Beginners Guide 2020 - 2023 3

This handbook outlines the requirements and rules of TARGA and serves as a guide for those who participate in any one of TARGA’s competition categories.

This handbook is especially useful for those who are new to rallying or specifically TARGA events.

This handbook includes:

• Licence and insurance requirements

• Apparel

• Road books and event supplied collateral

• Course information and rules

• Safety requirements and equipment

• Alcohol, drugs and other substances

This handbook is intended to assist beginners by providing useful information. The information in this guide does not supersede the Supplementary Regulations governing the event and therefore is not to be used as the basis for a protest.

It is the responsibility of the team to ensure that at all times they conform to the following eligibility requirements and their vehicle maintains legal roadworthiness.

Targa Australia Beginners Guide 2020 - 2023 54LICENCE REQUIREMENTSBoth driver and co-driver shall hold, as a minimum, a current Motorsport Australia National Rally Licence. Navigators shall hold, as a minimum, a current Motorsport Australia Navigator Only Licence. The holder of a “Navigator only” Licence, will not be permitted to drive the vehicle at any point during the event.

Team members who hold only a circuit racing Licence must successfully complete a rally lecture and then obtain a rally endorsement for their Licence from Motorsport Australia before the event.

For TSD Trophy, Thoroughbred Trophy and GT Sports Trophy, the minimum requirement is a Motorsport Australia Level 2 Speed Licence for both the driver and co-driver/navigator.

Prior to applying for a Licence, you will need to become a member of a Motorsport Australia affiliated car club. The Motorsport Australia Car club search feature sits in their Members Portal area which can be accessed by the following link: https://motorsport.org.au/clubs

Before you log in, you will need to undertake the registration process or call Motorsport Australia Member Services on 1300 883 959.

You can download your Motorsport Australia application form here https://motorsport.org.au/membership/Licence/introduction and RETURN TO: MOTORSPORT AUSTRALIA P.O. Box 172 Cantebury, VIC, 3145 or email to: [email protected]

Please note, any participant who does not hold a Civil Driver’s Licence shall not be eligible to drive the vehicle at any stage during the event.

A provisional Licence or permit may be accepted on application to the organisers provided that person meets the minimum age requirements and can prove a suitable level of driving experience.

MINIMUM AGETo be eligible to compete in the full competition, both driver and co-driver/navigator must be a minimum of 18 years old. However, there are some navigator age exemptions for trophy competitions.

Navigators in TSD Trophy must be a minimum of 15 years old.

Navigators in Thoroughbred Trophy and GT Sports Trophy must be a minimum of 16 years old.

INSURANCEPublic Risk Insurance

The event is covered by Public Risk Insurance arranged and paid for by the organisers as part of the Motorsport Australia Public Risk Insurance Policy, which can be viewed on their website.

Teams are liable for all damage they cause, however they may make a claim under Motorsport Australia’s insurance. An excess is payable where a claim is made unless the cost is less than the excess

Personal Accident Insurance

Personal acident insurance for competitors, registered service crew and TARGA officials will be provided in accordance with Motorsport Australia’s personal accident insurance policy, which can be viewed on their website.

Competitors are responsible for paying all medical expenses resulting from an accident in the event. In some circumstances some of these expenses may be reimbursed and competitors should forward details including receipts to the Motorsport Australia office. Please note: it is strongly advised competitors are covered by an Ambulance fund.

Vehicle Third Party Insurance

Each vehicle must carry third party insurance, which is normally issued with registration papers. Proof of cover is required to be presented at documentation (registration papers or temporary permit).

Owners of vehicles registered in the State of Queensland are required to obtain a special extension of their third party insurance for the period of the event from their third party insurer. Proof of this extension must be presented at documentation.

When you prepare your car for full competition categories, you may not be able to register your car in some states. Every state has different rules, so we suggest checking your individual states regulations.

LOGBOOKSAll competition cars (with the exception of those competing in TSD) are required to have a Motorsport Australia logbook. This is a simple process and requires inspection by a Motorsport Australia official. Visit the Motorsport Australia website for more information: https://motorsport.org.au/

APPARELRace suits and race boots are recommended for trophy competitions, but are not a requirement of competition.

However, trophy competitors must wear neck-to-ankle clothing cover and closed shoes while competing. Clothing of synthetic materials are not permitted.

For full competition categories, apparel must comply with the requirements of the Motorsport Australia Manual - General Requirements, Schedule D for National Tarmac Rallying.

In a closed car, you can use an open face helmet or a full-face helmet. Full face helmets are mandatory in open top cars.

Helmets with built-in intercom units are preferable.

ROAD BOOKS AND PACE NOTESRoad books provide comprehensive details of the course and will be issued to competitors at documentation prior to event start.

The use of Pace Notes is permitted in all competition categories and are available from several suppliers.

Pace notes will take some time getting used to as it requires 100% accuracy from the navigator and 100% confidence in the navigator from the driver. This will not happen in your first event, but overtime as you develop accuracy and confidence in each other.

RECONNAISSANCE Reconnaissance or “recce” is very useful. If this is your first event, you may find it very productive to conduct a recce while the navigator runs through the pace notes simulating being on a TARGA stage.

Recce must be conducted only in normal road-registered vehicles (not competition vehicles), which do not carry any sign-writing relating to the event that could be deemed as giving the public

Targa Australia Beginners Guide 2020 - 2023 76the impression that it could be a TARGA car. Recce must be conducted within the designated speed limits and respecting all other road traffic laws. Speed limits are clearly signposted and must be resepcted.

START ORDERAll teams will run in an order that will be determined by the organisers, taking into consideration past performances or in the case of new competitors, the potential performance of the vehicle.

The start order will be established slowest to fastest.

TARGA STAGES AND TIME CONTROLSAt TARGA stage starts: Teams are to start a TARGA stage in the order that they arrive at the time control and to queue on the side of the road (not in the middle).

A time control includes the start control of any touring stage, a finish control of any touring stage, the start line of any TARGA stage or the flying finish of any TARGA stage.

During TARGA stages: When driving on a TARGA stage The first stage is always issued a low average speed and a minimum time allowed to ensure you adjust to the driving conditions.

Penalties apply for breaking a minimum time, so do not go flat out immediately. Refer to TARGA’s Sporting Regulations for more information on minimum times.

On any stage you commence, remember you will be on cold tyres and have limited grip due to the cold road surface.

A common mistake is turning into corners too early, resulting in poor exit speed. Brake to a more acceptable speed, assess the corner and accelerate out of the corner

for maximum pace.

The last competition vehicle will be followed by the competition sweep (999) vehicle, which indicates the competition on the TARGA stages has ceased. The final vehicle for TSD Trophy will be the TSD Sweep and for Thoroughbred & GT Sports Trophy, the Trophy Sweep.

For TSD and other trophy competitions, if you miss your corresponding sweep vehicle, you will be prohibited from starting the stage until after the passage of the last full competition car, in front of the 999.

Competitors who stop on a TARGA stage and fall behind the 999 can apply for a derived time for the stage provided they started the stage within their accumulated late time up to this control.

We reccommend reading the sporting regulations for more clarity around sweep vehicles and late time.

OVERTAKIINGIn the world of rallying, overtaking is rare, except at TARGA where cars start slowest to fastest at 30 second intervals.

Vehicles wanting to overtake need to signal the car in front by either sounding their vehicle horn, flashing their headlamps and/or using the ‘push to pass’ feature on the RallySafe device.

Any vehicle being overtaken, MUST give way. Should a driver indicate to overtake, the driver being overtaken MUST turn on their left side indicator and must allow the overtaking vehicle to pass immediately by slowing and moving to the left side of the roadway and if neccessary, stopping. Penalties apply for not allowing a vehicle to overtake.

The overtaking vehicle must only pass on the right hand side of the overtaken vehicle.

Failure to permit overtaking will result in heavy penalties.

TOWING AND RECOVERY

A recovery team including tow trucks, will follow the field. The purpose of this team is to recover and secure any damaged or un-roadworthy vehicles and ensure the crew is not left stranded at the roadside.

The cost of transport back to the overnight is covered by a one-off levy included in your entry fee. Towing to any other location is the responsibility and cost of the competitor, as is towing by any other contractor other than Coastal Auto Transportation Services.

Ensure you have retrieved your valuable and personal items from the vehicle before your car is towed.

If you prefer not to use the recovery team, your service crew will be able to collect you from the stage once the road has been declared open.

DOCUMENTATION AND SCRUTINYDocumentation and scutiny will be carried out at the venue, date and time as listed in the events Supplementary Regulations. Both driver and co/driver are required to attend documentation the day before the event starts and before their vehicle can attend scrutiny.

Documents relating to competitors and vehicles will be checked as well as the issue of door panels, number plates/vinyl plates, road books, function tickets and service crew packs.

If not sent through prior to documentation,

you will need to ensure you bring your

• Motorsport Australia Licence

• Civil drivers Licence

• Motorsport Australia log book

• Registration papers

• Rally permit or temporary vehicle permit.

Vehicles must be presented ready to start with all compulsory equipment on board, including all required apparel at the venue, on the date as listed in the Supplementay Regulations.

Teams are required to report to pre-start scrutiny at their allocated time as commu-nicated.

DRIVERS BRIEFINGAll competitors must attend a compulsory briefing. Team members who do not attend their required briefing shall be referred to the Stewards of the event.

SECURITY PARKS & TARGAFESTA security park is an area in which the vehicles will be parked overnight after documentation and scrutiny and after each leg.

Vehicles must be parked in the overnight security park within their allocated time plus any available late time.

Mechanical work of any nature that requires removal of any component of vehicle, including wheels, is not allowed within a security park, TARGAFest or Parc Ferme.

Following scrutiny, the initial security park will be declared a Parc Ferme until the vehicle is released for the start of Leg One.

Targa Australia Beginners Guide 2020 - 2023 98We recommend reading the Sporting Regulations for more infomation on arrival and removal of vehicle from a security park, penalties for non-compliance and exemptions for removal of a vehicle from the security park.

LUNCH BREAKSAs a part of the entry fee, lunch will be provided to driver’s and co-driver’s/navigators on all days of the competition.

Lunches are catered for in various towns and all competitors have the same lunch stop location.

The general duration of a lunch break is approximately 60 minutes per team; however, this can often be reduced if there is a delay on the morning stages and we need to get back on time.

Please identify any specific dietary requirements you may have in your team console prior to the event start.

SERVICING AND SERVICE CREWSUp to six service crew members may be registered with TARGA, at no charge, by completing the appropriate registration form and lodging it at documentation.

Registered service crew will receive service crew instructions, a ticket to the official Welcome Party and a wristband, which must be worn at all times.

Motorsport Australia Personal Accident Insurance is provided for registered service crew members ONLY.

All service crew members must be at least 16 years of age.

Service crews may not enter Parc Ferme without the approval of the Technical Commissioner. Service vehicles are not permitted in any security park (at overnight stops) or lunchbreak locations.

There are no official service areas. Competitors and service crews can use any suitable location to service their vehicle during their allocated service time.

Please refer to the Sporting Regulations for allocated service times.

These must be attached to the vehicle as per the instructions issued and MUST NOT be cut and/or altered in any way and are to be maintained in good order and condition throughout the event.

Alteration or removal of the decals from the vehicle before or during the event will render the entrant unable to start the next day until rectified to the satisfaction of the organisers.

VEHICLE NUMBER PLATESAt TARGA Tasmania, the organisers will provide each team with two metal vehicle number plates. These plates are to be displayed in place of the usual vehicle registration plate and in the same location - Vinyl vehicle number plates can be used on request and purchased from the organisers.

If a written instruction from the Clerk of the Course, or his nominee is issued to a competitor to relocate a number plate - that instruction must be carried out to the satisfaction of that official. Failure to comply with this regulation may result in the vehicle not being permitted to start the leg, and referred to the Stewards.

At all other TARGA Events, the organisers will provide each crew with two vinyl vehicle number plates. These plates must be attached to the vehicle above or beside the position which would normally be occupied by the usual vehicle registration plates (not over), which must remain in their normal location and be visible at all times during the event.

ORGANISER DECALS PLACEMENTOrganiser’s event identification decals and compulsory event sponsor decals (supplied at Documentation along with placement instructions) must be placed on the vehicle as follows:

RALLYSAFEIn order to monitor the speed and track vehicle positioning during the event, the fitment of RallySafe equipment to each vehicle is mandatory.

All RallySafe units are hired at documentation for the duration of the event only. The hire fee is a part of the entry fee into each TARGA event.

In order to fit the unit, a pre-purchased installation kit is required. RallySafe installation kits (including antenna, roll cage or diamond mount and power wiring loom) MUST be purchased prior to your first event, with adequate lead time (2 weeks) for postage and handling. RallySafe installation kits are to be purchased directly from the RallySafe online store https://shop.statusas.com/shop/category/rallysafe/

Installation instructions and specifications are available on the RallySafe website, including a training video showing all aspects of the system.

At the conclusion of the event, all teams must return the tracking unit to a RallySafe representative or CRO. It is the team’s responsibility to return the RallySafe unit and failure to do so will result in the competitor being liable for the cost of the unit.

RallySafe offer a damage waiver fee, which covers the unit for fire and/or damage for $15 +GST per event, or an annual fee for multiple events of $50 + GST. The loss or theft of unit will not be covered and the damaged unit must be presented to avoid a cost. The damage waiver fee must be purchased online at https://shop.statusas.com/shop/category/rallysafe/damage-waivers/ prior to the start of the event.

Targa Australia Beginners Guide 2020 - 2023 1716AIR FILTERSYou will need quality air cleaners due to the presence of dust and gravel in most rural

areas.

BATTERY Make sure your battery is securely mounted. You can relocate your battery to a lower point in the vehicle, however it will need to be inside a battery box.

Gel filled batteries can be used instead of lead acid and mounted to any position as they don’t mind being laid on their side.

GLASS AND WIPERS Always ensure your windscreen is clean inside and out and ensure washers and wiper are in working order.

COOLING SYSTEM TARGA is conducted in variable weather and often includes steep ascents. Therefore, your cooling system must be in top condition. Replace suspect belts and hoses, especially those in your heater as they can burst and dump boiling water on your feet.

Installing a swirl pot is a useful cnsideration if your cooling system is marginal. This device allows the gas bubbles to separate from the coolant if using a water-based material.

A temperature sensor can also be fitted to the engine block with an audible warning in the cockpit.

FUEL We mandate the use of 98 octane fuel as the maximum octane.

Consider tuning for 95 octane and using 98 as you may not always have access to 98 in country towns.

Carry enough octane booster for a full tank in case of pinging or detonation.

Under race conditions, most cars will not pick up the last few litres of fuel. To overcome this, you may fit a small interim surge tank of a few litres to supply the fuel pump with a constant head of fuel.

Most gauges will have about 10 to 15 litres of fuel before you run out. With a surge tank you can draw every last drop of fuel.

A mechanical fuel pump works well, but if you split a diaphragm it can mix fuel with oil, resulting in uneven idling, variable oil pressure and even ruin your engine bearings as the oil is thinned out by the contamination of fuel.

Electrical fuel pumps come in two varieties, pushers and pullers. If you get them mixed up you can get poor hot starting, fuel starvation and detonation that can result in a holed piston /blown head gasket.

You are not permitted to carry fuel in containers in your car.

REFUELLING AND ROADSIDE WORK

Refuelling and roadside work is restricted on suburban streets and all built up areas. Any refuelling action or any other action undertaken roadside on the course, must not impede, disrupt or otherwise affect normal traffic movements in any way and

must be conducted off the normal road surface.

Refuelling must be carried out in a safe manner at all times.

Please refer to the Supplementary Regulations of the event for the latest advice.

KILL SWITCH

If fitting a kill switch, you will need a double pole isolator that both isolates the battery and cuts off the power to your ignition system or engine management system.

It is highly recommended to fit the kill switch within easy reach. A secondary pull tag to operate the kill switch must be mounted externally at the base of the windscreen on the driver’s side, so the bettery can be isolated from outside the car in the rare case you become trapped inside with the engine running.

SUSPENSION

It is recommended to maintain a standard ride height with at least a 50% increase in your spring rate, subject to the weight of your car.

If you hit a dip with soft or lowered suspension, you may run the risk of rupturing your sump or tearing off your exhaust system.

TYRES AND WHEELS

A maximum of six tyres are permitted for use during each event. Refer to the Sporting Regulations for time penalties regarding tyre misuse.

Soft compound tyres will not last the length of the event, particularly TARGA Tasmania. A medium compound may get you through

the event, but will be determined by the weight and power of your car.

By the end of TARGA, you will have worn out a full set of R Series tyres, so make sure you don’t start the event on a set of used tyres.

Old tyres are dangerous, especially in the wet. You can check the date of manufacture on the sidewall of your tyres.

Many tyres are required to be mounted for the correct rotation. This is also marked on the sidewall.

In TSD Trophy you are restricted to 130km/h and an average speed of no more than 90km/h, so R Series tyres may not be necessary.

Ensure your tyres are fitted with metal caps rather than the standard plastic caps.

BRAKES AND BRAKE FLUID Under TARGA Regulations, you may upgrade your brakes, however we suggest reading the Technical regulations for more information.

High boiling point DOT 4 is reccommended for brake fluid. Do not use standard brake fluid as it is hygroscopic (absorbs water). It is essential to replace brake fluid every year as the water that has accumulated will turn into sompressible steam.

NUTS

Ensure important nuts are secured by spring washers or use Nyloc nuts. Never leave wheel nuts untightened.

Page 10: BEGINNERS GUIDE - Targa€¦ · Tarmac Rallying. In a closed car, you can use an open face helmet or a full-face helmet. Full face helmets are mandatory in open top cars. Helmets

Targa Australia Beginners Guide 2020 - 2023 1918LIGHTS

Ensure all lights are in good working order as you will be required to run low beam on all TARGA stages.

For those with retractable headlamps, you may use fog lights instead.

VENTILATION

TARGA events take place in all sorts of weather conditions, ranging from zero to 40 degrees, all within the same event. It has even been known to snow during the event!

Misting up inside the car can be very dangerous so you will need good ventilation. Use Rain-X to minimise the misting effect. Just make sure you minimise the use of the air conditioning compressor where possible because with so many rev changes on a stage, the unit may not cope Any heavy items must be securely bolted

down.

CATCH TANK

Your engine will create a lot of oily fumes mixed with condensation and fuel and you do not want this fed back into your air intake. A two litre reservoir with a drain tap is a great idea. You can inspect its contents by draining it into a glass jar and allowing the contents to settle out. Oil will float to the top, water will show as clear underneath.

Make sure that the vents are not blocked. If you pressurise your crankcase you will blow out your oil seals or start blowing a lot of smoke when oil goes where it is not meant to.

OIL SURGE

Many engines have been ruined by oil

surge. This occurs when the oil in the sump is forced away from the oil pickup and the pump fails to deliver an adequate supply of oil to the bearings. This can happen while cornering, braking or acceleration and is exacerbated by using high grip R Series tyres generating high G forces. The easiest but probably least effective thing to do is to overfill the sump by a litre. Far better to have a properly baffled sump that traps the oil and keeps an adequate amount near the pickup at all times. Fit a LARGE low oil pressure light if in the remotest doubt.

If your car leaks oil on the road during a TARGA rally you could spin in your own oil or be responsible for a crash or injury to another competitor.

WEIGHT

All vehicles must be in line with the minimum weight specifiation as outlined in the Technical Regulations.

Vehicles may be subject to weighing at any time during the event. It is compulsory to stop at a Vehicle Weight Checkpoint (VWC) when requested to do so by a scrutineer.

SPARE PARTS AND TOOLS A roll of wire and race tape will be your best investment. Light wire comes in useful for securing all sorts of loose bits, even doubling as a split pin or brake pad locking device, if necessary.

Race tape in body colour will hide a multitude of sins and cover up those little indiscretions you may have with the scenery.

A tool roll is best rather than a toolbox as you can locate it in a more secure fashion or wedge it into a small crevice. Whatever you do, make sure that it will not come

loose in the boot and destroy fuel lines, or wiring or anything else that is fragile.

concludes each day. Any driver or crew member who is found to be affected by alcohol on the day of the event shall not be permitted to participate. The carrying of intoxicating liquor while on the course is strictly forbidden and offenders will be liable to a penalty including disqualification from the event.
