brussels Region and the City of Brussels, with 35 million Euros of funding. Private money will also be used for the project, with the private developers purchasing the parcels of land and the rights to build on them. Neo will be constructed in three phases, and the first of these will in particular see the construction of the large shopping centre and 575 residential units, along with a crèche, a cinema, leisure facilities and an underground 3,700 space car park. Phase 1 is scheduled to be finished in 2020. The major elements of phase 2 are the 5,000 seat convention centre and a 250-room high class hotel. Phase 3 will follow with more housing, another hotel and public facilities. It is still expected that the whole of Neo will be completed by 2023 or 2024.

This building originally dates from the 70’s – the former TBR Building occupied by the telecom operator Belgacom until 2009. The development will involve a heavy refurbishment of the existing structure with the construction of new additional surface. The World Trade Center towers I, II, III and IV, North Galaxy, together with the Belgacom Towers, form the anchor crossroad of the Espace Nord, the high-rise business district of downtown Brussels. The area was first envisioned in the 1960’s within the framework of an urban master plan and the World Trade Center IV (WTC IV) is part of the original central eight-tower concept proposed in 1967. The 55,887 m² WTC IV will be built within an existing infrastructure and urban master plan. It will, however, introduce to the ensemble the most advanced techniques in terms of master planning, landscaping and sustainability. While the 29-storey 102-metre high WTC IV tower will have the same dimensions as the other seven towers already completed, the net office area will be higher. Greenbizz is part of a large-scale redevelopment project called Tivoli in the city centre, which schedules the building of an eco-district of 450 residential units on a site of almost 4.5 hectares extending from the Rue Lefèvre to the Rue Tivoli and from the Rue de Molenbeek to the Rue Claessens in Laeken. This new publicly funded sustainable neighbourhood will include both housing and economic facilities, and responds to the desire of the public authorities to bring new life to urban areas through mixed function developments. The part of the site to be dedicated to businesses and totalling 12,900 m² will be located along the Rue Lefèvre and will act as a transition between the new residential district and the TIR centre close to Tour & Taxis, thus demonstrating that it is possible to develop a business project in an inhabited zone. The project will comprise two buildings set around a new public plaza. One building will accommodate the Brussels Greenbizz project which includes an incubator for companies with an environmental vocation, and production workshops. The other building adjacent to the first, will be used for production workshops (ground floor) and areas for the production of non-material goods (upper floors). The 30 hectare Tour & Taxis site alongside the canal in Brussels and neighbouring the North District, is a long term development by the Project Tour & Taxis company. There has been further evolution in the project. The successful achievement of this ‘new city district’ is clearly dependent on a substantial degree of residential accommodation. The developers have been granted a modified building permit for 13,000 m² of residential accommodation. This is a proportion of the overall permit which T&T has received, but which has to be modified in sections for the various programs. The accommodation is set to run to around a hundred low energy apartments with floor areas either side of 100 m². This development is the first phase of 80,000 m² of residential and office accommodation planned for this part of the site. The iconic building which has been designed for the Brussels Environment Agency IBGE is also now at completion stage. With a vast atrium open to the public, and double, rather than triple, glazing, this is nevertheless said to be the most passive office building in Belgium. Tour & Taxis is already a major exhibition venue, its renovated ‘Royal Warehouse’ and ‘Sheds’ hosting a number of national and international events each year.

Erasme is a vast project to rehabilitate an entire area on the western edge of Brussels. Two sites are involved: Erasme 10.7 hectares and Chaudron 2.7 hectares. Developers BPI together with Belfius are scheduling a mixed use development including more than 1,000 apartments and 72 family houses. The project will also include infrastructure facilities such as a nursing home, a school and some retailing. The first phase of the project will comprise around 60,000 m² of development along the Boulevard Henri Simonet. The individual building permits will be submitted during this year and it is hoped to begin the infrastructure works by the end of the year.

‘Docks Bruxsel’ (formerly ‘Just Under the Sky’) makes a reference to the location not far from the port of Brussels, and is a linguistic compromise of the ‘Bozar’ type. All of the necessary permits have now been obtained. Almost half of the non-bank finance is in place, and around half of the retail space has attracted at least ‘letters of intent’ from prospective tenants. It is therefore expected that that works by the contracted builders BPI and Besix will be able to start in time for completion at the end of 2015. Along with the shopping centre, Docks Bruxsel will provide leisure and cultural events, entertainment and shows, and a certain amount of productive activities. A 1,500 seat events hall is part of the programme. It is widely agreed that Brussels is lacking in shopping centre space when compared to other major cities, and this is partially due to the strong desire to retain the traditional city centre high street shops. It is this desire, defended by certain organisations such as Unizo, which has led to the long-running sagas surrounding three developments. ‘Docks Bruxsel’ is likely to win the race in terms of timing, but the evolution of the other two - Neo and Uplace - is set to drag on for quite a lot longer yet.

On the site ‘The Loop’, a new district of Ghent city, the development of the ‘Take Off Office Park’ by Euro Crossroads Property Developers (ECPD) is currently underway. The first office building with its remarkable architecture in the shape of a droplet of water is currently being constructed on parcel 1. This building with a surface area of 3,340 m² will be the headquarters of the HR services company ‘Planet Group. A second office building of a similar size is also under construction. Where the residential element is concerned, ECPD is developing ‘Avian’ as well, two buildings with 24 apartments each. The development of the easternmost part of ‘Take Off Office Park’ – parcel 5 west – is also well underway. Upgrade Estate is building almost 80 business flats here, above a common underground car park with a capacity of 500 vehicles, which will cover the whole of the parcel. The construction of three other buildings is scheduled for this parcel, with a gross ground surface area of 19,000 m², destined for offices. The building permit for the first of these three buildings is currently being prepared. The target group are companies interested in surface areas of 2,000 m² to 10,000 m². Parcel 7 is accessible by a new road which forms a small separate loop in the zone, located between parcels 7 and 8. A first building destined for the consultancy firm Brantsandpatents will be delivered this year in March. Other buildings are advancing well. Located close to the junction of the E40 and E17 motorways, the ‘Take Off Office Park’ benefits from excellent accessibility by road. The presence of these two motorways, along with the proximity of the R4 towards Zelzate, connected to the E34, leads to this accessibility being even further improved. Public transport serves the site with a tram line which loops round and stops in front of the future office buildings. De Lijn has scheduled bringing a bus line into service which will directly link Ghent St. Pieters railway station and the station can be reached by cycle in just 7 minutes.

In the coming years some 1,500 dwellings are to be built in the entire area around the Old Docks. The first part to be developed is the section on the east side of the Handelsdok, where the Schipperskaai will be the site of some 350 residential properties, green areas for residents, a primary school, a crèche and a sports centre. Sogent, the Ghent city planning company, is throwing in its lot with a private partner: a team made up of developers, architects, sustainability specialists, financial experts and other relevant players. Mid-december Sogent established the ranking of the three possible partners for the development of the Schipperskaai in the Old Docks, with DOK9000, the team formed around project developers Re-Vive, Vanhaerents Development and Van Roey Vastgoed, emerging as the top-ranked candidate. The striking aspects of this proposal include the diversity of residential properties and public areas, the attention devoted to a sense of community and the far-reaching ambitions in the field of mobility and sustainability. Sogent is now proceeding the negotiation phase with the first-ranked candidate, DOK9000. If everything goes smoothly Sogent will sign a contract with this candidate after the summer, whereupon it will be possible for the work to commence in the course of 2015.

The Ziekenhuis Netwerk Antwerpen (ZNA) is beginning the development of a state-of-the-art hospital on the Spoor Noord site, opposite the Artesis Plantijn High School and close to ‘Eilandje’.The new construction is set to take over most of the current activities of the ‘Stuivenberg’ hospital and offer its own emergency, intensive care, maternity, hospitalisation, day hospital and polyclinic services. In total some 65,000 m² are involved, due to come into service in 2018. The new hospital is being built via a public-private partnership (PPP) within which the selected consortium – Kairos – prepares the site, takes care of the development and acts as project manager along with undertaking the maintenance of the building. The contract is for a period of 20 years. The Flemish and Federal authorities are subsidising the project to the tune of more than 95%. The new building is designed to be optimal in regards with the organisation and space allocation. The emergency and logistics services are located on the first basement level. The ground floor id destined for reception activities, while the hospital itself will be located from the first floor. The accessible areas will be divided into critical and non-critical care. The wards will be located on the higher floors, from 8 to 11, from where there is a magnificent panoramic view over the city, the Spoor Noord and the nearby docks. The archives and administrative functions will be housed on the uppermost floors. A public ‘care boulevard’ is integrated in the project. The term ‘care boulevard’ has been in common use in the Netherlands for some time and forms part of most new projects in the healthcare sector. This involves a sort of shopping centre which accommodates shops and businesses active in the healthcare sector, along with the sale or rental of medical apparatus. Private partners operate these.

The Artesis Plantijn University College new campus will consist of a trapezoid principal building that opens onto the Noorderplaats (Italiëlei - 8 levels), a square building on the Ellermanstraat (4 levels), a long single storey building on the Noorderlaan and a ramp on the Ellermanstraat leading to the extensive underground parking garage and bicycle racks. The investment for the new Artesis Plantijn University College totals 64 million Euros. The new campus being built on spoor Noord will bring together seven locations of the former Artesis University College. It will offer a net usable area of 25,000m² as the new home for 3,000 to 3,500 students from the professional bachelor’s programmes. On level -2, there are 200 parking spaces and spaces for 1,000 bicycles. POLO Architects have designed a kind of concrete honeycomb shell from which the structure inside is suspended. The completed building is scheduled to be handed over in spring 2015, so that the internal fixtures and fittings can be finished in time for the start of the academic year 2015 – 2016. Since October 2013, the Artesis and Plantijn University Colleges have been combined as the Artesis Plantijn University College (AP University College). Works have started in 2013 on the new Plantijn campus on Ellermanstraat, next to the 60-metre high ‘North Star’ customs building. This will have a capacity for 1,200 students. The 13,000m² building should be ready in 2015 at virtually the same time as the Artesis campus. The striking new buildings will determine the appearance of the top end of Spoor Noord. They can be regarded as a new gateway to the city which would represents a northern counterpart to the new court complex – also known as the Butterfly Palace – by architect Richard Rogers on the south side of the Leien.

Blue Gate Antwerp is a brownfield site generally known as the former “Petroleum Zuid”. The ambitious project covering an area of 63 hectares envisages redevelopment of the site into a high-quality, water-related and ecologically effective business park. The site is to be divided into three zones: one for logistics located on the waterfront, one for production in the central part of the site, and one for research and development on the edge. Also fitting into this framework is the “BlueChem” initiative, an incubator and accelerator directed at open entrepreneurship for sustainable chemistry. Blue Gate Antwerp that has been maturing for some time started to gain momentum further to approval end of 2013 of the Environmental Impact Statement (EIS), the entering into of important agreements with OVAM (the Flemish Public Waste Products Company) on decontamination, and the signing of a heritage covenant with the Administration of Immovable Heritage because there are quite a few buildings on the site that deserve continued preservation. Now that Blue Gate Antwerp is being given the definitive green light, the switchover is being made to a Public-Private Partnership (PPP). The intention is to have the private partners act as majority shareholders, with the public partners posing as minority shareholders. Three candidates are in the running. These are “Blue Open”, a consortium with DEME Environmental Contractors (DEC), Bopro and Dredging International as main contractors. As a second consortium “M Kwadraat” presented itself with Mourik and Mourik Groot Ammers. The areas in which these players operate include environment-related works and project development. And the third candidate in contention is “Blauwe Plek”, a consortium in which contracting firms Aertssen and Cordeel jointly figure as main contractors. Each of these consortia will also be including a number of yet to be named specialists in such fields as smart logistics, park management and sustainable energy. Blue Gate Antwerp will be using a competitive dialogue procedure to select the winning consortium. The objective for the site’s development is clearly stated and the candidates are expected to make proposals as to how this should be fulfilled in concrete terms and in an optimal manner. Blue Gate Antwerp expects to be able to designate the final consortium in the middle of 2015, at which point applications can be made for the necessary permits. This ought to make it possible for the remediation work to start in 2016, and for the first companies to move into the business park in 2017.

The Balk van Beel is the first phase of the development of the new Tweewaters district in Leuven, located on the former industrial site of the ‘Stella Artois’, between the Dyle river and the canal. By 2020, about 1.200 new dwellings should be built on this 11 hectares land with more than 70 % being public spaces. The The Balk van Beel residential building is 180 m in length and has five “staggered” stores. The construction is truly innovative regarding the environment and energy efficiency settings using even recyclable construction materials which are certified ‘cradle-to-cradle’. Therefore this real estate development has been nominated for the MIPIM awards 2014 in the ‘Best innovative Green Building’ category.

Waterview is the third project to be developed by Ghelamco and Jasper-Eyers Architects in the district of Leuven known as the Vaartkom. It follows Waterside, a residential project with 116 apartments, and Vanderelst, a 16,000 m3 office project. Waterview plays a key role in this new area of urban development and is also part of the response being made by the City of Leuven and the Catholic University of Leuven to the growing need for modern student accommodation (the aim is to construct 3,500 new student rooms by 2018). Waterview provides residential accommodation for 460 students, retail spaces and public parking. The 4,700 m3 retail space eases the pressure on the historic center and the 1,002-car and 657-bike garage not only offers parking facilities for students and shoppers but also commuters, who can park there before entering the city center. Traffic congestion in the heart of the city is therefore reduced. The entrances to the garages are the result of a careful study undertaken in collaboration with the City of Leuven and fit in with the renewal of the Engels Plein. The 160-metre-long Waterview development is divided into a series of urban blocks, the dimensions of which balance the residential units in front of them. The V-shaped tower at the end of the site offers students the opportunity to enjoy panoramic views while the kaleidoscopic effect of the red-brown façade turns the 14-storey building into a new landmark and focal point at the entrance to the city. A public lift tower in the middle of the complex provides access to the car park facilities and, more importantly, connects the Keizersberg Abbey with the city below it.

Val Benoît is a complex of modernist architectural style located on the banks of the Meuse between the Calatrava station in the Guillemins district and the stadium of the local football club, Standard de Liège. Constructed between 1930 and 1965 by the University of Liège, the majority of the site has been abandoned since 2005, despite certain of the buildings having been put to other uses. The former university site is now the subject of a vast conversion programme. This site is set to become a genuine city district characterised by a mix of functions (housing, services, training, culture…). Economic activities will occupy an important place with once the project is completed, almost 30,000 m² being dedicated to this, an efficient and sustainable alternative to the businesss parks of the periphery. The site has had a Masterplan since 2013, setting out the major lines of its development. The project to rehabilitate the building which formerly housed the university’s civil engineering department has been finalised and the single permit was granted on October 31st 2013. The latest developments in the project involve the recognition plan presented in February 2014, whose objective is to attract SME’s active in the high-tech sector, along with spin-offs from the University of Liège. This will represent a natural extension to the Sart-Tilman science park. Works will start in 2014 and the first companies may be able to install in 2015 with almost 12,500 m² available.

The new Finance Tower will receive its first civil servants in 2015. In 2011, Fedimmo (100 % subsidiary of Befimmo) obtained the authorisation to construct an office building of 39,000 m²: a 27-storey, 118 metre high project. This will make it one of the tallest buildings in the city of Liège, on the banks of the Meuse, and a prolongation of the magnificent Guillemins station designed by Santiago Calatrava. The construction works on the Rue de Fragnée and Rue du Paradis are progressing well and the building should be ready for its occupants (The Federal Public Finance Service) at the beginning of 2015. The total investment value for this project is of the order of 95 million Euros and it will generate an annual rental income of around 6 million Euros. Fedimmo is also preparing the second phase of the Paradis project in Liège for which it obtained a number 2 planning certificate in 2008. This second phase involves the construction of 26,000 m² of offices and housing. A call for tenders has just been launched, which has received responses from no less than four temporary associations. This second phase can only be initiated once the demolition of the current Finance building has been undertaken, which means at the earliest in the middle of 2015. Fedimmo does not envisage starting to construct this project speculatively, before the occupation risk is largely covered. The trimodal platform Trilogiport is rising out of the ground at Hermalle-sous-Argenteau, a stone’s throw from the city of Liège. It is set to be completed by the end of 2015, particularly as the European subsidies (Feder) impose that the works are completed by this date. The platform will accommodate logistics activities, along with the allied transport of merchandise by water, rail and road, and with the priority vocation of bringing together the shipments upstream of the northern European maritime ports. The ambition is to attract companies which use the waterways along with major European distribution centres with high added value and which can generate much new employment: no less than 2,000 jobs according to a study carried out by the Waterways and Intermodality Promotion Board. The container terminal covers 15 hectares (with 700 metres of quaysides along the Albert Canal). The logistics zone, destined to accommodate EDC’s (European Distribution Centres) occupies the lion’s share of the site, with 41.7 hectares. Two companies specialising in logistics real estate have obtained operational concessions: Warehouses DePauw and Deutsche Lagerhaus Trilogiport, for ¼ and ¾ of the zone respectively. The port sites cover a further 22 hectares, the service zone a little less than 2, and finally, there is an environmental integration zone of almost 40 hectares. A total of 64 hectares for a project impatiently awaited in Liège.

The Au fil de l’eau shopping centre developed by CityMall will take its place within the heart of the pedestrianized shopping district of Verviers. This project forms part of the urban regeneration of the city. It will include retailing and housing and schedules the complete renovation of the Rue Spintay, one of the historic shopping and residential streets of the ‘Wool Manufacturing City’, which has become dilapidated after decades of disinterest. The legal saga involving the appeals is now in the past. Developer CityMall was adjudged to be within its rights faced with opponents of the project which was initiated in 2006, and the mixed project will open its doors in 2017. The Au fil de l’eau project demonstrates remarkable environmental qualities: it has already received a BRE label and should, in time, obtain BREEAM certification. This will be a Belgian first for a shopping centre. During the last Mapic in Cannes, the project attracted the interest of numerous retailers. According to CityMall, almost 50% of the retail area has thus now found takers. The preparatory works for the major structure are commencing.

The project known as ‘Jardins de Courbevoie’ involves the construction of an entire new district close to the railway station at Louvain-la-Neuve, some 25 km south east of Brussels. Louvain-la-Neuve is currently developing from its original character as a ‘student town’ into a fully-fledged provincial city. As an example of this, Louvain-la-Neuve is home to l’Esplanade, one of the few new shopping centres to have been built in Belgium over recent years. One of the attractions of the city is its direct rail link to Brussels, with trains stopping at the European district (Luxembourg station) and all three city centre stations. The ‘Jardins de Courbevoie’ development plays a full part in this urban transformation. A SHOPPING CENTRE INTEGRATED INTO THE FUTURE MULTIMODAL STATION

Le Côté Verre, a CityMall shopping centre project in Namur, is set to make significant progress during this year, with the building permit request being lodged in June. The revised plan for the territorial development of the commune (PCAR) is set to be adopted in May and the building permit should be obtained in April 2015, with works started at the same time, for an opening which is scheduled for in 2017. On Léopold Square, CityMall is thus shortly to develop this new urban shopping centre over some 20,000 m². Named Côté Verre, it is designed to be a natural and geographical prolongation of the Rue de Fer, which is the principal shopping street of the Walloon capital. With its mix of glazed architecture and green spaces, this project is set to breathe a new dynamic into the Walloon capital and should attract consumers from outside of Namur, which will thus see its urban retail offering coming up to the level it deserves. It will represent a link between the main thoroughfare and the station district. Wide footpaths will be a major feature along with rest areas, and the number of parking spaces will be doubled to almost 1,000. According to CityMall, 70 % of the future retail units are currently under negotiation with interested retailers.

Located outside of the historic city, the extension to Mons (a ‘Eurogare’ project) will be linked to its heritage by a brand new railway station designed by Spanish architect Santiago Calatrava, whose magnificent station in Liège is already highly appreciated. But the station is only the hub. A new 6,500 m² congress centre - designed by the architect Daniel Libeskind - with three auditoriums and a number of meeting rooms and offices - stands out like a modern ship, a monument in wood, aluminium and glass. The congress centre is designed to enable Mons to become a ‘centre for business tourism’. It is located alongside the first of Mons’ new developments, the 30,000 m² ‘Grands Prés’ shopping centre, and close to the rear entrance to the station. Just between the station and the conference centre is to be a new 4-star hotel, offering 200 rooms on a ground area of 4,000 m². The overall plan for Mons includes a technology-oriented business park and a substantial amount of housing. The business park will comprise three identical buildings of ground floor plus three upper floors configuration, each of them having a surface area of 3,600 m2. Alongside the ‘Eurogare’ development, Atenor is also adding to the enlargement of Mons with its own project ‘Au Fil des Grands Prés’ The company has acquired 7.2 hectares which will accommodate a mixed use complex comprising further housing, offices and shops. Rive Gauche is a major town planning project in Charleroi, based around the Place Albert 1 and extending to the Quai de Brabant and Place Emile Buisset. It features a major shopping centre, housing and a hotel. The location close to the River Sambre also represents an access point to the city from the railway station just across the river. Architecturally, Rive Gauche will be characterised by glass, brick and perforated metal in a bronze/brass tint. Walking through the centre of the project will also enable pedestrians to move from the ‘lower town’ of Charleroi to the ‘upper town’. The first demolition works are underway and should be completed by June 2014, enabling works to start immediately afterwards. The shopping centre is expected to open between autumn 2016 and spring 2017. The City of Charleroi talks of the Rive Gauche project as forming part of the policy of renewing and reconstructing the city centre.

This project is located in Namur on the right bank of the Meuse along the Avenue Prince de Liège. The insurance company Atradius currently occupies a vast, low building on a site of 30,245 m2. The building no longer responds to current comfort needs or energy consumption demands. Developer Eaglestone is scheduling the construction of a new sustainable district on this site. After redevelopment, the site will offer around 20,000 m² of offices (5,300 m² let to Atradius), and 12,000 m² of housing (a hundred new apartments, and 12 houses). The project has been designed to offer high quality public spaces, including a new pedestrian street, a new park and a public square.
