Self- preservation

Specialist clothing – apart from the standard uniform, the emergency services have specialist clothing to protect them.

This is known as Protective Personal Equipment (PPE).

All services wear high visibility jackets, especially when dealing with road traffic collisions or incidents.

Other services wear gloves, eye protection, head protection and specialist footwear.

In the first section of your assignment, you

need to go through each type of protective

clothing worn by the 3 emergency services

giving an example of when and why it might

be used.

Scene safety measures – protecting the

public services and the public

Emergency services have a duty of care in every incident. If the scene is not made safe someone else may have an injury.

The following safety measures are used-

• Warning signs – give examples of what types of warning signs might be used and in what scenarios

• Portable barriers – these may have to be requested by the first officer at the scene

• Cones – when do you typically see cones being used and why?

• Road closures and diversions

Consideration for public welfare

Some large incidents can affect public welfare, such as the Grenfell Tower incident. The safety of people in the immediate vicinity can be at risk.

Other incidents such as traffic collisions may have a wider affect on the motorway and road routes.

Use of the media to warn the public about incidents – such as?

Warning the public about the possible delays to public transport –through what means?

Warning the public about congestion – how?

Ensuring the public that the scene is safe and will not affect the local environment and its citizens

Task:

A large-scale traffic collision has taken place on a motorway.

All three lanes are blocked and petrol from several crashed

vehicles has spilled onto the carriageway.

What scene safety measures would you put in place and how

would you could you inform the public?

In the next section of your report, you ned to consider the scene

safety measures and consideration for public welfare.

Another aspect you will have to write

Chemical spillage e.g. hazardous chemicals- this could be a vehicle collision

Electrical cables- these run above and below the ground, they can be bought down by storms

Railways and railway crossings

Fires- people trapped, smoke inhalation, evacuation

Bombs and explosive devices – bomb warnings, targets, terrorist activity, searching, evacuation

Legislation and regulations

The emergency services, just like any organisation are

governed by legislation and regulations relating to

their health and safety at work.

The public services often are involved in risky and

dangerous jobs, however some legislation prevents

them doing the job they are trained to do- save lives.

Health and Safety at Work Act 1974

The Reporting Of Injuries, Diseases and Dangerous

Occurrences Regulations (RIDDOR) 1995

The Control Of Substances Hazardous to Health

(COSHH)

Hazard Analysis Critical Control Points (HACCPs)

Throughout your report you will need to

make reference to these legislation – for

example when talking about a specifc

example such as Grenfell Tower you should

mention these as reasons for specific

preservation techniques being used – e.g.

the Health and Safety at Work Act means

To achieve D3, continue with your report and demonstrate an

understanding about key legislation and regulations and evaluate

how they impact on workers attending emergency incidents.

Using your knowledge of legislation, discuss how these can

help and hinder the work of the public services – to

evaluate means to consider both sides of the argument – so

you have to give reasons why legislation has had a positive

impact on the work of the public services as well as the

negative and come to an overall conclusion.

Assignment- write a report

To achieve P6 review the personal safety measures and those for

others at an incident. Include an overview of current legislation.

To achieve M3, continue with your report and review the personal

safety measures taken into account in the Grenfell Tower incident,

include reference to current legislation.

To achieve D3, continue with your report and demonstrate an

understanding about key legislation and regulations and evaluate

how they impact on workers attending emergency incidents.
